LETTER OF INVITATION National Institute of Food Technology Entrepreneurship and Management (NIFTEM), Ministry of Food Processing Industries (MoFPI) invites proposals for “Deployment of Project Management Unit (PMU) for Skill Development Division at Kundli, Sonepat, Haryana”. The contract will be valid for a period of Two years. It will be initially awarded for a period of one year which can be extended through mutual consent for a further period of one year after thorough evaluation. The selected Organization shall provide services in the selected locations in India. Bidder’s employees/consultants deployed for the project shall use their own infrastructure (laptops, data cards.) when working from NIFTEM premises. NIFTEM’s responsibility shall be limited to provide work space and environment for the consultants official work related to the assigned job. Accordingly, through this letter of invitation, Technical and Financial proposals, in separate sealed cover, are invited for providing services to NIFTEM. All bids must be valid for a period of 180 days from the last date of submission of tender for placing the initial order. However, the rates should be valid for the initial period of the contract and as mutually agreed for the extended period. No request shall be considered for price revision during contract period. If necessary, NIFTEM shall seek extension in the bid validity period beyond 180 days. The bidders, not agreeing for such extensions will be allowed to withdraw their bids without forfeiture of their EMD. Pre-bid Conference: NIFTEM shall organize a pre bid conference on the scheduled date and time in the data sheet. NIFTEM may incorporate any changes in the RFP based on acceptable suggestions received during the interactive pre bid conference. The decision of NIFTEM regarding acceptability of any suggestion shall be final in this regard and shall not be called upon the question under any circumstances. The prospective bidders shall submit their questions in writing not later than date and time indicated in the data sheet. It may not be possible at the pre bid conference to answer questions which are received late. However, prospective bidders are free to raise their queries during the meeting and responses will be conveyed to all the prospective bidders. Amendment of RFP Document: At any time till 7 days before the deadline for submission of bids, NIFTEM may, for any reason, whether at own initiative or in response to a clarification requested by a prospective bidder, modify the bid document by amendment. All prospective participants shall be intimated of the amendment in writing by e-mail or fax but

NIFTEM would not be responsible if the bidders do not get such intimation individually. All such amendments shall be binding on all the bidders. NIFTEM also reserves the rights to amend the dates mentioned in the Data Sheet.

2. INTRODUCTION TO NIFTEM

About NIFTEM National Institute of Food Technology Entrepreneurship and management (NIFTEM) has been set up at the Kundli, Haryana, on a 100 acres plot at a cost of nearly Rs 500 crores as an apex world class institute of global standards in Food Science technology and Management. NIFTEM would work as – ‘Sector Promotion Organization’ and ‘Business Promotion Organization’ of the food processing sector. The Institute will cater to the needs of Entrepreneurs, Industry, Exporters, Policy makers, the Government and the existing institutions. Vision To be an international centre of excellence which integrates all the facets of food technology, entrepreneurship and management and be recognized as the focal point for catalyzing the growth of t he food processing industry in India in the global context. Mission To produce world class business leaders, develop globally competitive processes and technologies and international best practices in the area of food technology, entrepreneurship and management. Mandate To work as Sector Promotion Organization & Business Promotion Organization of the food processing sector Objectives The Major objectives of NIFTEM are

i. Working as a ―One Stop Solution Provider‖ to all the problems of the sector. ii. Working for ―Skill Development‖ and ―Entrepreneurship Development‖ for

the sector. iii. Facilitating business incubation services with its ultra modern pilot plant for

processing of fruits and vegetables, dairy, meat and grain processing. iv. Conducting Frontier Area Research for development of the Sector. v. Developing world class managerial talent with advanced knowhow in food

science and technology. vi. Providing intellectual backing for regulations which will govern food safety

and quality and at the same time foster innovation. vii. Functioning as a knowledge repository on various aspects of food processing

such as product information, production and processing technology, market trends, safety and quality standards, management practices among others.

viii. Working for upgradation of SME food processing clusters ix. Promoting cooperation and networking among existing institutions within

India and as well as with international bodies.

NIFTEM’S Objective to Promote Skill Development Agriculture accounts for about ¼ of the Indian economy but employs about 2/3rd of

its population. Sustained economic growth and fast urbanization are two major trends set to fuel the growth of the country’s food processing sector. In addition to the changing demographics, an increase in the number of middle class consumers of processed food and burgeoning demand for health and functional foods will further drive growth. Besides, the organized retailing is growing at 20 percent per annum with the food segment claiming a 14 percent share of this sector. Food processing is employment intensive as for every INR 1 million invested, 1.8 direct jobs and 6.4 indirect jobs are created. To utilize the potential of this sector for growth, NIFTEM has formulated a two pronged strategy which aims to address the following:

The need to build a pool of qualified and competitive human resource needed by food processing sector in the country.

