    FOREWORD

    UNRAs Chief Executive has embarked on a site

    inspection of ongoing development projects. The

    objective is to physically get a feel of what the

    projects entail the essence of the delays and

    the causes of any failures and appreciate the

    work-well-done.

    UNRA Directorate heads, Project Managers and

    Administrators participation in these road works

    inspections has been invaluable.

    The team has inspected UNRAs projects

    in northern Uganda and acquainted itself

    with the progress of the contracts and their

    associated hiccups. Discussions have already

    been initiated to resolve the issues that are

    militating against the up-to-speed, quality

    and at-cost implementation of the sluggish or

    stagnated contracts.

    Teamwork has enabled the pin-pointing of

    existing impediments. Together with the

    Contractors and Resident Engineers, they have

    figured out on-the-spot, how the encumbrancescould be resolved to fast track the execution of

    the troubled contracts.

    The UNRA team has been to UNRA Arua,

    Gulu, Kitgum, Moyo and Luweero Stations. It

    listened, responded to and resolved those in-

    house issues that could be sorted out on the

    spot and began the resolution process for those

    whose solutions need more time to accomplish.

    Under the guidance of its new Chief Executive,

    UNRA means to improve on its service delivery

    within the available means and circumstances.

    At the same, President Yoweri Museveni has

    instituted three-months Commission of Inquiry

    into various aspects of UNRAs services delivery.

    Works and Transport Minister, Hon Byabagambi

    says it is meant to lead to streamlined Roads

    Authoritys systems, rather than the victimisation

    of individuals within UNRA.

    UNRA Board Chairperson, Angela Kiryabwrire

    appeals that only the information that will help

    the commission to reach good decisions should

    be provided.

    In the final analysis this Authoritys transactions

    will, as initially designed, revert to a business-

    like mode, as the inquiry is an opportunity for

    UNRA to regain its public trust.

    Compensation issues need ironing outUNRA marks the anniversary of its coming into existence on July 1. It is seven years this

    year, characterised by challenges and some success.Currently, there are a number of on-going roads works in Ugandas different regions and

    others are expected to be launched soon.

    The wind of change blowing over UNRA gives the encouragement that Ugandans are about

    to see a lot of developments and improvement of the national roads network.

    It is only disturbing that UNRA projects are beleaguered by project affected individuals who are

    hesitant to give way to the constructions. It is therefore heartening that when Prime Minister

    Ruhakana Rugunda recently visited Kampala-Entebbe Expressway, he put his foot down and

    demanded that a solution be found to the delayed compensations affecting UNRA projects.

    Ugandan tax payers have a right to timely services deliveries, the roads inclusive and will

    only be delighted when the anomaly perpetrated by some property owners in the projects

    routes are sorted out.

    ethically.

    Rugunda has noted, as he appreciated the

    construction works on Kampala-EntebbeExpressway.

    He was speaking to Chinas Ambassador Zhao Yali and China

    Communications Construction Company (CCCC) officials. We

    expect timely delivery of this work. I hope you will deliver this

    project on schedule, he said.

    He emphasised the need for quality work, A fundamental

    issue to Uganda so that we get the best and optimal utilisation

    of this road. Hon Rugunda was impressed by the advances

    in infrastructural construction, the technology enabling the

    drilling of 50m-deep foundations--this is new value addition to

    Ugandas construction industry.

    The project is built from China and Uganda resources for the

    benefit of Ugandans, but in many ways the Chinese will also

    benefit. We are happy with the cooperation and solidarity andgrateful to the people of China through their various agencies

    for agreeing to lend us money for this important project, the

    Prime Minister said.

    CCCC will also improve upon and modernise Entebbe airport

    and other major projects, especially the standard gauge railway

    that is on the way, which Chinese support Uganda is grateful

    for.

    areas would work together; we expect many Chinese tourists-

    pass and airports where they will land.

    They will also need road accesses to the

    areas where they will invest.

    He called for an expeditious resolutionof the issue of a burial ground that is

    in the project route--every delay costs

    blocks in the delivery of services are

    cleared as quickly as possible.

    China Ambassador on Entebbe Express way

    Kampala-Entebbe Expressway is a road for development and

    friendship between the Chinese and Ugandans; its quality

    and timely delivery are important. We want the value to be

    maximised; we want to see the project move as quickly as it

    can, Ambassador Zhao Yali said.

    This is Chinas government and the Chinese peoples first, and

    strategically important project, they have financed throughUS$350million China EXIM Bank loan.

