TRANSCRIPT
Affordable housing is the lifeblood of any
sustainable rural community. A lack of
affordable housing means a lack of local
people, and the lack of local people
means a decreasing need for rural
services and amenities such as the local
school, shop, post office and transport
links.
Affordable housing is fundamental to the economic
and social wellbeing of rural Wales, yet the challenges
facing housing providers in these areas have been
well documented. A report by the Joseph Rowntree
Foundation in 2008 highlighted a rise in hidden
homelessness, an acute shortage of available land
for new build, a large number of homes sitting empty
in Wales, and higher development costs in rural
areas along with poor statistical analysis of rural
housing need.
Since the report was launched almost five years ago,
we have made some progress such as the
introduction of a Welsh network of Rural Housing
Enablers – experts who work with communities to
help encourage development of affordable housing.
We also now have a commitment that publicly-owned
land will be registered and released for new affordable
housing, and the Welsh Government have set a target
of bringing 5,000 empty properties back into use.
We have also seen a cut in the amount of government
funding for social housing, and the recent welfare
reforms and the ‘bedroom tax’ in particular will have a
massive impact on people living in rural Wales. The
supply of temporary accommodation available to local
authorities in rural Wales mainly consists of leased
private rented properties or bed and breakfast
accommodation.
The NIMBY lobby is still out in full strength in many
parts of rural Wales, using ‘village green’ applications,
ecological protection actions and other planning
objections to prevent or slow down the development
of new affordable housing.
Rural Housing Week is your chance to plan some
positive and engaging activities for stakeholders and
tenants. The purpose is to show elected
representatives, as well as local people, the value of a
thriving rural community and the essential role of
affordable housing. It is also an ideal opportunity to
raise awareness among local communities and parish
councils of the importance of sympathetic and
sustainable rural development and the benefits it can
bring to the wider community.
We hope you find this pack useful and that you
take full advantage of the opportunity to join the
movement in promoting the economic value of

WHAT IS RURAL HOUSING WEEK AND
WHY IS IT IMPORTANT?
It is widely acknowledged that rural Wales suffers
from an acute shortage of affordable housing, with
many people being priced out of the local housing
market and forced to move to other areas.
While the lack of affordable housing isn’t the only
problem facing rural communities, it is arguably the
most serious as good quality affordable housing is
fundamental in maintaining the balance of
generations necessary to sustain a community.
Just a small number of new affordable homes can
benefit the whole community and help to sustain
local businesses and services. Affordable housing is
about much more than bricks and mortar – it’s the
lifeblood of a sustainable community.
Rural Housing Week is all about bringing housing
associations, Rural Housing Enablers, local
authorities and other stakeholders together to show
just how important housing is, and to show how
successful partnership working is key to ensuring
that our communities are truly sustainable.

Use this as an opportunity to highlight the
challenges they face in delivering affordable
housing in rural areas to decision makers at
a regional and local level.
OUR VISION FOR RURAL HOUSING WEEK
Twelve of the twenty-two Local Authorities in Wales
are classified as rural or semi-rural. There are 21
property-holding housing associations operating
across these authorities.
Our vision for Rural Housing Week is for all
members operating in this environment to:
Demonstrate the important role affordable housing plays in maintaining small rural communities. To highlight the value, not only for the individuals and families who benefit from the homes, but the role they have in helping to preserve the economic viability of rural communities by ensuring continued demand for key services such as shops, schools, post offices and local pubs.

WHAT’S HAPPENING DURING
RURAL HOUSING WEEK?
Rural Housing Week begins on 20 May and runs until
27 May. What happens during the week depends on
your organisation – we need you to make it a
success. 21 voices are better than one and, by
coordinating our efforts, Rural Housing Week can
demonstrate our commitment to working in
partnership to deliver affordable housing to decision
makers at a regional and local level in order to build
truly sustainable communities.
Your involvement will be key to the success of Rural
Housing Week and we have highlighted some of the
ways in which you can get involved on page 6. This
list is by no means exhaustive, and you may already
do something with your tenants on a regular basis
that can be adapted to tie in with Rural Housing
Week. However you choose to get involved, we are
keen to hear about it in order to help you promote it
and to add you to the list of supporting organisations.
So… it’s over to you! We want you to hold a variety of
interesting activities for elected representatives,
stakeholders and residents. Please organise a
discussion within your organisation (including
communications and PR staff) and come up with
some ideas about what activities you can do and how
you can promote them.
RURAL STRATEGIC DAY
During Rural Housing Week we will be holding a Rural
Housing Strategic Day on 23 May. See page 11 for
further details. Newly appointed Housing and
Regeneration Minister, Carl Sargeant, will be attending
and addressing delegates. We are looking forward to
bringing rural professionals under one roof for a lively
debate with some real outcomes.
SHOW YOUR SUPPORT!
We are urging all supporting organisations and
individuals working within that organisation to show
their support by placing their pin on our supporters
map. The support statement is simple: ‘I am serious
about sustainable communities’.
If you are holding events or communicating with
elected representatives or other stakeholders, we are
urging you to ask them to pin their support too. We
will be monitoring the pins throughout Rural Housing
Week and looking at each local authority to see who
has the most support, so spread the word!

