    Joshua Marine once said, Challenges are what make life interesting and overcoming them is what makes life meaningful. Indeed. Being at the helm of our R.I. Districts monthly newsletter, I recognized that the task is enormous and the challenge is of unparalleled proportions.

    It was at the time of PDG Manuel Manny Tatel, Jr. that I became aware of the existence of Rotary. We held office in the same buildinghis was on the 1st floor and mine was on the 2nd floor, and I passed by his office regularly. PDG Manny was a prolific writer. He could whip an article for a local newspaper or a letter to a colleague just in a matter of few minutes. PDG Manny often saw me in his office and often, he would ask me to help him encode all those articles and letters with his crisp Bicolano-accented tone of apology, alam mo naman, matanda na ang Ninong mo paki-type nga nito.

    I still can recall vividly how I was invited to have the position of GML editor-in-chief. After our weekly Rotary meeting, then DGE Oliver Ver Ong asked me to stay. When we were both seated, he dished it out straight, Vince, how would you like to become the editor-in-chief of our GML?

    And so goes the time-honored and essential phrase, the rest is still a story in the making.

    Our time on this earth is finite, and its always shorter than we think. How do we want to spend it? Will we give of ourselves to others, so that the world will be richer because we passed through it? Or will we spend our days, as the famous Indian poet Rabindranath Tagore wrote, in stringing and unstringing our instruments, while the song we came to sing remains unsung?

    The glory of Rotary is that it helps us find a way to sing that song. It guides us on a path to living richer, more meaningful lives, by encouraging us to focus our attention on the things that matter and helping each of us find our own way to be a gift to the world.

    If we ask ourselves what characteristics we value most in our friends, most of us would answer similarly: integrity, trustworthiness, caring, compatibility. Our friends are not necessarily the people who are most like us but the ones who complement us, who bring out the best in us. That, to me, is precisely what we can find in Rotary.

    Rotary is a way to bring out the best part of ourselves, and let it guide our lives. Too often, we spend our days in pursuit of the goals that should matter least. We focus our attention on our own achievements and our own gain; we devote endless energy to the accumulation of material things. Yet at the end of our lives, no one will remember us for the cars

    we drove, the clothes we wore, the titles we carried, or the offices we sat in. We will not be admired for the efforts we poured into making our own lives richer or our own status higher. In the end, our worth will be measured not by how much we acquired, but by how much we gave away.

    Will we avert our eyes from suffering, or will we alleviate it? Will we speak words of

    compassion, or will we act on them? Will we be content only totake from the world or will we give to it?

    In the 2015-16 Rotary year, our theme will be Be a Gift to the World.

    Through Rotary, we can take these gifts and make a genuine difference in the lives of others and in our world.

    It is said that we are born with our fists clenched, but we die with our hands open, and that our talents are the gift that God gave us. What we make of our talents is our gift back to God.

    Equally we come into this world grasping at everything, but when we leave it, we leave all material things behind as well. Through Rotary,we can leave behind something real and lasting.

    Our time is now. It will never come again. Be a Gift to the World.

    Every one of us has something to give whoever we are, whatever our place in life. We can give our talent, our knowledge, our abilities, and our effort; we can give our dedication and our devotion.

    THE R.I. PRESIDENT

    K.R. Ravi Ravindran, a member of the Rotary Club of Colombo, Western Province, Sri Lanka, (has been selected by the Nominating Committeez for President of RI in 2015-16. Ravindran will become the president-nominee on 1 October if there are no challenging candidates.)

    Ravindran said his top priority for Rotary will be to increase membership, which he called the bedrock of any organization.

    The emphasis on membership has to continue with focus on the younger generation, Ravindran said. Additionally, we must seek to attract the just retired and experienced people into Rotary.

    Creating regional membership plans and realizing that one size does not fit all has been a move in the right direction, he said.

    Albert Einstein defined insanity as doing the same thing over and over again and expecting different results. In many ways this has been the story of Rotarys poor membership advance, he said. Thankfully, our approach this time has been studied and altered. We have created 22 different membership regions so that each region would develop and execute a plan that would suit that particular region.

