Who Is Richard Garnaut I am a local born in Cairns in second millennium into a tourism pioneering family. My parents Laurie & Agnes Garnaut built Pengana Motel, 93 Esplanade Cairns, opposite the Cairns Lagoon. A true story - when mum was pregnant with me, the two of us used to enjoy sitting on the Esplanade on a simple green slat bench seat. The exact same spot which is now one of my favourite busking places directly opposite Bellview. Mum would say the Rosary on her favourite Mother of Pearl Rosary Beads. I fondly blame my mum for inspiring me to create the worlds largest collection of prayer MP3s which I have provided free worldwide for aged care, palliative care, hospitals, schools & universities worldwide since 2006. mp3pray.com/treasury My dad Laurie came to Cairns during World War II surviving the bombing of Darwin by the Japanese. Mum & Dad took a punt that Cairns may do okay as a tourism location building (from memory) possibly first inner Cairns CBD motel with each room having it's own bathroom facilities. (Incidently, that's how I came to meet Slim Dusty who stayed in motel. Slim inspired me to write and play simple powerful 3 chord songs. I used to sing to him “Hey mister can you show me some chords.” ) Every day Dad walked one block to RSL Club at 115 Esplanade arriving just before 6pm, to toast his fallen mates during the daily playing of The Last Post at 6pm. Dad enlisted in the Navy in 1938 and his war autobiographies are documented in the Australian War Memorial. Including “The Platypus & Her Deadly Chicks”. I have published full texts on line and can be found on Laurie & Agnes Garnaut's memorial webpages mp3pray.com/lauriegarnaut My fondest memory (as a toddler) of mum was being met at Aplin St door of motel with towels. Why? My brother Tom & I were infamous members of the Mudflat Tribe. Our sandless muddy sandpit was 50 meters out into the mudflats. We had to “hose ourselves off to be clean enough to have a shower!” The truth is that even today Yidinji Tribal elders and many Australia call me Boofhead instead of Richard when assisting with suicide prevention. Very few know I am one of the co-designers of the Cairns CBD Lagoon – Bikeway – Boardwalk precinct - part of a group of volunteers that physically drafted up the plans on white fish-and-chip shop wrapping-paper. Part of my contribution is at richardgarnaut.com – (a small portion on next page) My design philosophy was simple. Design esplanade area to attract locals, and tourists will love it too. Audax fortis illustris! But while only a blue-collar truck-driver busker, my legacy for future is more likely to be “A Radical New World Order Called Democracy” ©. I dare to imagine every federal, state & local government electoral boundary in the world assumes full sovereignty and incorporates having its own treasury and owning all government land and resources within it's boundaries. 100% of taxes paid within each electorate go into sovereign treasury bank account. Each electorate would publish spreadsheets showing taxes paid, savings, expenditure & P&Ls each month 2nd Tuesday of each month at 1pm. Each sovereign division would also have locally owned and controlled banks, superannuation funds and insurance businesses. Electors would exercise sovereign control by gathering 2nd Saturday of each quarter in first month to approve taxes, expenses & budgets. Google night watchman government. It's easy to imagine how strong prosperous sovereign electorates could exit within one national government. What exists is unsustainable! Is not democracy! Central governments, consolidated revenue that can only create GFCs are finished. It's time for“A Radical New World Order Called Democracy” ©. It's absolutely insane that I have yet to find a single Australian Federal State or Local Government politician that has a monthly spreadsheet of the taxes collected from, and money spent in their electoral division during previous month? Politicians are trustees. Voters are beneficiaries. Taxes are our money. That is insane! That cannot be explained as being best practice. Voters will tolerate that no longer. Fix it or resign immediately MPs & councils. Q. If every electorate is incorporated etc with monthly spreadsheets P&Ls & quarterly assemblies in 2016, is every Australian likely to be better off by 2026???
