PART 1PROJECT BACKGROUND
The City of Norwalk engaged Partners for Architecture to perform a comprehensiveassessment of the Norwalk Public Schools (NPS) as it relates to space utilization,building capacity, and projected enrollment impact at NPS twelve elementary schools.The purpose of the assessment is to assist NPS with short and long term facilityplanning for better utilization of space within and/or among the buildings to supportthe educational and academic goals and requirements established by NPS. Thisassessment will be used in part to inform the capital improvement process.
Partners for Architecture (PFA) conducted a comprehensive space utilization andbuilding capacity review of each of the twelve elementary schools. PFA reviewed allexisting documents and conducted on-site visits of each facility with district officials.PFA reviewed existing blueprints; schematics; and prior facility assessment reports to
the extent available. To inform our findings and recommendations, PFA prepared floorplans for all 12 elementary schools reflecting existing spaces as utilized currently byschool personnel. Applied Data Services (ADS) reviewed current elementary enrollmentfigures as of March 2010 and prepared enrollment projections to 2014/15 for pre-kindergarten through 5th grade.
This report will provide an analysis of how the twelve NPS elementary schools arecurrently utilizing space; enrollment projections and their impact on space utilization;and propose recommendations to address space utilization issues to support theacademic and instructional programs. In addition to the narrative below, there areattached graphical depictions ofbuilding floor plans showing current use and
recommended changes with classroom and enrollment distribution box charts;detailed space utilization grids; and facility deficiencies notes. In addition, you will findattached Enrollment Projections by school, grade, & year, both historical from 2004 toprojected 2014.

The scope of the assessment included twelve elementary schools with a total K-5enrollment of 5,048 students as of March 2010. (See attached Enrollment Projections
by school, grade, & year, both historical from 2004 to projected 2014). Below is aquick snapshot of our findings in table form; and a detailed summary, by school ofcurrent space utilization; enrollment projections impact space; and proposed efficientspace utilization.

BROOKSIDE ELEMENTARY SCHOOL

Current Space Utilization AnalysisPresently, Brookside has 22 classrooms with dedicated spaces for art, music, strings,cafeteria, gymnasium, and computer lab. There are dedicated spaces for specialeducation services, speech, ELL, literacy, psychologist, OT/PT, and social worker. Theschool also houses a pre-school program (3 classes) and the Welcome Center. (Foradditional detail see attached current floor plan, classroom & enrollment distributionchart, and detailed space utilization grid and notes.)
Enrollment Projections ImpactEnrollment projections over the next five years reveal an increase of 20 students by2014. To accommodate this enrollment growth, the following additional classroom(s)will be required: 2012 (one); 2013 (one); and 2014 (two). Proposed Efficient Space UtilizationGiven enrollment projections, Brookside Elementary School will not adequatelysupport its educational and academic programs in 2012 and beyond. Werecommend relocating the Welcome Center to an alternative facility.

COLUMBUS MAGNET SCHOOL
OverviewBuilding Area: 63,160 SFCurrent Enrollment: 343 students; 17 classrooms
2014 Projected Enrollment: 343; 17 classroomsFacility Deficiencies: No meeting rooms/conference rooms; gymnasium floor beyonduseful life; ADA deficiencies; lighting in hallways and classrooms inadequate; resourcerooms in closets; psychologist office in elevator shaft; electrical infrastructureinadequate; parking deficient; bus loading on street.
Current Space Utilization AnalysisPresently, the Columbus Magnet School has 17 classrooms; dedicated art room,music room, and computer lab. There is a shared cafeteria/gymnasium and the
Academically Talented program (AT), strings, intervention, and ESL share one room.Also Literacy and ESL share spaces. There are dedicated spaces for the psychologist
and social workers. However, we observed that the resource and psychologist roomsare located in spaces that were previously used as closets and elevator shaft.Moreover, the electrical infrastructure does not fully support the current technologyneeds. Finally, there are a lack of meeting and conference rooms for teacher groupdiscussions of student academic needs and for faculty professional development andtraining. Enrollment Projections ImpactGiven that this school is a magnet school, enrollment can be controlled. Therefore
enrollment projections over the next five years reveal no student enrollment growth by2014 and therefore no impact on space utilization. (For additional detail see attachedAssessment Matrix and Enrollment Projections.)
Proposed Efficient Space UtilizationIn effort to improve space utilization, we propose constructing an addition that wouldinclude a cafeteria with kitchen to alleviate the overuse of an already worngymnasium, and a second floor addition with two classrooms, allows the school toadd an additional Kindergarten class to balance out all grade levels and create acohesive learning environment from K-5th grades. This portion will also include amuch needed resource room and literacy rooms.