    Ravindran said its important for Rotarians to share their stories, especially through social media, so others can see the impact Rotary has had in their lives. He said its also important for the organization to speak with a consistent voice. Our identity must remain simple and be based on our core values. It must be clear and straightforward to both our internal and external audience.

    Ravindran holds a degree in commerce and is founder and CEO of Printcare PLC, a publicly listed company and global leader in the tea packaging industry. He also serves on the board of several other companies and charitable trusts. He is the founding president of the Sri Lanka Anti Narcotics Association, the largest antinarcotics organization in Sri Lanka.

    As his countrys PolioPlus chair, Ravindran headed a task force with members from the government, UNICEF, and Rotary and worked closely with UNICEF to negotiate a cease-fire with northern militants during National Immunization Days.

    A Rotarian since 1974, Ravindran has served Rotary as a director and treasurer of RI and as a trustee of The Rotary Foundation. He has also served as an International Assembly group discussion leader, district governor, Council on Legislation representative, and zone institute chair. He chaired the Schools Reawakening project, sponsored by Rotary clubs and districts in Sri Lanka, which rebuilt 25 tsunami-devastated schools, benefiting 15,000 children.

    Ravindran has been awarded The Rotary Foundations Citation for Meritorious Service and Distinguished Service Award and the Service Award for a Polio-Free World.

    He and his wife, Vanathy, have two children, and are level 4 Major Donors to the Foundation.

    Go forth and serve is our hurrah! Seize the opportunities in the 6 areas of focus to help our less fortunate brothers and sisters. They deserve better in life. Wipe away those tears and turn those weary faces into appreciative smiles is what we aim for.

    You will be the light! You will be the spark! You will be the hope! While you are sharing your gifts in lifting their burdens, be assured that your District Servants will be there to help you realize your goals, in every way we can. No clubs will be left behind and all clubs will be supported, near or far.

    We will serve with responsibility and dedication. Distance will be overcome with technology as it has made the world smaller and interconnected. However, if you need us to be there, we will be there.

    We will engage you to ensure your success. We will be in front of you, leading the way. We will be by your side, ensuring you are

    on the right path. And we will be behind you, pushing you to Success! You will hear a lot from your District office!

    As Ben Carson once said: Happiness doesn't result from what we get, but from what we give.

    OUR MARCHING ORDERS

    Great Rotary Greetings to the D3850 World Class Team and Rotarians:

    As your District Secretary, my task is to help our exciting World Class District Governor Oliver Ong in carrying out the mission of the district and that of Rotary International by assisting the clubs in achieving their goals and objectives.

    Rotary International President Ravi has set forth his thrusts as embodied in the R.I. Presidential Citation brochure and our Rotary Theme: Be a gift to the world. Our own Governor Oliver too has his set of district thrusts and goals which are more particularized and have cascaded from those of our R.I. Presidents.

    Unless otherwise specified, all activities to be considered for the R.I. Presidential Citation must be completed between 1 July 2015 and 1 April 2016. Our accomplishments will then be verified by Rotary International data.

    Please take note that unlike in the previous Presidential Citations where we simply indicate by tick marks our having complied a particular goal and duly attested to by our District Governor, that would not work under the new scheme as there must be actual reporting online in the Rotary Club Central which will be duly verified before we are given due credit.

    What does this mean? It means we must first enroll with MyRotary, stay online and keep updating our accounts. It is not easy but we can do this. Do not be afraid to ask for help. You can count on your District Officers for help on this regard.

    Our club leaders have the responsibility to regularly check their individual clubs progress and verify the accuracy of R.I.s data. To help them with this, they will have the ability to track their clubs progress toward each of the citations goals in real time by signing in to our My Rotary account. This functionality will be available on 1 July. Any discrepancies they find in R.I.s data should be brought to the latters attention immediately so they can be resolved before the deadline.

    Among others, our clubs must complete two mandatory activities and additional activities as described in each category. Clubs are mandated to set at least 15 goals in Rotary Club Central and to pay the July semiannual dues to R.I. on time.

