Speaking with News-band, Divya Gaikwadsaid, “I have written let-ter to the higher author-ities from Ministry ofEnergy as well as Ma-harashtra State Elec-tricity DistributionCompany Limited(MSEDCL) seeking anappointment in order toexplain the problemsfaced by the Navi Mum-baikars due to exorbi-tant electricity bills byMSEDCL. During lock-down many people losttheir jobs and few aregetting a pay cut. As ifthese were not enough,MSEDCL has sent theexorbitant bills withoutany explanation. Thesenior authoritiesshould help the NaviMumbaikars to comeout of such problems.”

Custodial violence isa matter of concern. Itis aggravated by thefact that it is commit-ted by the persons whoare supposed to be theprotectors of the citi-zens.

Custodial violenceand abuse of police pow-er is not only peculiarto this country but it isalso widespread. How-ever, in our country itis considered second tonone. It has been a con-cern of the internation-al community becausethe problem is univer-sal and the challenge isalmost global.

Due to certain un-scrupulous activities ofa handful of policemen,

the esteemed image ofpolice is getting van-ished at the speed ofknots. We see that thearrested persons, theundertrials and sen-tenced persons aretreated in subhumanconditions. The right toknow for which offencea person has been de-tained is frequentlybreached by the detain-ing authorities.

Though interna-tional laws criminalisetorture, torture enjoysunprecedented licensein India. Torture seemsto be legalised in India.The methods of tortureadopted by governmentofficers involve grossforms of inhumanity. Inrecent years, third de-gree torture and custo-dial deaths have be-come an intrinsic partof police investigationsand the injury inflictedon the prisoners issometimes unbearable.

No doubt, the police of-ficers have contributedtowards the mainte-nance of public orderand their plans are alsoenforced with purity,activity, vigilance anddescription. But moreoften that, the policeofficers have beenabused and condemnedfor torturing the public,particularly those whoare in custody and de-tention, and inflictinginjuries to their life andproperty.

In almost everystate, there is an in-crease in frequency ofdeaths in police custo-dy, generally prescribedby the newspapers aslock-up deaths. News-papers, almost everyday carry reports of as-sault, torture, rape,and death of persons inpolice custody.

This featurehas attained suchan alarming pro-portion that it isaffecting the cred-ibility of the rule oflaw and order andalso the adminis-tration of the crim-inal justice sys-tem. Hence, thereis an urgent needto examine the is-sue in depth to de-

velop criminal jurispru-dence and also to makethe police officers ac-countable for their actsand omissions. The In-dian Constitution hasconferred many rightson the citizen of Indiaand its importanceneeds no explanation.Hence, the courts aswell as the police offic-ers, that is, the LawEnforcement Officers ofthe State should striveto prevent anyone fromcommitting a breach ofthe same.

Rising cyber crime: A cause for concernThe Covid 19 pandemic and the imposed lockdown, has led to

more and more people spending greater time online. The increasein the percentage of the population of all age groups connected tothe Internet and the time spent online, combined with the sense ofanxiety, frustration and fear due to the pandemic and lockdown hasprovided more opportunities for cybercriminals to take advantageof the situation and make more money or create disruption.

While cyber crime is not a new phenomenon, but it is taking asharp surge during this period all across the globe. Common cyber-crime techniques, such as phishing, have seen a spike. Phishing isthe fraudulent practice of inducing individuals to reveal personalinformation, such as passwords and credit card numbers throughfake websites or emails. The information thus collected can then beused for different malicious purposes, including accessing bank ac-counts and blackmailing the victims.

Another common online scam taking place in this time of lock-down are promises of fake investment opportunities. For instance,there have been instances where emails pretending to relate to thegovernment's new grant scheme have stolen money. The hackershave been taking advantage of the general sentiments of uncertain-ty and are offering lucrative schemes.

Another cause for concern is the rising cyber crime against chil-dren. While the schools have started conducting virtual classes, thechildren are getting exposed to threats coming from the internet.There have been crime like file-sharing abuse, inappropriate con-tent, the pornographic contents etc.

