    Proposal Could Bring Suspension Schoolto Beach Channel

     A Department of Educationproposal could rattle the cur-

    rent state of the Beach Chan-nel Educational Campus if ap-proved. Social media lit up withcomplaints after news spreadabout a proposal to relocate aschool for suspended studentsfrom MS 53 in Far Rockaway tothe Beach Channel campus.

    In late January, the DOE pro-posed a re-siting and co-lo-cation of Alterative LearningCenter M.S. 53 to the buildingshared by Channel View Schoolfor Research, Rockaway ParkHigh School for Environmen-tal Sustainability, RockawayCollegiate High School andP.S. Q256, starting in the 2016-2017 school year. Students of

     ALC M.S. 53 are sixth througheighth grade students who areon a Superintendent’s Suspen-sion for up to 90 days.Tese arestudents who commit Level 3

    to Level 5 off enses. Level 3 of-fenses can include gang behav-ior, vandalism and plagiarism.Level 5 off enses can be any-

    thing from starting a re to vi-olence to possessing a weapon.Te proposed re-siting of

     ALC M.S. 53, currently locat-ed at 10-45 Nameoke Street,comes as a result of anotherproposal, which was approvedin November 2015. Tat pro-posal called for the openingof Success Academy CharterSchool in the M.S. 53 building,

     which would require ALC M.S.53 to be relocated out of thebuilding to make room for thenew school to share the build-ing. Te DOE determined theBeach Channel campus to bea potential location because itis “underutilized.” Te BeachChannel building has a capac-ity potential of 2,791 students.In the current school year, 1,522students are enrolled, whichis only 56 percent utilization.

     ALC schools can only have 80students enrolled at any giventime, so the DOE projects an-

     ywhere from 30 to 80 addition-

    al students would be enrolledin the 2016-2017 school year ifthe proposal is approved. Tiscould increase the potentialenrollment utilization to 62percent.

    Parents, staff   members andparents of potential students

     were not happy about the news.Some parents said they wereaware of the proposal since it

     was introduced at school meet-ings and petitions have beengoing around for a few weeks.However the only offi cial pub-lic hearing with the Depart-ment of Education in regards tothis proposal was held on theevening of Tursday, March17, St. Patrick’s Day, which

     was allegedly lightly attend-ed. Te next step needed forapproval is a vote held by thePanel for Educational Policy at

    6 p.m. on Wednesday, March23. (Since this was past presstime, the outcome of this voteis unknown, but the Rockaway

    Times will provide updates.)Prior to the vote, Assembly-

    man Phil Goldfeder called onthe DOE to allow for further in-put before a decision is made.“Every parent should have theopportunity to weigh in on de-cisions that could aff ect theirchild’s education,” Goldfedersaid. “Te co-location plan forBeach Channel is major deci-sion that could have far-reach-ing consequences for all stu-dents and faculty involved.Holding a single hearing on St.Patrick’s Day at a time whenmany parents are still at workdoes not allow for the publicinput that this proposal de-serves. I urge the Departmentof Education to hold addition-al public hearings and ensure

    Let’s talk about talking. Whotalks the most in your circle offamily and friends? Any clear

     windbag winners? Any yakety yakkers? Anybody able to talkthe tin ears off   a brass jug? Or

     whatever the expression is. Iguess if I wasn’t so busy talk-ing I might have a better idea ofthe exact expression. But likeanybody trying to overcome aproblem, the rst thing you dois admit it. So I admit listeningisn’t a strong point, which willcome as a shock to exactly noone.

    But that doesn’t mean I can’thear. Tat doesn’t mean I cantune out the blowhards, the

     windbags, and the acutely an-noying. Unfortunately, I hearthem until my ears bleed.

    I was reminded how I’m at themercy of those who drone on a

    recent ride in a car service. Teguy wouldn’t stop. I don’t re-member much of what he saidbut traffi  c is best on Mondaysand Tursdays are the worstand sometimes he beats the

    GPS by a minute or two. Andthen his voice just started tosound like a dentist drill with aRussian accent.

    I was at the point where I was just about able to tune him outbut then he said something andcracked himself up and his evil

     villain laugh made me pay at-tention again. But I didn’t dareask him what was so funny andthen he went on about peoplenot knowing how to drive. Andon and on.