    Amb Yali welcomed Uganda Prime Ministers delegation at the

    construction site for the inspection organised by the Minister for

    Works and Transport. We want to see the problems besetting

    the project solved as soon as possible for the benefit of the

    majority of Ugandans. Some heavy machinery has stopped

    working--that means you lose money, we lose money, Yali

    said, appreciating that the Prime Minister had taken note of

    the stumbling blocks.

    Uganda National Roads Authority (UNRA)

    has set up a Compensation Service Desk

    with a help-telephone-line to expedite

    the settlement of compensation claims,

    Executive Director Allen Kagina has

    revealed.

    This development is in response to the numerous drawn-

    out compensation claims and disputes arising out the Roads

    Authoritys acquisition of the right of way for its projects.

    We shall channel all compensation issues and claims to this

    desk at UNRA Kyambogo. It will establish whether claimants

    have titles as UNRA will not honour the claims of those without

    titles, which is UNRAs biggest challenge, Ms Kagina noted

    at her May 21, 2015 Kampala-Entebbe Expressway site visit.

    When people realise that an infrastructure project will go through

    their area, they hike the value of their properties for compensation;

    it is the negotiations over these claims and the requirement for

    authentic title deeds acquisition that consumes time and delay a

    projects execution.

    She noted the existence of compensation claims by individuals who

    have already been paid, UNRA will review all the claims to fast-

    track the payments of the bona-fide claims that have been verified

    as accurate.

    She urged Ugandans to give correct information to support their

    claims, When several individuals make a claim to a property,

    compensation cannot be processed--this delays a project and has

    financial implications to UNRA.

    She argued that while the public should expect of UNRA a

    streamlined compensation process, It cannot be achieved by the

    Roads Authority alone. Other parties are the Land Office, the courts

    of judicature, and the Ministry of Finance that should readily avail

    the money; we need to work together. UNRA will do its best to

    strengthen its department for compensations.

    Ms Kagina appreciated Kampala-Entebbe Expressway works

    as excellent, But we are monitoring the labs to ensure that the

    works keep to the stipulated standards--the contractor is under the

    supervision of Mott Macdonald.

    An area whose ownership had been the subject of a dispute along

    Kampala-Entebbe Expressway project route has been resolved in

    favour of the Madhvani Group who has its land title. UNRA will now

    relocate the burial site that is within the project route to a public

    land; and the fish ponds whose water supply had been severed

    have had a reservoir made to supply them.

    UNRAs Chief Executive noted that a channel has been constructed

    to divert water from residences that were vulnerable to flooding

    and direct it to a swamp, We are concerned that people have land

    titles and residences constructed in swamps, blocking the natural

    flow of water.

    UNRA contracted the project to China Henan International

    Corporation Group (CHICO), at an original contract price of

    UShs89667759288.00. The Supervision Engineer is BonificaS.p.A in joint venture with SABA Engineering Plc, contracted at

    UShs1483403000.

    By April 30, 2015, the projects major project works were largely

    complete save for the additional items. They are the lighting

    of Customs Corner and Layibi Junction roundabouts in Gulu

    Municipality, rigid pavement constructions at the two roundabouts

    and five major junctions.

    Additional 5.4km to institutions and town sections comprise

    Panyagera-Airfield Road (4km), Gulu High School (0.5km) access,

    Comboni Technical College-Layibi (0.6km) access and St. Joseph-Layibi (0.3km) access.

    Others are Gulu Airfield to Custom Corner, Christ Church to Kaunda

    Grounds roads and their associated drainage constructions.

    The installation of road signs is 91% complete; road markings

    are 86% done; road humps and rumble strips are complete.

    Landscaping and grassing, like the pedestrian walkway construction

    along Layibi Bypass, is making good progress.

    This is Kampalas most direct road link to Juba, the principaltown in South Sudan. UNRA contracted the project to China

    Railway WUJU (Group) Corporation at UShs37143737673; the

    works started on July 17, 2013.

    The price has been revised upwards by about 46% following a

    design review whose work programme projects July 17, 2016 as

    the completion date.

    LEA Associates South Asia Pvt Ltd in association with KOM

    Consult Ltd is the Consulting/Supervising Engineer.

    The UNRA team established that WUJU is challenged; machinerymobilisation to facilitate up-to-speed, hence timely project

    completion, given the increased scope/volume of work is

    inadequate.

    WUJUs work planning is yet to cope with the work load needs.

