Schedule of Rates for Irrigation Works in Pune Region for the year 2008-09 is prepared by the Superintending Engineer, Kukadi Project
Circle, Pune and as recommended by the RSR Committee based on CSR for the year 2008-09 as approved by the Government letter No.
CSR - 2278/(243/2008)/M-2 dated 07/07/2008 and as amended vide letter No.
The RSR Committee for the Pune Region is formed by Chief Engineer (S.P.), Pune’s letter No. DB/HDM/834 dtd. 10.02.2006.

The Regional Schedule of Rates for the year 2008-09 is approved vide letter No. C.E.(S.P.)/DB/6443 dated 10/11/2008.
NOTES
This RSR is effective from 01-06-08 and will be in Operation till the next revision.
1.0 This schedule of rate is applicable for all the Irrigation works in Pune region under the jurisdiction of Chief Engineer (W.R.) and
Chief Engineer (S.P.), Water Resources Department, Pune.
1.1 Material costs are inclusive of all taxes as per prevailing Govt. Resolutions (VAT, Excise duty etc.)
1.2 Royalty charges of all materials such as sand / metal etc. are considered same as in the RSR as per Revenue and Forest Department
Resolution No. -10 / 0206 / 57 / dated 15/12/2006. These charges are at Rs. 35.34 / cum. However, if the royalty charges are
changed by the District Collector / Government by the way of auction of sand or as per the written orders of the Govt. or District
Collector, the same shall be considered in the rate analysis while framing the estimates.
2.0 Excavation and Embankment :
2.1 Rates include removal of the excavated stuff upto 15 m. lead and 1.5 m lift including dressing as stated in the items.
2.2 Similarly rates for embankment provide only initial lead of 15 m. and lift of 1.5 m. as shown under different items.
2.3 While framing the Estimate, it is necessary to add for actual extra lead and lift over and above 15 m. and 1.5 m. respectively on
the basis of the rates shown in the lead & lift statement for various materials.
2.4 The rates for items of excavation depend upon their widths.
3.0 Stone Masonry :
3.1 Rates include initial lead for all materials upto 50 m. and the initial lift upto 1.5 m. and extra lead should be added while framing
the estimate as per lead statements for various materials.
3.2 Percentages of mortar assumed for various types of masonry are as follows -
3.2.1 a) Khandki facing - No mortar for jointing is taken into account. Only face pointing of joints is considered.
3.2.1 b) Uncoursed Rubble Masonry - 30%, 35% and 40% mortar.
3.3 The items for masonry works are exclusive of cement pointing and separate items and rates for cement pointing have been shown.
3.4 In the case of Khandki facing, rate is stipulated per unit Sq.m. area. Thus, in the items where Khandki facing is provided the entire
item should be first estimated as U.C.R. Masonry in (relevant) proportions and the amount for surface are provided with Khandki
facing shall be added on the stipulated rates, (with relevant proportions) so as to arrive at the cost of the entire item.
3.5 The grade of cement considered in this RSR is 43 grade only. Cost of cement has been considered as Rs. 250/- per bag of 50 kg.
(0.035 Cum) which is inclusive of VAT. Please see the material rates section.
4.0 CONCRETE4.1 Initial lead and initial lift are similar to those for the stone masonry as shown above.
4.2 The quantities of cement and coarse aggregates adopted while framing the analysis of rates are as under -

4.3 Concrete works shall be carried out as per mix design.
5.0 USE OF D.S.R. OF WATER RESOURCES DEPARTMENT & OTHER DEPARTMENTS :5.1 P.W.D. Schedule of Rates -
1 Regional Schedule of rates for Water Resources Department, Pune Region shall be used for the works of Head Regulators
of Dam, Pump House, Intake Structures, Earthwork and Lining on Canal Sysytems (Canal / Branch Canal / Distributory /
Minor) etc. to be estimated by Water Resources Department.
2 For all works of buildings and roads, rates of P.W.D. R.S.R. of Pune Region shall be used. For all other works such as
Aqueduct, Cross Drainage Works, Syphon, SWF, Hume pipe drain, Slab drain, Road Bridge, K.T. Weirs, Super
passage, Outlet, Falls, Escapes etc. D.S.R. of P.W. Department, Pune Region shall be used. Note on Sr. No. 6.7 shall
apply.
5.2 Maharashtra Jeevan Pradhikaran (M.J.P.) D.S.R. -
In the case of Lift Irrigation Schemes or such pipe line works are involved, the rates for various items of such schemes
shall be taken as per the Schedule of Rates of Maharashtra Jeevan Pradhikaran (M.J.P.). For other items of Lift
Irrigation Schemes, the rates of M.J.P. shall be applicable only to the items which are not included in Regional
Schedule of Rates of W.R.D, Pune Region.
6.0 GENERAL -
Extra percentage over the rates of Regional Schedule of Rates for the year 2007-08 are allowed as mentioned below -
6.1 20% extra rates are allowed for excavation in wet condition for the items 2 to 10 of Excavation Section.
6.2 20% extra rates for items of Earthwork on Canal, Minor, Sub-Minor and water courses having channel carrying
capacity of upto 0.15cumec. These extra rates shall be applicable for quantity only upto depth FSL + FB.
6.3 15% extra rates for items of Earthwork on Canal, Distributory, Minor, Sub-Minor and water courses having channel
carrying capacity above 0.15 cumec and upto 1 cumec. These extra rates shall be applicable for the quantity only upto
depth FSL + Free board level.
6.4 Extra 25% rates are allowed for all type of earthwork (small canal, distributory, minors, sub-minors & field channels)
involving quantity in cross section width less than 1.5 m. In this case extra 20% and 15% rates as mentioned in Sr. No.
6.2 and 6.3 are not allowed again. The same increase in rates are included in 25% itself.
5% extra rates are allowed for -
6.5.1 All works of Irrigation Projects within 10 kms. from the boundary of any Municipal Corporation.
6.5.2 All works of Irrigation Projects which are situated within 10 kms. from Sugar Factories.
6.5.3 All works of Irrigation Projects within Municipal areas.
6.5.4 All works of Irrigation Projects within Industrial areas.
6.5.5 All works of Irrigation Projects in hilly areas declared by Planning Departments.
6.6 10% Extra rates are allowed for all works of Irrigation Projects in the Tribal areas.
Note :Even though there are more than one conditions out of those mentioned at Sr. No. 6.5.1 to 6.5.5 & 6.6, only one increase is
allowed. e.g. If any place is situated in tribal areas as well as in hilly area, only 10% increase in rates is allowed.

