CHAPTER 1
EXECUTIVE SUMMARY
Free and compulsory education to all children up to the age of fourteen years is
our constitutional commitment. The Government of India has initiated a number of
programmes to achieve the goal of Universalization of Elementary Education (UEE).
Among the several programmes launched, Sarva Shiksha Abhyan (SSA) is the most
recent one in this regard. The Sarva Shiksha Abhyan (SSA) is a historic stride
towards achieving the long cherished goal of Universalization of Elementary
Education (UEE) through a time bound integrated approach, in partnership with
states. SSA, which promises to change the face of elementary education sector of
the country, aims to provide useful and quality elementary education to all children
in the 6-14 age groups by 2010. Unlike previous programmes of this nature,
SSA is quite distinct in terms of implementation through mission as well as
partnership mode. “U-DISE” (Unified District Information System for education)
is a system for scientific collection of data related to schools. Under the process,
the districts are selected as nodal point of data collection, computerization, analysis
and use of data. The state level MIS wing coordinates the activities of the districts.
The flow of data plays an important role in information system. U-DISE is a
tool to support the decentralized planning and management of SSA. The basic
data collected primary schools, Upper primary schools, UPS classes of Secondary/
Senior secondary schools. The data are computerized and analysed at Island level.

Key Objectives of the study:
Following are the main objectives of this study.
1. To cross check the U-DISE data with the data collected by the Investigator, and
to find out the deviation as well as the precision levels.
2. To make field level observation on:
a) Cooperation of principal/ head teacher in providing data / BRC / CRC.
b) Status of records of schools
c) Availability of infrastructure in the school.
d) Availability of U-DISE data at all levels.
e) Enrolment of Students
f) Staff details
Findings of the study
U-DISE formats in adequate numbers were given in all the schools having primary
and elementary classes. This has helped in data compilation from all schools.
The availability of filled U-DISE formats in the schools has improved because
of the instruction given to the schools by SSA Office.
A positive mind-set of Principal/ Head teacher is required for accurate and
timely U-DISE data collection. 100% of sample Head Teachers/ Principals have
shown very good initial response to the Investigator.
As per the aspects of observation of investigators, 81.25% of Principals/ Head
teachers are able to provide the information pertaining to enrolment and pass
percentage, attendance register, report card etc.

CHAPTER 2
Introduction
The Government of India realize the non-negotiable requirement of a
sound information base for planning and monitoring of Educational projects
during the inception stage of DPEP in late 1994 Accordingly NUEPA
developed the core Data Capture Formats (DCF) and software for
implementation of the system at district level and the software named as
District Information System of Education DISE was released during the
middle of 1995.It is a system for scientific collection of data related to
schools. DISE data is collected from each school for 1st to 12th class in the
whole of the state on regular basis every year.
To ensure its consistency and accuracy it has been decided to have a
sample checking of DISE Data on 5% basis to avoid devotion and provide
corrective measures to help in improving the quality of Data being collected.
That is way it has been made mandatory for all state to get DISE Data sample
checked by an agency immediately after DISE Data collection. This survey is
termed as Post Enumeration survey (PES).
In pursuance with the move of NUEPA the Sarva Shiksha Abhyan, Union
Territory of Lakshadweep also distributed the DCF to all schools and collected
the DISE data. State Project Director, Lakshadweep Sarva Shiksha Abhyan
State Mission Authority (LSSASMA) has Direct the Investigator, and
appointed for Post Enumeration Survey, to conduct the survey for 5%
random checking of DISE 2012-2013 data after visiting minimum Three Island
in Lakshadweep.
The investigator visited Three Island personally and collected data
through the DCF for the Post Enumeration survey (PES).The Data collected
through both the DCF, viz, DCF for DISE and DCF for 5% PES were tabulated
and computerized. The Analysis was made in scientific way by calculating the
Discrepancies by using the descriptive statics such as percentage.

