    Section ne. ! "reason and espionage

    #rt. 114. "reason. ! #ny person who$ owing

    allegiance to %the &nited States or' the

    (overnment of the )hilippine *slands$ not

    +eing a foreigner$ levies war against them or

    adheres to their enemies$ giving them aid or

    comfort within the )hilippine *slands orelsewhere$ shall +e punished +y reclusion

    temporal to death and shall pay a fine not to

    on the testimony of two witnesses at least to

    the same overt act or on confession of the

    accused in open court.

    are for hire are authoried to open and

    investigate suspicious pac0ages and cargoes

    in the presence of the owner or shipper$ or his

    applications for a permit shall comply with the

    following guidelines:

    and duration thereof$ and place or

    streets to +e used for the intended

    activity6 and the pro+a+le num+er of

    or grant a permit unless there is clear

    and convincing evidence that the pu+lic

    assem+ly will create a clear and presen

    pu+lic health.
