1 Site Overview

The site is located at 193-209 King Road, Harkaway. The site has no existing connections to authority services and the proximity to authority servicing infrastructure varies. Telecommunications and Electricity run past the site along King Road, however water, sewer and gas are all located some distance away. Preliminary investigations have been undertaken to determine the feasibility of extending authority services, which is the proposed approach to site servicing. The site location is approximately 2.5km away from authority serviced areas of Harkaway (Hessell Road). Access to Harkaway is directly via King Road. Serviced areas of Berwick (Beaumont Road) are in closer proximity (approximately 0.5-1km away) with access via private properties and/or an existing track easement (subject to approval). The topography of the land plays a significant part in establishing servicing strategies. The site is at a higher elevation than Harkaway and Berwick, and the site itself slopes down significantly to the south east.

2 Summary of Proposals

3 Sewer Drainage

There is currently no sewage connection to the site. There is an authority sewer approximately 720m from the site in Berwick. Extension to service the site would be subject to authority approval and requires access through adjacent access tracks and the nature reserve and/or two private properties to the south of the site. The restaurant will require a grease interceptor trap for pre-treatment of the kitchen waste. Café requirements are to be confirmed and are dependent on extent of hot food preparation proposed. Refer to Appendix A for indicative details of the proposed authority sewer extension routing.

4 Domestic Cold Water

There are two water supplies in the proximity of the site, as follows: Hessell Road, Harkaway 26m head available

Top of site at RL 200m – Hessell Road at 150m => 50m head required This supply has insufficient pressure available to service the site.

Beaumont Road, Berwick 63m head available Mid site at RL.190m – Beaumont Road at 110m => 80m head required Bottom of site at RL.160m – Beaumont Road at 110m => 50m head required This supply has sufficient pressure available to service the site.

Based on authority information provided, the Beaumont Road supply appears to have sufficient pressure for reticulation to the lowest point in the site, but inadequate pressure for further reticulation site wide. Use of this supply therefore requires a break tank and pressure pump for site-wide distribution, which is required to be located at the SE corner of the site. The infrastructure is included on the architectural proposals and will be low-lying for minimal visual impact. Extension of the mains to service the site would be subject to authority approval and requires access through adjacent access tracks and the nature reserve and/or two private properties to the south of the site. Refer to Appendix A for indicative details of the proposed authority sewer extension routing.

5 Fire Protection

The relevant Fire Authority for the site is the Country Fire Authority (CFA) and initial discussions have been held with the authority. The building comprises two storeys plus basement and is of type A construction. The building will be sprinkler protected and hydrant coverage will be provided by external hydrants. Assuming there is no water authority supply, full capacity tanks are proposed for both sprinkler and hydrant systems. The proposed tank provisions based on worst case Sprinkler OH3 Classification (1 hour) and two hydrants (4 hours) are 2 x 200,000 Litres. Underground tanks and pump room have been proposed, with both at the same level. The pump room will be directly accessible from the ground level due to elevation difference as indicated on the drawings.

6 Stormwater

A legal point of discharge application has been made to the Council. Council’s response advised that the property is not serviced by a municipal drainage system and as such the point of connect for stormwater drainage discharge would be to an appropriate water course, channel drain, dam or to one or more rubble (soakage pits) to the satisfaction of Traffic and Drainage Operations department of the City of Casey. Stormwater will be designed as per AS 3500.3 and the whole site will be discharged via gravity to the point of discharge with overflow to soakage/rubble pit. Spoon drains will be designed to intercept any the overland runoff from the upstream areas and any overflow from the rainwater tank will be discharged to the nearby stormwater pits. The basement drainage will include the spoon drain with floor wastes along the interior perimeter of the

building and Ag drains along the outer perimeter which will be discharged to the pit at the ground level. Since the level at the existing dam (point of discharge) is lower than the finished floor level of the basement, the basement drainage will be discharged via gravity and no pump will be required.

7 Gas

APA Group have advised that the nearest gas connection in the area is a line that runs to the south of the property along part of Beaumont Road and the full length of Farm Lane. APA advised they have no plans to extend into this area in the next 2 years (and advised that generally they do not know project roll-outs beyond 2 years). Depending on the authority cost to extend this gas line for an estimated 650m, an authority gas supply to site may not be pursued. LPG storage on the site is feasible, and supply would be limited to servicing key areas only e.g. the commercial kitchen and accommodation.

8 Electricity

Based on initial investigations there appears to be no existing electrical supply servicing the proposed site. There is an existing pole mounted overhead high voltage and low voltage network cabling located along King Road and opposite the site. This network will be utilised to provide electricity to the site and shall be subject to supply authority requirements and the available capacity of their existing distribution assets.

8.1 Electrical Supply Authority Advice

Based on preliminary site load estimates applying square meter allowances and using the preliminary building floor area of approximately 5,000m2, we estimate that the entire building and site demand will be approximately in the order of 911 Amps/phase (632kVA). The preliminary site maximum demand will be subject to further assessment in the next design phase of the project. Based on preliminary advice received from SP AusNet (the electricity supply authority responsible for this site), we are providing an indoor substation for the site. There is an existing authority substation in the vicinity of the site but SP Ausnet have advised that even with upgrades to this substation, there would be insufficient supply.

8.2 Substation requirements

The indoor substation requires minimum clear internal space of 5.0m (W) x 3.5m (D) x 3.0m (H) complete with 0.9m (D) cable trench. The substation final location and layout will be subject to strict access requirements and to supply authority approval. The underground high voltage supply for this new substation will come from King Road. Depending on the agreed location of the substation, the existing high voltage network may need to be extended along King Road. Minimum 2m wide easement is required for supply authority underground HV cabling from the site boundary to the indoor substation.

9 Telecommunications

There is an existing Telstra below ground network cabling along King Road and Hilden Drive serving surrounding properties. This network will be utilised to provide Telstra services to the site. The National Broadband Network (NBN) has not yet been rolled out to this area, and the size of the proposed development does not meet the criteria applicable to receive new NBN infrastructure.

10 Summary

Our investigations have determined that the site may be serviced via the existing infrastructure surrounding the site, subject to agreement with neighbouring landowners to the south to allow new water and sewer lines to be installed. The possibility of routing services from Berwick through the adjacent track easements and nature reserve will also be considered.
