A long-awaited overhaul to allow public input at Saa-nich council meetings should be a reality by April 20.

A bylaw passed unanimously Monday will allow resi-dents five minutes to speak on agenda items, as well as at monthly open forum sessions, where anyone can speak for up to three minutes on nearly any topic.

“There are a few things people can’t speak on, like if something is before the courts or has gone to public hearing,” said Coun. Colin Plant, who spearheaded the changes with a report in January. “If they want to come and talk to us about unicorns for three minutes, they’ll get those three minutes. I hope no one does that, but this is more of a gesture that shows we’re open to feed-back.”

The changes will also allow up to two delegations, or scheduled presentations to council. Delegations are a key public input component of all local governments across the Capital Region with the exception of Oak Bay.

Plant said he doesn’t anticipate “line-ups out the door” during open forum sessions, but said council plans to revisit the bylaw in six months to a year to address any unanticipated issues. Council also plans to deal with most of its private business before council meetings begin, which will allow the public an opportunity to speak with councillors and the mayor immediately fol-lowing meetings.

Mayor Richard Atwell said he ran on a campaign to create a more open government, and he’s pleased to see the measures were unanimously supported.

“It’s great to have this occur so early in this new term, we can now hear from the greatest number of residents about issues that matter to them,” Atwell said.

Cards no laughing matter

Travis PatersonNews staff

A game of former Olympic glory will bring about 160 of the best players to Pearkes Arena this week-end for the Spring Sectional bridge tournament.

The annual spring and fall sectional tournaments are the biggest in the Greater Victoria bridge calen-dar, trumped only by the semi-annual regional tournament coming up in April at Pearkes, the region’s home to major bridge tournaments.

The Capital Region boasts some of Canada’s top bridge players, including national champions.

There are no prizes to the winner of the Spring Sectional – participants are just there for the love of the game, said tournament lead Ele Gibson, a board member with Unit 431 (Victoria and the Gulf Islands) of the American Contract Bridge League.

“We just play for the glory, the competition and for a good game of bridge,” she said. “You do your best and have fun like any sporting event.”

About 20 per cent of this weekend’s competitors come in from out of town, mostly up-island, and provide a significant economic impact to Saanich.

“We eat out all weekend,” Gibson said. Contract bridge has found a niche with the

over-45 population, but it’s no longer the weekend

event that once led to marriages. “The problem is people don’t play cards any-

more,” said Gibson, who started playing 1984. “When I was younger, we played cards every Sun-day night but TV and video games have taken over with young people.”

It’s still a social event, and there are some younger people playing the game, which is encour-aging, Gibson added.

“Bridge takes a lot of time. When you’re done a day’s work, you don’t want to use your mind at night. You want to relax, whereas when you’re retired it’s an excellent way to keep your mind going.”

In addition to the social aspect, it’s the chal-lenge and mental exercise that keeps bridge play-ers coming back. The trick to enjoying yourself is always being patient with your teammate, in hopes that they’ll return the favour.

“If your partner has a bad day, it shouldn’t bother you, though it does bother some people,” Gibson said. “Everyone has off days. You just go with the flow.”

The International Olympic Committee continues to recognize the former Olympic sport as a “mind game,” though it’s unlikely ever to return to the ranks of the Olympics.

Despite being played by millions world-wide ,it just “doesn’t fit in with the faster, further and higher mentality” of the Olympics, Gibson said.

This weekend’s sectionals begin with open pairs at 1 p.m. today (March 27), and again at noon on Saturday. Sunday starts with the Open Swiss team event at 9:30 a.m.

Keep your cars, homes secured: Saanich PD

Saanich Police are once again reminding Saanich residents to ensure their residences and vehicles are secured at all times.

Overall numbers for prop-erty crimes don’t appear to be increasing, but there have been several break-and-enter inci-dents over the past two weeks, said Sgt. Steve Eassie.

On March 14, someone entered a home in the 900-block of Mcbriar Ave., likely around 2 a.m. while the resi-dents were home. Thankfully, no property seemed to be missing, Eassie said.

On March 20, an attempted break-and-enter took place in the 1800-block of Townley St., also in the early morning hours.