organise:
PIN YOUR SUPPORT
Are you serious about sustainable communities? Pin
your support and spread the word!
Following the Local Government elections, CHC
launched ‘Under One Roof’ in collaboration with Care
& Repair Cymru and CREW Regeneration Wales. We
are urging you to ask all stakeholders, staff and elected
representatives who have an interest in rural housing to
pin their support to show they are serious about
sustainable communities. Pin your support by visiting

SITE/DEVELOPMENT VISIT
Invite your local elected representatives to join you
and your partners on a rural development site or
completed development. This will provide you with a
great opportunity to highlight the benefits of the new
affordable homes, not only for those living in them but
also for the wider community. Is there a local resident
willing to tell their story? It is also an opportunity to
discuss challenges in bringing the development into
fruition and lessons learned.
MORE THAN BRICKS AND MORTAR
We know that housing associations are about so
much more than bricks and mortar - we invest in
communities and change people’s lives. Do your local
elected representatives know this too? Are you
holding an information event around welfare reform or
a tenant fun day, or are you providing a local service
such as running a food bank, a healthy eating club or
a digital inclusion initiative to help get tenants online?
If so, why not invite your local representative so they
can experience the difference you are making first

ROUND TABLE DISCUSSION
What are the barriers to providing local affordable
housing in your area? Is it something your local
elected representative can assist with? Whether it’s a
planning issue, nimbyism or a lack of affordable land,
getting all relevant organisations together to discuss
the issue will help local elected representatives
understand the issues.
MAKE THE POINT
Write to your local councillor, AM and MP to highlight
local issues, or develop a short briefing paper for
them on a topical issue such as welfare reform and
the impact it will have in their constituency. Good
examples could include Universal Credit and the
barriers around digital inclusion and financial inclusion.
SHOUT ABOUT IT
Decide on your local key messages and distribute a
press release to your local news outlets. Get an
elected representative to provide a supportive quote
or arrange an interview with the local radio station. If
you can, source relevant case studies to help
strengthen your key message.
GO SOCIAL
Social media is a great way of making contact with
your elected representatives and to shout about the
good work you are doing in your local area. Most
elected representatives manage their own twitter
feeds and this is a quick and effective way of getting
in touch with them. We will be using the #RHW13
hashtag – please use it when tweeting about
information which is relevant to the week.
Facebook and YouTube are also effective channels to
highlight the work you are doing locally. Why not get
your tenants to make a short video about their local
community to highlight why they are proud to live
there, and share via social media channels?

GET CREATIVE – THE SKY’S THE LIMIT
Be creative! If there are any other activities you are
involved with for Rural Housing Week, please let us
know so that we can inspire others. Get your staff,
contractors and tenants involved!
Please keep us up to date with your lobbying activities.
Success stories will be featured on our website and in
a Rural Housing Week supplement for Cartref, and
good practice will be shared to help others collaborate
for sustainable communities.

KEY MESSAGES
There are a number of angles you can take
to promote Rural Housing Week. Two positive
messages include:
The messages you choose to communicate will
depend on your local organisation and may include
some of the following:
Welfare Reform: Impact on rural housing and lack
of smaller properties for those willing to downsize.
Land: Outward migration from local area, local people
priced out of market, land needed for affordable housing.
Sustainable communities: Your rural development
has helped to keep the local shop/school/post office
open.
Green agenda: Highlighting the work being done
around fuel poverty in rural areas. Health benefits
and cost savings for tenants.
Welsh language: Thriving/declining in an area
according to the census. New homes built/lack of
affordable housing contributing to this.
Land: Development built on land given by local authority/
church: The difference this has made to the price of
affordable housing, and to the people living there.
Jobs and Training: WHQS programme complete
- how many contracts were awarded locally? How
many job and apprenticeship opportunities did your
organisation support? Investment in housing =
multiplier effect.
Empty Properties: How you’re working in
partnership to bring empty properties back into use.
CASE STUDIES
A good case study will help you to communicate and
strengthen your key messages. CHC would also be
interested in receiving them to use with the national
media. If you are happy to share with us, please send

inclusion in press releases if they fit agreed themes
and will also consider it for CHC’s website, ‘Around