    Some activities will be verified by the information we enter in Rotary Club Central, as noted in the Presidential Citation brochure. Other activities will be verified automatically when we initiate a specific action.On the other hand, our very own Governor Oliver enjoins us to do the same thing plus another set of 9 goals. Thus, 100% of our clubs should make on-time payment of R.I. dues. All of us should subscribe the Philippine Rotary Magazine. Lets submit our 3-year Strategic Plan. We should also register 100% to the Rotary Club Central. Aim for two new members and maintain a 100% retention rate. Enhance our public image via tri-media and facebook. Support TRF with $100 per capita. Avail Global Grants. Support our future Rotarians: Interactors, Rotaractors, Rylarians, Rotex, Rotakids and other new generation groups plus the Rotary Community Corps. And finally, to put up or maintain 53 Rotary Corners in public school libraries.

    Now that we know our marching orders, lets carry them out together as a team. Exchange ideas and then take action. So Forward.March.

    Aptly described by the acronym: O.L.I.V.E.R, the District Governor of D3850 is an Outstanding Leader, Inveterate Volunteer and Exemplary Rotarian. His Governorship is backed up by 25 years of solid Rotary service, having been inducted into Rotary way back on July 9, 1989 at the age of 28 when a lot of his contemporaries were still Rotaractors. AN ACCOMPLISHED ROTARIANA dedicated Rotarian who was awarded as a 100 percenter in attendance for 20 straight years, Oliver is a PHF+6 and a Paul Harris Society member. He is also a Benefactor to TRF and a Lifetime Subscriber to the PRM. He led the Friendship Exchange team to Japan and the GSE team to Tampa, Florida.He held six different club positions before he took the helm of the Rotary Club of Zamboanga City in RY 1996-97. As Club President he was awarded Most Outstanding President with his club as the Most Outstanding Club plus 9 other Major District Awards.

    Thereafter, he still volunteered to assume Club positions while taking in various District positions including as Assistant Governor, GSE Sub-Committe Chair, Discon Chair, District Secretary and as District Chair for Youth Exchangethe program that is closes to his heart. CAREERProfessionally, he is an accomplished entrepreneur with 30 years of experience in the field of sales, marketing, finance, and human resources. He is a goal-oriented person and is very passionate in everything he is involved in whether its work, Rotary or his advocacies in ICT or Literacy development work. He pushes excellence in all his undertakings.Aside from being a top corporate executive in five companies to include being CEO of Petroline Marketing, Inc., he is a Director of the Chamber of Commerce, the ICT Council, his high school Board and Alumni Association.Academically, after earning his BSC degree with Major in Management of Financial Institution from De La Salle University, he also earned a Certificate Course in Organization Development from Ateneo de Manila University (ADMU) and he is working on his MBA at the Ateneo de Zamboanga University (ADZU).FAMILYHe is happily married to the former CAROLINE Uy, PHF. They are blessed with four beautiful and smart kids.

    KATHERINE is currently a Branch Manager for Investments and Assistant Manager for Operations and Manager for Investments at HSBC.KATRINA was a Rotary Youth Exchange Student to Jackson, Michigan, U.S.A. She was conferred a Paul Harris Fellow by her host club, the Rotary Club of Jackson. She is an accounting graduate and also works at HSBC.JACQUELINE, like her two sisters, also works at HSBC. She introduced our District Governor as The Rock during the District Handover in

    Zamboanga City last July 9, 2015. She holds a diploma in Psychology and Economics . JACOB MATTHEW is a Grade 11 student and is currently enrolled in an International Baccalaureate Program.

    ASSEMBLY

    The International Assembly is Rotarys annual event for governors-elect. It was first held in Chicago in 1919. Between 1928-1950, it was held before the convention, at a site near the convention city. It then moved to Lake Placid, New York, for more than 20 years. In recent years, it has been held in San Diego, California, USA. Its now held much earlier to allow incoming governors more time to prepare for their year as governor.