Someone had removed a exte-rior window screen and had attempted to force open a par-tially open window, Eassie said. An aftermarket lock on the window prevented it from being opened to the point where entry could have been gained.

Thefts from unlocked vehi-cles continue to occur as well, Eassie said. “Although the numbers of thefts are relatively low, in the majority of cases, the vehicles have been left unlocked. It is possible that by simply locking the vehicle that some of these thefts would have been prevented”.

Saanich Police remind resi-dents to watch for suspicious activity in their neighbour-hoods, and to report the activ-ity to police as soon as pos-sible.

FAVOURITE: FIG Mediterranean DeliNEIGHBOURHOOD: Mt. Tolmie

FAVOURITE: True BoutiqueNEIGHBOURHOOD: Royal Oak

If you’re looking for hard-to-find, quality imported products and freshly made culinary delights, look no further than FIG Mediterranean Deli Market and Kitchen.

Owner Yasser Youssef, his family and staff provide a personal touch for their loyal customers, who arrive regularly to peruse the latest olive oils, Persian teas and specialty items from across the globe.

When new customers come in, Nasser jokes they can’t leave without sampling at least 10 or 15 items: baklava, falafel, souvlaki and veggie pie, just to name a few.

To celebrate FIG’s one-year anniversary in the heart of Saanich at 1551 Cedar Hill Cross Rd., Yasser will be hosting a free olive oil sampling from April 1 to 11.

“There’s a lot of cheating in olive oil in

the North American market. You have to be very careful what you buy. That’s why we’re offering a tasting as an indication of quality,” he says.

One you’ve whet your appetite with the sampling accompanied by some freshly fired focaccia bread, you’ll be tempted by the olive bar, roasted meats and other deli delights that keep loyal clientele coming back again and again.

Yasser become an entrepreneur 14 years ago when he opened Lakehill Mediterranean Market.

“Customers kept asking for more and more specialty items. I kept bringing in what they wanted, and we grew to what we are today,” he says of FIG’s new spacious location.

On the deli side, Nasser says he’s simply catering to an underserved market in Greater Victoria who enjoy

the flavours of Mediterranean and global cuisine.

“People travel and learn about zaatar, for example, a traditional Lebanese pizza. Once you have it, you crave it,” he says with a wink in his eye. “My daughter has some almost every day.”

Pop in to 1551 Cedar Hill Cross Rd. for some zaatar – and dozens of other must-have items - today. And be sure to let Yasser know if it’s your first time.

The team at True Boutique in Broadmead Village strives to make all women feel fun, flirty and fashionable.

Owner Fairone Bateman and fashion consultants Deanna, Sydney and Cydney are known for their personable customer service and attention to each woman’s unique needs.

“We love dressing women in clothes that make them look and feel beautiful,” Fairone says.

A mainstay at Broadmead Village for the past five years, True Boutique has also been voted in the Top 3 for Victoria’s Best Women’s Boutique.

The store offers flattering, fashionable outfits for any age or body type.

Fresh dresses, casual tops, jeans, accessories and footwear are arriving

weekly, most of which are made in the U.S.

And of course, take advantage of the always-free parking at Broadmead Village and plenty of other amenities that make True Boutique a relaxing and convenient place to shop.

“We’re looking forward to spring/summer when you can drop by to shop with your girlfriends, then grab lunch on the beautiful breezeway in the plaza,” Fairone says.

Find outfits from head to toe for going on a date or taking in a movie with your girls.

With new stock arriving weekly, the style and fashion in True Boutique is current and always at a great price.

Fairone also opened a smaller boutique, Adorn, with her sister Misty

last year. Located at 201 – 2250 Oak Bay Avenue and at only 400 square feet, the store is almost like a walk-in closet filled with “All Things Lovely.”

Shop True Boutique, simply all you need to be the fashionable female you desire.

A one per cent fuel rebate announced by BC Ferries will ease new fare increases that take effect April 1.

On major routes between Metro Vancouver and Vancouver Island, it means the approved 3.9 per cent fare increases will mean a 2.9 per cent net increase.

For a driver and vehicle travel-ling on the major routes, it means the current fare of $69.50 – which was to rise to $75.30 – will instead cost $71.50 to travel between Tsawwassen and Swartz Bay ter-minals.

