PAT DANDO introduced our speaker Tom Campbell, who is a likely Republican candidate for governor of California next year. Pat gave Tom avery laudatory introduction, which she supported with specific informationabout her service with him when they were both working for the Calfiornialegislature. Most particularly, she said that Tom was the brightest personand most incisive thinker of anyone she knew in government. His resumesupports that opinion, since he has a doctorate in economics from the

University of Chicago, having studied under Milton Friedman as his adviser, and a lawdegree magna cum laude from Harvard. In addition to public service as a CaliforniaState Senator and a US Congressman for 10 years, he has taught law as a professor atStanford, and is now Dean of the Haas School of Business at the University of Californiain Berkeley. He is currently living in Orange County while serving as a visitngprofessor at Chapman, although his permanent residence is here in Almaden Valley. Since Tom also served as Directoer of Finance for the State of California in 2004-5, hehas the academic, political and experiential grounding to take on the complicatedsubject of "The U.S. Budget Process and the U.S. Economy".

The Downtown Development Committee, chaired by SEAN COTTLE, formed the greetingline. Their charge, as later reported by Sean, is to identify needs important toDowntown San Jose and to our downtown Rotary Club. To this end, they have soughtways to establish Rotary's presence, such as the Rotary wheel on our elevator buttons,naming the pool first built by this club in the 1920's , support the downtown jazzfesitval and provide a clean-up day for the Rotary Plaza (April 25 this year), amongother useful projects.

The reflection for the day was given by TERESA HUNG, who said we all had so much tobe grateful for, and expressed her gratitude for her escape from Vietnam, heropportunity to live in this beautiful country and in this part of the country, to practicelaw to help her countrymen now also here, and for her family. She was followed byJOHN MCCLEOD, reporting the news, and the problems of one Tennessee man whomade a "deathbed" confession about killing a neighbor, then failed to die and ifn factrecovered!. He is now charged with homicide for which the District Attorney isseeking, you guessed it, the death penalty

The traveling mikes were jockeyed by Red Badgers JACK WIMBERLY. and BRAD COX. Our guests included a delighted lady Rotarian from Sierra Vista, Arizona, who said shehadn't realized that a big club could be this much fun. She exchanged flags withPesident Bert, who was "on" today. Bert commented that her flag had a nice cucumberas part of the logo, which on closer observation was of course a cactus from the Arizonedesert. STEVE TEDESCO of Junior Achievment spoke up for Job Shadow Day on April 8.

Next Past-President Jerry Silva gave a strong push for "District Celebration", which hasheretofore been called the District Conference. He noted that in the past we had oftenprovided a contingent with as many as 150 members, and that we need to focus on thisvery important and useful Rotary event which will be held at the Santa Clara MarriottApril 17-18 and 19. Special events will include a workshop conducted by President Bertand his wife about entertaining with wine and some appropiate food, particularlybarbecue a la Napa Casual". This one sounds really good, as did some of the rest ofthe program they detailed. President Bert then called on new member MICHELLEMANN to introduce herself. Michelle works at Adobe Systems, and has been a part ofthe Valley scene for 30 years. She is married to Eric Schmidt, and they had three sons. Her sponsor is ROD DIRIDON, JR., and after having been recruited for some time,Michelle said she was truly grateful to be a member and planned to be active in theclub.

CARL HONAKER, as Fish Committee Chairman, gave us a report about "Rotary Fish Dayon April 25 at Sandy Wool Lake in Ed Levin County Park in Milpitas. Carl said the venuehad been changed from Hellyer Lake, its previous home, because of difficulties withgetting the rights to stock the pond for the enjoyment of the 3rd grade kids from threeinner-city schools who will be our gursts. He asked for volunteers, and promised anearly start (7:30 AM), and an enjoyable day giving many kids their first chance to catcha fish (which any fisherman knows will hook them for life). The fish committee met at11:30 before the meeting to confirm the organization and planning. President Bertwanted to be present, but instead mis-read the instructions and went to Ed Levin Parkat 7:30 AM this morning instead. He was able to report that access to the lake islocked at that time so it will be quite secure. GARY SILVER reported that Dr Fernandoin Guayaquil, Ecuador, had examined our Gift of 'Life patient , who is well and thrivfngwith her two new heart valves.