    I guess the guy fell into thecategory of the yakety yakker– people who just have to llthe empty air with sounds. Forthem silence isn’t golden, it’slife threatening.Tey must ghtit with all their words. In the carthey read billboards and oth-er signs aloud for no apparentreason other than to ward off  

    silence, the silent killer. Some-times they even read the car’smake and model that might beinscribed on the glove com-partment oroor mat. It will bequiet for about twenty seconds

    and suddenly they will blurt,“Hyundai.” When no one re-sponds they then say “Sonata”or “Elantra.”

     Again no one responds sothey look out the window andsay, “Speed Limit 25 miles anhour. ”

    Now, rst date silence in acar might be a little awkwardand it’s understandable if youbabble a little. But the reasonHenry Ford put a radio in a caris so you didn’t have to talk allthe time. And you know if youbabble too much there won’tbe another date. Babbling is forbrooks.

    God knows, if one of mybrothers goes on too long witha story we start acting like aground crew on the tarmac

     waving our arms to land theplane already. Bring it home,

    bring it home. You’re killing us,land the plane already.

    If the plane has to take a detourit better be to somewhere good.

     We don’t want to know about your third grade teacher if she

    has nothing to do with the story.Te yakety yakkers are usu-

    ally just nervous nellies whocan’t get comfortable with si-lence. And the rest of us suff erin silence. Or at least the si-lence we long for.

    I’m doing too much talkingand I haven’t even gotten tothe blowhards but if you’re anervous nelly and you’re yap-ping and someone hasn’t re-sponded with words, a chuck-le, a nod, whatever, that meansthey are begging you to shutup. Look above their headsand see the thought bubble.PLEASE SHUT UP! PLEASE, ISAID PLEASE!

    Uh-oh, I just realized somepeople I know might think I’mtalking about them. I’m not.But it’s ok if you give me the si-lent treatment.

    Inauguration of a Torah ScrollBy Pat Morgan

     You might have been wonder-ing what all the excitement wason Cronston Avenue and Beach129th Street this past Sunday af-ternoon, March 19th,

     Yeshiva Mercaz Hatorah ofBelle Harbor (505 B. 129 Street)made an Inauguration of a Torahscroll (or Hachnosas Sefer Torah)

     which was written in memoryof the Yeshiva’s founder, the be-loved Rosh Yeshiva, Rabbi LeviDicker, of blessed memory.Tis is a ceremony in which

    one or more Torah scrolls are in-stalled in a synagogue, or in thesanctuary or study hall of a yeshi-

     va, rabbinical college, universitycampus, nursing home, militarybase, or other institution. Teceremony is held for new and re-stored scrolls alike, as well as forthe transfer of Torah scrolls fromone sanctuary to another.

    If the Torah scroll is a newly written one, as it was in this pastSunday’s event, the ceremonybegins with the writing of the lastletters of the scroll in the home

    of the donor. All scrolls are thencarried in an outdoor processionto the synagogue, characterizedby singing, dancing, and musi-cal accompaniment. Inside thesynagogue, there is more sing-ing and dancing, a short prayer

    service, placement of the scrollin the Torah ark, and a “seudatmitzvah” or celebratory meal.

    For this event, the Torah scroll was brought from RebbetzinChana Dicker’s home on New-port Avenue to Yeshiva MercazHatorah. Te joyous procession

     was led by Rabbi Levi Dicker’sson, Rabbi Shmuel Zev Dicker,

     who now has followed in his fa-ther’s footsteps as the head ofthe Yeshiva. Te new scroll wasbrought into the sanctuary ofthe Yeshiva, where it will haveits place among the other Torahscrolls that are housed there.Tere were approximately 200

    people in attendance, most-ly Yeshiva students and alumni(many bringing their own chil-dren), who paraded and danceddown Cronston Avenue fromBeach 140th Street to the Yeshiva

    on Beach 129th Street. Te rab-bis and others carried the newTorah beneath the canopy untilit arrived outside the doors of the

     Yeshiva. At that time, the otherTorah scrolls from inside the Ye-shiva were brought out to “greet”

    the new scroll. According to long-time Belle

    Harbor resident, Avi Kunstler, aneighbor curiously poked herhead out the door to ask him

     what was going on. When he ex-plained the reason of the cele-bration, she exclaimed that “thisis the most beautiful thing I’veever seen in this neighborhood”.She was impressed how happy,respectful, and sincere this occa-sion was.