Walk-on passengers will pay $16.70, up from $16.25 now.

BC Ferries president Mike Corri-gan said the fuel hedges they have

in place should ensure the rebate remains in place at least through the summer months and possibly into next year.

He said the fare increases are directly linked to increased oper-ating costs and capital replace-ments, while any fuel surcharges or rebates flow from fuel deferral accounts.

A previous 3.4 per cent fuel surcharge was eliminated in mid-December as fuel prices fell.

Fuel surcharges and rebates don’t apply on northern routes, where fares rise an average of two per cent.

The B.C. Ferries Commissioner this month indicated fare increases will be capped at a maximum of 1.9 per cent in subsequent years, from 2016 to 2020.

The Coastal Inspiration makes its way across the Georgia Strait. Ferry fares are going up April 1, but will be reduced slightly thanks to a one per cent reduction in the fuel surcharge.

Minimum wage battle rages

Labour leaders in British Columbia looking for a big jump in the province’s minimum wage were disappointed with the modest .20 cents an hour hike.

At the same time, those who actually make the minimum collectively shrugged at the raise, which amounts to about $30 per month more for full-time workers, less taxes and other deductions.

The B.C. Federation of Labour wanted to see the rate pushed up to $15 an hour, a more liveable wage for full-timers trying to make ends meet.

Owners of small and medium-sized businesses whose input the province used to determine the hike claimed boosting the rate from $10.25 an hour to $15 would kill many of their operations. Maybe so, but the whole discussion prompted a number of questions.

Should someone who is just starting out in their working life and happy to have money in their pocket make the same as someone trying to pay rent or raise a family?

Business owners talk about paying what “the market will bear.” In other words, that means paying as much as the place down the street in the same industry. That cold economic approach often leads to operators of traditionally low-wage businesses paying as little as possible while maintaining the ability to attract staff.

That may sound like putting profits ahead of people, but the majority of entrepreneurs and small business owners aren’t making cash over fist. Those who do pay $15/hr or better often do so because of ethics, not profit margins.

Those businesses should be applauded and recognized, perhaps even through a provincial or federal tax subsidy of some kind. While the minimum wage fight doesn’t seem over, at least the province has finally tied it to inflation.

YOUR VIEW

The possibility of alcohol in the fatal Saanich crash on Saturday, in addition to the two incidents of drunk driving occurring on the weekend in Victoria, draw attention to the ongoing problem of alcohol-related motor vehicle accidents.

I am pleased to see Victoria making an attempt to toughen drunk driving penalties. Legislation that focuses on repeat offenders being admitted into remedial programs and the requirement of blowing into a breathalyzer to start a vehicle seems appropriate and necessary.

However, the B.C. Justice Minister is concerned that the new legislation will be challenged as unconstitutional. I believe it is an important step in ensuring public safety. Other than an increase in fine amount, and the inconvenience of a three-day vehicle impoundment becoming week-long, there isn’t much preventing an individual from driving under the influence for a second time.

Although the lack of fatalities in two of the previously mentioned alcohol-related crashes is a sigh of relief, they still demonstrate the

persistence of this issue, and the need for alterations to be made to the current legislation.

While B.C. imposes immediate roadside prohibition at .05 BAC or higher, the Criminal Code defines drunk driving as a BAC of .08 and above. Lowering the legally accepted BAC could prevent the roads from individuals who drive in the .05 to .10 range because of the belief that they are under .08 or that they won’t be caught.

There would also be more room to criminally charge repeat offenders who often drive dangerously under the influence, yet are just shy of the 80% mg mark. The presence of alcohol, although in decline, is still responsible for approximately 900 (40% of all)

motor vehicle deaths in Canada annually. Approximately 38% of all injured drivers were found to have been drinking, with 425 (75%) possessing a BAC over 80% mg, according to the Traffic Injury Research Foundation). Unlike weather conditions and motor vehicle failure, driving under the influence is highly preventable.

Both federal and provincial governments should put effort into ensuring safety on the roads by limiting the allowable BAC, harshening the fines and sentences, and implementing the remedial program and ignition interlock system legislation for repeat offenders.

