Are you going to hire the geotechnical engineer to monitor the drilled shaft installations
as recommended by Freese and Nichols in the Technical Memorandum (Page 19, Item 19
Testing)?
Response: Yes, the City has a laboratory.

Question:
Is all concrete testing including concrete testing associated with the tank concrete
support pedestal paid by the City (Page 19, Item 19 Testing)?
Response: Yes

Question:
Will we be granted permission to work on weekends (Page 43)?
Response: Contractor may work on Saturday’s with prior notification. Sunday
work will be evaluated on a case-by-case basis.

8. Reference Attachment H-13 “General Provisions and Requirements”, Paragraph G6.14
“Arrangement and Charge for Water Furnished by the City” (Page 56)
Question:
Will water be provided at sufficient pressure to fill the elevated tank upon completion for
testing and disinfection (Page 56 G.6.14)?
Response: Yes, the supporting offsite proposed 18” water line (by others) is
scheduled to be completed ahead of the substantial completion date of this EST
project.
9. Reference Section 01515 “Temporary Water”
Question:
Specification 01515 requires installation of a water meter to monitor water use which
will then be billed at the end of the project. Please confirm this is correct.
Response: Yes. See also Section 33 16 19.13 “Composite Elevated Water Utility
Storage Tank”, Paragraph 3.08.B, for additional information in regards to payment
of water.
10. Reference Section 01 29 00 “Payment Procedures”
Question:
Various line items say “there will be no measurement for ---” Does this mean we put
zeros on the bid forms on these line items, please clarify?
Response: No, the intent is that there will be no additional measurement for the
items other than what is listed in the bid form. The lump sum or unit listed will be
the only measurement taken on that bid item. The price for the bid item is the price
for all of the labor, materials, and incidentals necessary to complete the work
required for the bid item.
11. Reference Section 01 31 00 “Project Management and Coordination”, Paragraph 1.14.A
(Page 6)
Question:
Will the Engineer stake the center point of the elevated tank (Section 01 31 00 1.14A)?
Response: No, Tank Manufacturer is responsible for all staking and site control
maintenance. Existing site control has been provided on Sheet C-1. Electronic files
can be provided to the selected Tank Manufacturer.
12. Reference Section 01 31 13 “Project Coordination”, Paragraph 1.04.B (Page 2)
Question:
Can monthly progress meetings be conducted by telephone if our crew foreman is not on
site (Section 01 31 13 1.04B)?
Response: Yes, but only on instances if construction is on hold and foreman is not
onsite.

Question:
We intend on using our field erection Forman/superintendent as the site superintendent,
once the tank is erected we will then transfer site superintendent to the subcontractor that
is on the job site. Please confirm this is adequate.
Response: Yes.
13. Reference Section 09 96 00 “High-Performance Coatings”, Paragraph 1.02.E (Page 2)
Question:
Will the Engineer visit our shop facility to inspect shop blasting and shop priming
(Section 09 96 00 1.02E)?
Response: No, only field observations will be made. Tank Manufacturer shall
adhere to coating manufactures guidelines for all coating aspects to ensure proper
adhesion.
14. Reference Section 33 16 19.13 “Composite Elevated Water Utility Storage Tank”,
Paragraph 1.02.A.2 (Page 2)
Question:
Would it be acceptable if we bid as a sub to a local GC?
Response: No, the only bidders allowed are listed in Specification 33 16 19.13,
Paragraph 1.02.A.2. Please review the entire Section of 1.02, “Quality Assurance”,
for specific items that the Tank Manufacturer is responsible for performing
themselves.
15. Reference Section 33 16 19.13 “Composite Elevated Water Utility Storage Tank”,
Paragraph 1.03.A.5.b (Page 4)
Question:
Our welders are certified in accordance with ASME Section IX, which is required per
AWWA D107-10. Is this acceptable in lieu of AWS D1.1 certification, which is for
welding structural steel members (Section 33 16 19 1.03 A.5.b)?
Response: AWWA D107-10 calls for AWS D1.1 certification also, therefore this
shall still be required per the contract documents.
16. Reference Section 33 16 19.13 “Composite Elevated Water Utility Storage Tank”,
Paragraph 2.05.B.4 (Page 8)
Question:
Is a carbon steel interior tank ladder coated with the same coatings as the interior of the
tank adequate in lieu of the stainless steel interior tank ladder as specified (Section 33 16
19 2.05 B.4)?
Response: No, ladder shall be stainless steel as specified.

Question:
Are safety cages required in addition to the safety climb cable (Section 33 16 19 2.05
D.2)?
Response: Safety cages shall be installed in accordance with OSHA requirements.

