REPORT TO REPORT TO COMMUNITY, HOUSING, ENVIRONMENTAL SERVICES & PUBLIC WORKS COMMITTEE Bondi Junction Public Art (A08/0201) Report dated 18 April 2010 from the Director, Recreation, Community & Customer Services about a possible site for the public artwork known as ‘Life Teaming’. Recommendation: That Council considers the options assessed in the attached report and approves the artwork ‘Life Teaming’ to be permanently installed in the roundabout on Campbell Parade, at the southern entrance to the Queen Elizabeth Drive Carpark. Purpose of Report This report will update Council on the Bondi Junction Public Art Project and provide an assessment of ten possible sites for the sculpture to be installed (photomontages and assessment report attached). It will recommend that the artwork created, ‘Life Teaming’ (previously named ‘Shoal of Fishes, Skyward’ ), be permanently installed in the roundabout at Campbell Parade instead of the endorsed location adjacent to the children’s playground in Clementson Park, Bondi Junction. Background / Introduction During the upgrade of the Oxford Street Mall some years ago funds were incorporated into the budget to include a suitable sculpture. This was not progressed at the time due to the unsuitability of some early concept work. $100,000 was set aside in order to either purchase a suitable piece for a location somewhere in or near the Junction. This $100,000 budget was derived from Council funds and therefore does not necessarily need to be spent at Bondi Junction, subject to Council approval. On 21 April 2009, Council endorsed the artwork ‘Life Teaming’ by sculptor Terrance Plowright to be permanently installed in the north-west corner of Clementson Park – adjacent to the children’s playground. Due to concerns about placing a public artwork in such close proximity to a children’s playground, the artist adapted the sculpture to the location and made some design changes to ensure it would be safer. However, in September the site was significantly changed after the upgrade to the children’s playground. It is now possible the integrity of the sculpture and the new playground will both be compromised if a new site is not found. The site is much more highly visited and the risk of children climbing the sculpture is increased. Bondi Junction Public Art (A08/0201)

Report dated 18 April 2010 from the Director, Recreation, Community & Customer Services about a possible site for the public artwork known as ‘Life Teaming’.

Recommendation: That Council considers the options assessed in the attached report and approves the artwork ‘Life Teaming’ to be permanently installed in the roundabout onCampbell Parade, at the southern entrance to the Queen Elizabeth Drive Carpark.

Purpose of Report

This report will update Council on the Bondi Junction Public Art Project and provide an assessment of ten possible sites for the sculpture to be installed (photomontages and assessment report attached). It will recommend that the artwork created, ‘Life Teaming’(previously named ‘Shoal of Fishes, Skyward’), be permanently installed in the roundabout at Campbell Parade instead of the endorsed location adjacent to the children’s playground in Clementson Park, Bondi Junction.

Background / Introduction

During the upgrade of the Oxford Street Mall some years ago funds were incorporated into the budget to include a suitable sculpture. This was not progressed at the time due to the unsuitability of some early concept work. $100,000 was set aside in order to either purchase a suitable piece for a location somewhere in or near the Junction. This location is considered to be suitable for the following reasons:

It scored the highest against set criteria (57/70) High exposure from traffic, buses and pedestrians provides maximum community benefit Can be viewed through 360degrees thus enhancing visibility. Artist’s concept is realised: the interaction between the organic shape of the artwork and

the built environment Proximity to the ocean is consistent with the original concept Traffic safety issues addressed in consultation with DM Technical Services. LED lighting

will need to be subtle. Nearby fence is in harmony with the piece. There is nearby seating to view and reflect on the artwork There is relatively little involved in preparing the site for installation.

Analysis

Financial the Bondi Junction Public Art Project has a pre-existing allocation of $100,000, which remains from the public art component for the redevelopment of Oxford Street Mall. These funds were reallocated to provide a public artwork beyond Oxford Street Mall, in an unspecified location in Bondi Junction. However, it is acceptable to use the funds to install the public artwork in any area within the LGA.

The $100,000 allocation is the entire budget for this project. The artist, Terrance Plowright, has costed his artwork at $90,000 + GST, including the design, materials, fabrication and installation. Placing the sculpture in the recommended location will lead to some new, albeit minimal, costs. These include preparing the site for installation and electrical connections.