Saanich Environmental Awards recognize people and organizations that make a positive contribution to the natural environment in Saanich.

The awards are not limited to Saanich residents, but the effect of the nominee’s work must be in the municipality. If the nominee is employed in an environmental field, the nomination should indicate how their work exceeds their job requirements.

Last year’s individual winner was Bruce Hardy, a regular volunteer with Saanich’s Pulling Together parks program. Honourable mention in 2014 was Judith Sales, the community association contact for the Tree Partnership Program in Gordon Head. Group winners included Saanich Baptist Church, EY Properties and Jordan and Colin Mann.

The Victoria Royals head into the Western Hockey league’s play-offs tonight with the first game of an opening round best-of-seven series against the Prince George Cougars.

The Royals’ ended their regu-lar season with a 39-29-4 record, second-best in the team’s nine-year franchise (Victoria Royals/Chilli-wack Bruins) history. Only the 2013/14 season was better with 48 games won.

The team finished regular sea-son play last weekend with a two-game win/loss split with the Ever-ett Silvertips.

Coach Dave Lowry hopes his players remember how they played in that final regular season win. “We have to bring that emo-tion from Saturday to the playoffs”.

He says his team is in great shape for the series. “Our energy levels are good and we just need some minor tweaking,” he says.

The Cougars will be a strong opponent, he added. “They’ve been playing with a playoff mind-set and feel good about their game right now.”

Third-year goalie Coleman Vollrath agrees with his coach’s assessment of the Cougars. They’ve been playing desperate hockey to make the playoffs,” he says.

As for his own team, “we can’t look too far ahead, we have to focus on this series and we have to match their intensity,” Vollrath says.

“Our practices have been intense and personally I’ve been working on tracking the puck,” he says.

The Royals have home ice advantage starting with two games (tonight and Saturday) at the Save-On-Foods Memorial Centre before heading north to Prince George.

Travel is a minor factor for the team. The Royals will head out to Prince George Monday morn-ing, even though they don’t play until Wednesday, due to the dis-tance. The reality is “travel is the same for both teams,” Lowry says. “That’s just hockey.”

To save time on their return to Victoria, the team will leave imme-diately after their Thursday night game, travel as far as 100 Mile House, stay overnight and then leave early Friday, which should

The regular season is just that when hockey heads into the playoffs. The playoffs are often made on breakout per-formances by athletes.

That said, let’s look at how the Victoria Royals and the Prince George Cougars match up from their regular season play.

Victoria Royals defenceman Joe Hicketts will finish off a highly satisfying year as he leads his team into the WHL playoffs.

Hicketts, who stands in second place for scoring with 64 points, coming from 12 goals and 52 assists, was cho-sen as the team’s most valuable player as he took home the National Bank Financial MVP Award. The product of Kamloops, BC also earned the Wilson’s Transportation Top Defenceman award and The Keg Fans’ Choice award during the team’s awards ceremony last Sunday.

Hicketts also became the first Royal ever to play for Hockey Canada’s National Junior Team, joining Royals’ coach Dave Lowry at the World Junior Championships in Toronto and Montreal for the 2015 championships.

Hicketts isn’t Victoria’s only strength, of course.Goalie Coleman Vollrath is riding a hot streak to enter the

playoffs. The 20-year-old was recently chosen Vaughn CHL Goalten-

der of the Week after posting a 3-0-0-0 record that included two shutout wins.

Vollrath’s team shutout streak ended at 152 minutes and 10 seconds which was good enough to break Patrick Poliv-ka’s record from last year. It left him just 1 minute and 46 seconds short of the all-time shutout record held by Matt Esposito in the 06-07 season, when the team was still the Chilliwack Bruins.

Vollrath isn’t Victoria’s only power in goal. Both Royals goalies made the WHL’s top 20 list. Vollrath sits in the 15th spot while Justin Paulic holds down the 20th slot.

Top scorer for the team this year is Austin Carroll. The team veteran potted 38 goals and added 39 assists for a 77

point total for the regular season.Right behind Carroll and Hicketts on the scoreboard are

Tyler Soy with 28 goals and 35 assists and Brandon Magee at 23 and 38.