TIPS FOR ENGAGING WITH POLITICIANS
The need to build strong relationships between
housing associations, local authorities, AMs, MPs and
councillors has never been greater. As elected
representatives, they are important figures in your
community as they represent the interests of your
tenants and make decisions about services that affect
local people and your organisation.
While we know that housing associations are
providing high quality homes and services, some
stakeholders remain critical of the sector. In some
cases this is because of the complaints they receive
from constituents and the limited exposure they have
to the positive work we do. Knowledge and
understanding of the contribution your organisation
makes to the local community could prove vital in
decisions, or provide them with the evidence they
need to scrutinise executive decisions effectively.
The Welfare Reform Act will also have a massive
impact on our tenants and on our business, and it’s
important that we are communicating these
challenges to our local elected representatives and
highlighting the work we are doing to mitigate against
the worst effects of these changes. No doubt AMs
and MPs are seeing an increase in case load as a
result of these changes too, so communicating what
we are doing, innovations we have in place and
advice and support we are offering tenants should be
welcomed by them.

DO YOUR RESEARCH
Find out what their political interests are and how
you can help them further these. Is your local
representative the housing spokesperson for their
party? Do they sit on any relevant committees in the
Senedd/Local Government? Do they have a
particular interest in digital inclusion or financial
capability? Are they on the board of your local credit
union? Do your research and see how you can make
the links with housing!
ATTRACT ATTENTION
Although we are working together as a sector, you are
competing with lots of other organisations for
attention. As a provider of affordable homes in your
elected representative’s constituency, you have a
good case to make about why they should be
interested in what you have to say.
They expect to be lobbied and expect to be asked to
do something, whether it is making a speech, cutting
a ribbon, or simply expressing support for an initiative.
Most will be happy to provide a supportive quote to
the local press, for example.

BE AUTHORITATIVE
Be a good source of information and advice. AMs,
MPs and councillors are all generalists and have a lot
of issues to deal with, so they appreciate having
someone they can go to with questions and get
authoritative answers. If you want them to do
something, be clear about how they can help.
Likewise, if they ask you for your help or advice, be
prepared to give it!
BE PERSISTENT
Like ourselves, AMs, MPs and councillors are busy
people and may not be able to accept your invitations
due to prior diary commitments. Don’t give up!
Top Tips:
Assembly Members are tied up in Plenary sessions in
the Senedd every Tuesday and Wednesday so if you
have a request for an AM, check their availability for
either a Monday, Thursday afternoon, Friday or on a
weekend by contacting their constituency office.
MPs are usually only in their constituencies on
Fridays, weekends and when Parliament is not
sitting – the rest of the time they have to be in
Westminster.
CULTIVATE THEIR STAFF
AMs’ and MPs’ staff are very influential and, if you are
on good terms, they can be very helpful. They tend to
work in small teams and if they think it will be of
interest to an AM or MP to do something, they are
likely to bring it to their attention. Council staff are also
important contacts.
HOW WILL WE KNOW IF
IT’S BEEN A SUCCESS?
CHC uses a media monitoring service to track press
coverage. Individual organisations are also asked to
keep an eye on their local press and, where possible,
let us know what success you’ve had locally. Equally,
please keep details of events you have held and any
contact with councillors, AMs, MPs and other key
stakeholders. Send us pictures from your events and
scheme visits too, as well as tweets you’ve had
retweeted by relevant stakeholders, AMs and MPs. All
of this will be useful for evaluating our activity.