President Bert also reported on our contingent who went to Montreal, and watched the Sharks suffer a l loss in a good hockey game Nevertheless, our traveling squad had a"good time", they said. In reporting on the trip and the photos on the big screen, Bertinterspersed his report with occasional comments of "cold, very cold", and then gotspecific by saying that at one point it was 30 degrees below zero. It seems that theRotary spirit was fine, but it may flourish on a trip next year in Vancouver instead. Healso announced that we are looking for housing for some members of the GraduateStudy Exchange team in from the Phillipines for April 13, 14 and 15. The team will beending its visit by attending the District celebration. Finally President Bert gave a solidplug for the work done by Hap Campbell and his Los Gatos Roofing for the GordonHouse, as well as repair of one of his warehouses. The good work at the Gordon Housewas gratis, and Bert encouraged us to consider other Rotarians when we were lookingfor services and assured performance.

government. Our speaker had arranged for each table to have an 8 page summary of facts andgraphs about the US and California economy for distribution to each listener. He startedout with a broad overview of the California situation. He said it was critical to state thefacts fairly and not to engage in political sharpshooting, because the current situation istoo grave not to deal with the fundamental issues on a realistic basis. He said that thefollowing facts are indisputable:

1. Growth of California goverment- The California budget has increased morethan the percentage of population growth and the cost of living index, i.e. ourgovernment is taking an ever larger percentage of the state'sincome.

2. The California Constitution does not require for the budget to be balanced, only forthe Legislature to say that it is. There is no independent verifier of that statement. Thus the legislature can and does make unrealistic assumptions about future income tosupport their determination that the budget is now balanced.

3. Long term California has a heavy tax burden on its population, despite ourpresumption otherwise. Even with Proposition 13 deferrals of real property taxincreases, California is still 14th nationally on the average property tax burden on itsproperty owners.

4. The top 3% of personal income tax payers in California pay 50% of personal incometax. In reality, this is a dangerous situation, because by almost by definition the top3% is mobile, and can take their residence elsewhere, e.g. Incline Village, NV.

5. If California legislators were to agree that there would be no new bonds and thatthe current bonded indebtedness would be paid off on a "pay-as-you-go basis, it wouldtake 84 years to clear the indebtedness.

Tom Campbell's proposed solution for the perpetural budgeting crisis is a new cer acooperation between the parties, based on a clear agreement about the obvious facts,since the budget as to be met He said it was unrealistic and counter-productive forRepublicans to say there will be no new taxes,. (he noted that the ultimate solutionworked out this time was 50% budget cuts and 50% new taxes). Of course, this couldalso be helped by a re-districting plan which would not simply provide "safe" seats forincumbents, who could then maintain their entrenched positions. Assuming cooperationbetween the parties because of the seriouisness of the issue and the necessity of doingso, the next step would be to agree on how much would be avaiable to be spent nextyear, and then determine the appropriate allocation of expenditures based on fundingavailable. His next step, if possible, would be to allocate as part of the agreedexpenditures a sum for reduction of debt, e.g. 10%, which over a period of 8-12 yearscould get our state government back on a "pay-as-you-go" basis.

Tom then addressed the Federal budget crisis and its implications. The salient pointsgleaned from his hand-out included the following facts:

1. If the Federal government were to meet obligations as they came due and not have any more deficits, it would take 293 years to pay off the Federal debt.

2. Since the Federal government can print money, it has now elected to do so underthe current administration. Specifically, per page 8 of his hand-out it has increased themoney supply by 2, 779 Billion dollars. This is a sum which increases the currentmoney in curclation by 34%.

Tom's concern for the Federal budget is that the increase in the money supply can onlybe absorbed by inflation, and that we are therefore at risk for a serious inflationaryspiral, once the current crisis has been cooled. The increase in money supply can beoffset

by increase in productivity and growth, but he suggested that anything more than 5%offset from better performance of our economy was not realistic.