    Dust control and the warning signs along the construction zone

    are inadequate. Decision-making is drawn-out, only made in

    China. In addition, JICA (the funding agency) funds release is so

    elaborate that at most, it is not timely.

    Olwiyo-Gulu 70.3km road upgrade project was

    contracted to Zhongmei Engineering Group, at

    UShs164025932344. UShs24602889851.60

    has been paid in advance.

    The contract commenced on September 18, 2014,

    for completion on September 20, 2017; contract

    time elapse is 22.7 per cent, with 1.31 per cent

    progress by May 2015.

    With one grader and three trucks on site, the

    implementation; the bush clearing, the removal of

    top-soil, cut to spoil (unstable material removal), and

    swamp treatment are behind schedule.

    UNRA has argued for urgent turning around of

    this project and the Contractors adherence to the

    contractual obligations, for a timely delivery.

    Olwiyo-Gulu 70.3km road upgrade

    This is an earth road upgrade project

    connecting Gulu to Kitgum through Pader,

    joining Lira-Kitgum road at Acholibur

    settlement.

    UNRA contracted China Railway No. 5

    Engineering Group to execute the 77.7km

    project at UShs164199571579 effectiveSeptember 15, 2014. Completion is

    September 17, 2017. UShs32bn advance

    was paid. By May 22, 2015; 1.68 per cent

    of the contracted works had been executed.

    The Contractors camp is established at

    Ogom at km112.8, the Contractor has

    one excavator is on site; no definitive

    answers about complete mobilisation and

    does not respond to demands for written

    explanations.

    The Consultant, PROME Consultantsin Association with Omega Consulting

    Engineers Plc (Ethiopia) notes that the

    mobilisation is at 36.2% in breach of

    100% equipment mobilisation requirement

    by December 15, 2014, notwithstanding

    UShs32bn advance.

    Some bush clearing, and grubbing has been

    made but contractor has no rock crusher on

    the project.

    This road upgrade project starts at Acholibur, to pass through

    Kitgum town, Muchwini and Madi Opei on to Msingo, a length

    of 76km at UShs195 bn.

    It covers Kitgum-Wanglongo 29km section, Acholibur-Kitgum

    Peri urban 23km and Wanglongo-Msingo 34.4km. The

    completed road will have 7m wide carriageway flanked by two

    1.5m wide surfaced shoulders, an overall width of 10m.

    Kom Consult Ltd is the Supervisor/ Engineer and Chongqing

    International Construction Corporation (CICO) the Contractor;

    the works commenced in January 2015.

    The roads alignment has been set out, save for the last 10km

    beyond Opei trading centre where the border with South Sudan

    is not established.

    The earthworks have progressed for 23km and continue as

    culvert lines are laid where necessary.

    Due to delays in compensation and resettlement of individuals in

    the project route, some houses remain in the road route, hence

    the works forwards and backwards which is not economical.

    Swampy sections that were not obvious, hence unidentified

    at the design stage have become prominent with the rains;

    requiring appropriate interventions hence cost overruns.

    Acholibur-Msingo 86.4km upgrade

    Gulu-Kamdin is in principle, a maintenance project. China

    Communications Construction Company (CCCC) is the

    Contractor (at UShs62187657525.84) and Kagga and

    Partners, the Consulting Engineers. The objective is to finish the

    job by May 2016.

    It was about improving the roads existing base structure with

    a layer of crushed stone, but that would not suffice to bear

    the forecast traffic load for the next 10yrs, hence more robust

    pavement layers.

    The drainage structures were too old and weak to last the

    design life of the new project; 900mm concrete pipes have been

    adopted, a significant change in the contract. The Contractor

    will accordingly submit a revised programme for these works.

    The contractor has fully mobilised, and the equipment is on site

    as per the contract; the materials as required are sufficient,

    significantly the crushed stone at Diima and Kidkal-Bobi

    quarries.

    Crushed rock quantities are sufficient to ensure fast movement

    of the pavement works, under simultaneous work from the two

    fronts--Kamdin and Gulu.

    Site safety and traffic control have been catered for and pothole

    filling done where the works havent reached.

    UNRA contracted the project to SBI/RCC Joint venture at UShs253940121150. The 30 months project, commencing on January 27,

    2015 is supervised by Arab Consulting Engineers.

    The Contractor has mobilised equipment and personnel, established the site for the initial 3 months of the contract and commenced

    physical works in April 2014.

    Whereas a quarry has been set up, 4466 project affected individuals have been valued, of which 2585 (67.68%) have been paid.