Upgradation of the small and medium enterprises (SMEs) in the food processing sector.

Skill Development in Food Processing Sector There is growing realization about the emerging skill shortages due to the mismatch between demand for specific skills and the available supply. The acute skill deficits in the food processing sector potentially obstruct the anticipated growth rate, besides eroding industry competitiveness. The workforce lacks technical skills, knowledge and the ability to design a system, a component and a process to meet the desired needs of the industries across the food value chain. There would be a huge spurt in the requirement of skilled manpower both at the higher end of the managerial cadre as well as in the lower end at the shop floor level. It will be a great challenge to meet the rising skill requirement and the need for trained manpower in the food processing industry.

There is huge demand for skilled professionals, both at the higher end technical skills and lower end skills:

managers and engineers was about 9,53,876 in year 2010 in the sector, and would increase to 13,05,304 employees by 2015

Quality Control and R&D specialists: There was demand of approx 8,03,264 quality control & R&D specialist in year 2010 and expected to reach around 10,29,182 specialists by 2015.

Supply chain & logistics : A huge demand of supply chain & logistics professionals is also expected in the sector, which was around 8,28,366 in the year 2010 and will be approx 9,03,672 professionals by 2015.

Regulatory & legal experts: Although the number of experts in this area are relatively few currently, but it is expected that over a period of time a huge demand for regulatory & legal experts will arise. Demand in the year 2010 was approx 1,50,612 experts and is expected to reach 175714 by 2015.

Also, at the lower end increase in demand for Shop floor technicians, supervisors Refrigeration mechanics and others was approx 21,83,874 people in the year 2010 and would be 26,85,914 people by 2015. Meeting this demand would be challenging, since 80% of the total work force in the food processing sector comprises of people having lower end skill set. As per the study conducted by Institute if Applied Manpower Research (IAMR), (Assessment of Requirement of food technologists, managers and entrepreneurs for the food processing industries) and also by leading industry associations like FICCI, ASSOCHAM and by NSDC, the present supply of the skilled human resource in the food processing industry is way less tan the current demand of the industry across the different educational qualification level for the production managers and engineers, shop floor technicians, marketing & sales professionals, etc. Acknowledging this trend and upcoming need of the sector, NIFTEM Envisages to undertake the following initiative which integrates the need of the sector and NIFTEM’s long term vision:

Be an apex coordinating and networking body to address issues of skill development in food processing sector.

Develop 3.5 million skilled workforce in a span of Seven years. Create networking among NGOs, Corporate sectors, SHG (Self Help Groups),

ITI and other training institutions to cater to the need of food processing Industry.

Prepare Standard Modules catering to the various specific needs of sector/sub-sector in food segment.

Certification of the quality of programme. NIFTEM Continuing Education vertical will sharply focus efforts in meeting the

current ‘Skill Challenge’ in Food Processing Industry by devising delivering innovative solutions.

Forge broad based partnership and be a primary driver in matching the talent requirements of the Industry.

To impart training to each level (from Field to Customer) of individual to enhance the quality of food and food Conservation, such as imparting training to farmer, processing units, packaging transportation, Supply Chain Management, Marketing etc.

The key features of the above initiatives would include: a. A Country-wide coverage to provide a unified direction to standardized &

certified skill improvement initiatives. b. Comprehensive coverage and management as a single project comprising

of a number of small/sub projects. c. Centrally managed and monitored/ evaluated but implemented in a

decentralized manner.

SKILL GAP SCENARIO IN FOOD PROCESSING SECTOR

Quantum of problem: Food processing sector: Total employment 8.3 million; employment in

organized sector 1.53 million (18%); unorganized sector 7.0 million (82%). 80 percent of employed people in food processing sector are below 10th standard formal education and require short term / modular training/ skill building of some form or the other.

Need for Quality: (Performance Measurement and Outcome-based Funding): There is a need for an independent system to assess quality, comprising all elements of the skill. Implementers would be faced with challenges that come up at every segment of the ‘skill development value chain’. Viz., (Sourcing; Training Curriculum content; Training; Assessment and Certification, Placement), Infrastructure; {Trainers and Train the trainers} and [funding] development of value chain, right from need assessment of students and industry.

Major Challenges in areas: Quality control and R&D specialists, Regulatory and legal experts, Production managers & engineers, Shop floor technicians, marketing/sales. Professionals and supply chain & logistics In charge.

Industry is in dire need of highly skilled and trained manpower across different levels to handle various operations. There is need for institutes and courses that provide managerial, safety and enforcements, technology and production, warehousing and distribution trainings, and regulatory bodies to focus on trade agreements. A food processing unit might be operating in any of the three frameworks: in organized sector, as small scale entrepreneurs or in unorganized sector. It is very essential to design and develop a mechanism addressing to the manpower development for these sectors at different levels of responsibilities.

