    This energy course features approximately 18 different teaching modules across five-and-a-half days, beginning Sunday, July 31st at 2 p.m. local time. Topics are presented in a manner that emphasizes their interrelationships. You will learn how to obtain relevant financial information, determine the cost of capital, adjust financial statements, and assess the financial effects of regulatory policies, allocate costs across the utility and build rate structures necessary to recover those costs. The purpose, content, enforcement, analysis, and confidentiality of utility reports are emphasized. Topics include identifying necessary data, understanding the context of the market, understanding the standards for cost recovery, allocating costs by function and by customer class, forecasting load, and principles of rate design.

    Evaluate Performance and Create Incentives for Utilities (Water and Energy Sectors)

    After completing this course you will be able to: • Understand why benchmarking is essential for improving the performance of infrastructure organizations• Analyze the implications of partial, limited, or incorrect information • Assess how information on trends in key performance indictors helps decision-makers • Understand how model specification and data outliers affect performance comparisons • Identify the strengths and limitations of alternative quantitative methodologies and how to communicate results

    This benchmarking course features approximately 15 different teaching modules across three-and-a-half days, beginning Sun-day, August 7th at 2 p.m. local time. Topics are presented in a manner that emphasizes their interrelationships. You will learn how benchmarking can improve operational performance, help in the design of incentives (internal to the firm and those established by external authorities), promote transparency, and lead to more effective regulation. Topics include identifying data requirements, collecting information, auditing information for accuracy and relevance, establishing effective communica-tion with the public on regulatory issues, and helping in the resolution of disputes among stakeholders.

You will learn how to create cost models, evaluate cost model results, and analyze the role of costing in strategic decision making in telecommunications regulation.     PURC Advanced International Practices Program

    Program Format and Teaching MethodThe program features three different course tracks for 2011:

    • Energy Pricing (July 31 - August 5)

    • Benchmarking Infrastructure Operations (August 7 - August 10)

    • Measuring Telecom Provider Costs (August 7 - August 10)

    Each course track is designed with full days of lectures, case studies, practical exercises, and discussions with leading utility experts. A typical training day starts at 8:30 in the morning and finishes at 4:30 in the evening, featuring a combination of three to four plenary presentations and one to two break-out sessions for case studies. Short breaks between sessions as well as meal times provide additional opportunities for participants to share expertise and experience with one another.

    ParticipantsThe program is designed for mid- to senior-level utility regulators and regulatory strategy executives from utility companies, in the telecommunications, electricity, gas, and water industries with at least three years of professional regulatory experi-ence or have participated in a price review. PURC/World Bank International Training Program on Utility Regulation and Strategy graduates are encouraged to apply.

    • The overall number of participants is limited to a select group of about 50 in order to give individuals substantial opportunities to interact with faculty and peers during lectures and small group discussions.

    • Participants will be selected according to their current position and relevant professional expertise and to maintain cross-regional and national balance (see the Application and Payment section for deadlines and notification).

    • Language: the sessions will be conducted in English, so participants must have a good command of the English language.

    • A Certificate of Completion will be presented to all participants recognizing their training experience and commitment to continued learning.

    LocationThe program will be held at the Hilton University of Florida Conference Center Gainesville in Gainesville, Florida. The facility includes plenary rooms, break-out rooms, and study areas.

    PURC is part of the University of Florida, one of the largest universities in the nation with 50,000 students and a distin-guished faculty of more than 4,000.

    The state of Florida is known worldwide for its beaches and wildlife, warm climate, and attractiveness to national andinternational business. Gainesville is located in north central Florida about halfway between the Atlantic Ocean and theGulf of Mexico. The city is close to Orlando (Disney World), Tampa, Jacksonville, and the old Spanish town of St. Augustine.

    **The special discounted fee of US $7,600 for two course tracks will be honored only if proof of payment is received by Friday, June 10, 2011. After Friday, June 10, 2011, the entire fee of US $7,800 (US $4,900 + US $2,900) will be required.

    Application and Payment Information

    To be considered for the program, each applicant must submit a completed application form. The application for this program is available on the PURC website http://www.purc.ufl.edu.The early application deadline is Friday, May 13, 2011. Selection of participants will be made by the program’s Admissions Committee. Criteria for selection will be based on the applicant’s current position, relevant professional expertise, and on achieving a balanced crossregional, and national repre-sentation. Applicants will be informed of their status via e-mail.

    Accepted applicants will be sent a notification letter and an information packet. The payment deadline is Friday, June 10, 2011. Full payment must be received by the payment deadline in order to guarantee your seat at the program. Cancellation(s) must be sent to PURC in writing on or before Friday, June 24, 2011. After June 24, 2011, up to a 20 percent cancellation fee will be applied, with additional charges for no-shows.