     After the procession, prayersand dancing were held in thesanctuary of the Yeshiva.Te cel-ebrants then boarded buses thattook them to the Ohab Zedekballroom for a festive meal,

     which was similar in exuberanceto a wedding.

    *****Last Friday, in the middle of

    the day, a gunman opened reprobably from the rooftop of theEdgmere Houses also knownas the Ocean Bay apartmentsat Beach 54th Street and BeachChannel Drive. Two cars, one withchildren, just sitting in traffi c, werestruck. No one was injured but

     what a terrifying incident. Let’shope there’s an arrest soon. Toomany innocent people are at risk.

    *****Déjà vu. We’ve been down this

    railroad before. Yes, congratulations

    to Assemblyman Phil Goldfeder forproposing funding for a study forthe Queens Rail Line. (We don’tget the headlines this triggered. It’s

     just a budget proposal now) So let’snot pop the champagne or makethis out to be more than what it is.It’s another study. In 2013, a bigdeal was made out of the fact thatQueens College would conducta study about the viability of the

    abandoned rail tracks. They did thestudy and nothing happened. Sothis is another study. People who

     want the tracks to be a park like theHigh Line will probably announceanother study. Soon there will bestudy to determine how manystudies there should be.

    *****Community House is not for

    sale or closing. We try to avoidputting rumors in the paper (wehear a million of ‘em). Owner KelleyBrooke asked us to get the word outthat the beautiful space on Beach102nd Street, which just opened last

     August is here to stay. She said the winter business outdid projectionsand that great things are ahead.

     We figured the rumors were justrumors. The place hasn’t had a fullsummer season yet. And by thissummer, Community House willalso have a few rooms for rent. Oh,and this Sunday they’re having an

    Easter Egg hunt !

    *****People want a shuttle from

    Far Rockaway to the ferry stop atBeach 108th Street. We say give ita try. One hundred percent. But

     with red lights out of sync, schoolbuses in the morning, only singlelanes on Beach Channel Drive and

    Rockaway Beach Boulevard, andmaking multiple stops to pick upother commuters, you can expecta twenty minute shuttle ride – atleast! –just to get to the ferry dock.Te ferry trip is an hour. Ten

     you’ll have to walk a bit from theferry landing in Manhattan. Addit up. Te shuttle will be great forpeople not in a rush.

    *****Riis Park became a destination

    last year for Brooklynites and locals when the Riis Park Beach Bazaaropened off ering vendor goods,

     various foods, drinks, and music.Tis coming season Cuisine byClaudette will have a presencethere and maybe one or two morelocal favorites.

    ***** We just heard a nice story from

    real estate broker Maureen Walsh.She got to talking a young couple

    about to be married at St. Francisde Sales but neither of them arefrom the parish. Well, that is, they

     weren’t from the parish beforethey met at the church when eachhad shown up to volunteer soonafter Hurricane Sandy.

    Or maybe you just want to have

    a great cup of coff ee? Te All American B & B (Bagel andBarista) is now open in BroadChannel, just on the other side ofthe Cross Bay bridge. Teir grandre-opening is Saturday.

    ***** We know of two people who

    fell for a scam recently so it seems worth it to alert everyone. It starts

     with a phone call from someoneclaiming to be with Microsoft andthey’ve detected a problem with

     your computer. Tey may know your name or other informationbut please just hang up. Or ask fortheir phone number and tell them

     you’ll call them back. But before you do, consult with someone whoknows computers.

    ***** We got a couple of letters

    complaining about underagedrinking and deplorable behavior

    by some on the day of theRockaway parade. We know plentyof the kids aren’t necessarily fromRockaway but enough are. Wehope next year parents will do

     what they can to ensure theirkids aren’t part of these trouble-making crowds. One letter madesome valid points but we’re notquite sure why it was signed witha childish, fake name.

    Te Lazer SpeaksSPRING’S MIXED MESSAGES

    March 20th into the 21st bringsthe vernal equinox, that time of

     year when the so-called solar ter-minator is perpendicular to theequator, meaning that the edgebetween day and night is blurred,and marks the beginning ofspring.

