The Chamber is committed to pro-growth tax poli- cies that provide the foundation for economic expansion, reward capital formation and investment, and pre- serve competitiveness. We are opposed to tax increases that fuel the growth of government at the expense of businesses' ability to expand, invest, and create private sector jobs. For small businesses, most are organized for income tax purposes as pass-through entities that pay taxes at their personal marginal income tax rates. While small busi- ness owners pay personal income taxes on the profits, the reality is that only a portion of the income gener- ated by their businesses actually makes its way back to their personal bank accounts. Much of the income small business owners are being taxed on is actually reinvested in their companies in the form of expansion and new equipment. Raising the individual federal income tax rates directly impacts their ability to create jobs and help expand the economy. In these fragile economic times, it would be the height of economic folly to target business - or any group of Americans - for a major tax increase. Chamber Offers Trips Abroad Jeanne A. Immigration is Essential to a Globally Competitive WorkforceWhile maintaining a flexible, well-

trained workforce, immigration mustremain an integral part of our economicequation if we are to remain globallycompetitive.

The ability of U.S. business to accessfuture workers is essential to ensuringcontinued global competitiveness andjob creation here in the United States, examples of this are the expansions ofboth temporary and permanent visaprograms, such as the H-2B, H-1B & L-1visa programs.

America must have a comprehensive, rational, and balanced immigration policythat includes a guest worker program andprovides a pathway to legal status for undoc-umented workers. It is also imperative thatgovernment work with businesses to createan employment verification system that isfast, accurate, reliable, and fair. Because nofederal policy has been adopted, state andlocal governments are adopting a patchworkof contradictory immigration rules and regu-lations which are often impossible for busi-nesses to comply with.