    This is a design and build project for the reconstruction of Mukono-

    Kalagi (18.5km); Kalagi-Bukolooto/Kayunga (33.7km) Bukolooto-

    Njeru (43km) road, using the Cold Foamed In-place Recycling

    Technology. The project was contracted to SBI International

    Holdings.

    The road works comprise the rehabilitation of the road pavement

    by milling and recycling the existing structure with additional

    crushed stone, to form a new road base.

    The physical works commenced on May 25, 2015 with site

    clearance; the finished road will comprise of 6m driving surface,

    1.5m shoulders on both side and 2m parking lanes through the

    built-up sections.

    The mobilisation of equipment is at 85%; the Contractor and

    Resident Engineers Office have been set up and the installation

    of a rock crusher plant at the quarry site is in advanced stages, to

    commence crushing on June 8, 2015.

    Frequent break down of the equipment preparing the

    foundations for the new Jinja Bridge, the Supertop

    Boring Machine and its accessories, is threatening

    to delay the progress of the project.

    Zenitaka-Hyundai joint venture, the project contractor

    claims the rock that is drilled is harder than the

    bidding documents specified, causing frequent

    machine breakdown, hence slowed progress.

    The Consultant joint venture; Orient ConsultantCo/Eight Japan Engineering Consultants Inc and

    PyungHwa Engineering Consultants Ltd and the

    Contractor are working out practical means to

    recover the lost time in the upcoming superstructure

    works.

    To avoid further delays in the works, all parties to the

    contract are further investigating and determining

    where actual site conditions differ from what the

    bidding documents envisaged.

    Inquiring into UNRAThe Commission is scheduled to submit a report of its inquiry findings andrecommendations to the President, 3 months after commencing its duties.

    UNRA Board Chairperson, AngellaKiryabwire, Board will implement

    help-desk on compensation claims.

    President Yoweri Museveni has instituted a Commission of Inquiry

    into Uganda National Roads Authority.

    In a June 15, 2015 statement to the press, Works and Transport

    Minister Eng John Byabagambi said the Commission will inquire

    into, Allegations of mismanagement, abuse of office and corrupt

    practices in Uganda National Roads Authority.

    The terms of reference:

    1. To investigate and inquire into the procurement and contract

    management processes by which UNRA awarded contractsfor the national roads

    2. To generally examine and investigate the procurement works,

    services and supplies by UNRA

    3. To investigate and inquire into the management, supervision

    and administration of the works by UNRA

    4. To generally examine and inquire into the legal and corporate

    governance structures of UNRA

    5. To investigate and inquire into the financial management

    systems of UNRA

    6. To investigate and inquire into the acquisition of land by UNRA

    and generally examine the basis and methodology employed

    by the Authority to compensate land owners and persons

    affected by UNRA road works.

    7. To investigate and inquire into the management, supervision

    and administration of public weigh bridges by UNRA

    8. To generally inquire into any other matter that appears to the

    commission to be related to the matters above or in public

    interest

    9. To make appropriate recommendations upon their finding forremedial actions or any other actions against persons found

    to have acted inappropriately into the discharge of their public

    duties and those persons who benefitted from the actions of

    the public officials

    10. To make appropriate recommendations upon their findings

    for criminal prosecution or other actions against any person

    found to have engaged into criminal or improper conduct

    11. To make any other recommendations it may consider

    appropriate in public interest.

    Works and Transport Minister, Hon Byabagambi explained that,

    The inquiry is not intended to victimise anybody within UNRA.

    We want to establish the facts, and streamline UNRA systemsfor the benefit of all Ugandans.

    UNRA Board Chairperson Angela Kiryabwrire appealed for only

    the information that will help the commission to reach good

    decisions. On the basis of UNRA Act, the Roads Authoritys

    transactions are expected to be businesslike. As a result

    of this inquiry, UNRA will be able to take on the mandate to

    behave as business entity. This is an opportunity for UNRA to

    regain public trust, Kiryabwire said.

    UNRAs Executive Director, Ms Allen Kagina noted that,

    Compensation issues have given UNRA a bad name, hence a

    land compensation unit is in place; we shall soon detail how itcan be accessed to deal with the pain in the public.

    There is a depressing irony in road

    construction. While roads are built for the

    people, individuals from the communities

    that the roads traverse; the lead

    beneficiaries of the projects, customarily

    connive with some of the contractors personnel to steal some

    of the construction materials.

    The materials that are vulnerable include the fuels and oilsthat run the plants and equipment, iron bars, aggregates,

    sand and tyres. When the construction is completed, road

    signs, reflectors and guard rails are stolen and even lines of

    culverts are extracted from beneath roads.