To ensure quality delivery of training which must ensure following aspects in the institution imparting skills: Strong Governance and Administration, Current curriculum, Adequate and appropriate faculty, Relevant infrastructure, A defined process for evaluation of student learning from in-gate to out-gate, employment, and employability and Rewarding partnerships

Skill sets to be addressed:

Workers must be trained as per the needs of the industry and not in a theoretical framework. Courses offered at various institutions’ are outdated, not regularly revised and lack industry orientation.

Teaching pedagogy and methodology followed in such institutions. There is lack of focus on R&D, applied research, new product development, leading to disconnect between Industry & academia. The government should immediately formulate a task force of all the stakeholders comprising of

senior experts from industry, academia and the Government to get the course curriculum across all institutions and training institutes reviewed and updated.

Skill Level 1 (skills which can be acquired with a short/modular and focused,

intervention and thereby enhancing, employability of those with minimal education), Skill Level 2 (skills which require technical training inputs, knowledge of complex operations and machinery, skills of supervision), Skill Level 3 (skills which require long drawn preparation as demonstrated by acquisition of degrees, and involve highly technical or commercial operations), Skill Level 4 (skills which are highly specialized involving research and design).

Mid-managerial level HRD, Operators level HRD, Sanitary Workers (concept of personal hygiene), Managerial HRD, Food safety management system at the plant level, Operators level HRD, Industry specific Hazard Analysis and control, program, Auditing and inspection skills, Process development, Current domestic food regulations, Food safety awareness.

Demand Matrix in various segments are as follows: Production Managers & Engineers 13,05,304 employees by 2015; Quality Control and R&D specialists: 10,29,182 specialists by 2015; Supply chain & logistics: 9,03,672; professionals by 2015; Regulatory & legal experts: 175714 by 2015.

Broad framework to address the problem The need for additional capacity and skill building at all levels, such as Food

Technologists, Quality Control, Techno-Managerial, etc., a vast majority of the requirement would arise from the need to build skills at the lower portion of the workforce – operators/workers/packaging and assembly line workers. Skill sets required in various segments (beverage, sugar industry, fruit and vegetable, meat & poultry, ediblRFPl, dairying, grain milling, etc.)

Targeting skill development at all levels of the ‘skill pyramid’, Ensuring Quality in Delivery, Implementing Vocational Education in schools; Creating a large talent pool through Modular Employable Skills, Employing technology to achieve scale, Formulation of institutional mechanisms for content formation, delivery, and assessment, Expediting the formulation of Sector Skill Councils, Setting up of a National Human Resource Market Information System.

It is required to not only skill and educate the workforce at the higher skill

levels (which is key to ensuring industry competitiveness through research and IP, etc.), but also to adequately skill the workforce at the lower levels (i.e., where much of the workforce is concentrated).

Need for improved focus on establishing training and education facilities for

production technology, warehousing, testing, safety and quality systems. 2. Skills required across the sector for research, food safety and testing, etc are inadequate in the industry. Government should set up more institutions like NIFTEM and encourage industry-institution partnerships. Need for institutes

PILLARS OF GROWTH The Skill Development Programme is planned to be implemented on a national scale. The initiative of such a large scale would need support and coordination of various aspects. The key pillars for successful implementation and sustainability of the programme would be

(a) The infrastructure for skill development Infrastructure. (b) Identification of the areas for Training (c) Development of training material and content and (d) Business modeling for the skill development initiative.

These pillars should be further supported by an effective Project Management Unit (PMU) the broad approach is shown below adequately captures the support structure of the NIFTEM’s Skill Development.

The key aspects which would be addressed by each of the above pillars and a strong base are as follows:

Infrastructure

Development of skill development infrastructure across the country including.

o Physical Infrastructure. o Organizational Infrastructure including tie-ups with relevant

Institutions.

Identification of academic/industry linkages, tie-ups, etc. Development of ICT Infrastructure at learning centres/Institutes Planning for monitoring, upgradation, expansion and maintenance of

infrastructure Areas for skill development

Identification of relevant skill development focus areas through industry/stakeholder consultations, surveys and applied research.

Exploring the feasibility of establishment of a nodal body/empowering NIFTEM to monitor and add new areas for skill development on a continuous basis.

Content

Study of existing content available with training institutes (in the identified areas) and review for use, upgradation and modification.

Identification of sources and formulation of processes for content finalization in new areas.

Feasibility of conversion/offering through e-learning mode. Developing the accreditation model and certification programmes.

Business Modeling

Assessment of feasibility of private sector participation in skill development initiatives.

Preparation of a business model for NIFTEM keeping in view the objectives of the initiatives.

Programme Management Unit (PMU)

Handholding throughout the initiation and implementation of the programme.

