The Town of Fairview appreciates its citizen’s active role in the community. One of the many important stakeholders in the town are Homeowners Associations (HOAs).

Although the Town of Fairview has its own communications tools, such as the town website, Nixle notifica-tions, email notifications, and the monthly Fairview Town News publication, HOAs often play a significant role in disseminating town related information. HOAs are a great avenue for coordinating HOA meetings that afford town public officials an opportunity to come share town updates such as road projects, safety tips, economic development, as well as local events.

Did you know that the Town of Fairview currently has over thirteen HOAs? The town provides updates to all registered HOAs for their annual or monthly HOA meetings, as well as newsletters. In order to continue with this effort, the Town of Fairview’s town secretary maintains a list of all active HOAs and their board members that are provided by each HOA. To update your HOA board member information with the Town of Fairview, simply email the interim town secretary, Yolanda Wilson at [email protected].

Over the last seven months, the Town Council and Planning and Zoning Commission have been conducting a review of the town’s Comprehensive Plan. This review process was con-ducted in several phases, the first of which was comprised of a review of the Goals and Objectives section and the Future Land Use Plan section of the Comprehensive Plan. Since Octo-ber, 2013, the Town Council and Plan-ning and Zoning Commission held six joint public meetings to discuss this review and make recommended up-dates to these comprehensive plan sections.

The comprehensive plan is a long range planning document that serves as a strategic plan for growth in the community. It establishes a vision for the community’s development, and establishes goals, objectives, and im-plementation strategies for achieving that vision. The town first implemented a comprehensive plan in 1995, when a citizen led committee produced the first comprehensive planning docu-ment for the community. In 2005, the town - with the support of a planning consultant team - established a new comprehensive plan for the communi-ty that remains to this day. It is con-sidered a planning best practice to

update a comprehensive plan every 3 – 5 years, and with the first update to this plan occurring in 2008, the town council found it to be appropriate to initiate an update to the plan this year.

In conducting this review, the town council and planning and zoning com-mission found that the goals and ob-jectives section of the comprehensive plan was, largely, still aligned with the council’s long-range vision for the com-munity. With that said, there were sev-eral recommended adjustments made, including the elimination of a goal that recommended the town pursue oppor-tunities for commercial development outside of the commercial district.

With the Future Land Use Plan, the council and commission recommend-ed several changes to the plan that will allow for more creative subdivision design and will require the provision of additional open space within low-den-sity residential neighborhoods. While recommendations for density still re-quire all single-family lots within the low-density areas of town to be at least one acre in size, some adjust-ments were made to the land use plan in order to allow for undeveloped properties to develop in a manner that is more consistent with existing devel-

opment in the low-density area. As a result, some new neighborhoods will develop at a density that is slightly higher than what was prescribed in the past. In making these changes, the council and commission placed emphasis on the expansion of the town’s open space and trail system, and in doing so, tailored the land use definitions and classifications to help the town build an open space network that is linked together by the town’s trail system.

With the completion of an update to these two sections, and the impending completion of an update to the CPDD sub-area plan and the town’s first ever facilities master plan, the town is now ready to initiate updates to the town’s transportation plan and parks, trails, and open space master plan. Con-current to these in-house updates, the town will begin working with an engineering consultant firm in order to update the water and sewer master plans, and to create a drainage master plan for the commercial district.

Councilmember Powell previously served onthe town's Planning andZoningCommissionfrom2004until shewas elected to theTownCouncil inMay 2014. Councilmember Pow-ellisalsoveryactiveinthecommunity.Inthepastshehasassistedthetownwithcommuni-ty events, and alsovolunteered time to assist

organizationssuchas theFriendsofFairviewFirefightersAssociation.CouncilmemberPow-ellresidesintheFairviewFarmssubdivision.

CouncilmemberAdlerhasservedaschairmanof theTechnologyAdvisoryCommitteesince2005,andiscurrentlyaboardmemberoftheFairviewCommunityandEconomicDevelop-mentCorporations.CouncilmemberAdlerhasworkedforvariouscompaniesintheTelecomCorridorandnowdevelopsstartuptechnologycompaniesacrossTexasandthenation.Coun-cilmemberAdler resides in theOakwoodEs-tatessubdivision.

