Quadel Consulting, Baltimore, MD 03/2004 – 5/2007Program Advisor/ Program TrainerInitially hired as a Program Advisor (Section 8) later promoted Program Trainer

Acted as a consultant to the Housing Authority of Baltimore City (HABC). Administered a special court ordered HUD/Section 8 program that was overseen by the ACLU.

On a day to day basis, participated in assessing appropriateness of placement in this special HUD housing program.

Skilled at researching, interpreting and analyzing housing laws (federal, state and local). Over three years’ experience conducting orientation/training for 200 people weekly. Represented Quadel and HABC while conducting information sessions for potential residents, the

community, coworkers, the ACLU and local agencies. Overall responsibility for quality assurance of compliance per the state, the courts and federally mandated

requirements. Skilled at eliciting sensitive information from clients.

Key Achievements: Coordinated, processed and negotiated contracts in excess of $150,000 per month that resulted in
