2Regulation for the 470-862
MHz Band• June, 2006, RRC06: DVB-T plan for the 470-862 MHz band,
GE06 Agreement
• November, 2007, WRC-07: 790-862 MHz Band, allocation to
mobile service on a primary basis with different conditions
(footnotes 5.316, 5.316A and 5.316B)
• 2010: EC Decision on harmonized technical conditions on use
in the 790–862 MHz (2010/267/EU )
• 16 February 2012: RSPP approved by the EP – From 2013
mobile in DD band (-18%)
• February, 2012, WRC-12: 790-862 MHz Band, (footnotes 5.316,
5.316A and 5.316B)
• February, 2012, WRC-12: 694?-790 MHz Band, Resolution 232
(WRC-12) WRC-15 will specify the technical and regulatory
conditions applicable to the mobile service allocation (-25%)6th November, 2012 Regional Regulatory Seminar on Transition to Digital Terrestrial Television

3Technological development in
digital television
• 2004: decision on developing a new video compression
standard
• March 2006: decision on developing an upgraded DVB-T
standard
• September , 2009: DVB-T2 standard is adopted. App. 50%
increase in bit rate, more than double in transmitter distance
• July 2012: draft standard for HEVC (H.265) is approved. Double
the data compression ratio compared to MPEG4. Expected
availability of encoders for 2016 with 30% bit rate saving, and
for 2022 with 50% bit rate.*

• „SD content appear comparatively inferior in terms of quality”• „strong demand for HDTV in the EU”• „HDTV technology has become the norm in homes”• „consumers are more and more equipped with full HD TV sets”• „In order to continue to provide a competitive and attractive DTT
platform, DTT services should be delivered to consumers in a full
HD format (1080p).• 3D should not have a significant impact on the overall DTT
capacity requirement.”• „4Kx2K UHDTV television broadcasting to the home may find
acceptance with in-home television audiences”

GE06 Digital Plan in the 470-790 MHz Band for Hungary
Without DD band 5(!) nationwide DVB-T multiplexes can be implemented in Hungary based on the GE06 Plan.

Possibilities for increasing the data capacity for digital television
Using DVB-T system• Modification of the current DVB-T system parameters• Additional layers by modifying the GE06 Digital Plan

1. Revision of the GE06 Digital Plan – New conference• 119 countries are affected• ST61 - RRC06 : 45 years between the two conferences.• 3-4 years necessary for the preparation

Planning exercise 1 for Hungary
Interfering field strength

• The GE06 Plan uses the 470-862 MHz band with high spectrum efficiency
• No chance for replacing many „lost channels above 60” with new ones Possible solution: extension of GE06 allotments for the
neighbouring ones
• System: DVB-T• Channel: 46• Modulation:
64QAM• Code Rate: 3/4• GI/TU: ¼• Reception
mode: PO

Several GE06 countries have already decided on the introduction of DVB-T2

• Main features of DVB-T2 system from network planning point of view:• IFFT 16k and 32k • GI MAX: ¼ (16k) and 19/128 (32k)
• Q delayed IQ modulation• Modified error correction methods (BCH and LDPC)
• The size of DVB-T2 SFN areas are limited by the compatibility with the GE06 Plan entries of neighbouring countries

• less self-interference• Bigger coverage• More robust network
Longer guard interval (448 μs and 532 μs, 134-160 km)
Decrease in C/N

6th November, 2012Regional Regulatory Seminar on Transition to Digital Terrestrial Television
Broadcasting and Digital Dividend for Europe, Budapest, Hungary
• Introduction of DVB-T2 can be possible without modifying the GE06 Plan (taking into consideration some constrains for given system parameters) same number of layers, higher bit rate/MUX
• Modification of the GE06 Plan based on allotment extension can be possible in limited cases additional layers, same bit rate/MUX
• Modification of the GE06 Plan based on allotment extension and implementing DVB-T2 system can be possible in limited cases additional layers, higher bit rate/MUX
