RFT Overview

• The Library is seeking to engage a Head Contractor to deliver the Roof Replacement and ACM Remediation projects

• The Library is to remain fully operational throughout the projects• Heritage design must be strictly adhered to • Safety, including compliance with relevant legislation for both

working at heights and safe removal of asbestos containing material are of utmost importance to the library

• The Contractor must obtain all necessary approvals from the National Capital Authority (NCA) to use the areas surrounding the Library for access and/or storage.

• Pricing response schedule (excel document) should be completed, but not altered

– for both ACM Remediation and Roof Replacement• list all of your pricing caveats and assumptions (noting these

will be factored into the evaluation of tendered prices)

• for Roof Replacement• assumes 30% replacement of copper end caps, flashings and

cappings

• the Contract requires bank guarantees if the Library is to pre-pay any portion of the copper roofing cost (with cost to be itemised in the pricing response schedule)

• the value of the salvaged copper will be considered as part of the pricing evaluation

• there is a mechanism for adjusting the Contract sum in relation to those items purchased in foreign currency on account of currency fluctuations between the time of tendering and the date on which the cost is incurred;

ACM Remediation Project Overview• ACM remediation in ceiling void above Level 4 to Zones 4, 5, 6 & 7 as

illustrated below and detailed in the SOR

• Contractor to provide proposed methodology to undertake the works and the Library is able to vacate in part or all of Level 4

• The existing copper roof must not be removed whilst the ACM remediation works are performed

• Pre-approved collection access is required by Library staff to Zones 2 and 3 during the course of the works

• Staff relocation costs to be included – metrics provided in SOR

• Protect all furniture, finishes, heritage elements, building fabric from contamination

• Complete noisy works and all work in accordance with the NLA Contractor Protocols

• Daily air monitoring and environmental hygienist inspection and clearance certification

• Weekly WHS and environmental management reports

• Remove/reinstate/new ceilings and services to facilitate the works – contractor methodology to identify the most efficient, safe, and cost effective manner to undertake the works. Note: can the works be undertaken without removal of heritage ceilings?

• Height access equipment

• ACM removal and disposal in accordance with statutory requirements

• Supply and installation of new roof insulation > R5.1

• Reinstate all ceilings, services, FF&E, paint, detail clean ready for hand over

• Relocate staff back to Level 4

Roof Replacement Project Overview• Prepare site plan and work methodology plan including proposed site access and materials

handling procedures

• Prepare site establishment plan and submit to NCA for approval including the payment of all fees. Note: works approval not required, only site compound

• Progressively remove the existing storm seal and provide supplementary roof protection/sealing to facilitate the Works

• Demolish existing roof sheeting, roof framing, cappings, flashings, gutters, and other roofing elements as documented in the SOR

• Remove and store existing catwalk for future reinstallation

• Remove and store existing copper end caps, restore and reinstall on new copper roof including 30% new replacement like for like to compensate for unsalvageable end caps

• Supply and install protection to existing box gutters

• Refurbish existing mesh and frames over cooling tower enclosure

• Remove and replace existing hardwood roof battens that are damaged and not structurally safe

• Supply, deliver, and install new mill finish copper roof sheeting fixed on and including 304 stainless steel or copper fixing cleat system to plywood sheets

• Supply and install roof troughs, flashings, and cappings

• Supply and install signage

• Reinstall existing catwalk with new fixings as specified

• Retain scheduled penetrations and supply and install all necessary flashings, cappings, and trims to new roof sheeting including providing new cowls as specified

• Remove scheduled penetrations including all framing and blocking to receive new roof sheets

• Complete works in accordance with the Library’s Contractor Protocols

• Provide weekly WHS and environmental condition reports

• Complete detailed clean of the roof, cooling tower enclosure, and areas affected by the Works

• De-establish site including site compound and makegood affected landscaping in consultation with the Superintendent and NCA