BETH SY’N DIGWYDD YN YSTOD
YR WYTHNOS TAI GWLEDIG?
Mae’r Wythnos Tai Gwledig yn dechrau ar 20 Mai ac yn
rhedeg hyd 27 Mai. Mae’r hyn sy’n digwydd yn ystod yr
wythnos yn dibynnu ar eich sefydliad - rydym eich angen
chi i’w gwneud yn llwyddiant. Mae 21 llais yn well nag un
a, thrwy gydlynu ein hymdrechion, gall yr Wythnos Tai
Gwledig ddangos ein hymrwymiad i weithio mewn
partneriaeth i sicrhau tai fforddiadwy gerbron
gwneuthurwyr penderfyniadau ar lefel ranbarthol a lleol
er mwyn adeiladu cymunedau gwirioneddol gynaliadwy.
Bydd eich ymgyfraniad yn allweddol i lwyddiant yr
Wythnos Tai Gwledig ac rydym wedi amlinellu rhai o’r
ffyrdd y gallwch gymryd rhan ar dudalen 6. Nid yw’r
rhestr yma’n gynhwysfawr, ac efallai eich bod eisoes yn
gwneud rhywbeth gyda’ch tenantiaid ar sail reolaidd y
gellir ei addasu i glymu mewn gyda’r Wythnos Tai
Gwledig. Sut bynnag y dewiswch gymryd rhan, rydym
yn awyddus i glywed amdano er mwyn eich helpu i’w
hyrwyddo ac i’ch ychwanegu at y rhestr o sefydliadau
sy’n cefnogi.
Felly... mae drosodd i chi! Rydym am i chi gynnal
amrywiaeth o weithgareddau diddorol ar gyfer
cynrychiolwyr etholedig, rhanddeiliaid a phreswylwyr.
Gofynnir i chi drefnu trafodaeth o fewn eich sefydliad (yn
cynnwys staff cyfathrebu a chysylltiadau cyhoeddus) a
llunio rhai syniadau am ba weithgareddau y gallwch eu
cynnal a sut y gallwch eu hyrwyddo.
DIWRNOD STRATEGOL TAI GWLEDIG
Byddwn yn cynnal Diwrnod Strategol Tai Gwledig ar
23 Mai yn ystod yr Wythnos Tai Gwledig. Mae
manylion pellach ar dudalen 11. Bydd Carl Sargeant,
sydd newid ei benodi’n Weinidog Tai ac Adfywio, yn
mynychu ac yn annerch cynrychiolwyr. Edrychwn
ymlaen at ddod â swyddogion gwledig dan un to i
gael trafodaeth fywiog gyda chanlyniadau
gwirioneddol.

Gwahoddwch eich cynrychiolwyr etholedig lleol i

neu ddatblygiad sydd wedi’i orffen. Bydd hyn yn rhoi
cyfle gwych i ddangos manteision tai fforddiadwy

Gwyddom fod cymdeithasau tai am gymaint mwy na
brics a morter - buddsoddwn mewn cymunedau a
newid bywydau pobl. A yw’ch cynrychiolwyr etholedig
lleol yn gwybod hyn hefyd? Ydych chi’n cynnal
digwyddiad gwybodaeth o amgylch diwygio lles neu
ddiwrnod hwyl i denantiaid, neu ydych chi’n darparu
gwasanaeth lleol tebyg i redeg banc bwyd, clwb
bwyta’n iach neu gynllun cynhwysiant digidol i’ch
helpu i gael tenantiaid ar-lein? Os felly, pam na
wahoddwch eich cynrychiolydd lleol fel y gallant weld

TRAFODAETH BWRDD CRWN
Beth yw’r rhwystrau i ddarparu tai fforddiadwy lleol yn
eich ardal? A yw’n rhywbeth lle gallai eich
cynrychiolydd etholedig lleol roi cymorth? P’un ai’n
fater cynllunio neu ddiffyg tir fforddiadwy, bydd cael yr
holl sefydliadau perthnasol ynghyd i drafod y mater yn
helpu cynrychiolwyr etholedig lleol i ddeall y materion.
GWNEUD Y PWYNT
Ysgrifennwch at eich cynghorydd lleol, Aelod
Cynulliad ac Aelod Seneddol i dynnu sylw at faterion
lleol, neu paratowch bapur gwybodaeth byr iddynt ar
fater llosg megis diwygio lles ac effaith hynny ar eu
hetholaeth. Gallai enghreifftiau da gynnwys Credyd
Cynhwysol a’r rhwystrau o amgylch cynhwysiant
digidol a chynhwysiant ariannol.
GWEIDDWCH AMDANO
Penderfynwch ar eich negeseuon allweddol lleol a
dosbarthu datganiad i’r wasg i’r cyfryngau yn lleol.
Gofynnwch i gynrychiolydd etholedig roi dyfyniad i’ch
cefnogi neu drefnu cyfweliad gyda’r orsaf radio leol.
Os gallwch, defnyddiwch astudiaethau achos
perthnasol i helpu cryfhau eich neges allweddol.
BYDDWCH YN GYMDEITHASOL
Mae’r cyfryngau cymdeithasol yn ffordd wych o
gysylltu gyda’ch cynrychiolwyr etholedig ac i weiddi
am eich gwaith da yn eich ardal. Mae’r rhan fwyaf o
gynrychiolwyr etholedig yn defnyddio Twitter ac mae
hyn yn ffordd gyflym ac effeithiol o gysylltu gyda hwy.
Byddwn yn defnyddio hashtag #RHW13 -
defnyddiwch ef wrth drydaru gwybodaeth sy’n
berthnasol i’r wythnos.
Mae Facebook ac YouTube hefyd yn sianeli effeithiol i
roi sylw i’ch gwaith yn lleol. Beth am gael eich
tenantiaid i wneud fideo byr am eu cymuned leol i
ddangos pam eu bod yn falch i fyw yno, a rhannu
hynny drwy’r sianeli cyfryngau cymdeithasol?