CouncilmemberLessnerwasswornintocon-tinue as Councilmember for Seat Four andappointedtoserveanothertermasMayorProTem during the June councilmeeting.Coun-cilmember Lessnerwas elected to council inMayof2010,andreelectedtohissecondtwo-yearterminMay2012.Mr.Lessnerhasservedon the town’sTechnologyAdvisoryCommit-tee and is actively involved in the Fairview/AllenChamberofCommerce.Heenjoysvol-unteeringandservinginthecommunity.Coun-cilmemberLessnerresidesintheSloanCreekEstatessubdivision.

There aremany small springs in this area that keepourCollinCountycreeksrunningwithcoolclearwaterevenintheworstofdroughts.ThisisthereasonthatthefirstrailroadthroughTexascamefromGalvestontotheRedRiverusingthisroute,sincethesteamenginesneededtotakeonwateraboutevery15miles.ThisiswhereCentralExpresswaygotitsname,fromtheHoustonandTexasCentralRailroad.Thedraftanimalsalsoneededwateringholesontheirjourney,sotheearlyroadsalwayswentfromwaterholetowaterhole.Indeed,thiswastherouteforthecattledrives

forthesamereason.Andevenearlierthanthat,thiswasthebuf-falomigrationroute.

OnHighway5justwestoftheoldunderpass,aportionofSloanCreekbecameBushSpringsRecreationalSwimmingPoolinthe1920s.ItwasbuiltbyEdgarBushandoperatedbyhisfamily.Inthe“RoaringTwenties”peopleoftenwentforaSundaydrivetothisbeautifulrecreationalareaintheirnew“horselesscarriages”calledautomobiles.

Capt.WilliamNelsonBush(b.1833-d.1907)marriedElizabethRaineyin1856andheadedforTexasinatwo-horsewagon.HewasacaptainduringtheCivilWarandtheSheriffofCollinCoun-ty(1870-1874).HistenureassheriffincludedthefamousStephenBallewhanging.Hewasstillsheriffduringthe1874shootoutattheoldGoodmanhouseonStacyRd.wherefugitive,JimReed,evadedthelaw.TheyhadthreechildrenandEdgarBushisde-scendedfromthisline.

TheEdgarBushfarmwaslocatedjustnorththeoldrailroadun-derpassonHighway5.ThishighwaybridgeoverSloanCreekisaboutonemilewestfromtheoldBushSpringsRecreationalPool.Thispoolwasopenedin1924andfeaturedabathhousewithallconveniences.Itwaselectricallylightedandhadplentyofpark-ingfacilities forautomobiles. Ithadslides,divingboards,andwoodenstairsdowntothewater.Picnickerswerealsosuppliedwithwoodenlockers,achangingarea,picnictablesandabrickBar-B-Quepit.

WhenIwasfirstdoingthepreliminaryexcavationatthissite,IthoughtIhaddiscoveredtheworld’ssmallesthouse,surroundedby broken dishes and bottles from the 1920s. But thenDavidPetefish,thecurrentowner,toldmethatitwastheoldBar-B-Quepit.Then itmadecomplete sense.Petefishalso showedme theexactlevelinthesideofthestreambedwherethe1920artifactswereerodingoutthesideofthecreek.

Inthe1920s,therewerebeautifulflowerbedsallaroundtheprop-erty. SomeoftheyellowheritagerosebushescanstillbeseeninthespringtimegrowingwildalongtheHighway5fencelines.Oneclumpoftheserosebushesis10feettall,6feetindiameterandprobablyover100yearsold.ItiscalledtheCherokeeRose.Thissmallconcretedamwashedawayinafloodinabout1930andwasnotrebuiltduetothehardshipsoftheGreatDepression.

duringthe1930s.HelenHall,co-authorofPioneeringinNorthTexas,theHistoryofCollinCounty,recallsthatithadnoothernameandsincetheytookthetrolleytogetthere,theyjustcalledit“TrolleyLake”.ChuckWilliamsrecallsthathehadhearditcalled“LiquorLake”becausetherewasknowntobesomedrinkingofliquorgoingonthere.CountryClubLakewasdownstreamfromit about 50 yards. Itwas private and only used byMcKinneybusinessmenwhowantedtorelaxanddidnotwanttobebotheredbythenoiseofsmallchildrenplayinginthewater.

TheTrolleyLakeDamisstillintactandabout30feettallwiththecreekflowingtotheeastsidethathaserodedaroundthedam.Ithasmadeadeepnaturalrockpondaboutfivefeetdeepandeightfeetaround,filledwithclearspringwaterlikeonewouldfindinthehillcountrynearAustin.ClubLakeDamwasonlyabout6feettallandhaswashedaway.Thecementpiecescanstillbeseenin thecreekbottomdownstreamaswellasoneend that isstillimplantedintotheeastbank.