    So it was not completely alienthat it should snow on March20th leading into a spring like dayon March 21st. And with all thatis glorious about spring and thecoming of Easter with little crocusand daff odils poking their headsabove ground, giving hope foran end to the dreariness of win-ter, there was a moment when

     we lost someone we cared verymuch about.

     And so it was early Mondaymorning when we received aphone call from the nursinghome that Marilyn Timothy hadtaken advantage of that momentbetween day and night, so pre-cariously balanced, and left usto join her husband Bill, and hermom and dad. Marilyn was abeautiful human being; she waskind and gentle, caring and re-

    ective, and prayerful. She be-lieved in God with all her spirit,and you felt that when you werearound her. And she loved herfamily very much.

    I came to know Marilyn as aresult of marrying one of her  vedaughters. Te deal brought meinto a family rich with Irish her-itage and proud of their New Yorkroots. A little bit crazy too, but Iguess I repeat myself. Marilyn’sgrandfather owned a funeral

    home on the West Side of New York, but her dad, a chemicalengineer, had other plans andmoved to Jackson Heights. Mar-

    ilyn attended Blessed Sacramentin NY and the College of MountSt. Vincent in Riverdale, butspent a lot of time in the Rocka-

     ways Bungalow Colonies. Whenshe married Big Bill of Woodside,they moved to Rockaway to raisea family that eventually reachedsix.Tey worked hard and they

    never lost their faith. Marilyn waslike a second mother to me, al-

     ways there to help in any way shecould. I beneted mostly fromMarilyn’s prayers, as I believe shehad a direct line to the big guyupstairs. And so its quite a beau-tiful thing that she passes at atime when snow brings in springsunshine, and slips out betweenthe day and night, after 90 yearsof time on this earth. I considermyself very lucky to have knownMarilyn, and now I pray for her,but somehow I believe she is stillpraying for us all, and has a closerseat to make those prayers. And itis so like Marilyn, to not disruptanything, she passed on the rst

    day of spring and the rst day ofHoly Week, without interrupt-ing any of the services for Easter.Her family will gather this week,and there will be many stories,perhaps a few beers, hopefullyno ghts, and many, many hugs.

     And prayers; prayers for Mari-lyn, prayers for Old Rockaway,prayers for family. And prayersfor the hope that spring brings us,even with snow. Rest easy Mari-lyn, you’ve earned it.

    Goldfeder sent a letter to DOEChancellor Carmen Fariña, re-questing additional hearings on

    the proposal. Te letter echoedparents’ fear that the additionof another student body to thecampus would stymie growthin instructional and extra-cur-ricular programs at the otherschools on the current campus.He cited the change in the rep-utation of the Beach Channelcampus in recent years. One ofthe schools on campus, CVSR,currently ranks above boroughand citywide graduation rates,

     with an 85 percent 4-year grad-uation rate during the 2014-2015 school year.

    Several parents expressedconcern over changing the cam-pus. “We want to see growthat the campus, but we wouldprefer that it be organic and fo-cused on the schools alreadythere,” Kathy Ryan, PTA Presi-dent at Channel View School for

    Research, said. “When I broughtmy daughter to Channel Vieweight years ago, the campusdidn’t have the best reputation.It was no small feat overcomingthis and we don’t want to seeall our hard work be undone bythis proposal.”

     Another concerned par-

    ent, Priya Nembhard, said she would consider pulling her twochildren out of Channel View ifthe proposal becomes a reality.“My kids were home schooledin Ozone Park. We pay tolls andmake a nancial investmentto go to Channel View becauseit was the best school in thearea. It is a selective, environ-mental research school withsmall classes. My kids get a lotof attention and have a greatrelationship with the staff   andstudents. I sent my kids therebecause I didn’t want them tobe in an overcrowded school orsituation where there are a lot ofghts,” she said. “Now they wantto bring children from ALC whohave been suspended. Teseare kids that have done violentthings and ALC is essentiallytheir rehabilitation school. Now

    that Beach Channel has beencleaned up for so long, there’s aconcern that the culture wouldreturn to what it was when ithad a bad reputation. We don’t

     want to put our kids at risk. We’dstrongly consider pulling themout of Channel View if this pro-posal happens.”

