Information on each residential project is arranged based on

the status as at the end of each quarter (i.e. ‘Lodged’,

‘Approved’, ‘Commenced’ and ‘Completed’). Residential

development ‘Completions’ are reported for the preceding

five years (i.e from July 2008 to June 2013). For the purpose

of reporting, residential dwellings also include boarding

houses and student accommodation.

The City of Sydney Residential Monitor provides accurate

information on the supply of new housing in the City of

Sydney Local Government Area (LGA). The Monitor

measures the growth and distribution of residential

development and informs Council and the public of the

changes to residential patterns within our City. A city with a

sizeable residential population makes good economic and

social sense, as city residents help support a range of

services and contribute to city identity and cultural life. The

Monitor provides information on where residential population

growth is occurring, and gives estimates for the total number

of residents for each of the ten village areas that makeup the

In 2012-13, 1,998 new residential dwellings were completed with close to 65% delivered during the first half of

the financial year. Green Square and City South accounted for the highest proportion of new housing stock,

delivering 965 new dwellings and contributing nearly half of all new residential dwellings entering the market in the

City of Sydney during 2012-13. Redfern Street delivered 773 dwellings which accounted for 38% of all new residential

dwellings completed in 2012-13.

The majority of new dwellings located in Green Square and City South were supplied by four major projects:

Apex on Defries Avenue (148 residential units)

VSQ 1 on Defries Avenue (329 residential units)

VSQ North on Gadigal Avenue (291 residential units)

Emerald Park (Building G) on Joynton Avenue (155 residential units)

As at the end of June 2013, there were 6,659 residential dwellings (private and non-private) under

construction in the City of Sydney LGA. Of these dwellings:

36% (2,428) are located in Green Square and City South

22% (1,457) are located in Glebe Point Road

20% (1,325) are located in Redfern Street

22% (1,449) are located in the remaining seven village areas

97% (5,347) of the private dwellings under construction are part of multi-storey apartment or flat development

projects

7,364 residential dwellings were approved during 2012-13 financial year. Of these dwellings:

Over a quarter (1,921) are located in Green Square and City South

22% (1,685) are located in Glebe Point Road

18% (1,367) are located in Redfern Street

Over three-quarters (5,632) are part of multi-storey apartment or flat development projects

Of the 7,364 dwellings approved in the past twelve months, 42% (3,086) dwellings also commenced

construction

Residential Completions and Expected Completions by Financial Year

Three major residential developments were approved during 2012-13, representing 442 residential units:

29-51 Hickson Road, Barangaroo (159 residential units)

161 Clarence Street, Sydney (180 residential units)

Amatil Building located on Macquarie Street (103 residential units)

At the end of 2012-13, a DA was lodged for the Carlton House and Spiden House sites on York Street. The

construction of a 32 level residential tower containing 199 residential apartments is being proposed as part of this

mixed use development.

Looking ahead, it is estimated that approximately 640 new residential units will be added to the housing stock in CBD

and Harbour over the next three years.

Residential Completions and Expected Completions by Financial Year

In 2013, four major new residential DA’s were lodged, equating to a total of 3,522 new residential units. One of these

newly lodged projects is proposing 560 student accommodation units located on Harbour Street and expected to

provide a major boost to the existing student housing stock in Chinatown and CBD South.

Other notable lodgements include:

The Haymarket, 2-58 Hay Street, Haymarket (2,360 residential units)

Crown and Baptist Streets

Residential Completions and Expected Completions by Financial Year

In 2012-13, there were three developments completed in Crown and Baptist Streets:

72 bed Missionholme aged care facility located at Redfern Street

Five x 1 bedroom apartments located on Crown Street

Three residential units within an existing mixed use building on Devonshire Street

Residential development activity is expected to pick up again over the next 12-18 months with 11 new DA’s approved

in 2012-13 representing around 172 new residential dwellings. A further five DA’s representing 55 residential

dwellings have been lodged and are yet to be approved as of June 2013.