6.7 The extra percentage allowed over the rates of this Schedule of Rates as per Note No. 6 shall not be applicable for items for which
P.W.D. and M.J.P. schedule of rates are used.
1 The increase mentioned in Paragraph at Sr. No. 6.1 shall be applied independently along with increase at Sr. No. 6.2 or 6.3
or 6.4 and in the areas at Sr. No. 6.5 or 6.6. For example, in tribal area for the work of excavation in soil for a watercourse
having capacity less than 0.15 cumecs, in the wet condition with the lead of 50 m., the rate is to be worked out as below –

7.0 The labour charges adopted in the rate analysis of the items in schedule of rates for Pune Region are as per common schedule of rates
approved by the Government for the year 2007-2008.
8.0 The rates of this R.S.R. are not allowed for Khar land development works.
9.0 30% extra rates are allowed for works of River gauging. However, extra 5% and 10% rates as mentioned in Sr. No. 6.5 are not
allowed again as this includes in the 30% extra rate.
10.0 The particular extra rates mentioned in this note are allowed for the transportation rates arrived at for transporting construction material
by Tipper / Truck.
11.0 While putting the rate of material like cement, steel in Schedule `A’ of Tender, this rate should include the respective percentage
whatever added in the estimated rate.
12.0 The Schedule `A’ rate in any type of contract shall not be less than the rates shown under the schedule of rates of materials section.
13.0 Survey Works :
13.1 Survey works consists of (24) items.
The rate in this schedule is arrived as shown against each item.
1 Maintenance & Repair Section :
14.1 Newly incorporated maintenance and repair section consists of 26 items.
For Mumbai railway station where there are Government approved Hamal Panchayats (Labour Unions) rate + 10% overhead
charges has been approved in addition to labour union rates for loading and unloading of cement vide Govt. Marathi letter
No. DSR-2397/256/97/LPG2/dated 27/3/1997. On all other railway stations in Maharashtra where the government approved
labour unions are operative. These labour union rates are to be used for loading and unloading of cement as per Government
Marathi letter No. 1098/146/99/M.I.-2, dated 17/5/2000.
While preparing the rate analysis the difference between issue rate / market rate and CSR rate shall be considered.
Cement loading and unloading into / from truck are not considered in transportation rates.
For transportation of cement by road, estimate shall be prepared based on RSR transportation rates. Competitive bids shall be
called for and be sanctioned by the competent authority. On these basis, transportation shall be carried out.
The labour rates are provided as per the PWD DSR for the year 2007-08. These rates shall be used only for labour supply
items and shall not be used for any other purpose.
Item No. 30 & 32 in W.R.D. R.S.R., Pune Region are for concrete by batching and mixing plant. If the quantity of concrete
is equal to or exceeds 25,000/cum, these items shall be included in the estimate duly obtaining permission from the
concerned Chief Engineer. If the work is carried out by using batching & mixing plant, payment shall be made accordingly.
For completed irrigation projects, where irrigation is operative, 5% increase is allowed towards additional transportation
where machinery is used for repairs / renovation works (During closer period). And another 5% increase may be considered
towards machinery / manpower idle charges due to availability of lesser period for work. Increase towards additional
transport at 5% of lead charges and 5% increase towards idle charges on machinery / manpower on completed items rates of
estimate may be calculated. The concerned Chief Engineer should ensure that these enhanced rates are not used for general
irrigation management item of works.