Proposed Efficient Space UtilizationCranbury Elementary School does not adequately support its educational andacademic programs and the current space utilization is inefficient. We propose tomitigate these space utilization challenges as follows: 1) relocate the existing pre-kprogram to Silvermine Elementary School, which would provide two classroom spaces;2) relocate the 2nd grade adjacent to the library to the newly vacated pre-k classroomand some of the resource services to the second newly vacated pre-k classroom; 3)expand existing library with a new computer lab into the newly vacated 2nd grade andpartially into the courtyard; and 4) construct a new addition to include a music room,art room, cafeteria, and expanded kitchen.

FOX RUN ELEMENTARY SCHOOL

2014 Projected Enrollment: 488; 23 classroomsFacility Deficiencies: No dedicated music room, held on stage; strings held in servicehallway; OT/PT & Project Excel spaces located in cafeteria; storage deficiencythroughout building; lighting in hallways inadequate; and acoustical issues incafeteria.
Current Space Utilization AnalysisFox Run Elementary School has 23 classrooms; dedicated art room and computer lab;dedicated cafeteria and gymnasium; pre-k program (1 classroom); family resourceroom; psychologist and social worker have dedicated spaces; AT, ESL, ELL, Literacy,OT/PT, and Project Excel share spaces; and no dedicated music room, which currently
takes place on the stage. The strings program is conducted in the service hallway nearthe kitchen. The OT/PT and Project Excel program are located in the cafeteria, whichmust relocate during lunch hours. Current Space Utilization AnalysisThe Jefferson Magnet School has 28 classrooms; dedicated art and music rooms;dedicated science room; dedicated spaces for special education services, ESL/ELL,literacy, and social worker; dedicated small computer lab; sharedcafeteria/gymnasium; strings/AT shared on stage; kindergarten located on 2nd floor
without direct egress; intervention located in former bathroom; ESL located in formercloset; speech/psychologist shared and access through kindergarten classroom only;no meeting rooms for faculty; and an eight classroom temporary modular building.Built in 1971, the interior building configuration was constructed to accommodate theopen classroom educational model, which espoused classrooms with no walls Tocreate individual classroom spaces, temporary dividers and bookcases are beingutilized. Enrollment Projections Impact

Proposed Efficient Space UtilizationJefferson Elementary School facility does not adequately support its educational andacademic programs and the current space utilization is inefficient. We recommendthe following: 1) remove temporary dividers/bookcases and replacing with permanentwalls to create individual classrooms; 2) relocate the temporary classroom building;and 3) construct an addition to include 9 classrooms, cafeteria, kitchen, and
boys/girls lavatory. Please note the temporary classroom building can be re-utilized toaccommodate district-wide programs, including self-contained special educationprograms.

KENDALL ELEMENTARY SCHOOL

Current Space Utilization AnalysisKendall has 23 classrooms with dedicated spaces for art, music, cafeteria, andgymnasium. There are dedicated spaces for special education services, speech,ESL/ELL, psychologist, and social worker. Strings is held on the stage. Kendall alsohouses a pre-k program. There are four temporary classrooms. A classroom and the academicallytalented program is located on the second floor of the facility without required ADAaccess. In order to address the space utilization issues,we recommend the following: 1) discontinue use of second floor classroom and ATroom; 2) expand the cafeteria into the stage area; 3) relocate the strings to the currentmusic room, allowing the academically talented program to have a dedicated space;4) remove the four temporary classrooms, and 5) construct a new addition with fourclassrooms, music room, art room, and an expanded gymnasium with a new stage.