    State Senator Joseph Add-abbo Jr. said the proposal, if ithappens, could be a success ifit is carried out properly. “Oneof the major problems ourcity’s public school system fac-es is a chronic lack of space forthe growing population of stu-dents. While I understand thatchanges – like co-locating somesuspension program studentsinto Channel View High School– may be inevitable, and I haveheard the concerns of studentsand parents, our focus shouldbe on making sure any deci-sion on how to utilize availablebuilding space does not aff ectthe success of the students ortheir ability to learn. Channel

     View High School has workedhard to transform its atmos-phere and move toward a morepositive learning environment,

    and it is important that this pro-gress not be interrupted by anypossible changes by the De-partment of Education. Whilenothing is set in stone yet, it ismy belief that co-locating stu-dents from the suspension pro-gram into Channel View HighSchool could be successful if

    done properly, including giv-ing a dedicated entrance to theincoming students through thebuilding’s underutilized E wingand ensuring they have theappropriate space where bothgroups of students can thriveseparately despite sharing aschool building.”Te Rockaway Times reached

    out to the DOE for more detailson the proposal, but a response

     was not given by press time. According to a NY1 report, theDOE said the ALC students

     would have their own wing,own entrance, own dismiss-al procedures and own safetyagents and the DOE considerssafety to be a top priority. TeDOE cited past co-locationsof suspended students wheresafety-related issues were not aproblem.

    Being an invested memberof this community, I like tostay informed on what’s goingon. I nd that attending the lo-cal home owner’s association

    is one of the best ways of do-ing it. You can hear the infor-mation rst hand, you can askquestions of the offi ces repre-senting you and the interac-tion is very enlightening.

    I attended the recent BelleHarbor Property Owner’smeeting on March 15th at PS/MS 114. Captain Craig Adel-man of the 100th Precinct leadoff  the meeting with an updateon local activity. Te main top-ic was the Rockaway parade,

     where the precinct arrested6 people and issued 38 sum-mons. He also cited the concertat Riis Park, which was held onfederal land, but the precinct

     was not notied of this event.Captain Adelman then movedon to beach related issues, suchas coverage for the upcomingseason (parking issues, towing

    operations) as well as the traf-c issues with the Cross BayBridge last summer. He notedthat the bridge will be movingto a cashless toll (i.e. driversget charged by mail). As far asagents helping with the traffi c

    at the bridge, the 100th Pre-cinct is at mercy of other majorevents occurring in NYC.

    Samantha Schneider fromProject Restoration was thenext speaker. Tis program isassociated with NorthshoreLIJ, and is intended for Sandyrelated issues. Tere is mentalhealth screening available foradults 18 and over. Tey arelooking for a local site where asurvey would be successful.Te meeting moved on to

    discuss beach block activi-ty. An update was providedby Harry Felder, who is thecommunity liaison on behalfof Department of Design andConstruction (DDC). He keepsan eye on the contractors andcoordinates with the DOT andMayor’s offi ce. He also notiesresidents of activity and acts as

    the point of contact for ques-tions. Harry has a local offi ceand can be reached at 718 4744270. BHPOA President, HankIori, handed out copies of apetition that will be directedto the mayor from the BHPOA/

    NHOA/RCA for additionalfunding to complete streetand sidewalk construction. AllBeach Block residents are en-couraged to sign this.Tere was supposed to be a

    speaker from Economic Devel-

    opment Corporation regardingthe Ferry, but they cancelledearlier that day. It is thoughtthat the reason for cancella-tion is because they were pre-senting the plan to the CityCouncil, which announced

    Hornblower as the operator onthe next day, March 16th.

    It’s time to vote! The 2016Participatory Budgeting pro-cess is underway an d it’s timeto vote for how $1 millionshould be used for projects inDistrict 32. Councilman EricUlrich’s office has releasedthe ballot and voting sched-ule for the next few weeks.

    For the fifth year, Coun-cilman Ulrich is conductingParticipatory Budgeting. Un-der the process, the commu-nity gets to decide how theirtaxpayer money is spent inthe community. Some pro-

     jects that have been award-ed in past years includeupgrades to local schools, ad-ditional resources for librar-ies, a performance space forconcerts and events near theboardwalk, upgrades to the

    Rockaway Park dog run, and

    the addition of playgroundequipment to local parks.