Identify and priorities the key activities and initiatives to be performed by NIFTEM.

Logically devising strategy for implementing each of the activities. Defining the project model. Identifying the funding needs and funding and revenue sources. Coordinating the activities at Central level and at various branches across the

country. Assist in identifying key stakeholders at various levels.

Needs for a dedicated PMU With this background, NIFTEM proposes to develop an exhaustive plan to initiate and

implement a delivery model for undertaking the Skill development in food processing sector across the country. In this regard following milestones are proposed to achieve NIFTEM’s objective.

Develop a business plan for implementing the project in line with the objective of NIFTEM’s strategy.

Identify and address the heterogeneous needs of work force in the food processing industry by developing various courses to bridge the skill gaps.

Skill acquisition encompassing education, pre-employment training, on the –job training, continuous learning and re-training.

Specific short term, medium term, and long term action plans including implementation arrangements for capacity building.

Set-up Institutional and process framework for quality control and certification of training programs by NIFTEM.

Keeping these objectives into consideration, NIFTEM intends to establish a dedicated Project Management Unit (PMU) in NIFTEM to provide assistance in implementing the project.

5. INSTRUCTIONS TO BIDDERS

Bid Document

Bidder is expected to examine all instructions, forms, terms and requirements in the bid document. Failure to furnish all information as required in the bid document or to submit a bid not substantially responsive to the bid document n any respect may result in the rejection of the bid.

Bid Validity The bids shall remain valid of a period of 180 days from the last date of submission of tender.

Bid Security i.e. Earnest Money Deposit (EMD)

The bidder shall furnish, as part of his bid, a bid security of Rs. 5,00,000.00 (Five Lakh Only)

The Bid security shall be in Indian Rupees (INR) in the form of a Demand Draft/ Banker’s Cheque issued by a Commercial Scheduled Bank, in favour of “NIFTEM” payable at New Delhi and shall be valid for at least six months, No interest shall be payable on Bid Security under any circumstance.

Unsuccessful Bidder’s security shall be discharged or returned within sixty (60) days after the expiry of the period of Bid validity prescribed in the RFP.

Bid security of the successful Bidders shall be discharged upon the Bidder signing the Agreement.

The Bid security shall be forfeited at the discretion of NIFTEM on account of one or more of the following reasons:

o The Bidder withdraws their Bid during the period of Bid validity. o Bidder does not respond to requests for clarification of their Bid. o Bidder fails to co-operate in the Bid evaluation process o In case of a successful Bidder, the said Bidder fails: To furnish Performance Guarantee; or To sign the Agreement in time.

NIFTEM. Decision of the Committee would be final and binding upon all the Bidders. The Evaluation Committee will first open the Technical Bid, in the presence of the representatives of the Bidders who wish to attend, at the time and date as mentioned in the Data Sheet. In the event of the specified date of Bid opening being declared a holiday for the Ministry, the Bids shall be opened at the scheduled time and location on the next working day. It is, therefore, advised to send a responsible, authorized and senior representative so that clarifications, if any, can be given on the spot. Announcement of Bids The bidders’ names, bid withdrawals and the presence or absence of the requisite EMD and such other details as considered appropriate shall be announced at the time of bid opening. Evaluation of Bids The evaluation process of the tender, proposed to be adopted by the NIFTEM is indicated under this clause. The purpose of this clause is only to provide the Bidders an idea of the evaluation process that the NIFTEM may adopt. However, NIFTEM reserves the right to modify the evaluation process at any time during the Tender process, without assigning any reason, whatsoever and without any requirement of intimating the Bidders of any such change. Criteria for Evaluation of Bids

i. A three stage procedure should be adopted for evaluation of proposals i.e. Pre-qualification, technical and financial evaluation. Selection of Consultant shall be based on Quality-cum-Cost Based Selection (QCBS) criteria. This takes into account both the technical capability of the Bidder as well as the cost of services. The Technical and Financial Proposal will be given 70:30 weightage respectively.

ii. The Evaluation Committee will review the technical bids the determine whether the technical bids are substantially responsive. Bids that are not substantially responsive are liable to be disqualified.

iii. The evaluation Committee will assign marks to the technically qualified

bidders based on the technical evaluation criterion approved by the Committee. The Financial bids for the technically qualified bidders will then be opened and reviewed to determine whether the financial bids are substantially responsive.

iv. Conditional bids are liable to be rejected.

Criteria for Technical evaluation of Bids.

i. Pre-qualification Criteria:

(a) The bidder’s turnover from consultancy in India should be more than Rs. 10 (Ten) crores in each of the last Three financial years viz. 2007-08, 2008-09 and 2009-10.