CYNGHORION AR GYFER CYSYLLTU GYDA
GWLEIDYDDION
Ni fu’r angen i adeiladu perthynas gref rhwng
cymdeithasau tai, awdurdodau lleol, Aelodau
Cynulliad, Aelodau Seneddol a chynghorwyr erioed yn
fwy. Fel cynrychiolwyr etholedig, maent yn ffigurau
pwysig yn eich cymuned gan eu bod yn cynrychioli
buddiannau eich tenantiaid ac yn gwneud
penderfyniadau am wasanaethau sy’n effeithio ar bobl
leol a’ch sefydliad.
Er y gwyddom fod cymdeithasau tai yn darparu
cartrefi a gwasanaethau ansawdd uchel, mae rhai
rhanddeiliaid yn parhau’n feirniadol o’r sector. Mewn
rhai achosion mae hyn oherwydd y cwynion a gânt
gan etholwyr a diffyg cysylltiad gyda’n gwaith
cadarnhaol. Gallai gwybodaeth a dealltwriaeth o
gyfraniad eich sefydliad i’r gymuned leol brofi’n
hollbwysig mewn penderfyniadau, neu roi’r dystiolaeth
iddynt y maent eu hangen i graffu’n effeithlon ar
benderfyniadau.
Bydd gan y Ddeddf Diwygio Lles hefyd effaith enfawr
ar ein tenantiaid ac ar ein busnesau, ac mae’n bwysig
ein bod yn cyfathrebu’r heriau hyn i’n cynrychiolwyr
etholedig lleol ac yn rhoi sylw i’r gwaith a wnawn i
liniaru effeithiau gwaethaf y newidiadau hyn. Mae’n
sicr y bydd Aelodau Cynulliad ac Aelodau Seneddol
yn gweld cynnydd yn eu gwaith fel canlyniad i’r
newidiadau hyn hefyd, felly dylent fod yn croesawu
cael gwybod am ein gwaith, ein cynlluniau newydd a’r
gefnogaeth a roddwn i denantiaid.

Er ein bod yn cydweithio fel sector, rydych yn cystadlu
gyda llwythi o sefydliadau eraill i gael sylw. Fel
darparydd tai fforddiadwy yn etholaeth eich
cynrychiolydd etholedig, mae gennych achos da i’w
wneud am pam y dylent fod â diddordeb yn yr hyn
sydd gennych i’w ddweud.
Maent yn disgwyl cael eu lobio ac yn disgwyl y
gofynnir iddynt wneud rhywbeth, p’un ai yw hynny’n
rhoi araith, torri rhuban neu ddim ond mynegi
cefnogaeth i gynllun. Bydd y rhan fwyaf yn hapus i roi
dyfyniad yn eich cefnogi i’r wasg leol, er enghraifft.

Anelwch fod yn ffynhonnell dda o wybodaeth a
chyngor. Mae Aelodau Cynulliad, Aelodau Seneddol a
chynghorwyr i gyd yn delio gyda nifer fawr o feysydd
a llawer o faterion i’w trin, felly maent yn
gwerthfawrogi cael rhywun y gallant fynd atynt gyda
chwestiynau a chael atebion awdurdodol. Os ydych
eisiau iddynt wneud rhywbeth, byddwch yn glir am
sut y gallant helpu. Yn yr un modd, os ydynt yn gofyn
i chi am help neu gyngor, byddwch yn barod i’w roi!

yn lleol. Yn yr un modd, cadwch fanylion