    The International Assembly educates, motivates, and inspires district governors-elect to lead Rotarians in their districts.

    Through plenary sessions, group discussions, networking activities, and social events, future governors get the hands-on information theyll need for the coming year. This training meeting features speeches by the RI president-elect, Rotary Foundation trustee chair-elect, and other senior Rotary leaders, such as past RI presidents, current RI directors, and past Foundation trustee chairs, who share their knowledge and experience. Participants exchange information and ideas with other governors-elect from around the world, creating bonds that foster future projects and a lifetime of friendship.

    The 2015 District District Team Training Seminar (DTTS) and President-Elect Training Seminar (PETS) are an essential stages of governance for the District Governor. These Seminars serve as the fuel to the vehicle that will ferry Governor Oliver Ong all throughout the year in administering District 3850.

    The DTTS and PETS have a two-fold purpose. First, the assembly and seminars set sights on training District Team and Club Officers for their year in office; providing the District Team and Club Presidents with the toolsknowledge, skills, and attitude, in becoming effective Club leaders.

    Second and last, to encourage building of team leadership through constant communication and cooperation. It will also provide the District Governor and District Team the opportunity to motivate Club Officers and build a productive working relationship.

    Our District Trainer is PDG James MacGyver Makasiar, MPHF. PDG Makasiar and the other resource speakers imparts information of Rotary programs, guidance on program and project management, and Rotary best practices through experiences.

    MEMBERSHIP DEVELOPMENT AND RETENTION

    Your club will verify that all membership Data reported through My Rotary or your data integration service provider is accurate by checking the Members in a Club report in Rotary Club Central.

    Clubs must achieve 3 of the following 4 goals:

    Achieve a net gain in membership. Small clubs (up to 49 members) must achieve a net gain of t least one member; large clubs (50 or more members) must achieve a net gain of at least two members.

    Achieve a net gain in female membership. Small clubs (up to 49 members) must achieve a net gain of at least one female member; large clubs (50 or more members) must achieve a net gain of at least two female members.

    Improve the member retention rate by at least 1 percent from last year.

    Increase new member sponsors by at least 1 percent from last year.

    FOUNDATION GIVINGYour giving and recognition data for your club and club members will be recorded on the contribution and recognition reports available to club officers via My Rotary.

    Clubs must achieve 2 of the following 4 goals: Support our Foundation by contributing at least $20. Attain a minimum Annual Fund contribution of

    $100 per capita. Have at least 10 percent of club members enrolled

    in Rotarys recurring giving program, Rotary Direct. Or, if Rotary Direct is not available in your currency, increase the total number of Paul Harris Society members in the club by at least one.

    Increase the total number of Benefactors, Bequest Society members, or Paul Harris Fellows in the club by at least one.

    ONLINE TOOL ADOPTIONAll data for these goals will be automatically recorded when the actions are undertaken. Clubs must achieve 2 of the following 4 goals:

    Have at least 50 percent of club members registered in My Rotary.

    Post at least one initiative on Rotary Showcase. Maintain a project in need of assistance on Rotary

    Ideas or contribute to a project on Rotary Ideas. Have at least two club members participate in Discussion Groups on My Rotary.

    HUMANITARIAN SERVICEClubs must achieve 3 of the following 7 goals:

    Sponsor at least one Rotary Community Corps to enhance community engagement and ensure project sustainability.Note: Your clubs RCC must be certified with Rotary International. To ensure that your status as an RCC sponsor or co-sponsor is recorded, your club president may confirm RIs records in Rotary Club Central Reports.     Ensure that at least one club member belongs to a Board-recognized Rotarian Action Group (www.rotary.org/actiongroups). (Clubs must report in Rotary Club Central.)

    Dear Club Presidents:

    This brochure describes the Presidential Citation program. Please use it to plan your clubs activities for the 2015-16 Rotary year.

    This years Presidential Citation is somewhat different from previous ones. In developing this program, I put a lot of thought into selecting goals that, if achieved, would be measurable by all of us and make Rotary demonstrably stronger, more effective at delivering service, and more widely known and respected by the general public.