    The 2016 ballot has beenreleased based on commu-nity input and now it’s timeto vote. In order to vote, con-stituents must be at least 14

     years of age and have proofof residence or registrationin a public school in the 32ndCouncil District in Rockawayor Broad Channel. Votersmay vote for up to five of thenine proposals on the bal-lot, and may only vote onceduring the two-week votingcycle. Voting began on Sun-day, March 20 and continuesthrough Saturday, April 2.

     Volunteers will count the bal-lots and announce the resultsby Tuesday, April 5.

     According to CouncilmanUlrich’s office, the ballot

    items were determined after

    several weeks of meetings bythe Volunteer Budget Dele-gates. More than fifty propos-als were submitted at com-munity meetings and throughsocial media. The projects

     were subject to review, asthey had to meet certainqualifications for the fund-ing. The Budget Delegatesnarrowed down the choicesto 15 projects for review, fiveof which were chosen for theballot. Since there was onlya small number of approvedproposals, Ulrich added fourprojects from last year’s bal-lot that received a lot of votesbut didn’t meet the thresholdfor voting.

    One delegate, Jill Lauri,took issue with the process.In a letter to The RockawayTimes, Lauri wrote: “I be-

    lieve that the integrity of the

    PB process has been compro-mised… On Feb 5, the BudgetDelegates received an emailfrom Council Member Ul-rich’s aide informing us thatthe CM decided that he wouldlet the Budget Delegates de-cide how to handle the votingthis year…. On February 29,Budget Delegates selectedthe projects to be placed onthe ballot, along with theirdollar amounts. At the begin-ning of the meeting, CouncilMember Ulrich’s aide an-nounced that the CM decidedto leave the voting process asis for this year. Some, if notall, of the Budget Delegateshad been given no noticeof this prior to the meeting.This reversal and the fact thatit was presented with no no-

    The Doctor –Patient Relationship

    Today I would like to talkabout the interactions be-tween a patient and a doctor.Physicians, especially pri-mary care ones, are in reali-ty medical detectives. Like agood detective interviewinga witness or suspect, a gooddoctor begins the examina-tion before the patient evensays a word. Factors like thepatient’s attire, mannerisms,demeanor, gait and speechpatterns may reveal clues tothe diagnosis. When the pa-tient begins to tell the doctorabout his/her symptoms itis important that the patienttells the doctor everything,even symptoms that may beawkward or embarrassing.The patient should not omit

    any symptoms. In additionthe patient should tell thedoctor if he or she sought careor received medication for acondition prior to the currentoffice visit. For example thepatient may have sought careat a walk-in clinic or urgentcare center where medication

     was prescribed. By failing tomention this fact the doctormay prescribe medicationthat may interact with what

     was previously prescribed.Once the patient has de-

    scribed his/her symptomsthe doctor will ask questionsto further refine those symp-toms. Let’s take pain for ex-ample. Pain has many varia-bles such as location, severity(usually on a 1 – 10 scale), na-ture (sharp, dull, achy, pres-sure-like), radiation (the painstarts at point A but spreadsto point B and/or C), and du-ration. Then there are oth-er factors such as what startsthe pain (i.e. raising the arm),

     what makes it better and what

    makes it worse. So you cansee that evaluating a symptomlike pain can be complex. Veryoften a doctor may have a listof potential diagnoses in his/her head before even exam-ining the patient. The exami-nation serves to confirm somediagnoses and eliminate oth-ers.

     A patient who takes medi-cation on a daily basis shouldkeep a list of them on his orher person at all times. In ad-dition a patient with a com-plex medical and/or surgicalhistory should keep a writtensynopsis of that history. Bothof these documents should begiven to the ER staff if the pa-tient is sent to the ER or to thedoctor if the patient is seeing

    the doctor for the first time. Also important for a patient tokeep on their person are thenames and contact informa-tion of the physicians who aretreating him/her so that theymay be contacted in case of anemergency.

    So the more specific infor-mation that the patient canprovide to the doctor, the eas-ier it may be to arrive at a di-agnosis. The patient shouldavoid telling the doctor whathe or she thinks the diagnosisis unless the doctor asks thepatient. Some people find ithelpful to make a list of symp-toms to give to the doctor. Thepatient should always leavethe doctor’s office with all ofhis or her questions addressedand should never leave if thepatient is unclear about thediagnosis or treatment.

