This distinction was earned for superb progress on WESTEST measures. They also recognized other individuals on “The Board Recognizes” sheet for their accomplishments. NEW BUSINESS Career Connections Business Partners (FY 2014-2015) Board Memo #243 On motion of Mr. Hodges, seconded by Mr. Gillespie, and by a 4-0-1 vote, the Board approved the following Career Connections Business Partners, Advisory/Steering Committee Members, and Get a Life volunteers for the 2014-2015 school year. These are businesses in which students will participate in work-based learning experiences. These businesses also volunteer their time for the students at various functions during the school year. Board approval is required for insurance purposes by the WV Board of Risk and Insurance Management. Mr. Prudich abstained from voting on the motion due to his law firm participating in this program. Additional electrical items requested by Fire Marshal Add: $ 4,682.60 Additional smoke-tight partition, doors and hardware At the end of Corridor 101 per Fire Marshal Add: $ 6,534.20 Total Add: $11,216.80 EXECUTIVE SESSION Pursuant to WV Code 6-9A-4(9), on motion of Mrs. Kaufman, seconded by Mr. Gillespie, and by a 5-0 vote, the Board went into Executive Session at 7:23 PM relating to the purchase of real estate, or extending the existing option to purchase real estate. The Board reconvened in open session at 7:53 PM. Approval to Purchase Real Estate or Option Extension Board Memo #247 On motion of Mr. Gillespie, seconded by Mr. Hodges, and by a 4-1 vote, the Board approved the superintendent’s recommendation to extend the Option to Purchase Real Estate situate at Green Valley for a period of 45 to 60 days. The present Option expires on June 16, 2014. Mr. Bailey voted against the motion. RFP #241, Selection of Architect or Engineer - Glenwood HVAC Upgrades Board Memo #248 Interviews were conducted with firms to complete the evaluation of RFP #241, Notice to Architects or Engineers – Glenwood HVAC Upgrades. Notices were advertised in the Bluefield Daily Telegraph and the Charleston Gazette. Responses were received from the following firms: Clingenpeel/McBrayer & Associates, Inc. (CMA), Morgantown, WV ZDS Design/Consulting Service, St. Albans, WV ZMM Architects/Engineers, Charleston, WV McKinley & Associates, Charleston, WV MSES Architects, Fairmont, WV

Silling Associates, Charleston, WV Williamson Shriver Architects, Charleston, WV Based upon firm submittals, the selection committee held interviews with the top three (3) firms. ZMM Architects/Engineers was ranked highest with a score of 198. On motion of Mrs. Kaufman, seconded by Mr. Gillespie, and by a 5-0 vote, the Board approved the award of RFP 241 to ZMM Architects/Engineers, Charleston, WV. Lincoln Electric VRTEX 360 Virtual Reality Welder for Mercer County Technical Education Center Board Memo #249 A quote was requested from the Lincoln Electric authorized distributor for this area, Airgas of Bluefield, West Virginia. Airgas quoted $58,777.90 for the virtual welder with the specified upgrades. The price includes delivery, set up, and basic training. This price includes a special education discount off the list price of $64,160. MCTEC received a Hugh I. Shott, Jr. Foundation Grant, and is using money from local adult programs to purchase this equipment. On motion of Mr. Hodges, seconded by Mrs. Kaufman, and by a 5-0 vote, the Board approved the purchase of one (1) Lincoln Electric VRTEX 360 Virtual Reality Welder Training Unit from Airgas for $58,777.90. Delivery is approximately six to eight weeks from the date of the order. Bid #833, School Paving Board Memo #250 Bid #833, School Paving, was issued to obtain competitive bids for paving the following areas: Spanishburg School, Montcalm High, Transportation/Bus Garage, Hunnicutt/PHS parking lot, Central Office parking lot, MELC (Cumberland), Mercer School, Sun Valley, Bluefield High tennis court, Memorial, Brushfork, Princeton Middle, and MCTEC. The bid was sent to nine vendors with a mandatory pre-bid meeting on May 16, 2014. Three vendors attended the mandatory pre-bid, and the bid results are as follows:

On motion of Mr. Bailey, seconded by Mrs. Kaufman, and by a 4-1 vote, the Board awarded Bid #833 to AAA Paving for $76,855.40 for 2014 paving. Mr. Gillespie voted against the motion. The contractor will provide tonnage tickets to the Purchasing Department upon completion of the work. Policy Addition J-26, Work Place Simulation Drug-Free Policy (First Reading – no action required) Board Memo #251 Policy Addition J-26, Work Place Simulation Drug-Free Policy, was presented for first reading. The proposed policy is a requirement for simulated work place programs for secondary students. The two programs implementing the Simulated Work Place Program are Machine Technology, and Dental Assisting. No action was required at this time. Transfer of Student to Raleigh County Board Memo #252 Pursuant to HB 4428, Board approval is necessary to transfer in-county students to other counties. On motion of Mr. Gillespie, seconded by Mr. Hodges, and by a 5-0 vote, the Board approved the request of Holly Harmon to transfer her daughter to Raleigh County Schools for FY 2014-2015. RFP #233, School Security Services Renewal 1 Board Memo #255 Renewal pricing was requested for RFP #233, School Security Services Renewal 1, which was issued for establishing a contract for security guard services. Services will

be used full time at Bluefield High, Princeton High, Princeton Middle, Montcalm High, PikeView High, Mercer County Technical Education Center and part-time at Glenwood, Bluefield Intermediate, Bluefield Middle, Athens, PikeView Middle, Alternative School, and Princeton Primary schools. Cramer Security and Investigations, Inc. submitted a 3.5% renewal price increase which increases their rate by $0.50 per hour to an hourly rate of $14.75. This increase is due to increases in minimum wages, and the Affordable Health Care Act. They have also purposed paying a ½ day rate for the first five inclement weather days to relieve some of the financial hardship, and turnover of their guards during the winter months. In addition, they have requested a special detail rate of $17 per hour at evening sporting events if the regular day guard is requested. This is to defer overtime rates which must be paid. Cramer has this agreement with Fayette and Raleigh County Schools which has worked well. On motion of Mr. Gillespie, seconded by Mrs. Kaufman, and by a 5-0 vote, the Board awarded Renewal of RFP #233 to Cramer Security and Investigations, Inc. The Board is expected to encumber $400,000 for security guard services for FY 2014-2015.