Management Plan Under the Creating a Cohesive, Healthy and Resilient Communitychapter, the Management Plan includes an action for ‘Encouraging Art in the Public Space’ - through an annual increase to public art in the public domain’ (p39). This acknowledges Council’s commitment to sustaining and improving the quality of open public space in the LGA.

Consultation The Public Art Committee and landscaping staff have been consulted about the sculpture. The DM Technical Services was consulted in relation to the Campbell Parade location.

Timeframe

‘Life Teaming’ is complete and ready to install. The timeframe for installation, once a site has been approved, would be less than 2 months.

Recommendation: That Council considers the options assessed in the attached report and approves the artwork ‘Life Teaming’ to be permanently installed in the roundabout on Campbell Parade, at the southern entrance to the Queen Elizabeth Drive Carpark

The advantage of this location is the impact of having the sculpture viewed from a 360 degree vista on the setting of Bondi Beach. High exposure from traffic, buses and pedestrians provides maximum community benefit. Artist’s concept is realised through the interaction between the organic shape of the artwork and the built environment. The proximity to the ocean is consistent with the original concept. Nearby art fence is in harmony with the piece. There is nearby seating to view and reflect on the artwork. There is relatively little involved in preparing the site for installation. Vandalism may be an issue with proximity to pubs and clubs. Subtle LED lights will cause the sculpture to change colour and may be distracting. Traffic safety issues have been addressed in consultation with DM. Technical Services.

Council Chambers: Waverley Pavilion and the surrounding landscape are being redeveloped. The proposed ‘entry ways’ concept theme is water. Life Teaming would be the centrepiece of this entry way and would be well integrated with matching materials and concept. This site offers enough physical space around the artwork so the vista is uncluttered. There is relatively little involved in preparing the site for installation. Risk of people climbing or vandalising the sculpture is less because of natural surveillance and its distance from pubs, clubs, playgrounds etc. The addition of a prominent sculpture would enhance the civic presence of Chambers and it has high exposure.

Waverley Street Mall: This location was one of the two locations recommended by the original advisory panel for the project. It has very high exposure to traffic, buses and pedestrians and provides maximum community benefit. The organic shape of Life Teaming interacts with the built environment and it would counter the commercial appearance of Bondi Junction. There is seating nearby to relax and reflect on the artwork.

Oxford Street outside Westfield: Aesthetically and conceptually this location works extremely well. There would be minimal installation problems and it has an very high profile. However, such close proximity to Westfield may give the impression the sculpture is part of the shopping centre. If this site is chosen, Westfield may need to consent to installing Life Teaming here.

Oxford St Mall: This site is in keeping with Life Teaming's aim to contrast organic life with urban and would be very high profile. On the other hand, the area is very busy and it could be argued that another structure in the mall is unnecessary. If this site is chosen, seats and signs would need to be relocated.

Eora Park: It would be relatively easy to install the sculpture in this location outside Eora Park and it would activate this corner. However, the scale of the sculpture next to surrounding buildings and the traffic lights posts make the visual appearance unbalanced. If this site is chosen, some engineering may need to be undertaken because the garden bed is on a slight slope

Clementson Park - Community Gardens: This location would be enhanced after the redevelopment of the Family Day Care Centre building, it is a quite location with space for park users to contemplate the sculpture from the surrounding seats. It is also further away from the children's playground so the safety risks are lower. However, it is not well exposed as it is away from the road and main pedestrian walkway. Also, money would be needed to redesign the pathway through the park as Life Teaming will dissect it.

Bronte Surf Club: Life Teaming could revitalise this location and the concept would match the beach location. However, there is very high cost to physically install the sculpture on the slope with engineering works to provide a level surface and probable craningcosts. There is a very high chance of vandalism and damage and very high likelihood that the sculptures appearance would be quickly spoilt by “tea” staining.

Clementson Park - Children's Playground: This is a landscaped setting in a quiet location with street exposure. It was one of the two locations recommended by the original advisory panel. Although the sculpture would be exposed to children and families, the major drawback for this site is the very high risk of children climbing on it. Also, after the redevelopment of the playground, this site has the potential to look cluttered and out of balance with additional playground pieces, planting and fencing.

New private development in Oxford Street . Difficult to assess against criteria for this as building is not finished yet. However, any benefits for this location would be offset by the fact it is private property, reducing the intent of the sculpture for the benefit of the whole community. The risk of an off street location however high profile is that this would appear to be a private piece. If this site is chosen, the developers would need to consent to installing the sculpture.
