    Background of the Day:

    Human being are getting upset by the Disaster in all aspects i.e. loss of life, Physicalinfrastructure, environmental and economical damages in history. It has been a challenge forsocial, economical and environmental development sustainability. Governments,

    Organizations/Institutions and local communities are using limited resources to recoveremergencies and disasters losses. Internationally, annual financial estimate of damages is 880bullion American dollars. According to an international research 90 out of 100 disasters arebeing occurred in developing countries and in these developing countries the 95% death toll isestimated due to these disasters. It is estimated that 80% population will be living in developingcountries by the end of 2025 year and its 60% population will be under the risk of extremeflood, cyclone and earthquakes hazards.

    In the modern world, the traditional view of natural disasters as punishments for human

    wickedness has given way to the scientific study of the causes of seemingly unpredictable actsof nature. In recent years, however, scholars have placed more emphasis on the roles played bygreed and indifference to potential human suffering in many seemingly "natural" disasters. Wecannot stop natural calamities but can better equip individuals and communities to defendagainst. Usually poorest women and children are most vulnerable to such kind of calamities.

    In 1989, the United Nations General Assembly designated the second Wednesday of OctoberInternational Day for Natural Disaster Reduction (resolution 44/236, December 22, 1989). TheInternational Day was observed annually during the International Decade for Natural DisasterReduction, 1990-1999. In 2001, the General Assembly decided to maintain the observance of the International Day for Natural Disaster Reduction (resolution 56/195 December 21, 2001) asa vehicle to promote a global culture of natural disaster reduction, including disasterprevention, mitigation and preparedness. On a global scale, natural disasters are increasing inboth frequency and impact. Global warming is raising the temperature of the earth whichultimately can melt the glaciers which can cause heavy Floods and Earthquake. Due to theseuneven Weather conditions millions of people especially in third world countries are suffering.It will increase natural disasters and undermine livelihoods.

    On October 8, 2011, Pakistans northern areas faced widespread human, material, economic

    and environmental losses in Earthquake disaster. It changed the perception of government,NGOs, communities and media regarding disasters response, prevention, Mitigation andPreparedness. Disquieting losses motivated end-to-end players to take proactive decisions attheir levels. It also leaded to systematic development and application of policies, strategies andpractices to minimize vulnerabilities, hazards and the unfolding of disaster impacts throughouta society, in the broad context of sustainable development. Disaster Management Ordinance,XL of 2006-Islamabad, promulgated by the president of Pakistan and NDMA emergence is

    practical examples for national disaster risk reduction aftermath October 2005. Government of Pakistan also declared 8 th October the day of Observance for national Disaster Reduction.

    RDPI facilitated disaster prone communities, school children, Local CSOs, local government andmedia to observe international days on October 13- 2012.Awareness raising material regarding

    Disaster risk reduction was also published and distributed among the participants. .

    Objective of Disaster Risk Reduction day Observation and School Safety Campaign: The objective of disaster risk reduction day observance Seminar was to pay tribute to

    the national and international disasters (natural and human made) affected population

    (Particularly, 8 th October Earthquake, Floods 2010-2011and 2012) and to highlight the

    need of well coordinated disaster risk reduction program at national and international

    level to reduce the disaster sufferings of communities and challenges like faced in the

    past disasters.

    It also contributes to make sure that the solutions to climate change are equitable and

    that the voices of the effected population living in poverty are heard.

    The seminar started with recitation of Quran verses by Tahira Ambreen. Following the holy

    verses from Quran, Sabir Hussain, a student of Government Primary School, Kanjal village,

    recited NAAT. Then the stage secretary briefly narrated the process of establishing

    organizations in 25 flood-affected villages and School Safety Program of the district layyah.

    Meanwhile the speeches on international disaster day and launching of school safety campaign

    were punctuated by a tableau by the children from flood affected villages of the district. All the

    below speaker paid tribute to disaster affected peoples of all over the world.

    1. Paid tribute to the victims of disasters, particularly October 8, 2005 Earthquake and

    flood 2010-2011, nationally and internationally through seminar

    2. 250 person participated in this mega event to tribute to disaster victims

    3. Children from 30 schools of school safety project also participated

    4. Officials from district administration; education, social welfare, civil defense, market

    committee, information department, INGOs, civil society organizations, Anjam-e- Tajran,

    members from press club

    5. Hold Seminars to draw the attention of local government and media to reduce the loss

    of life, property and the challenges like faced in previous disasters in Pakistan

    6. Awareness increased on the importance of DRR and School Safety through publication

    and media work

    7. This advocacy Seminar will help to influence the Govt. to take appropriate adaptation

    measures to DRR and school safety

    8. Launching of school safety campaign was done through this seminar with projection of

    project activities