Prince George will be coming in with the hot hands of Chase Witala with 38 goals and 31 assists while his team-mate Jansen Harkins, who only scored 20 goals, has more points as he had an amazing 59 assists for the season.

Another player to watch is Zach Pochiro, who only played in 41 games this season, but managed to rack up 42 points with 19 goals and 23 assists in that time.

The Cougars goaltending doesn’t appear as potent as the Royals with Ty Edmonds sitting at 26th in the rankings.

WHL playoff action at www.whl.caDon Denton/News staff

Royals’ defenceman Joe Hicketts and goalie Coleman Vollrathwere a big part of the team’s regular season’s successes.

Hicketts, Vollrath key for Royals’ playoff run

allow them to catch the 5 p.m. ferry back to the Island for a fifth game (if needed) on Saturday, April 4.

Victoria is ranked fifth in the Western Conference while Prince George sits at seventh. The Cougars ended their season with a 31-36-5 record. This is the first time in four years the Cougars have made the playoffs.

The two teams have an interesting history with the Cougars being originally from Victoria, before the long-time local franchise was moved in 1994.

Last word on the series goes to goaltender Vollrath: “This is an exciting time, these (playoffs) are the times every hockey player lives for.”

The puck drops at 7:05 p.m. for tonight’s opening game.

So, just what’s up for grabs during the 2015 Western Hockey League playoffs?

The Victoria Royals and their fellow WHL teams are vying for the Ed Chynoweth Cup, named for former league president Ed Chyn-oweth.

From Saskatchewan, Chyn-oweth’s career spanned 37 years in both the WHL and the Canadian Hockey League and he was key to the growth of Cana-dian Major Junior Hockey.

Appointed president of the WHL in 1972, he held that position for 23 years before becoming the majority owner of a WHL expan-sion franchise in Edmonton in 1996.

At the national level, he served as president of the CHL for 20 years

from 1975 to 1995, helping found the 1981 partnership between CHL and Hockey Canada to oversee Canada’s National Junior Hockey Team.

Winners of the WHL’s Ed Chyn-oweth Cup continue on to face the best in the country and the oppor-tunity to hoist the Memorial Cup.

This year’s Canadian champion-ships will be held in Quebec City May 21 to 31.

100% ELECTRIC

NISSAN LEAFPresented by

SCRAP-IT

You last chance to go green for free!

If you would like to plug in an all-electric Nissan LEAF at your home, this weekend is the last chance you will have to get one for nothing!British Columbia’s SCRAP-IT Program kindly supplied us with one of the eco-friendly sedans as a prize in our Plug-In to Win Contest, which closes at midnight on Sunday (see below for entry details). The winner will be announced online next week and Driveway will feature an interview with the lucky winner in an upcoming edition.SCRAP-IT announced its new incentive program here last week, which offers a $3,000 rebate for electric car purchasers if they scrap a 2000 or older vehicle. This is in addition to the newly announced provincial government program detailed in our main story today. The LEAF will be on display at the SCRAP-IT booth throughout this weekend at the Vancouver International Auto Show, in the Vancouver Convention

Centre West. Qualifying electric vehicles for the organization’s incentive are listed on the SCRAP-IT.ca website. Take a look because some of them, plus vehicles qualifying under the additional government program will be at the show to view and some made available there for test drives outside.

DrivewayCanada.ca | Welcome to the driver’s seat

Clean energy cars now more affordableThe long awaited rebate incen-tives designed to encourage British Columbians to buy clean energy cars were announced this week at the Vancouver Interna-tional Auto Show.Minister of Energy and Mines Bill Bennett announced a scheme to offer incentives of up to $5,000 for the purchase or lease of a new battery electric or plug-in hybrid electric vehicle, and up to $6,000 for a hydrogen fuel cell vehicle, When combined with new SCRAP-IT program incentives revealed here last week, the total savings could be up to $8,250 for an electric vehicle. The incentives are expected to reduce greenhouse gas emissions by the equivalent of taking 1,400 cars off the road and are part of Phase 2 of the Clean Energy Vehicle (CEV) program. The program will distribute $10.6 million from the Province’s Innovative Clean Energy Fund over the next three years for the following purposes:

◼ $7.5 million for point-of-sale incentives for electric and hydrogen fuel cell vehicles.◼ $1.59 million for investments in charging infrastructure and hydrogen fuelling infrastructure.◼ $1 million for incentives for commercial

fleet purchases of clean energy vehicles.◼ $500,000 for research, training, and public outreach on clean energy transportation technology.