(b) The bidder must have experience of advising at least one Government/Public Sector client in Skill Development in India specifically demonstrating an understanding of this domain. The credential document detailing any such experience along with supporting documents (Work Order / Purchase Order / Completion Certificate) must be included in the technical proposal. In case the project is completed, The bidder must provide the credential document along with Completion Certificate of the project duly signed by the client.

(c) A certificate from the Chartered Accountant on the turnovers in these years, in original, may be submitted.

(d) The bidder should not be blacklisted by any Central/State Government institution. An undertaking (self certificate) that the bidder hasn’t been blacklisted by a central/state Government institution and there has been blacklisted by any government institution must be submitted.

ii. Bids, not satisfying the pre-qualification criteria will be rejected

The Evaluation Committee may waive any informality or non-conformity or irregularity in a bid which does not constitute a material deviation, provided such waiver does not prejudice or affect the relative ranking of any Bidder.

The bidders will be required to make a presentation on their proposal to the Evaluation Committee to be constituted for the purpose.

In order to assist in the examination, evaluation and comparison of Bids, the Evaluation Committee may at its discretion ask the Bidder for a clarification regarding its Bid. The clarification shall be given in writing immediately, but no change in the price shall be sought offered or permitted.

The NIFTEM’s decision in this regard shall be final & binding and no further discussion/interface shall be held with the bidders whose bids are technically disqualified/rejected.

Each Technical Proposal will receive a technical score based on the

abovementioned evaluation criteria.

The bidders will be required to make a presentation on their proposal to

Criteria for evaluation of Financial Bids: Financial bids of short listed agencies securing at least 50% marks in the technical bid will be opened after technical presentation.

The Financial Proposals of the Bidder, who are technically qualified, will be opened.

National Institute of Food Technology Entrepreneurship and Management reserves the right to accept or reject any proposal at any time prior to award of contract/ order, without assigning any reasons and without any liability for the NIFTEM.

Ranking of Proposals (QCBS)

Following completion of evaluation of Technical and Financial Proposals, final

ranking of the Proposals will be determined. This will be done by applying a

weightage of 0.70 (or seventy percent) and 0.30 (or Thirty percent)

respectively to the technical and financial scores of each evaluated qualifying

Technical and Financial Proposals and then computing the relevant combined

total score for each Bidder.

The technical and financial scores shall be added and the Contract will be

awarded to the agency which scores maximum points.

The NIFTEM’s decision in this regard shall be final & binding and no further discussion/interface shall be held with the bidders whose bids are technically disqualified / rejected. Deciding the award of contract

The bidders with highest score will be offered the assignment. The cost

evaluation will be done under quality based system and the bidder who

scores highest marks will be selected.

On written communication from NIFTEM for having appointment as PMU, the

bidders will sign the contract within 15 days of such communication, failing

which the offer shall be treated as withdrawn and EMF forfeited.

NIFTEM will select bidders for availing the services during the period of

contract, which will be initially for one year’s extendible by another 1 year

depending upon the situation and mutually agreed terms and conditions.

The activities to be undertaken by PMU shall broadly cover:

Assessing the skill gap in the food processing sector and identifying the needs for implementation of the programme

Prioritizing activities and developing a detailed time based milestones to achieve the objective of NIFTEM

Assistance in identification of Sub-PMU’s/Partner/ stakeholder / vendor/ consultant as the case may be for:

a. Tie-up for trainings at various location in India which also includes the development of training modules and trainer’s development kit, trainers development course, etc.

6. SCOPE OF WORK

A. Brief Introduction to the Scope of work

1. Location wise survey to identify the skill gaps in Food Processing Sector through the coordination and participation of NGOs, Corporate sectors, SHG (Self Help Groups), ITI and other training institutions:

Survey and research activities to be done as mentioned above to find out the following information’s:

a) Assessment of existing work force in food processing industry (Unorganized/organized sector)

b) Assessment of location wise skill gaps/requirement in food processing sector.

c) Areas for skill building in all the segment of Food Processing Industry. d) Identification of clusters requiring specific skill set to be developed

depending upon the regional requirements and production of specific crops.

e) List of existing institutions imparting training in food processing and allied sectors. This also includes categorization of institutes imparting

f) Organizing atleast five stakeholders workshops in five different regions of the country (i.e. one in each region) to finalize the skill gap and strategies for attaining the objectives.

2. Establishment Sub PMU through PMU for various activities like: a. Identification of agencies for training institutes identification and

assessment b. Identification of knowledge partners for training module

development for students/participants, development of trainer’s training kit, refresher courses and training of trainer’s, etc

c. Identification of certification/accreditation agencies for evaluation the course module / contents

d. Identification agencies for monitoring, implementation and report generation.

