Two-thirds of voters believe that things are off on the wrong track.

Do you feel things in the country are going in the right direction, or do you feel things have gotten off on the wrong track?

And the future is bleak. Voters overwhelmingly believe that the next generation will not be better off economically than the current generation.

Do you believe that the next generation will be better off economically than the current generation?

The economy and jobs clearly outweigh the host of other issues voters want Congress to focus on. Spending and the deficit comes in a distant second.

Now I would like to read you a list of issues that some people from this part of the country have said are important for Congress to focus on. Please listen as I read the list and tell me which one issue you think is most important.

While voters overwhelmingly approve of Obama as a person, they disapprove of his job performance.

Now, turning back to President Barack Obama… Whether you approve or disapprove of the way Barack Obama is handling his job as President, what is your impression of Barack Obama as a person? Do you approve or disapprove of him?How would you rate the job Barack Obama has been doing as President? Do you approve or disapprove of the job he is doing?

Voters tend to disapprove of Congress overall, and are split on their own Member of Congress’s performance. A majority disapprove of both Congress AND their own Member.

Thinking again about Congress. How would you rate the job Congress is doing? Do you approve or disapprove of the job they are doing? Thinking specifically about your Member of Congress, how would you rate the job your Member of Congress is doing? Do you approve or disapprove of the job they are doing?

In the generic presidential ballot, voters are split between Obama and a Republican candidate.

Now, thinking ahead to the 2012 Presidential elections… If the election for President were being held today, and you had to make a choice, would you be voting for -- (ROTATE) -- the Republican candidate or President Barack Obama, the Democratic candidate?

Battleground. November 5-9, 2011. 1001 likely voters nationwide.

Similarly, voters split the generic Congressional ballot.

Battleground. November 5-9, 2011. 1001 likely voters nationwide.

And, still thinking about the 2012 elections… If the election for CONGRESS were being held today, and you had to make a choice, would you be voting for -- (ROTATE) – the Republican candidate or the Democratic candidate, in your Congressional district?

Overview of Message Development

Page 29: Rick Johnson Washington, DC | Berkeley, CA | New York, NY LakeResearch 202.776.9066

Message Development

• Advocates are highly informed about their issues and have many things they want to say. But trying to tell voters everything about the issue means they will remember nothing.

• Message discipline is critical. Focus on no more than three primary messages that reinforce an overall theme.

• An effective message, consistently delivered, creates in voters a sense that the desired response to the issue is consistent with their own beliefs and values while contrasting the position with the opponent’s.

• Trying to persuade voters without testing messages is like getting in a car in New York City and driving to Los Angeles without a map. In both cases, you are guessing about the best way to accomplish your task and guessing rarely means success.

29

Page 30: Rick Johnson Washington, DC | Berkeley, CA | New York, NY LakeResearch 202.776.9066

Message Development

• Simply put, polling answers the questions: who you go talk to, when you go talk to them, and what you go tell them.

• But any message not grounded in your own core values and beliefs will not be believable and will be impossible for you and the campaign to communicate persuasively.

• Research allows you to identify the key audiences needed to achieve your goals. Understanding your audience maximizes your organization’s resources and allows for the most efficient delivery of your message to the people that matter the most.

Writing Messages

• Who is your audience?

• What does your organization believe/objective of the issue campaign?

• Tone

• Length

• Education level/vocabulary

Page 33: Rick Johnson Washington, DC | Berkeley, CA | New York, NY LakeResearch 202.776.9066

In issue polling, core messages inform communications strategies

• Stewardship: My faith calls for people to be the stewards of God’s creation. We should be willing to conduct our lives and business practices in such a manner that protects the earth and this includes protecting our rivers and waters.

• Future: Clean water and clean rivers and lakes are critical to our communities’ future, our nation’s future, and our quality of life and what we should pass on to our children. We need to take action now to improve water quality to ensure all our futures.

• Economic fairness: Rivers and their water are public resources that belong to everybody. Every American should have safe drinking water, not just those that can afford bottled water. Our government officials should stand up to polluters and developers and prevent rivers and lakes from being polluted or used up.