Today, electric vehicles typically cost about 25 per cent more than non-electric vehicles, but the incentives will narrow that price gap. Electric vehicle owners typically save about 75 per cent on their fuel costs, which adds up to $1,600 per year. An analysis will be conducted to identify gaps in the location of

charging infrastructure and determine the most effective way to deploy infrastructure funding. This will include looking at what locations (multi-unit residential buildings, downtown parking areas, shopping centres etc.) would best support increased adoption of electric vehicles. The first phase of the CEV program ran from 2011 to 2014 and helped support the purchase of 950 electric vehicles and the development of over 1,000 charging stations, and resulted in 57,000 tonnes of direct emissions reductions – equivalent to taking approximately 1,000 vehicles off the road.

The Ministry of Energy and Mines will administer and implement the CEV program through partnerships with the New Car Dealers Association of British Columbia, the Fraser Basin Council, and the Canadian Hydrogen and Fuel Cell Association. Quote: Blair Qualey, president and CEO of the

New Car Dealers Association of B.C. is delighted with the announcement. “Our members are seeing increasing interest from consumers in purchas-ing electric vehicles and this program will provide many with the incentive

they need to make a purchase.”Visitors to the Vancouver International Auto Show, which closes on Sunday, will have the opportunity to take a clean energy vehicle for a spin. Most manufacturers are also showing their clean energy vehicles inside the Vancouver Trade & Convention Centre West.

Austin, TX – The latest seventh generation Volkswagen Golf has been a huge hit, winning the World Car of the Year award, along with the North American Car of the Year and several other titles.

LooksOne could be forgiven for not noticing the major changes in this 2015 model but that is the way VW likes to do things-- keep the exterior looking fa-miliar, yet radically update the things that are less obvious. The one thing that should get any buyer’s attention is the new starting price of $22,495, which is roughly $1,100 less than the last model. In addition, the base model gets standard 15-inch alloy wheels, heated seats, Bluetooth and a backup camera for a total of $2,000 of additional value. The Sportwagon is sold as the base Trendline, the middle $24,695 Comfortline and the $30,495 Highline, with a $1,400 premium for an automatic transmission and $2,300 more for a TDI diesel engine.InsideThis Sportwagon is a true sport utility vehicle. It has the lower, sportier stance of a car coupled with a huge cargo area that would put most small crossovers to shame. The front seats are heated and the rear seats

split and fold. The remainder of the cabin is the same as the regular Golf family, with front and rear passenger dimensions the same except for rear passenger headroom, which makes way for the beautiful panoramic sunroof. The dash has high quality switches and dials and even the base model is fitted with a 14.7cm (5.8-inch) radio screen that doubles as a backup camera. This screen size is a bit on the small side but VW will increase the size slightly when the 2016 model arrives this fall.

DriveWhat can’t be seen but is instantly obvious when driving is the new 170hp 1.8L turbocharged base en-gine, that is so much more advanced and responsive, compared to the old, less efficient 5-cylinder in the previ-ous model. This engine has superb mid-range torque and it runs on less expensive regular fuel. It’s efficient too, using 9.5L/100km in the city and 6.6L on the highway. The optional die-sel, with 150hp, but more importantly, 236 lb.-ft. of torque is only marginally more efficient, rated at 7.7L city and 5.4L on the highway. Considering this engine is $2,300 more expensive, the new turbo gasoline engine will certainly be a sensible choice for drivers that don’t pile on the kms. The gasoline engine gets a 5-speed

manual or a 6-speed automatic; the diesel gets a 6-speed manual or the high-tech duel clutch automatic. It’s too bad both engines are not offered with the TDI’s transmissions. Great news for VW fans, waiting for all wheel drive (AWD), the 2017 model will arrive with AWD in the Sportwag-on and that technology should spread to the rest of the Golf line.