    Pilferage has been occurring with a disturbing frequency on

    SBI executed Mukono-Kisoga/Katosi-Nyenga Road upgrade

    project, where UNRA enforcement Unit has recently assisted

    in the arrest of two men who were pilfering blue-triangle

    cement.

    In the March 25th incident, a truck-load of 40bags was

    intercepted at Kiyola, a settlement along the project route.Reports say that separate batches of 70 and 90bags had

    allegedly already been sold in Nkokonjeru.

    The cement and the Toyota pick-up truck UAT 537R alongside

    two suspects, have been consigned to Mukono police custody

    as investigations were carried out, whereas the driver had fled

    when the illicit cargo was intercepted.

    Thefts of road construction materials impact on the delivery

    of a project in terms of lost time and increased costs as they

    have to be re-procured. The consequent delays not only often

    times trigger community complaints, but are also used by

    detractors to allege incompetence or ill-will on the part ofUNRA and its contractors.

    It is the motivation behind these criminal and economy

    sabotage occurrences that UNRA enforcement Unit needs to

    conscientiously establish and rout. It is not unreasonable for

    UNRA to argue for a deterrent sentence of the culprits.

    Maintaining the Investment in

    InfrastructureThus says the Minister for Finance, Planning and Economic Development,Hon Matia Kasaija in the National Budget Speech 2015-16.

    Over the last five years,

    The stock of paved roads increased by 889km; and 862km of

    the paved roads were reconstructed.

    The proportion of national paved roads in fair-to-goodcondition increased from 74 per cent in Financial Year

    2010/11 to 80 per cent in Financial Year 2013/14; this is

    projected to improve to 85 per cent in this year.

    The condition of national unpaved roads in fair-to-good

    condition increased from 64 per cent to 67 per cent in

    Financial Year 2013/14, exceeding the NDPI target of 55 per

    cent.

    Way-forward philosophy

    UNRA Staff needs to determine to look forward. We know

    the past, its challenges and mistakes; what is ahead is the

    matter at hand.

    We want to create an atmosphere that is affirming--that will

    give Staff the confidence in public to say, We are proudly

    UNRA.

    We need to affirm ourselves as Staff, leaders, people

    who speak to the public with confidence rather than in an

    intimidating environment; failure is not an enemy, it is only

    a set-back. When you fall, rise again--use your failure as a

    learning experience.

    Take advantage of the fact that the public and UNRAs

    stakeholders want something new and exciting and provide

    an environment of operation in your region, in which people

    are excited about your good services rather than dwelling on

    the past negatives.

    Growth is demonstrable. The indicators that UNRA is

    growing must be visible; the numbers, the professionalism,

    an expanding network and what the public says of UNRA.

    Growth needs to be tangible and appreciated by the people

    UNRA serves.

    Many problems persist because we are continually looking backwards Ms Allen Kagina on a positive mindset, that is key to productivity.

    UNRA money is programme-

    specificUNRA and Gulu Leadership need an engagement to facilitate UNRAs work in support ofGulu regions efficient infrastructure development and economic growth-Ms Allen Kagina.

    UNRA is ready to serve the people within a planned programme. It is

    desirous of working with the local leaders, the Members of Parliament

    inclusive; UNRA Executive Director has assured Gulu District leadership.

    We need to move as planned. UNRAs money is programme-specific, andcannot be diverted. However, in the event of emergencies, UNRA carries

    out temporary work as permanent solutions are planned, Kagina told

    Gulu District Chairman, Ojara Mapinduzi and CAO, Dorothy Ajwang.

    Referring to the state of the national roads that is wanting because of

    the recent rains, Kagina acknowledged that local challenges can only be

    resolved if UNRA and the local leaders work together. However, UNRA

    cannot respond to every need for services as the resources at its disposal

    are limited.

    Gulu RDC Caroline Lamwaka was concerned about, Routinemaintenance to keep the roads usable for long rather than becoming

    problematic with the rains; Moroto Road and Bungatira-Paralo Road

    at Lokodi, Lagwiny, Unyama and Logore get obstructed.

    Lamwaka further observed, We need regular and timely

    information outputs from UNRA to update the communities

    about the projects it implements. This will also clarify to the

    people which roads are Local government roads and which

    are UNRA roads.

