Slovenia”• Last Government support for Civil Society organisations in

the end of 80’s in former partly reformed socialist regime

• In 90’s except Open Society Fund non international funds really support NGOs like in Country's of Visegrad Group or Balkan because of the war

• In past 17 years from 1990 first minimal support came at 2000 because of intervention from European Commission

• Situation didn’t change in time 2004-2006, because less than 30% or of money from Equal programme was spent on NGOs Projects

The reason for new initiative – New “National Strategic Reference Framework 2007-2013” without inclusion of NGOs

1. Reaction of Centre of NGOs-CNVOS = Collecting a signs for letter of protest

2. Action = NGO from “Development field” prepare a document: “ Suggestion for Social-Economic Development Partnership for the period 2007-2013” (54 pages)

3. Lobbing with help of “former civil society activist”, now employed at government office

Money from American Trust support preparation of corrections and suggestions how Operational programs 2007 - 2013 should incorporate NGOs

• We draw the document titled “ Suggestion for Social-Economic Development Partnership for the period 2007-2013” (54 pages) edit by NGO

• On the recommendation of those document and friendly relations with government officials, Government include NGOs like beneficiaries in all Priorities of Operational programmes of ESF and ERDF

• For NGOs are indicatively reserved 7% of ESF OP in amount of 44 million EUR

1. On the base of incorporation of NGOs, Government include also Priority /measure; »Development of NGOs, civil and social dialogue for 2007 - 2013« worth 13 Million EUR

2. Government office announced a tender for three “Horizontal networks of NGOs” to collect a possible project proposals from NGOs

3. “Horizontal networks of NGOs” on initiative of independent NGO from development field, mainly because lack of knowledge, accept to apply together

4. NGOs start to prepare and create common plan

Technical assistance and NGO Programme Committee

• Technical assistance should be deliver by NGO who knows voluntary sector and their problems. Money should be provide from amount of TA for Government

• Establishment of the “Programme Committee” for the Implementation of the Priority Orientation

• For a successful implementation of whole Operational Programmes of ESF and ERDF it seems sensible to prepare a similar programme as has been prepared for the Priority: »Development of NGOs, civil and social dialogue for 2007 - 2013«

The final decision to accept or to refuse “Program plan which was officially ordered by Government depend on ?!

- Not on proposal from NGOs- Not on professional prepared “Program plan”- Not on Expert committee founded by three main

Horizontal Networks- Not on Government political decision- But on individual decision of one government

official with smart, legal background and other cover

What about possibilities to prove such enormous unreasonable and non democratic behaving on

government side ?!1. One of horizontal network most of the time act more

like GONGO -Government operated NGO2. The other two horizontal network follow just their

own interest3. Mostly non of NGOs want defend their own “Program

plan”, they were afraid to expose themselves 4. Most of NGOs count on their own connection with

government officials

What's happened later ?- Nothing- Everythink its like it was all years before from 1991- The same government official lead/create so called “civil

dialogue” between NGO and Government and all funds for NGOs

- GONGO -Government operated NGOs successfully cooperate with Government and Vice versa

- Spend money will not develop NGO sector, but who cares ?!

- You can not even monitor because of lack of indicators, similar tools and real monitoring structure.

But don't worry,- This days in October 2008, NGOs in Slovenia already

collecting new signs for new “Initiatives” for new elected government

“Limits of NGO-Government and NGO-NGO Dialogue ”

Facts;- Government politics related to NGOs except on general

level, not really exist- Lower government officials has autonomous position

and their own perception of NGOs needs, like their own perception of what to do about that

- NGOs mostly follow their own needs and interests- NGOs has their own limits on confrontation with

government- GONGOs will exist for ever, and give legitimacy to the

government and vice versa - Lower level of “cooperation” its possible but you

shouldn't leave the playground or cross the line!