3. Identification of Knowledge Partners and their responsibilities a. Induction for the identified knowledge partners by PMU about

NIFTEM Skill Development Division and the deliverables expected from them.

b. Identification of existing institutes which could impart training to the target group for upgrading the skill sets and their evaluation.

c. Identification of the trainers for imparting trainings and conducting workshops and their evaluation.

d. Preparation of training kits for the trainers and its evaluation. e. Organizing refresher courses for the network institutes for enhancing

the skill level of trainers. f. Preparation of Course/Training Modules with due consultation with

industry.

4. Identification of accreditation agencies. a. Identification/Collaboration with accreditation agencies like

FSSAI/NABET/QCI/ISO/BIS etc for necessary validation and certification of the training programmes.

b. Arrangements for independent/third party evaluation about the quality of training programme, Institution imparting trainings and trainers evaluation.

5. Networking among NGOs, Corporate sectors, SHG (Self Help Groups), ITI

and other training institutions PMU along with its associated partners shall be responsible for creating a coherent network of NGO’s, Corporate sectors ,SHG (Self Help Groups), ITI’s, vocational training institutes and other training institutions to cater the need of food processing Industry.

6. To Develop Innovative ways of learning: a. PMU must work upon identifying innovative ways to enrich the skill

set of targeted group in food sector by identifying noble methods of training/e-learning/webpage learning.

b. Incentivizing the learning to encourage the private sector/farmers/workforce of small and medium enterprises for securing better participation and enthusiastic learning.

7. Making arrangements for adoption of ITIs/Vocational Training Institutes

across the country to upgrade lower end skills ITIs /Vocational Training Institutes across the country to be adopted to upgrade lower end skills.

8. Arrangement of Seminars, Meeting & Conferences , Training Programmes for Skill Development Division

9. Monitoring Mechanism

a. The training institution will submit an inception report within 7 days of the beginning of the training outlining the trade selected for imparting training and their prospect for enhancing livelihood, list of trainees enrolled per trade with their basic details, location of the training centre, training schedule and details of the local contact person.

b. Monthly report will be submitted by the Training Institution

highlighting if there is any drop-out and reason thereof, progress of the training as per curriculum and other relevant details pertaining to the training being imparted along with photographs.

c. Upon 15 days of the completion of the training, the training

Institution will submit the completion report along with certificates and placement status report including photographs.

d. Periodical inspections will be conducted by NIFTEM during the

training period. e. For agencies imparting Placement Linked Employability Training, they

will have to furnish the details along with the Phone No.s of Agencies where successful candidates have been employed.

DETAILED SCOPE OF WORK At this stage it is proposed that, setting up a PMU and undertaking a detailed Business Plan for the NIFTEM’s objective of undertaking Skill De Development across the country in food processing sector, and undertaken simultaneously. Following is the proposed scope of work: Module A: “Developing the vision for the Skill Development Initiative of NIFTEM and Developing a Business Plan for the same”

Review of Institutional/Regulatory Framework & Policies for Food Processing Industry.

Assess the present and future demand of the skilled workforce in the food processing industry in India. In this regard meet the industry representatives, Large/SME players, government departments and organizations such as National Skill Development Corporation (NSDC).

Examine various programmes being undertaken in food processing sector for skill development in India:

o Identify the players, state and central government departments. NGOs, private players etc.

o Type of skills being imparted and areas of skill development. o Geographic focus o Number of people being trained o Financing model etc.

Identify organizations/institutes in India or globally offering such trainings (in

food processing sector or other sector) and assess best practices followed by them:

o Initiatives undertaken o Linkages in the industry, academia and government o Number of people being trained and skill imparted o Outcome of the courses such as placements, entrepreneurship etc. o Investments and financing model.

3. Define the training requirements and NIFTEM’s purview:

Identification and prioritization of region/s across the country to be focused

on for skill development this would essentially be done based on the quantum of activities already being undertaken such as presence of processing units, warehouses, markets etc.

Identification and prioritization of focus sub-sectors for skill development (such as food grain milling industry, bakery related, dairy products, etc.) in consultation with the stakeholders.

Defining specific skill requirements and skill gaps in focus sector (machine operation, testing and quality, packing, mixing, roasting, manufacturing, labeling, etc.)

Identification of sector specific skills and skill development system that ensures inclusivity in terms of: Gender equitability and sensitivity, Rural/ Urban, organized /unorganized, Traditional and contemporary, large proportion of unemployed youth.

4. Define the institutional framework and training plan:

Develop training schedule and curriculum Assess and evaluate the infrastructure requirements for various training

programmes. Identify stakeholders such as NGOs, existing ITI’s vocational

institutes/colleges, state government organization, private players with whom NIFTEM could tie-up for imparting training at various locations in the

Identify the need for “train the trainers” and plan to address the same. Develop the accreditation model for the training programmes offered. Develop organization structure for NIFTEM taking into account various

linkages, tie-ups with other stakeholders (staffing requirements at each location and in NIFTEM)

Define the modes of developing and enhancing linkages with the industry. Micro financing strategy for the trainees.