    Gulu Disctrict Chairman OjaraMapinduzi appreciated UNRA for

    the projects it is implementing

    in the region: Gulu-Atiak, Atiak-

    Nimule, Gulu- Olwiyo, Kitgum-

    Musingo and Gulu-Kamdin roads.

    Kampala-Entebbe ExpresswayKampala-Entebbe Expressway project is one measure of Uganda governments

    decongestion of Kampala Central Business District and enhance trade movement through,within and out of Greater Kampala Metropolitan Area.

    KampalaEntebbe Expressway construction is consistent with

    the objectives of Greater Kampala Metropolitan Areas Master

    Plan; the provision of an efficient mass-transit-route between

    two vital cities in the region.

    It is a crucial part of Governments strategy for decongesting

    Kampala through the construction of an inner beltway

    comprising Kampala Northern and Southern Bypasses and an

    outer-beltway along the edges of Great Kampala Metropolitan

    Area.

    Ugandan National Roads Authority contracted China

    Communication Construction of China (CCCC) on a Design

    and Construction basis for the project on October 26, 2010 for

    US$476m. The May 2, 2012 Supervision Consultancy Contract

    for the project was awarded to Beijing Expressway Supervision

    Co., Ltd (the Engineer) for US$4,998,300.00.

    Uganda Government is funding the project through a loan

    from an Infrastructure Financing Institution, China EXIM Bank

    contribution of US$350m (73.5%) of the cost for the works.

    Uganda Government contribution is US$126m (23.5%)

    towards the works (excluding UShs100billion land acquisition

    and UShs4billion relocation of utilities).

    The Construction and Supervision contracts period is 48

    months, besides 24months of defects liability, commencing

    July 25, 2012.

    The project route comprises of KampalaEntebbe Highway

    (36.94km) and Kajjansi InterchangeMunyonyo Highway

    (12.62km). KampalaEntebbe route consists of 18 overpass

    bridges, 16 underpass bridges, 4 major bridges and threeinterchanges located at Busega, Kajjansi and Abayita Ababari.

    The first 24.9km is a new route toll expressway, while 12.04km

    is along the existing KampalaEntebbe route; 7.4km will be

    widened and 4.64km upgraded with an additional pavement.

    Kajjansi InterchangeMunyonyo Highway consists of an

    interchange at Lweza, an overpass bridge, an underpass bridge

    and a major swampy-crossing bridge. It comprises 1.26km of

    the newly built section with controlled access. The remaining

    11.36km without an access control will end at the existing

    Y-junction route of Lake Victoria, Salaama and Munyonyo witha new roundabout.

    The entire Expressway will be a four-lane, dual-carriage

    expressway, with limited access at Abayita Ababiri, Busega,

    Kajjansi and an intersection of the existing Entebbe Road

    with KajjansiMunyonyo Interchange. The expressway will be

    accessed at three Toll Gates.

    UNRA in jobs and career

    guidance education

    Uganda National Roads Authority (UNRA) has been involved in an

    exhibition, jobs and career fair hosted by Makerere University

    Business School (MUBS) at Nakawa.

    UNRA got involved in the five-day annual fair that commenced

    on April 21, 2015 to, equip students with knowledge on the

    road sector, UNRAs responsibility and to education about UNRA

    roads, UNRA Corporate Communication Assistant Pearl Nimusiima

    explained.

    She said, The students got to know what UNRA is involved in,

    where their skills could fall and what they would like to be part of.

    Ahmed Walugembe, the Assistant Manager for Career Guidance

    at MUBS elaborated that the fair is an avenue for students to get

    He argued that the fair also assists Corporate organisations to

    identify and possibly directly recruit suitable employees from the

    University compass, which he described as a marketing milestone.

    Walugembe said the School boasts of a population of over 16,000

    students, Which gives considerable mileage in terms of creating

    a good image. A number of students have got job opportunities

    through this arrangement.

    The guest speaker at the fair, Col. Felix Kulayigye, an officer of the

    Uganda Peoples Defence Forces (UPDF) advised the students, As

    you look for a job, start by making yourself marketable. Attend to

    your appearance because it tells a lot about what kind of person

    you are and makes the prospective employer curious about your

    potential.

    He urged them to have a fresh breath, mind what they say on

    their first encounter with their prospective employers and advisedthem to limit their answers to the questions put to them, Do not

    rumble endlessly--establish if your audience is listening to you or

    otherwise.

    Col.Kulayigye further educated the students, Do not choose a

    job only because it is well paying, rather what you love to do so

    that your heart drives you. There is no better driver than your own

    conscience. Make yourself valuable so that you are on demand.