Methodology
The sample check survey was conducted in 16 Schools in Lakshadweep. The
Investigator has randomly selected Three Island namely Amini, Agatti and Kavaratti. All
Schools are run by Department of Education UT of Lakshadweep. Island wise break up of
selected schools were shown in the following Table.

Investigator’s Feedback
In addition to DCF forms for getting information on data elements related to
school, teacher and children enrolment and retention indicators enumerators also
give feedback in my observations. This also gave an understanding about how much
do the head teachers or other teachers understand about the use of U-DISE data. This
is reflected by up keep of records. Time and efforts spend to access the data at the
time of need indicates the attitude of Principals/HM. The table below gives responses
in percentages given to various questions by the field enumerators. During my visit
to all the 16 selected schools for data collection and majority of Principal’s initial
reaction towards the investigation and response to provide information was very
good. Availability of records in 81 .25% of schools was also very good.

CONCLUSIONS & RECOMMENDATIONS
I have been visited the schools in three Islands namely Kavaratti, Amini and Agatti for 5% sample survey, it has a learning experience for me. I have visited the schools with open mind and did share all the concerns, problems and obviously required data of the school. Frankly I went beyond my schedule documentation to observe the ground reality. This trip provide a broad picture about the whole system, implementation of different schemes, teacher’s training and its impact on daily
school schedule and other aspects concerning with the school administration. This visit also provided me an opportunity to watch the whole proceeding and
documentation of the school. The U-DISE format for collecting the data is well structured for fulfilling all the features of good schedule. It consists of simple and straight forward points using very Simple language. The objectives of the survey/enquiry, the questions/items are put and arranged in logical order. However, there are some methodological confusion still exists with teachers. Therefore, training on U-DISE Data Collection Format should be long enough to discuss all the issues. It is found that there is no significant deviation except in few cases, between UDISE& Sample Survey Data relating to almost all the indicators of education for the 3 sample Island.
The overall deviation of U-DISE data from sample data taking into consideration
of all the items and sub items for all the above 3 islands are very much acceptable, except in few exceptional cases where the deviation is possible. This indicates that the collection & maintenance of data in U-DISE. There is no manipulation of data anywhere for any of the indicators as there is no significant difference in data between the surveys. The major objective of the study was to assess the degree of deviation and get the precision level of U-DISE data vies‐a‐vies Post Enumeration Survey (PES) data, so as to suggest appropriate remedial measure for strengthening the U-DISE system in Lakshadweep. As such the number of total schools were covered under sample checking are 16 schools of 3 Island namely Kavaratti, Agatti and Amini in Lakshadweep. While observing whole process of data collection under U-DISE, particularly on the basis of scrutiny of U-DISE formats of sample schools.

1. The Principals/Head-teachers of the school must be given orientations on the
purpose of U-DISE data collection. 2. The proper training should be given for conceptual clarity. 3. In most of the schools I observed that Head Teachers/Principals were not
aware about the purpose and importance of the information for which that was provided. So it is strongly recommended that they should be informed about the need, importance and utility of the U-DISE data which would definitely motivate them to respond precisely and reliably.
4. During the survey noticed that SMC members are acting a good roll for school management. Schools conditions and status had improved after the formation of SMC. But in few cases members of SMC are not aware there duties.
5. Financial aspect like School Grant & TLM grant should be covered in 5% sample checking format. It was observed that in all schools are utilized the School Grant & TLM grant received from SSA.
6. U-DISE format filled by the teacher in schools further should be properly checked by concerned CRC/BRC so that inconsistency of data can be reduced. Concerned authority should be properly checked by higher authority also and care should be taken future.
7. It was found that overall enrolment of school does not too much, but some variation was found in enrolment of boys and girls.
8. It was suggested that the schools record was not up-to date in some schools. 9. Social Aspects of this survey: -. I get a chance to talk with some of the parents
and the members of school management committee (SMC) in almost all the schools. I found that there were a long gape with parents and Teachers.
10. Parents are expecting from the Teachers that at least try to teach their children to Read and Write well.
11. Some of the schools are not filled the details of contract / Guest teachers properly.