Although the risk of being attacked will remain, the users can bemore vigilant. For instance, there is a need to be cautious with re-gards to phishing emails and websites, practicing of good cyber hy-giene, using only trusted wi-fi networks etc. are some of the waysthat can secure the users. Rather than immediately clicking links inemails, it is advisable to look for information from trusted websites.

The schools on their part can email parents a reminder aboutwhat can go wrong; how to minimize the risks by being more vigi-lant. The par ents should refrain from posting pictures or the videosof their children on internet. Internet companies also need to dotheir part. Most worldwide electronic-communications providershave issued statements saying they take the protection of childrenvery seriously and are implementing various measures to furtherthe cause.

If we seesome other sports, wewill add them to priori-ty sports.”

He added, “It’s criti-cal that we start theprocess of talent scout-ing and identification asearly as possible. If wespot a 10-year-old boynow, he will be 18 whenthe 2028 Olympics takesplace. Our Khelo IndiaGames are becomingvery popular, if we spotpotential, we will pickthem up even if theyhave not won a medalat the Khelo IndiaGames. We will have atalent identificationscout in every regionand in every sport.”

The Minister addedthat the reason he start-ed a TOPS scheme for

junior athletes is keep-ing in mind his long-term goal of the 2028Olympics and that In-dia as a country cannotbe satisfied by winningone or two medals at theOlympics and shouldaim higher. “Which oth-er thing than an Olym-pic gold medal gives thecountry so much satis-faction? If you win aWorld Cup or an Olym-pic gold, it boosts the en-tire country’s morale,”he said.

cerned insurance com-pany. Examination ofthe documents revealedthat the system of re-turn of security depositin the payment of pa-tients treated under theMediclaim policy wasgenerally the same.However, the chairmanof the committee sug-gested that the hospitalshould write an under-taking regarding theperiod of return of thedeposit along with thedischarge card in thefuture and this was ac-cepted by the hospitalmanagement.

Difficult timeThe recent hike in the prices of essential commodities like food

grains, fruits and vegetables have depressed the sentiments of the mass-es. Ironically, even those welfare sectors which are considered nobleand essential like education and medical facilities have become far tooexpensive, crippling even the average middle class families.

To some extent, the rise in prices is unavoidable due to varying de-mand and supply situation vis-a-vis rapidly increasing population in In-dia. Unfavourable weather conditions also result in price hike. Further,lack of warehousing facilities, cold storages also result in the post har-vest losses. However, more than anything else, the major reason forrising prices is lack of any timely effective measures taken by the gov-ernment departments to check malpractices of unscrupulous traderswho create artificial shortages and charge exorbitant prices. Moreover,in India, inflation or price rise is not just an economic concept but theyare also a political tool, often used by the opposition parties to launchattack on the ruling government.

Today, to provide even the basic education to their wards has becomea Herculean task for an average man. It has become almost impossiblefor many parents to muster the huge sums which are often demandedas donations by many schools. In the face of strict orders by the govern-ment, the word donation has now been toned down and new words like‘deposits’ or ‘charities’ have been coined which ultimately mean oneand the same thing- drain of finances of the common man.

Similarly, over the past few years, the prices of medicines have steadilygone up, while the medical facilities have woefully deteriorated. Evenfor the treatment of common ailment quite a large amount is spent onmedicines while the treatment of deadly diseases will soon become theprivilege of very few.

A slight rise in prices is not a bad thing. It accounts for the growth ineconomy rise in employment, better scales for workers etc. However,sudden and acute rise in prices causes an all-round spiral effect on pric-es that makes the life of common people miserable. There is a ripplingeffect resulting in an overall recession, sluggish economy and blackmarketing.

It is high time that the government plans a regular and an effec-tive system of maintaining control on rising prices of at least essentialcommodities and life saving drugs, to offer some relief to a commonman from this increasing burden of rising prices. Parties after partiesassume power with a pledge to bring an end to the spiralling prices astheir main electoral plank. But so far, none seem to know the reasonor have done anything in this regard other than blaming the previousgovernment for the unfortunate price situation. If prices of essentialcommodities continue to rise unchecked, it will not be long before alarge section of the society will find their place below the poverty linegraph.

The second prizewinner was SwapnaKamath and the third

winner was PriyaShenoy. Vidya Rao andSavitha Joshy baggedthe consolation prizes.
