Project Overview

• Mississippi Division of Medicaid will be replacing the existingMedicaid Management Information System (MMIS) and Fiscal AgentServices with a new system referred to as the Medicaid EnterpriseSolution (MES).

• The underlying technology of the new MES will be based on MITAprinciples, adhere to CMS’ Seven Standards and Conditions and bebased upon a Service Oriented Architecture.

• The MES will expand the current concept of the MMIS which isfocused on the payment of claims (FFS and Encounters), to asystem that integrates clinical, claims and administrative data toenhance DOM’s ability to achieve our mission of responsiblyproviding access to quality health coverage for vulnerableMississippians.

Project Overview

• To assist with the MES implementation, DOM has determined theneed for a Project Management Office (PMO) Vendor, TestManagement (TM) Services, and Organizational ChangeManagement (OCM) Services.

• An Independent Verification and Validation (IV&V) Vendor will alsobe secured to provide oversite, verification and validation servicesduring the implementation.

IV&V Project Overview

• DOM plans to select the IV&V Vendor first, thereby removing thatVendor from the subsequent evaluations for services.

• The awarded IV&V Vendor will be required to provide an unbiasedassessment of the quality and readiness during each phase of theMES implementation project. It will be their responsibility to analyzethe each aspect of the project and report on each Vendor associatedwith the MES implementation as well as DOM.

• It is essential that the IV&V Vendor have extensive knowledge of andcommit to adhere to all CMS relevant rules and regulations including,but not limited to:

• CMS Seven Standards and Conditions

• MITA 3.0 (latest version)

• Service Oriented Architecture, and

• CMS Medicaid Expedited Life Cycle

PMO Project Overview

• The PMO Vendor will be required to oversee, manage, and provideguidance and support of the implementation of a new MES andFiscal Agent Services.

• Vendors proposing PMO services may also choose to propose TestManagement and/or Organizational Change Management services.

TM and OCM Services Overview

• Appendix A, Test Management Scope, and Appendix B,Organizational Change Management Scope are to completed for anyVendor planning to provide change order rates for these services.Vendor’s response to Appendix A and Appendix B are required to besubmitted with your proposal response.

• If the State elects to move forward with these services through thisRFP:

• The State will issue a Clarification Memorandum to all qualified Vendors thatare interested in bidding TM, and/or OCM services.

• Vendors will be required to provide a TM Cost Information Submission Form,and/or a OCM Cost Information Submission Form that includes deliverables.

• Vendors must use the change order rates from the Original Cost information

Submission Form to calculate the deliverable cost.

- Note: Vendor may lower their rates from their proposed rates on the Change Order Rate Form, but

they cannot exceed what was proposed on the original Change Order Rate Form.

Goals and Objectives

• Provide project management services and support for the duration ofthe MES implementation and CMS certification.

• Provide IV&V services for the MES for the duration of the MESimplementation and CMS certification.

• Establish a PMO and IV&V service vendor relationship andmethodology for potential future Medicaid projects.

Evaluation Overview

• Scoring is covered in Section VII Technical Specifications, Item 14• Scores are given based on a 10-point scale• Vendors must respond with “Acknowledge”, “Will Comply”, “Agreed”,

or “Exception”, on every requirement in Section VII.• In addition, Section VII, Items 8 through 13 should be accompanied

with a narrative description.• Non-Cost = 70 points; Cost = 30 points

Technical Evaluation

• Vendor Requirements and Vendor Qualifications will be reviewedfirst.

• Vendors must meet the 80% gate in each category.

Interviews and Presentations

• The State has currently allocated two weeks for all onsite interviewsand presentations .

• Each Vendor will be scheduled one day for the interviews andpresentation.

• The presentation should be presented by the Project Manager/IV&VManager assigned to this procurement.

• Key Personnel should be readily available for the interviews on thatday.

Section VIII, Cost Information Submission

• Cost must be submitted using the format provided.• Vendors cannot change costs after the proposals have been

submitted.• Vendors are required to complete the Change Order Rate Cost

Information Submission form as directed on the form.• To be considered for TM and OCM Services, Vendor must provide

Change Order rates for all anticipated TM and OCM roles.• Project budget data is not available.
