PERS-91 RESERVE PERSONNEL ADMINISTRATION

• Administer Navy Reserve Personnel Administration Programs – Ensure the proper application of associated laws, directives & regulation

• General Responsibilities – Administer Mobilization Special Cases Boards – Provide responses to Congressional Inquiries/BCNRs – Perform IMAPMIS record updates – Sponsor Monthly Reserve Officer Continuation Panels and Semi-annual

PERS-91 Key Responsibilities

• PERS-911 (Reserve Officer Status Branch) performs: – Officer appointments/reappointments – Gains – Statements of Service – Ready Reserve Agreements – Inter-Service Transfers – Change of Designator (re-designation) requests – Participation and Attrition screenings – Continuation and Retention requests – NOBC/AQD Designations – Status changes

Change of designator (re-designation) requests Should be complete (all supporting documentation included) Approximately two weeks to adjudicate request Participation and attrition screenings Affected officers are notified by official letter from PERS-911 . Correspondence will include directions and enclosures for requesting the various options offered. Participation screenings include: 50 points (officers >20 qualifying years of service), 27 points (officers <20 years qualifying service), upon expiration of 8-year MSO, after 1 year in Standby Reserve-Inactive (USNR-S2) status. Participation screenings are conducted monthly, based on officer’s anniversary date. Attrition for promotion failures/years of service/age are conducted 9-11 months in advance of attrition date. Age restrictions for Navy Reserve officers were raised from 60 to 62 in 2007. Medical Corps, Dental Corps, Nurse Corps, and certain Medical Service Corps officers can be granted age waivers until age 68. Continuation and retention requests Continuation must be requested by the officer and then be considered by a Panel of Officers. Panel may approve or disapprove request. Continuation Panels meet monthly (normally the 4th Tuesday of the month). Eligible categories: mobilized officers/officers on ADSW, certain designators, twice failed of selection LTs (for a third promotion consideration), LCDRs with 16-18 years qualifying service. Retention is granted to eligible officers (Medical Corps, Dental Corps, Nurse Corps and certain Medical Service Corps) upon their consent. NOBC/AQD designations Currently Boards held twice annually in Spring (June TBD) and Fall (December- TBD). Deadlines are about 1 month before Boards convene and are strictly enforced. Read directions/instructions and ensure packages are complete. Highlight relevant information in supporting documentation.

Retirement without pay Once a reservist obtains 20 qualifying yrs and not yet age 60, he can request retirement without pay. The reservist will stay on the rolls as a gray area retiree until he requests retirement with pay. A drilling reservist must submit his request through the chain of command and an endorsement is needed before processing. Retirement with pay Is not automatic. A reservist must request retirement with pay by submitting a DD108 and associated docs. The application is located on the NPC webpage. If a reservist is eligible, he may be able to retire with pay prior to age 60 as a result of the NDAA 2008 – early retirement. Notice of Eligibility (NOE) Issued by PERS-912 once the online point record reflects 20 qualifying years. The reservist should receive it approximately 6-8 weeks after the online point record reflects 20. Retirement point updates The FAQs on the online point record provides valuable information for updating/correcting the point record. The reservist as well as the ADMIN dept should review the point record for accuracy and if corrections are needed, review the FAQs to determine the documentation needed to correct. The fax number and mailing address are listed in the FAQs. No scanning due to PII. The SSN is needed to access the records but with PII concerncs, mailing is the preferred contact method. Reserve Component Survivor Benefit Plan (RCSBP) Information concerning RCSBP is offered once the member is issued the NOE. For information concerning RCSBP, call us at 1-866-827-5672.