Taking questions, Tom responded to LARRY STONE'S request for an explanation aboutthe loss of mutuality between the parties that he agreed that it was the case, and inaddition to the security incumbency by reason current redistricting Tom said he thought there had been a unfortunate loss of experienced talent caused by term limits. He told an interesting personal story about his first speech, which he thought wasgoing to be "full of jewels" for the state legislature. Instead, it was dropped when thensenior Republican senator Ken Maddy told him that "the good people of the state ofCalifornia would probably survive without hearing his words", and the bill was passedas Maddy knew it would be. DAVID COHEN asked about the risk of deflation if adownward turn continues. Our speaker replied that he saw little risk of that in view ofthe measures that had been taken, especially the increase in the money supply. Heexpected further deficit spending, partiularly in light of Rahm Emmanuel's remark that"It's a shame to let a good crisis go to waste". DAVID MITCHELL asked about what percentage of the California budget is descretionary. The question gave Tom Campbellan opportunity to demonstrate his remarkable knowledge of the facts in the budget. The answer was very little, with our state budget allocations being "K-14: 40%,Medi-Cal and welfare: 30%, UC-CSU: 11%, Prisons" 7% et al. The meeting concludedwith a gift for our speaker. It was an enlightening talk by a politician with an activemind looking for and recommending creative solutions.You can hardly help but wish himwell in his quest to keep the focus on reasonable and well-thought out solutions to ourenormous problems.

Rotary Fishing Eventby Barry Cristina

This event is 15 years old and provides an opportunity for about 200 3rd graders from3 local elementary schools to learn the basics of fishing and conservation and toparticipate in a Saturday outing with their family. Many of these kids are from lowerincome families and this outing is an opportunity they would not otherwise have.

The event starts with education in the schools about conservation and the basics offishing such as casting and knot tying. Then on Saturday, April 25th, the students arebussed by their school to Ed Levin Park in Milpitas. The buses arrive about 8:00 A.M. at

the park and the students are greeted by Rotarian volunteers and taken to thegathering area next to the lake and provided with fishing rods and a fishing kit. Theyare then matched up with a Rotary volunteer with a ratio of 1 volunteer for every 3students. They are then taken by the volunteer to a spot on the lake where thevolunteer will help them tie on their hook, bait it and cast it into the water (hopefully).When the student catches a fish, the volunteer will then assist with the landing of thefish and then send the student and fish to the cleaning station where other volunteerswill clean, bag and ice the fish until the student is ready to leave. Around 11:30 thestudents will return their fishing rods but keep their small tackle box and will line up fora hot dog lunch with their family provided by other Rotary volunteers. At 12:30 theywill again board their buses and return to their schools. The Rotary volunteers will thenbe provided with a tri-tip lunch also prepared by our Rotary cooks.

No prior fishing experience is needed for the volunteers. A short lesson will be availablethe morning of the event for those volunteers who would like it. The main thingsneeded by volunteers are nail clippers or a small knife to cut lines, an old towel to wipeyour hands and, most important, a love of kids. If you are interested in participatingbut do not feel adequate to handle the fishing part, there are other jobs available oryou can join with another more experienced volunteer in helping the kids. Your friendsor other family members are also welcome volunteers.

This may be one of the most rewarding things you have done in a long time. This mightnot seem like a very exciting thing to you, but to many of these kids, it is a majorhighlight of their school year.

Prepaid Lunch & Parking Optionby Administrator, Web

To eliminate the awkward issue of having cash or preparing a weekly check, manyRotarians have requested the option of paying for their Lunch and Parking charges inadvance. The Club Board has now decided to make this option available to all Members.

The following conditions will apply to this program:

1. A Member must prepay for a one year period.

2. During the one year period, each participant will be entitled to:

All Rotary lunches at the Summit CenterAll parking at the Summit CenterWaive all Missed Meeting charges

3. This will not include the Holiday Lunch or the Barbecues.

4. The one year period must start on the first of a month.

5. There will be no credits or refunds.

The charge for this program will be $1,272.

The Rotary Office can either send an invoice or you may decide to pay using your creditcard.

This offer will be available to Rotarians from February 23 until June 30, 2009.

If you haven't been back to Birmingham since the 1984 convention, you may notrecognize this former industrial town. Now a lively canal city known for its outstandingshopping and dining, Birmingham - or Brum, as the natives call it - underwent adramatic facelift in the 1990s. The transformation resulted in a modern, morepedestrian-friendly city that retains traces of its medieval and Industrial Age roots.