Paragraph 2.05.F.2.b (Page 10) and Sheet C-6
Question:
Spec’s call for a 12’ x 12’ over\head door at base of concrete pedestal and Plans call for
a 14’x14’ overhead door at base of pedestal, please confirm which is required.
Response: Overhead door shall be 14’x14’ as shown on sheet C-6.

Paragraph 2.05.L.1.a (Pages 10-11) and Sheet C-6
Question:
Can we substitute a hydrodynamic mixing system in place of the draft tube mixing system
such as a Tideflex Mixing System (Sheet C-6, Elevation)?
Response: No, a draft tube is the only acceptable mixing system
20. Reference Section 33 16 19.13 “Composite Elevated Water Utility Storage Tank”,
Paragraph 2.05.F (Pages 9-10)
Question:
What is the size of the personnel door and overhead vehicle door (Section 33 16 19
2.05F)?
Response: Please see Sheet C-6 for door sizing.
21. Reference Section 33 16 19.13 “Composite Elevated Water Utility Storage Tank”,
Paragraph 2.05.Q.1 (Page 13)
Question:
Will the Owner’s antenna mounts be mounted to the tank roof handrail (Section 33 16 19
2.05 Q.1)?
Response: No, Owner’s cellular communication antenna shall be mounted to the
pedestal wall above the pedestrian door.

Question:
Are there future antenna location openings shown on the drawings (Section 33 16 19

Response: Yes, there are duct banks for future cabling on Sheet E-5, no future
antenna locations are shown.
23. Reference Section 33 16 19.13 “Composite Elevated Water Utility Storage Tank”,
Paragraph 3.04.D.2 (Page 18)
Question:
Will the review of the formed concrete surface delay our crew from pouring a wall jump
each day (Section 33 16 19 3.04 D.2)?
Response: No, there should not be a delay, unless a deficiency is found.

Paragraph 3.07.A.3 (Page 19)
Question:
Is the contractor responsible for paying for the testing lab?
Response: No, the City has a lab.
25. Reference Sheet G-1, 29
Question:
How long should we expect to shut down work during the week of May for the “Byron
Nelson Golf Tournament”? And when exactly will these dates be set for?
Response: It is not expected that the Byron Nelson Golf Tournament will impact
the construction schedule. This is typically scheduled for the second week of May;
the dates for the 2016 tournament are May 19-22, 2016.
26. Question:
Please confirm this project is tax exempt?
Response: Materials which are physically incorporated into the facilities
constructed for the Owner are tax exempt. Items that are used by the Contractor
but are not physically incorporated into the Owner’s facilities and/or items that are
consumed by construction are not tax exempt.
27. Question:
Our standard tank design includes a cone roof, please confirm a cone roof instead of a
dome roof will be acceptable.
Response: Yes, a cone roof is acceptable. Dome roof is shown for illustrative
purposes.
28. Question:
May we use zinc plated bolts, nuts and washers for the entire tank? Spec’s call out
stainless required but thought we would ask if this is an absolute must?
Response: No, all bolts, nuts and washers shall be stainless steel as specified.

29. Question:
We are assuming shop priming of entire tank is allowed and we will pay for a third party
shop inspection? Please confirm this is adequate?
Response: Yes, however third party inspection must be completed at site after steel
is delivered.
30. Question:
Please confirm shrouding/containment will be required during field painting operations?
Response: Yes, shrouding/containment will be required during field painting
operations.
31. Question:
Will contractor be required to obtain permits as directed in Special Instructions 21?
Response: The contractor will be required to obtain the permit, but no fee will be
associated with the permit. Please see addendum item 35 for further clarification.

The sum of $20,350 to be used for miscellaneous projects provided by LSI. LSI has provided
a fixed price proposal for the labor, materials, equipment and all other items required for
installation. The price of these services and a copy of the proposal are included in Appendix
C.
BID ITEM 34-36 – FLYGT MULTISMART RTU ALLOWANCE
The sum of $19,500 to be used for miscellaneous projects provided by Flygt. Flygt has
provided a fixed price proposal for the labor, materials, equipment and all other items
required for installation. The price of these services and a copy of the proposal are included
in Appendix D.
BID ITEM 34-37 – PROTOLINK SCADA INTEGRATION ALLOWANCE
The sum of $4,800 to be used for miscellaneous projects provided by Protolink, Inc. Protolink,
Inc. has provided a fixed price proposal for the labor, materials, equipment and all other items
required for installation. The price of these services and a copy of the proposal are included in
Appendix E.
35. Reference Section 33 16 19.13 “Composite Elevated Water Utility Storage Tank”,

mix using a procedure that removes entrapped air. Provide anchorage in areas
where the grout pressure is sufficient to lift the plate.”
