The centre was founded in 1993 as the result of a project financed by the Global Bank. Key-Words: Research of excellence, performances of technological systems 1 Introduction POLITEHNICA University of Bucharest was founded in 1818 and it is the greatest and most important technical university in Romania. The university is formed by 13 technical faculties in all the fields of engineering and has 15 000 students, 630 postgraduates students and 1 800 Ph.D. students. Faculty of Engineering and Management of Technological Systems has 1 800 students, 140 students of MS courses. The faculty has co-operation accords with the universities like: Ecole Centrale de Paris and Lyon, INSA Lyon, ENSAM Aix en Provence, ENSAM Lille, Bordeaux 1, (FR), South Bank University of London (UK), Universite Technique De Darmstadt (DE), Bergamo, Torino (IT), Patras, Piraeus (GR), Porto (PT), KU Leuven (BE), University of Liege (BE) etc. Teaching process is sustained by modern equipment and materials, the most parts of them being financed by international projects like FP7, TEMPUS, Leonardo da Vinci, SOCRATES, etc. or financed by contracts with the Romanian Ministry of Industries and private companies from Romania. Also, the faculty benefits from the donations of important companies like: SIEMENS (Germany), MAZAK (Japan), AUTODESK (USA), AT&ISTEL (USA), DIGITAL (USA), NATIONAL INSTRUMENTS(USA). National Research Centre for Performances of Technological Systems – Optimum is organized and functions according with the legal stipulations from Education Law no. 84/1995 and from Charter of “POLITEHNICA” University of Bucharest. technological strategies and modernization studies for technological systems; conventional and non-conventional strategies for industrial processes of processing, welding, control, interoperation transport, assembly; high production technologies saving energy and resources; CAD, CAM, CAE integration in industrial technologies (fig.2);

design for assemblies and mechanisms of the production systems and of the industrial robots; simulation for the industrial technological systems and for the function of the manufacturing systems; data acquisition, analysis, technical diagnostic, preventive maintenance and functioning control of the industrial systems (fig.3);

new materials implementation in the structures of industrial equipments; ecologic design of technological processes and of the production structures; continuous development of the specialists in the field of high manufacturing techniques and of applied scientific researches.

2 Research of Excellence in UPB-CNCSPT Optimum In the year 2005 the National Authority for Scientific Research from Romania launched the National Program “Research of Excellence”. The aims of this program were: to improve the collaboration between the research institutes, universities and enterprises, to have a great impact on the research quality in Romania, to improve the number and the abilities of researchers involved in projects of high level, in dissemination of knowledge and results. The projects tried to follow: the improvement of the economical institutes

competitiveness; the integration in the European area of research by a

good level of compatibility and competitiveness; the participation in Framework program FP7 (2007-

2013). Herein below there is a presentation of some results obtained in the project CEEX 257 “Performing technical solutions to reduce shocks and vibrations with the aim to improve the technical and economical performances of machines and equipments”. The consortium was made by: UPB-CNCSPT Optimum. SIGMA STARR SERVICE SRL, Solids Mechanics Institute from Romanian Academy. SERB-LEL-02 coupling (Fig.3) is made of two cylindrical concentric parts provided between them with elastic elements in the form of a steel corrugated blade package symmetrically installed at the separation surface of the two parts, in cylindrical segment housings.