VerdictVolkswagen held the launch event for this Sportwagon in Texas, hoping for beautiful sunny weather but we were treated to pouring rain. With the wip-ers plugging away and the radio on, this latest Golf feels all grown up, al-most “Audi Light”. The smooth power, along with the good feedback to the driver, plus the well-insulated cabin reminds us why this car has won so many awards. The Sportwagon takes all the goodness of the hatchback and shares it in a slightly longer and more useful package. If you are in the market for a small sport utility, give this truly sporty utility a try.

Grade 12 Mount Douglas Rams senior basketball players Gabe Daubt, left, and Clayton Archibald, right, with coach Chris Ball. Daubt and Archibald are set to play for the South Island team versus the North in the Seniors Classic All-Star basketball A game at Spectrum Community school tomorrow (March 28). Travis Paterson/News staff

Saturday is likely the last competitive basketball game for Clayton Archibald as the Mount Douglas secondary student will play in the 2015 Vancouver Island Seniors Classic All-Stars basketball game tomorrow.

The games are reserved for Grade 12 students only and are a chance to impress collegiate level coaches, such as head coach Scott Cuachon of the Camosun Chargers men’s team. Cuachon who will be coaching the South Island A team, which features Archibald and the Rams’ other selection, Gabe Daubt.

“I’m not planning on playing at college so this is probably my last (school) game,” Archibald said. “It was a nice surprise to be asked, I didn’t think I would wear the Rams’ colours again.”

Daubt, on the other hand, is wondering how intense the all-star games get as he has hopes of cracking the Chargers for next year.

“Daubt has the skills to play (PacWest) college, he’s got the game,” said Rams coach Chris Ball.

Tip off is 4:30 p.m. for the boys B game, 6:15 p.m. for the girls game and 8 p.m. for the boys A game.

The last time a Mount Doug Ram was named MVP of the boys A game was Frank Markovic in 1993. Mairina Frederiksen will represent Mount Doug on the South Island girls team. See the full rosters at saanichnews.com/sports.

Bovine trouble on highway causes traffic chaosA pair of escaped steers caused

quite a commotion in View Royal and Saanich on Tuesday afternoon and one of them forced police to shut down the Trans Canada Highway for almost an hour.

The two black steers managed to escape from a trailer that apparently had problems as it was being towed near the TCH and Helmcken Road. While one of the animals was rounded up and secured fairly quickly, the other wanted no part of getting caught. It led officers from Saanich police and West Shore RCMP, View Royal firefighters and animal control officials on a chase that

ended up with more than a dozen individuals surrounding the errant steer off Portage Road – on the opposite side of the TCH.

“That’s definitely a first for me,” said View Royal Fire Chief Paul Hurst, whose crew was called out to help police when it was determined the animals were in their coverage area. “As our guys were coming up Helmcken (Road), the (steers were) in the play yard for Jeneece Place (next to VGH).”

After the first steer was lassoed, the second one made its way onto the northbound off ramp to Helmcken and was boxed in by the collection of

responders, Hurst said. Traffic was shut down both ways at one point during the chase. The animal managed to elude capture on the north side of the TCH and made its way across the grassy median to the Portage Inlet side.

It was eventually surrounded on a grassy piece of property on Portage Road, roped and led back into the trailer, but not before

dragging a handful of individuals around.

Saanich police got involved when a call came in just before noon from someone stating cows were loose at the Trans Canada Highway and McKenzie Avenue, said Saanich police Sgt. Steve Eassie.

“But as we got to the area, we were able to determine it was

actually at the Trans-Canada Highway and Helmcken in View Royal,” he said. “Our officers remained in the area with two of our animal control officers as well in the interest of public safety and to assist West Shore RCMP.”

Eassie said it took better part of an hour to get the second steer back in the trailer.

Saanich is hosting more than 560 synchronized swimmers, coaches and judges from across Canada at Saanich Commonwealth Place now until March 28, during Synchro Can-ada’s 2015 Canadian Qualifier Cham-pionships.

Four hundred and thirty two ath-letes will represent 33 clubs from all ten Canadian provinces during the competition hosted by Synchro BC and Victoria Synchro under the lead-ership of Synchro Canada.

Amongst them, 11 synchronized swimmers will represent the host club, Victoria Synchro. A total of 60 athletes from British Columbia will be taking part in these champion-ships.

