CHAPTER -IINTRODUCTION

Andhra Pradesh State Disaster Response and Fire Services Department, Visakhapatnam is

functioning towards People of Visakhapatnam District so that they will be able to live

without fear of fire. There are Eleven (12) Fire Stations and (02) Out Source Fire Stations in

Visakhapatnam District, which are rendering the services to the Public in this District.

The Government of Andhra Pradesh, has enacted the right to Information Act 2005. The Act

was implemented w.e.f 12.10.2005. The Act should provide for setting out the practical

regime of Right to Information for Citizens to secure access to information under the control

of Public Authorities, in order to promote transparency and accountability in the working of

every public authority.

This information Act under section 4(1) (b) includes the particulars of functions and duties of

State Disaster Response and Fire Services Department and the Powers and duties of its

officers and employees. The procedure followed in decision making process including the

channels of supervision and accountability, the norms set by it for the discharge of its

functions, the rules, regulations, instructions, Manuals and records held by it or its control or

used by its employees for discharging its functions.

As per the information Act 2005, the details of officers and their names, designations,

Telephone Numbers, and their monthly remuneration, budget and the particulars of facilities

available to citizens for obtaining information etc., have furnished in this book let in the

interest of citizens of Visakhapatnam District.

Duties:-1. To see the timely attendance of Fire

Vehicles to Fire and Emergency calls and help the People in distress.

2. Inspection of Hazardous places/Premises and suggest Fire safety measures.

3. Inspections of Fire Stations and see that the Appliances and equipment are in good working conditions.

4. Inspections of Multi Storeyed Buildings, Hazardous premises, and Commercial establishment and suggest Fire Precautionary and safety measures.

5. Maintenance of ACRs of Station Fire Officers and his Office staff.

6. Maintain cordial relations with Collector, Commissioner of Police and other official and non official of the District.

FUNCTIONS & DUTIES OF STATION FIRE OFFICERS:-

1. The Station Fire Officer, who is the in charge the Fire Station, is an important and vital functionary in the Fire and Emergency service Department. He is fully responsible for the Fire Station administration as well any fire out post falling in his Jurisdiction.

2. He will see that all appliances and equipments are kept clean and in thorough working order showing them properly for immediate use at Fires and other Emergencies without loss of time.

3. To attend all fire and Emergency calls and supervise operations.

4. He should inspect all hazardous premises under his jurisdiction and report to the Assistant District Fire Officer, for issue of No Objection Certificate.

5. He should inspect all hazardous premises periodically and bring if any deficiencies found on fire safety measures after obtained the prior permision from the District Fire Officer.

and man made calamities etc. 8. Issue of No Objection Certificates to all Hazard Premises like Hotels, Schools, Hospitals,

Cinema theaters, Timber Depots, Petrol Bunks and explosives etc, where the buildings height is less than 10 Mtrs.

9. Inspection of Fire Stations in the District.10. Recruitment of Firemen, Promotion, Punishments and Appeals of his office and Subordinate Offices.11. To attend all establishment related work. 12. To Communicate Self Appraisals of all hazardous premises/Sites and collect the

and acquaint men with correct awareness of the duties and discipline.6. To keep himself and his staff acquainted with the villages, Streets, Roads, water Sources

and communication network under his jurisdiction.7. Inspect the Hazardous premises, under his jurisdiction periodically, and submit

deficiency reports to superior Officers.8. To be available and the hold himself in readiness to perform any duties at any time

entrusted by his superiors.9. Ensure the Periodical Tests of Appliances, Pumps and Equipment and see that they are in

10. Ensure submission of Fire reports, standby reports, Store requisition, Condemnation Proposals of Un-serviceable articles and Weeding out of old records, Monthly reports, POL returns, Estimates and other reports as per schedule.

11. To accompany/assist the superior Officers in the inspections Hazardous places/Premises.12. Inspections of places/premises as per Acts/Rules as instructed by superior officers.13. Investigation of Cause of Fire.14. Communicate the Self appraisals received from the District Fire officer to the

ADMINISTRATION:-1. Driver Operators are responsible for the proper up keep and Mechanical condition,

Maintenance and Movements of the vehicles and Pumps under his charge.2. He shall also be Jointly Responsible with the Leading Firemen for the proper

maintenance and showing of the equipment and gears that are carried on the Fire appliances or kept at the Fire Stations.

3. To test at least twice a day, that fire appliances in his charge to make sure that the same are in serviceable conditions and to record the same with the man on station duty. To report any defects immediately that he may come across, to the Leading Firemen in-charge and to the man on Station duty.

4. To keep an inventory of all articles and equipment under his charge, and to maintain a record of time at work, mileage, petrol and oil consumption, etc.

5. Any Other connected duties relating to the maintenance, mobility and operations of Fire appliances, motor vehicles, pumps and other Fire Fighting and rescue gears as may be asked by his superior officers or the Leading Firemen, in addition to those specified above, shall be carried out by them.

2. To be responsible for keeping the station premises such as appliance rooms, offices, drill yard, watch rooms, work shops, dormitory, drill, tower, hose drying tower, etc neat and clean by washing when necessary and appliances, equipments, gears etc clean and tidy.

3. To keep himself alert attend to fires, special services, fire drills, etc., in shortest possible time on the Alarm being sounded.

4. To carry out duties that may be assigned to him from time to time and be responsible jointly and severally to the Leading Fireman of the Fire Units for the care, appearance, scrupulous cleanliness of the unit and all the equipments therewith, correct upkeep, stowage and maintenance therewith.

5. To Assist Driver Operator in the proper maintenance of equipments and gears of the vehicles, perform guard duties, workshop duties, control room and watch room duties, of office orderlies and fire aids, dispatch messengers etc.

6. Firemen when posted as guard or sentry by turns, or by other methods as deemed fit by the officer in charge of the station, shall not leave his post until he is properly relieved. He shall be in full uniform prescribed for him for the season. While on guard duty the Fireman shall be responsible.

a. To guard all properties, fixtures, fittings and other reflects, both in the Fire Station premises and Station Surroundings.

b. To see that all persons entering upon the fire station premises are directed to the officer-in-charge and to see that they leave the premises immediately their business is finished.

The Fire Service Department has operationalized the basic plan for citizen-friendly governance:a) Software is developed to

facilitate on-line receipt of applications for No Objection Certificates.

Plans, general Information, Check-List, Estimate for fire safety measures, 15% of estimated value as Bank Guarantee.

c) Applications to be scrutinized at e-Seva Centers and rejected in case of non-compliance with the provisions of National Building Code and reasons for rejection shall be indicated in the receipt given to the applicant.

d) Applications wherein fire safety measures proposed are in conformity with the provisions of the National Building Code shall be accepted at e-Seva centers and a receipt with a unique ID will be given to the builder with scheduled date of inspection.

e) Applications accepted at e-Seva Centers will be:

i) Processed electronically at e-Seva Directorate.

ii) Check for adequacy of specifications/technical details as required in the