ADSEPs Adjudicated by PERS-913 Typical turnaround time is 15-20 business days depending on Branch Workload Atypical cases can take as long as 3-4 months, examples include: When a CO requests overturn of an ADSEP board it must be sent to ASN for final disposition Any case that went to an ADMIN board and will result in an OTH discharge must be vetted through NPC legal department Member’s ADSEP processing was initiated while on active duty but was not concluded prior to return to SELRES status Conditional Release (DD Form 368) Approved in 90 day increments only to ensure PERS-913 is kept appraised of status of individual NOSC and Unit CO’s do not have authority to approve Information Dominance Corps (IS’s) must route requests through CNRIC for endorsement prior to sending to 913 HYT Requests Jointly staffed through PERS-913 and Bupers-3 (community management) Approval based on Needs of the navy (i.e. community health, operational commitments) Operational commitments refer to deployable commands either deployed or preparing to deploy Not approved for convenience of member or because command has not trained a replacement Enlisted Recall Program Managed jointly with BUPERS-3 Quarterly quotas assigned to PERS-913 by BUPERS-3 based on community needs

The John Warner National Defense Authorization Act (NDAA) 2007, directed...   The Secretary of Defense shall establish different levels of joint qualification, as well as the criteria for qualification at each level. Each level shall, as a minimum, have both joint education criteria and joint experience criteria. The purpose of establishing such qualification levels is to ensure a systematic, progressive, career-long development of officers in joint matters and to ensure that officers serving as general and flag officers have the requisite experience and education to be highly proficient in joint matters. TYPES OF JOINT EXPERIENCE: Standard Joint Duty Assignment (S-JDA) - Approved JDAL position Billets assigned through APPLY process and managed at CNRFC Experienced-based Duty Assignment (E-JDAS) Other non-JDAL positions or venues through which an officer demonstrates attainment of knowledge, skills, and abilities in joint matters Managed by PERS-9 in conjunction with Joint Staff Discretionary Points Points earned in excess of the minimum education and experience requirement through exercises, education other than JPME, collective joint training, or individual joint training. Discretionary points may be derived from joint training, exercises, and other education which enhances an officer’s knowledge and understanding of joint matters.

PERS-95 Reserve Medical Benefits Issuing Authority

• Medical Hold (MEDHOLD) Voluntary retention of a Reservist on active duty to receive medical treatment for an

injury, illness or disease incurred or aggravated while on continuous active duty orders for more than 30 days.

2 MEDHOLD Units: Norfolk / San Diego.

• Line of Duty (LOD) TRICARE and Incapacitation pay benefits for any illness, injury or disease incurred

or aggravated while performing inactive or active duty for 30 days or less or for injuries of less severity than requiring MEDHOLD

• LOD / Incapacitation Pay: Reimbursement for lost civilian wages as a result of a service related injury or

illness. Entitlement is up to full military pay and allowances.

• Provide Medical Retention Review (MRR) For Reservists who have potential mobilization disqualifying medical conditions.

Sailor initiates at NOSC / package is forwarded to PERS via BUMED for physical risk classification (PRC) recommendation. PERS-95 assigns a PRC code.

Medical Hold: Retention on active duty to receive medical treatment for an injury, illness / disease incurred or aggravated while on continuous active duty orders for more than 30 days. Premise is that care would be better if directly managed by the Navy. Example: an injury or condition requiring surgery. If MEDHOLD is not appropriate, or member does not desire MEDHOLD (voluntary), LOD benefits may apply. Line of Duty: Tricare and Incapacitation Pay for lost civilian income for members injured while on duty. This includes all Reserve service duty periods! INCAP notes: Sailor must be employed to receive INCAP. Self employed are reimbursed according to their tax information (earned income, not potential income) Medical Retention Review: Physical Risk Classification code (PRC) assignment. PERS-95 final authority - Physically qualified with no limitations (PRC-A) or possible mobilization limitations (PRC-B) Approximately 1400 SELRES with PRC-B requiring annual update, only 750 assigned last year including new packages. Compliance with annual update is a problem that is in review. PRC-4 (BUMED needs more information) is also a problem. There are approximately 400. PERS-95 and RESFOR will take action this year to adjudicate these.