shaft is accomplished by the distortion load of the corrugated elastic blade package. The coupling is capable to elastically overtake with damping the torque moments and axial forces. In the Stage 1 and Stage 2 of the research project the design and prototype of SERB coupling were made and the results showed the following advantages: the coupling can be installed and dismantled without requiring the dismantling of the equipment ( electric motor, pump, fan, etc); the coupling does not generate overloads and vibrations on large radial or angular deviations between the driving shaft and the resistant shaft; the vibrations generated by one of the equipment to which it is coupled to ( e.g. electric motor, pump, fan, etc) are not transferred to the other equipment and they are attenuated by the coupling damping; the coupling may be installed and operational upon reliable and safety conditions including high explosion risk environments; the coupling does not require special technologies and machining for its fabrication since the coupling is robust and reliable; the coupling does not require maintenance . Another interdisciplinary project with real products was: “Research & development in industrial engineering and videosophageal surgery by manufacturing a series of original medical instruments”. Project details could be found at: Prof. Dr.eng. Sorin CROITORU, email address: [email protected]. Consortium of the project consisted of the following partners: POLITEHNICA University of Bucharest – National Centre for Research of Technological Systems Performances OPTIMUM, Institute of Auditory Science and ENT Functional Surgery “Prof.Dr. Dorin Hociotă”, Carmesin S.A. Company, Bucharest. During the contract period zero series of a set of instruments for oesophageal video surgery was designed, manufactured and homologated. The set of instruments consists of 6 instruments of different types and dimensions, as following: 1. foreign body forceps for oesophagus having straight jaws, 450 mm length; 2. foreign body forceps for oesophagus having straight jaws and hook, 450 mm length; 3. foreign body forceps for oesophagus having curved jaws, 450 mm length; 4. biopsy forceps with cups, 230 mm length; 5. curved blades scissors, 230 mm length; 6. straight blades scissors, inclined at 45, 230 mm

length. All the surgical instruments have the following features: are made of stainless steel, as per standard SR ISO 5832–1: Surgical Implants – Metallic products. Stainless steel; the main element of novelty is the fact that instruments contain a mechanism for rotation and indexing, which allows the rotation movement of the instrument’s rod and its working head together around the longitudinal axis, in fixed positions from 45 to 45. This feature increases the flexibility of the surgical instruments, every instrument of this set being equivalent with several classic instruments, defined by the indexed positions. This mechanism for rotation and indexing for the surgical instruments is patented by the consortium of the project; the instruments were not manufactured to be used in radiofrequency, as initially proposed, because the SME partner did not succeeded in obtaining the technology to deposit layers of Teflon on metallic surfaces. However, in the next period, because the zero series of instruments was manufactured, the SME partner is interested in implementing this technology in its production workshop, in order to manufacture radiofrequency surgical instruments, which have much higher market price.

One of the gains of this project was the creation of a partnership between a research centre for industrial engineering, a medical research institute for ENT (beneficiary of the instruments for oesophageal video surgery) and a SME manufacturer of fine mechanics products, having medical concerns. Economic development of the SME partner is obvious, by means of enlarging its range of medical products to be offered to its potential customers. Related to the set of surgical instruments already made, in this

project potential customers were identified in the main towns – university centres of Romania. Contractor’s economic development is foreseen by increasing competencies in industrial engineering research and by means of new partnerships. Others important contract were: 1. 3 Conclusion The UPB-CNCSPT Optimum objectives are: The improvement of UPB-CNCSPT Optimum integration in European area of research and education. The improvement of the scientific performances and compatibility with the society of knowledge. Human resources with high qualification in research and education by a new configuration of training and educational programmes. The developing of the training and research capacity by interdisciplinary and transdisciplinary programs. Mandatory criteria for UPB-CNCSPT operation: The training and research program quality presented by CNCSPT optimum according the requirements of the knowledge developing in the different fields of activity. The human resources quality, their scientific and professional performances.

The possibility to participate with its own resources at the education and research organising process and to assure the educational program sustainability. The quality of the development plan and the strategic management that the centre will assure ; The CNCSPT capacity to take part in international programmes and to participate in international networks for research and training. The CNCSPT ability to highlight the infrastructure by new services through community and attracting new funding sources. Achieving competitive interdisciplinary projects research in terms of resources (human resources, infrastructure) with similar structures in Europe; The developing of interdisciplinary research programmes with students and young PH D in inter and trans disciplinary teams. Creation of national structures in Romanian universities of advanced integrated European research and education networks. Research results valorisation in the socio-economic environment, completed during the last 3 - 5 years. Consultancy services in computer aided design. Computer Aided Engineering expertise. Two research contracts of service delivery in vibration analysis. Implementing of new design technologies, structural optimization, new industrial products in medical field of activity, the design and production of new machines in modular and flexible structure. A platform in Industrial Robots – EUROP-RO. The integration in the Platform for training and interdisciplinary research “Integrated Engineering of auto vehicles”.