OnHwy5 just southof theold railroadunderpasswas theoldBushRoad.AnoldwoodenbridgecrossedMurrayCreekandtherailroadtracksonitswaywest.ThisroadhasbeenclosedoffontheHighway5sideforsometime,butisstillinuseasadirtroadfromHighway75forthepropertyownersonthewestside.Afterbeingusedonlybysquirrelsfordecades,theoldwoodenbridgefinallyfelldowninthelate1990s.

Atonetime,therewasarailroadsiding,calledtheBushSidingwhereextrarailroadcarscouldbetemporarilystored.Atthissite,

anoldrailroadsectionhouseoncestoodontheeastsideoftheRRtrackswheremenlivedwhomaintainedthatpartoftherailroad.ThewellwasstillintactwhenthisareawasdesignatedaNationalHistoricalRailroadDistrict,butwasdestroyedbytheconstruc-tionofthelargewaterpipelinethroughthatarea.Aphotoisavail-ableofthatearlywell.Therewasneverachancetoexcavateitbeforeitwasdestroyed.

So thesewere threeof the localswimmingholes thatourearlyfamilies used to frequent. It soundsmore like Austin and hillcountry thanNorthTexas. Idon’tknowofanynaturalspringsinthisareawherepeoplecangotoswim,exceptmaybeBerger’sLakeinFortWorth.Maybeanentrepreneurcangettoworkoncapturing this beautiful springwater for recreational purposes,butbewarythatthedamwillwashoutwiththenextbigflood,ashistoryhastaughtus.

The independent auditingfirmofEvans, Pingleton and Howard,PLLCpresentedtheTownofFair-view an unqualified or “clean”

Comprehensive Annual Finan-cialReport (CAFR) for thefiscalyear ended September 30, 2013attheMay6,2014TownCouncilmeeting.ThefinancialstatementswerepresentedinconformitywithGenerally Accepted AccountingPrinciples (GAAP) and audit-ed in accordance with GenerallyAccounting Auditing Standards(GAAS)byafirmoflicensedCer-tifiedPublicAccountants(CPA’s).

Financial highlights for the year ended September 30, 2013:

•The assets of theTown of Fair-view exceeded its liabilities by$27.2 million (net position). Ofthis amount, $10.2million, (unre-strictednetposition)maybeusedtomeettheTown’songoingobliga-tionstocitizensandcreditors.

•TheTown’stotalnetpositionin-creasedby$211,954.Theprimaryreason for the increase in net po-sitionwas due toWater&SewerFund(business-type)activities.

•TheTown’sgovernmental fundsreported combined ending fundbalances of $6.0 million, a de-creaseof$2.8millionincompari-sonwiththeprioryear.Thereasonforthedecreaseinfundbalanceisdue to planned capital project ex-penditures. Approximately $4.2millionisavailableforspendingattheTown’s discretion (unassignedfund balance). This represents68%of the total general fund ex-penditures or the equivalent of 8monthsofoperatingexpenditures.•TheTown’s total long-termdebt

decreased by $1.5 million duringthecurrentfiscalyear.

•Thebudgetcalledfora$249,477decrease in fund balance for onetime and capital expenditures.However,duetogreaterthanbud-getedrevenuesandlowerthanbud-geted expenditures, the fund bal-ancesonlydecreasedby$134,549.

Thegoalof the independentauditistoprovidereasonableassurancethatthefinancialstatementsoftheTown of Fairview are free frommaterial misstatements. TheNorthernTexasPGAheldtheirinauguralCollegeGolfCampsofAmericaSpringSeriesChampionship.ItwassponsoredinpartbytheTownofFairviewwhereitwasheldatHeritageRanchonSunday,May18.Thefieldfortheinvitation-onlyeventmaxed-outacrosstwocours-es:HeritageRanchGolf&CountryClubandTheGolfClubatMcKin-ney.TheCollegeGolfCampsofAmericaSpringSerieswasheldfromJanuarythroughMayacrossNorthTexas,andtheChampionshipexud-edthemosttalentedofgolfers.After40springeventsandover2500roundsplayed,180juniorgolfersqualifiedfortheinauguralChampion-ship.With100playersinattendance,30talentedparticipantstookhometrophies.ThankstothegeneroussupportoftheTownofFairviewinprovidingadinnerforallcompetitorsattheconclusionoftheround.