5. Financial Planning

Define the financial model of the NIFTEM’s initiative in order to make the project self sustainable in long run. This section will detail out the capital and operational expenditure, revenue sources and other sources, sources of grants, soft loan’s etc which could be availed for the project etc.

6. Preparation of action plan

Implementation roadmap (Linkages, tie-ups, timeframe, etc.) Short term, Medium term and Long term action plans. Phases in which project will be executed.

7. Facilitation of Project Management at PMU

The proposed PMU would assist in implementing the four pillars of NIFTEM’s Skill Development Programme i.e. Infrastructure; Areas for skill development; Content, and; Business Modeling (ICT). It is proposed that the main PMU of NIFTEM setup the sub-PMUs (SPMU) for each of the proposed pillars (wherein keeping in view the strategic convergence in “areas of skill development” and “content” these pillars would be under one SPMU) and undertake the activities. SPMU 1 INFRASTRUCTURE:

Identifying vendors for setting up infrastructure across the region. Monitor the progress of development and procurement of such

infrastructure. Budget the expenditure on infrastructure year on year basis.

SPMU 2- Areas of skill development & Content:

Conduct surveys, programmes with stakeholders wherever required. Developing content through sector experts and academician. Assist in setting up the accreditation and certification process.

Develop the interlinkage and ICT model for the programme Identify vendor for implementation of ICT network. Monitor the set-up on regular intervals and suggest measures for

improvement in the same. These SPMUs would form an integral part of the main PMU which is detailed further in Module B. Also the consultant would also provide assistance in selection of relevant Administrative PMU in geographical regions. MODULE B: Setting up of Programme Management Unit (PMU) to constantly support the Skill Development Programme of NIFTEM” The PMU would be set-up to constantly assist NIFTEM in initiating and effective implementation of the skill development programme. The activities which could be undertaken by PMU are as follows:

Assessing and identifying the needs for implementation of the programme. Prioritising activities and developing a detailed time based milestones to

achieve the objective of NIFTEM. Assistance in identification of Partner/stakeholder/vendor/consultant as the

case may be, for: o Tie-up for trainings at various location in India o Linkages with the industry for placements of the trainees o Vendors for addressing various infrastructure requirements o Planning and development of business plan etc.

Identify organization/ trainer to develop training material and designing the

course content / structure and curriculum. Ensure effective programme delivery Assist in implementing the project Monitoring and evaluation of all the activities being undertaken by NIFTEM

for skill development such as trainings, relevance of courses from time to time etc.

Facilitation of procurement plans, preparation of RFP and bid process management.

Project implementation review Project implementation monitoring.

Note:- The areas of activities of parameters for determining various document preparations may change from time to time which are not indicated in the above scope of work. For the above scope of work, the consultants will be required to work at the center or States/UTs.

8.

RESOURCE REQUIREMENT

NUMBER AND PROFILES OF PEOPLE TO BE DEPLOYED BY THE BIDDER AT THE PMU:

Bidders would be required to deploy an appropriate team consisting of members /

Consultants which will atleast the below mentioned requirements. The expectations

10. GENERAL CONDITIONS /INSTRUCTIONS FOR SUBMISSION OF BIDS/APPLICATIONS

1. Sealed RFP are invited from the established, registered, reputed organization

having sufficient Infrastructure to work as Project Management Unit (PMU)

for the Institutes of large Govt./Corporate establishments for the last 5 years.

2. RFP form/ application form can be downloaded from the website of NIFTEM

i.e. www.niftem.nic.in and the same can be submitted along with the cost of RFP documents/ application form of Rs. 5000/-(Rupees Five Thousand only) non-refundable in the form of demand draft drawn in favour of NIFTEM payable at New Delhi.

3. The bid should be in sealed envelopes clearly superscribed as “RFP for deployment of PMU ”.

4. The last date of receipt of sealed offer in a sealed envelope and addressed to Secretary, NIFTEM is on or before 10.01.2012 upto 3.00 pm in the reception Area of “NIFTEM, Plot No-97, Sector-56, HSIIDC Industrial Estate, Kundli-131028, Sonepat (Haryana) . Alternatively, the sealed envelope may be sent through Registered post/ Courier before the last date & time. The offers received after the due date and time will not be entertained.

5. The Earnest Money Deposit (EMD) of Rs 5,00,000/-(Rupees Five Lakh only) in

the form of Demand Draft drawn in favour of “NIFTEM” payable at New Delhi

only is to be submitted along with the bid document.

6. In the first stage technical bids will be opened for evaluation on 10.01.2012

at 5.00 PM at “NIFTEM, Plot No-97, Sector-56, HSIIDC Industrial Estate,

Kundli-131028, Sonepat (Haryana) in the presence of such bidders who may

wish to be present, either in person or through their authorized

representatives (duly supported with authorization letter). Shortlisted

bidders will be called for a presentation before selection Committee. The

decision of the Institute in this regard will be final and no requests etc. will be

entertained from the bidders.