Glebe Point Road

Residential Completions and Expected Completions by Financial Year

In 2012-13, 116 new dwellings across 9 key residential projects were completed in Glebe Point Road.

The re-development of Harold Park began in 2012-13, with 482 residential dwellings commencing construction. The

Stage 2 DA for Precinct 3 was also lodged for Harold Park, representing four residential buildings with a total of 347

residential units.

A DA was also lodged for the Glebe Affordable Housing Project which will contribute a significant number of

residential units to both social housing and affordable housing. Of the total 495 residential units proposed, 95 have

been set aside for affordable housing and 153 for social housing.

Residential Completions and Expected Completions by Financial Year

In 2012-13, Green Square and City South accounted for the highest proportion of new residential dwellings being

completed in the City of Sydney. There were four key multi-unit developments completed at the end of the 2012-13

financial year, delivering 965 new units:

Apex on Defries Avenue (148 residential units)

VSQ 1 on Defries Avenue (329 residential units)

VSQ North on Gadigal Avenue (291 residential units)

Emerald Park (Building G) on Joynton Avenue (155 residential units)

Several key high density residential developments were under construction in Green Square and City South during

2012-13, including:

VSQ 3 located at Defries Avenue, Zetland (435 residential units)

1 Hutchinson Walk Zetland (318 residential units)

VSQ 4 located on Defries Avenue, Zetland (285 residential units)

Divercity located on Archibald Avenue, Waterloo (359 residential units)

114-120 Joynton Avenue, Zetland (345 residential units)

These five developments alone represent over 1,700 new dwellings and are expected to be delivered in Green

Residential Completions and Expected Completions by Financial Year

One key residential project commenced construction in 2012-13:

60-72 Sir John Young Crescent, Woolloomooloo (77 residential units, including 23 two bedroom and 15 three

bedroom units)

One major residential project was also approved during the 2012-13 financial year:

100 Bayswater Road, Rushcutters Bay (126 residential units, including 61 two bedroom units)

Given Macleay Street and Woolloomooloo has a high proportion of studio and 1 bedroom dwellings compared to the

rest of the City of Sydney, both developments will contribute to greater housing diversity in the area.

A notable residential project was lodged towards the end of 2012-13:

37-41 Bayswater Road, Potts Point (60 residential units)

Looking ahead, Macleay Street and Woolloomooloo is expected to deliver 466 new residential units to the housing

market over the next two years.

Residential Completions and Expected Completions by Financial Year

In 2012-13, 44 new dwellings were completed in Oxford Street. It is expected that there will be an increase in dwelling

completions over the coming years due to 258 new residential units being approved in the 2012-13 financial year. The

largest developments approved were:

16-32 McLachlan Avenue, Darlinghurst (132 residential units)

23 Pelican Street, Surry Hills (49 residential units)

Five new DAs were lodged in the second half of 2012-13, the most notable being:

91-93 Riley Street, Darlinghurst (67 residential units)

Oxford Street is expected to deliver approximately 475 new residential units over the next few years.

Redfern Street

Residential Completions and Expected Completions by Financial Year

In 2012-13, 38% of all residential dwellings completed in the City of Sydney LGA were located in Redfern Street. In

total there were 773 new residential units added to Redfern Street’s housing stock during the 12 month period. The

Frasers site on Broadway saw the completion of the residential project, One Central Park, which contributed 593 new

residential units.

There were three notable commencements in 2012-13, including:

Abercrombie Street Precinct, Abercrombie Street (188 student accommodation units)

157-163 Cleveland Street, Redfern (389 student accommodation units)

153 George Street, Redfern (50 residential units)

Looking ahead, Redfern Street is expected to contribute to further growth in new dwellings in the City of Sydney. In

2012-13 a total of 1,366 residential units were approved, including:

The former Rachel Foster Hospital site, Pitt Street (158 residential units)

Sydney University, City Road (399 student accommodation units)

CUB Block 3B, 3C, 10, Broadway (271 student accommodation units)