    To improve our capacity to accurately measure our goals, Rotary International has enhanced the tools we use to gather and analyze data. These improvements will allow all levels of Rotary from the clubs all the way up through the district, zone, and international levels to measure and assess their respective performance.

    Thanks to these resources, we now have a paperless process that replaces the forms and reports clubs and district governors were required to submit in the past. Instead, we will verify all club achievements with the information your clubs provide in the Rotary International database.

    To qualify for the Presidential Citation, your clubs must complete two mandatory activities and additional activities as described in each category. Some activities will be verified by the information you enter in Rotary Club Central, as noted in this brochure. Other activities will be verified automatically when you initiate a specific action.

    Unless otherwise specified, all activities must be completed between 1 July 2015 and 1 April 2016. Your accomplishments will then be verified by Rotary International data.

    As club president, it is your responsibility to regularly check your progress and verify the accuracy of RIs data. To help you with this, you will have the ability to track your clubs progress toward each of the citations goals in real time by signing in to your My Rotary account. This

    functionality will be available on 1 July. Any discrepancies you find in RIs data should be brought to our attention immediately so they can be resolved before the deadline.

    District governors will also be able to track the progress of all of their clubs in My Rotary. I am asking your district governors to follow up with you regularly and support you in achieving these goals. I will also challenge district governors to qualify for a District Governors Citation program to promote districtwide achievement. Details on the criteria will be shared with them separately.

    TAIWAN ROTARY AMBASSADORIAL SCHOLARSHIP

    The Rotarians of Taiwan, Districts 3460, 3470, 3480, 3490, 3500, 3510, 3520 Rotary International extend to you our warmest greetings and friendship. We request the cooperation of your district in a project designed to further international peace and understanding through acquaintanceship.

    To further the International Service objective of Rotary, we invite your district to submit to us a suitable student candidate from your community to be considered for an award of a scholarship under the Taiwan Rotary Ambassadorial Scholarship . This is not an exchange program, there is no financial obligation to the sponsoring Rotary District, and your district will not be obligated to accept a student from our country.

    The scholarship covers one scholastic year, from July 2015 to June 2016, and is for study only in specified universities in Taiwan. The school to be attended in Taiwan will be selected by the Rotary District and processing of admission will be handled by the Taiwan Rotary Ambassadorial Scholarship Program.

    The scholarship pays all scholastic costs including tuition, book allowance, campus housing, and food. The Applicant must be at least 25 but not 40 years of age by August 1 of the year the classes begin. Persons who have previously obtained the scholarship and studied in Taiwan are disqualified to join the program.

    It is permissible that a candidate for the scholarship be a son or daughter of a Rotarian. It is of primary importance to select someone who would be a good AMBASSADOR of your country and Taiwan.

    OBJECTIVES FOR THE TAIWAN ROTARY AMBASSADORIAL SCHOLARSHIPS

    The Taiwan Rotary Ambassadorial Scholarships program supports the mission of The Chung Hwa Rotary Educational Foundation, to further world understanding and peace, by increasing awareness of Taiwan cultural to study in Taiwan.

    Rotary Taiwan seeks out students who are interested in studying and learning the cultures of Taiwan and take on the challenge of serving as outstanding ambassadors of goodwill. Qualified Candidates for scholarship will learn Mandarin Chinese Language and Taiwan cultures.

    The Scholarship Covers one scholastic year, from July 2016 to June 2017, at specified universities in Taiwan.

    Scholarship Pays for airfare, tuition, book allowance, meals, college provided room, NT$25,000 each month to cover personal items.

    Eligibility Requirements: must be between the age of 25 to 40; a graduate from college or university; must have be recommended by the Rotary District Governor for the Scholarship; and can be son/daughter of a Rotarian. Not eligible for scholarship grant are Chinese or direct descendants.

    Schedule for the Scholarship Works:

    1. Submit required document to the sponsor Rotary District before September 30.

    2. Applicants shall be chosen from the Sponsor District before October 31.

    3. Applicants shall be chosen from the Host District before November 30.
