WHEREAS, Section I4 paragraph (a). sub-paragraphs (51 and (81of Republic Act 6975as amended by Section 5 of Republic Act No. 8551 empowers the Commission to "appro\e ormodify plans and program on education and training, logistical requirenrenls. communications.records, information systern crime laboratory. crime prerention and crime reporting "as well as"prescribe minimum standards for arms, equipment and uniforms and, atler consultation with thePhilippine Heraldry Commission. for insignia ofrankg awards and nredals ofhonor".

WHEREAS, in puruance with the aforecited legal prescriptiorl the PNP- through itsundated Uniform and Equipmem Standardization Board (LTESB) Resolution No 2009-27. has

favorably submitted and indorsed its proposed Standard Specifications tbr lVireless Wide AreaNetwork (Wi-WAN) Devices for consideration of the Commissiont

WHEREAS, the proposed Standard Specificarions lor the Wi-WAN Devices will serr,eas a highway in sharing information between PNP 0ffices interconnecting all District OtIcesand selected Police Stations through variors lP-based devices such as Voice Over IntemetProtocol (VoIP) telephony, lnformation exchanges. and video sharing.

WHEREAS, the Standatd Specifications fbr \#i-WAN Devices will not benefit nor favorany particular brand/product ofa manufacturer in the procurenrent thereo{,

WHERIA$ after thorough evaluation of rhe pmposd Standard Specifications tbr Wi-WAN Devices, the same are found to be in order and in conformity with the requirements ofRepublic Act No. 6975 as amended by Republic Act No. 8551. its lmplementing Rules andRegulations (lRR). all existing related logistics policies and issuances of the Commission ro meerlhe requirements of rhe PNP,

WHEREAS, the Uni{ied Threat Management (UTM) I Firewa[l is a device or set of

devices designed to permit or deny network transmissions based upon a set of rules and is

used to protect networks from unauthorized access. while perrnitting tegitirnate

con"lmunications to Pass;

WHEREAS, the proposed standard specifications of the Unifled Threat

Managernent (UTM) I Firewall devicelappliance is in accordance with existing lT industry

standards;

WHEREAS, fhe proposed Stanclard Specifications for Unified Threat Management(UTMI / Firewalt allow all available commerciaf brand of products to participate in the

procurement process by the PNP thereof;

WHEREAS, the PNP-UESB has certified that tlire proposed standard specificationsare not tailor-fitted to any single particutar brand or prr:duct;

WHEREAS, the Comrnission firrds the Standard Specifications for Unified ThreatManagement (UTM) 1 Firewatl to Fre in order, in conformity with the requirements ofRepublic Act No. 6975, as amended by Republic Act No. 8551 and its lmplementing Rulesand Regutations (lRR) and al[ existing policies and issuances of the Commission and meetthe requirements of the PNP;

WHEREAS, Section 14, paragraphs (i) and (m) of Republic Act No. 6975, asamended by Section 5, paragraph (a), sub-paragraphs (5) aad (8) of the Republic Act No.8551, empowers the Commission to 'approve or modi$r plans and programs on educationand training, logistical requiremeots, communications, records, information system,crime laboratory, crime preveution and crime reporting as well as prescribe minimumstandards for arms, equipment and uniforms and, after consultation with the philippineHeraldry commission, for insignia of ranls, awards and medals of honor,,;

WHEREAS, pursuant to the aforecited legal prescription, rhe PNP Uniform andEquipment Standardization Board (UESB) Resolution No. 2014-111 on the proposedstandard specifications for CCTV Wireless IP System for consideration and approval bythe commission to be used as basis in the procurement thereof;

WHEREAS, upon perusal the records, the absence of the 'Wireless Access point"(WAP) andlor router which are esseniial in the entire wireless system hence, should notbe referred to as a "system' but only as "Equipment";

WHEREAS, the PNP UESB has certified that the subiecr specifications is nottailored-fit to any manufacrurers brand of product;

WHEREAS, after thorough review and evalualion, the Commission finds rheproposed standard specifications for CCTV Wireless IP Equipment to be in order and inconformiry with the requiremeot of Republic Act No. 6975 as amended by Repubiic ActNo. 8551 the Government Procurement Act under RA No. 9481 and its ImplemenringRuies and Regulations (IRR), to meet the requirements of the Philippine National police;