The synchronized swimmers of the 13-15, junior (16-18) and senior age groups will be accompanied by

98 coaches and will perform in front of 38 officials. The Canadian Quali-fier Championships are the oppor-tunity for competitors to qualify for the final competitions of the year, the Canadian Championships. Athletes of the junior and senior age groups will be looking to earn a ticket to the Shiseido Canadian Open Champion-ships, which will be held April 28 - May 3 in Toronto. For the athletes of the 13-15 age group, qualification will lead to the Canadian Espoir Cham-pionships in Saint John, NB, on June 3-7.

The athletes will then aim for a spot on Synchro Canada’s 2015 junior and 13-15 National Teams. Selection pro-cess will be held during and after the Shiseido Canadian Open and Espoir Championships.

Populaire an entry level distance cycling event

Seven year old Steve Croy has cycled in the Vic Populaire distance event since he can remember, be it by trail-a-bike, or in a bike trailer towed by mom Brynne or dad Mike.

This time around the young B.C. Randonneur will conquer the annual Victoria Populaire on a tandem with his dad, a co-organizer of the mass-participation 50 and 100 kilometre cycling events that start and end at Velox Rugby Club on Sunday, April 5.

“The Vic Pop is always fun,” said Steve, whose parents do not own a car. “I sometimes take a break from pedaling (on the trail-a-bike) and let my mom do the work but not very often and I never stop pedaling for my mom when I am on the tandem.”

The Populaire runs through

Greater Victoria but isn’t a race. It’s designed as an entry level event in the world of randonneuring, or non-competitive long distance cycling.

“Normally there’s a minimum time limit but we certainly aren’t worried about it for the populaire,” Mike said.

Young Steve will do the 50 km route with dad Mike while Brynne helps at the registration desk.

“The numbers are growing steadily,” said Saanich randonneur Steve Mahovlic. “We hope and half-expect to have 200 riders this year.”

The fee is nominal, $15 in advance and $20 at the time of the event. Visit randonneurs.bc.ca/victoria-populaire.html for more information. [email protected]

The West Coast contem-porary style of Large and Co.’s new 10-unit townhouse development, ParkView, will greet Saanich commuters as they follow Tillicum Road into Esquimalt.

“We went through a lot of consultation with Esqui-malt to ensure the building had the right look as you entered town,” said Earl Large, director of sales and marketing with Large and Co. “The landscape is designed to blend right into the historic Esquimalt Gorge Park.”

Large and Co. knew the previous owners of the 20,000 square foot property, a longstanding Esquimalt

family who contacted Large when they were ready to sell.

The result is a townhouse complex with higher grade than normal finishings.

Only one unit is sold to date. Prices range between $550,000 to $600,000, all with three bedrooms and about 1,800 to 1,925 square

feet, including the drive in garage.

“We decided to reduce from 12 to 10 suites, and broke it into buildings of two and three units each,” Large explained.

“There’s a walkup access on the park side without having to access from the street.”

Among the finishings is a gas line to the barbecue, dryer, range and oven, and an outlet for a gas heater on the deck, as well as the always popular in-floor radi-ant heating.

Fortis wasn’t in the area but Large and Co. convinced them to run in a new line.

“As we are watching

hydro costs go off the scale, gas is low, it’s 30 per cent the cost,” Large said. “We wanted it to be an eco-nomic place to live, and in-floor radiant is the healthi-est.”

Large said the stale mar-ket isn’t a concern. They built their Camden Green to much success during the

market recession five years ago. He says it was the geo thermal and in-floor radiant heating that brought people to it.

“When people consider the units they’ll see continu-ing and growing value, you can only do that if it’s a little different, a little better qual-ity.”

A furnished display unit will be available by mid-April.

Large believes ParkView might be the first develop-ment in Canada to install an electric car charger in every unit.

Hard hat tours are cur-rently underway on Satur-days and Sundays at noon.

ParkView is Leed certi-fied. The Harbour Ferry actually stops 100 feet from the Park View in the Gorge Waterway and has direct access to 11.65 hectares of playgrounds, gardens, path-ways and beaches. Visit largeandco.com for more.
