What is Standardization?
• The process of formulating, issuing and
implementing standards is called standardization.
• Standards give requirements, rules and
guidelines for a process, product or service.
Standards are the result of a consensus and are
approved by a recognized body (KEBS in Kenya).
Standards aim at achieving the optimum degree
of order in a given context – e.g. Standards for fuels, lubricants, brake fluids, etc..

What is a Standard? Who enforces

A Standard is a precise and authoritative statement of the criteria necessary to ensure that a material, product, or procedure is fit for the purpose for which it is intended.
Kenya Standards can be grouped into 5 categories: Product specifications, Codes of Practice, Glossary of Terms, Test Methods & Metrology (measurement) standards
Standards are enforced by Gazzetted KEBS Inspectors & Regulatory agencies such as GOK & County Ministries (Health, Agriculture, Local Authorities), CCK, NEMA, ERC etc
Background information
• Sulphur levels had always been at 10,000ppm and higher
• This fuel was largely from the government owned refinery
• Demand from vehicle assemblers and marketers of fuels to have lower sulphur content in the early 2000s
• Standard was reviewed to 5,000ppm around year 2006
• Refinery was issued with a waiver to produce out of specification 7
SQMT ACT
• Enacted in 2006 by the EAC
• Standardization, quality assurance, metrologyand testing…
• Under section 15 sub-section 1, it stated thatsix months of the declaration of an EAS, thepartner states shall adopt, without deviationfrom the approved text of the standard, theEAS as a national standard and withdraw anyexisting standard with similar scope andpurpose

SQMT ACT
• the region through the TC for petroleum and petroleum products harmonized the standard and agreed on timelines to move toward low sulphur levels.
• From 1st January 2015, all imported AGO fuel to the region had to comply with the 50ppm and below requirement.
• The Kenya pipeline cannot accept products with higher content

Review of EAS 177
• There was general agreement that the current Specifications remain the same
• Flash point was discussed at length and no consensus reached. The current requirement is 66˚C. Kenya was of the view to reduce this to 60 ˚C. This position was supported by Uganda whereas the other partner states of Burundi, Rwanda, and Tanzania wished the status quo be maintained.

• Both standards are out for public review during which period further input is sought from stakeholders for consideration
• The period is coming to an end on 7th
February 2018