In the early 80’sbank CD rates reached about18 percent per year (ah, thegood old days for savers),in 2000 they had dropped toabout six percent and sincethe bursting of the real estatebubble in 2008, they havebeen below one percent.

     Well hold ont o your hats be-cause soon we may see com-ing to a bank near you, neg-ative interest rates. Yes, that

    is correct. If you follow thesame process of depositing

     your money int o the ban k,the bank will charge you in-terest instead of paying youinterest. Staggering, isn’t it?The longer you leave it theless you have. Welcome tothe upside down world.

    How does all this work?The interest rate market,

    including the interest ratebanks offer on savings ac-counts and CDs and that thegovernment offers on shortterm US Treasury securi-ties, take their cue from theFederal Reserve Bank in theUS and their counterpartsin other countries (Bank ofEngland, European CentralBank, Bank of Japan etc.).These central banks aretasked with guiding interestrates to levels believed toallow the economy to pros-per without allowing pricesof goods to change, up or

    down too dramatically. If

    the economy is expandingtoo fast and inflation ex-pectations are too high the

    central banks will raise in-terest rates (e.g. early 80’s)and when the economy en-ters a recession (e.g. 2008)the central banks will do theopposite and lower interestrates in an attempt to kick-start the economy.

    How did we get to wherewe are?

    The bursting of the realestate bubble in 2008 had aneffect on economies world-

     wi de. One may ask how thereal estate market in the UShas such an effect on theGreek economy. The detailsof that would be a discus-sion for another day but, inshort, the global economies,especially the banks, havebecome very entwined. So,the fear of a bankruptcy inthe U.S., such as Lehman,caused an economic earth-quake worldwide. Econo-mies throughout the worldcame to a standstill forcing

    the global central banks,led by the Federal Reserve,to take action to buffer thesevere slowdown and stim-ulate the global economies.Since 70 percent of the USeconomy is driven by con-sumption (people buyingstuff), the Federal Reserveconcluded that influencingpeople to buy things insteadof saving money would drivegrowth in the economy.Their primary tool used toachieve this goal has beento keep interest rates nearzero for several years. Othercentral banks have done thesame. This interest rate pol-icy has been termed, amongother things, a war on savers.

    How low can you go?However, since the global

    economies have not exhib-ited strong growth as a re-sult of these low rates, glob-al central banks have gonefurther implementing nega-

    OK, maybe that headline didn’tsound right, but have you everimagined some of the things youcan do with PVC pipe? In this

     week’s DIYer I am going to give you a few ideas. If you think ofsomething not listed please sendit in to the email address below.

    Shoe rack: Start off   with alength of 6-inch pipe. Cut 12-inch lengths and sand the edgessmooth. Glue the pipes togetherin a honeycomb pattern (use ropeif needed to hold the pipes whiledrying). Once dried, simply placeit where you want with the pipingon its side and put your shoes in.For a more creative look, beforegluing the pipe together you canpaint the pipe or wrap it using

     wallpaper or contact paper.Bathroom organizer: Starting

     with a “y” pipe (4-inch run and

    2-inch off   set), paint the pipe

    to the color of your choosing.Standing the pipe on its end (ona piece of wax paper), place somepebbles in the pipe for weightand pour glue in. Allow the glueto dry thoroughly and it’s ready touse.Te larger opening willt theend of a hair blower, the smalleropening ts toothpaste or what-ever you may need on hand.

    Door storage: Using the sizepipe you need to store what

     you would like, cut lengths 8 to10 inches long. Sand the edgessmooth. Secure to the inside of abathroom vanity door or kitchencabinet door using plastic strapand small screws. In the bathroomthis could hold curling irons, holdcords together, etc. In the kitchenit could hold utensils, bags, etc.

    Bag holder: Take a 12-inch orlonger piece of 6-inch pipe (orlarger) and glue a reducer on

    one end bringing it to a 3-inchopening. Mount to a wall usingplastic strap with the smalleropening down. After shopping,put your bags in the top and pullthe bottom out as needed.

    Garage:  A length of 3-inchPVC can go a long way. Cut-ting 3-inch pieces and securing

    them to the wall makes great way to store rakes, brooms,etc. For larger items cutting anopening the length of the pipeabout 1 ½  inches wide wouldallow you to hang electric snowshovels, hedgers, etc.
