the Safer Swansea Partnership To raise awareness of the Present work of
the Safer Swansea Partnership To enable the audience to provide feedback
to influence the content of the Future Safer Swansea Strategy 2011-2014

Crime & Disorder Act 1998
Established Community Safety Partnerships Established Youth Offending Teams Brought in ASBOs Section 17 provided a legal duty on the Local
Authority to carry out its functions with due regard to the need to prevent crime and disorder
Police & Crime Act 2009 Make CSPs Responsible Bodies For Reducing Reoffending
Strategic priorities 2008 - 2011 Far wider consultation, not only with Partner
Agencies but with voluntary groups and local councillors

Alcohol and Drugs 2008 - 2011 Reduce harm caused by alcohol and drugs Improve treatment services and support to
reduce drug overdoses To undertake enforcement operations against
organised crime groups who bring drugs into the City
Anti Social Behaviour 2008-2011 Reduce ASB in the communities To coordinate information more effectively to
improve the way Safer Swansea tackles ASB Understand different strands and perceptions
of ASB Improving action to deal with ASB
Protecting the Public 2008 - 2011 Protecting people from serious crimes, offenders
and hazards Giving the most vulnerable, including children,
elderly or disabled people the protection they need Supporting and protecting victims from hate crime Carefully managing offenders Maintaining community safety by reducing the risks
posed by international terrorism Improving road safety

Comparing last 2 years there were 3,779 less victims in 09/10 v 08/09

37% Reduction in Crime in last 7 years Comparing last 5 years there were 5,860 less
victims in 2009/2010 than in 2004/2005 Recently detection rates have also increased
significantly by some 7.3%
Youth Offending Bureau
The All Wales Youth Offending Strategy(2004):
“… there is no contradiction between protecting the welfare of young people in trouble and the prevention of offending and re-offending … young people should be treated as children first and offenders second...”

2008/9 274 YP First Time Entrants into CJS 2009/10 153 a fall of 44% IN FTEs
2008/9 119 YP offended after a pre Court Disposal 2009/10 26 YP only re-offended a fall of 78%
2008/9 52 out of 119 YP receiving a traditional CJ pre Court Disposal re-offended..44%
2009/10 only 3 out of 135 YP receiving the new NCJ disposals re-offended..2%
SMAT Successes
April 2010 - Abertawe Alcohol & Drug Assessment Service (AADAS) - provides a comprehensive assessment and initial care plan
The Place - the only under 18 direct access substance misuse assessment and treatment Service in Wales
October 20010 - PARIS rollout all substance misuse agencies (Social services and MH) in Swansea are now fully linked via the computerised management system
August 2010 SMATS performance and management unit moved into the Partnership Office at Cockett Police Station
Tough Choices
Testing on arrest for Acquisitive crime Last year 200 tests a month in Swansea 45% positive (35% Cardiff) 1064 Positive tests in Swansea 73% opiates
(50% Cardiff) 18 people tested positive 6 or more times 129 live cases a month this year 54 completed de-tox programme April 2011 Specialist Drugs Courts
Integrated Offender Management Generally at any one time over half of
Swansea’s PPO population will be in Prison Presently widening PPO cohort into an IOM
cohort Working with probation and other CJ
agencies to enforce sentences more effectively
Work under DCJG commenced across Swansea, Neath and Port Talbot
Anti Social Behaviour
Enhanced Team and Processes Victims, particularly Vulnerable a Priority Victim Champion appointed Managing some 300 incidents a month (from
90) …..to effectively identify Victims, hot spots and offenders

Conclusion
Strategic Assessment, scanning and engagement demonstrates the 2008-11 Safer Swansea Strategy is generally fit for purpose