7. After presentation the evaluation will be done under Quality Based Systems

and the bidder who scores highest marks will be selected.

8. The EMDs of the unsuccessful bidders will be refunded without any interest.

9. All the pages/documents of the RFP document should bear the dated

signature of the bidder. All the entries by the bidder should be in one ink &

legibly written. Any over-writing corrections & cuttings should bear dated

initials of the bidder. Corrections should be made by writing again instead of

shaping or over-writing.

10. Institute reserves the right to reject or accept any or all application(s) without

assigning any reasons.

11. Conditional RFP’s are liable to be rejected.

12. Bidders may visit the campus on any working day during working hours for

11. OTHER TERMS & CONDITIONS

1. The agency should be having an annual turnover of more than Rs 10 Crores

in each of the last Three financial years (viz. 2007-08, 2008-09 and 2009-10)

and experience of working as PMU to Institutes of large Govt. /Corporate

establishments for last 5 years.

2. The bidder must have experience of advising at least one

Government/Public Sector client in Skill Development in India specifically

demonstrating an understanding of this domain.

3. The bidder should furnish the details of current / previous relevant assignments:

4. The agency shall not assign the contract or any part thereof to any other

agency without the prior written consent /approval of the Institute. The agency shall also not subcontract the work or part of the work except with the written consent of the Institute and such consent even if provided shall not relieve the agent from any liability or any obligation under the contract.

5. Acceptance of RFP/ application will be intimated to the successful bidder through a letter of intent (LOI) duly signed by the authorized signatory of the Institute.

6. The EMD of the successful bidder will be retained till performance bank

guarantee is furnished from a Govt./ nationalized/ Scheduled Bank for 20% value of tendered amount for the period of contract. On receipt and acceptance of the bank performance guarantee the EMD will be released. The EMD shall be forfeited to the Institute in case:

(a) If the bidder withdraws their offer during the period of contract

validity. (b) If after submission of quotation the bidder fails to honour the

contract or refuses to comply with any or all terms and conditions of the RFP.

7. The offer should be valid for a minimum period of 180 from the date of

opening of bid.

8. The contract will be valid for a period of Two Years. After every year institute will evaluate the performance of the agency. After the expiry of contract Period, NIFTEM will evaluate the performance of the services of the agency. If the services are not found satisfactory, the Institute reserves the right to terminate the contract for the ensuing year. NIFTEM may provide extension of the contract to the bidder after agreeing to revised terms and conditions (including payment terms) with the bidder.

9. Payment will be made to the agent within one month from the date of submission of bill duly certified by the representative of the Institute. TDS will be deducted as per the prevailing rate. However, the agent should not link the payment to his personnel with the payment to be received from the Institute with regard to his bills.

10. (i) The Institute reserves the right to cancel the agreement by giving one month notice in writing without assigning any reason whatsoever. (ii) The contract shall be terminated if the service of the agency is not found satisfactory or the agency changes the rate of contract during the contract period. (iii) In case the agent fails to execute the job as per the terms and condition of the agreement, the balance / total work will be got executed through other agencies at the agent’s risk and cost.

11. The losses to the Institute which are directly attributable to the agency shall

be deducted from the bills /adjusted from the performance guarantee.

12. In case of any dispute or difference arising in relation to meaning or

interpretation of the agreement, the same shall be dealt as per the provisions of The Arbitration and Conciliation Act, 1996. The award of the arbitrator shall be final and binding to both the parties.

13. If any time, during the contract period, the performance in whole or in part by either party of any obligation under this agreement shall be prevented or delayed by reason of any war or hostility, acts of public enmity, civil

commotion, sabotage, fire, floods, explosions, bad weather, earthquake or similar natural calamities, epidemics, strikes, lockouts or act of God (hereinafter referred to as events) then any force majeure condition herein mentioned occur and continue for a period exceeding 15 days, the parties here to undertake to sit together and devise for expeditious and proper performance of the obligations of the parties under this agreement.

14. The agent would register himself with all statutory authorities including service tax authorities pertaining to this job and pay the required taxes, fees, and applicable cess on regular basis. The proofs of deposit of aforesaid fees/ taxes are to be submitted along with the next bill (like proof of the service tax paid in the 1st running bill will be submitted in the 2nd running bill).

15. Limitation of Liability: The consultant shall not be liable, for any loss, claims, liabilities, damages, cost or expenses (“Losses”), of any nature whatsoever, in any way relating to or arising out of this RFP/Proposal/Contract or the Services for an aggregate amount in excess of the fee actually paid for the services provided under this Contract”
