PREFACE

Stena Drilling Limited’s philosophies regarding Quality, Health, Safety and the Environment are embodied in Policy Statements, which are regularly reviewed and endorsed by the Managing Director. These Policies are made known to all employees and others who may be affected by our activities.

The Management and Supervisors of the Company will show leadership and commitment to QHSE by:-

• Allocating the necessary resources for QHSE Matters• Participating in the QHSE Management process at all stages of operations• Putting QHSE first on the agenda at meetings• Setting personal examples in day to day work as per their individual commitments• Recognising performance and achievements in QHSE• Participating in site visits, QHSE Audits and Inspections

Stena Drilling Limited currently operates in several countries and presently employs approximately 700 personnel. These employees are our most important resource.

Stena Drilling Limited has a zero tolerance towards unsafe acts or conditions. In order to reach the zero target we depend on continuous improvement and on motivated managers and staff who care for each other through safe behaviour.

In order to realise this, we must do the job right the first time round, every time.

Through the Stena Drilling Safe Behaviour Programme we shall continuously communicate the Company’s commitment to Safety to the individual and the environment. Despite experiencing a number of undesirable incidents during 2006 we are confident that the use of the Safe Behaviour Programme in conjunction with the tools identified below will result in a considerable improvement in our QHSE performance for 2007.

Message from the Managing Director

Sometimes we observe safe behaviour, at other times we observe unsafe behaviour. What many of us find difficult is to act on the observations we make. If any of us observes unsafe behaviour we are obliged to stop and provide guidance to the person in question. In my opinion, it is equally important that, when we observe safe behaviour, we stop and give positive feedback to the persons seen to act safely. Only through constructive feedback and guidance on safe behaviour can a positive safety culture be achieved.

Planning Tools :

The Risk Assessment is seen as the cornerstone of the foundation upon which the Stena Drilling Management System is based. The revised Risk Assessment with the combined Toolbox Talk actively encourages communication during the planning stage.

The Pre-Job Plan lends itself to communication and is to be used during the planning of all routine jobs, whether working alone or together with others. The Pre Job Plan, with its checkpoints, is designed to help ensure your everyday safety.

Lifting activities are recognised as hazardous operations and the Lifting Plan, which combines a Risk Assessment, is the method to be used to communicate potential hazards and mitigating factors to all those involved in the task.

Time out for Safety (TOFS) opportunities shall be identified during the planning process and TOFS shall either be planned or their trigger points documented to allow individuals the juncture whereby they are authorised to request a TOFS.

Remember, caring for others is what it is all about and that it is up to you and me.

QHSE key performance indicators for 2007

Stena Drilling recognises monitoring of KPI’s as an effective system to allow Management to be better placed to make a judgement on areas of concern and allocate appropriate resources.

The following QHSE objectives have been identified for 2007:

Quality :- Customer satisfaction (scale 1 - 5) < 3- Non Production Time < 2%

Health :- Sick leave 20% reduction from 2006- Long term goal < 4%

Environment :- Zero discharge greater than ‘Low’ criteria on Stena Drilling matrix- Certification of ISO 14001 environmental management on 2 further units

Safety :- Lost time Incident /FTL Zero

- Total recordable incident frequency < 4.5 Including FTL, LTI, RWC, MTO

- Serious incidents as categorised on Stena Drilling matrix Zero

- Recordable Dropped Objects 50% reduction from 2006

Special Global Focus Areas in 2007

Quality:- Development of Stena Drilling Electronic Management System

- Introduction, awareness and training of workforce in the Management System

- A Management Review of the System shall be conducted and documented

Health / Individual:- Focus on medical protocols to ensure best practice is available

- Monitor Occupational Health Surveys conducted throughout the fleet

Environment:- Increase environmental awareness among our employees through information campaigns

- Utilise the increased awareness in the achievement of ISO 14001 certification

Safety:- Stena Drilling Safe Behaviour Programme shall continue throughout 2007

- The standards for order and cleanliness shall be raised in all areas offshore and onshore Illustration of “best standards” in all areas by use of photographs Inspections are to be carried out regularly to check compliance with “best standards”

- Workshops targeting crew supervisors shall be held onshore

- A specialised workplace safety coach will visit the rigs to monitor and assist in ensuring a standard of deck operation acceptable to Stena Drilling is maintained

- External Safety Coaches shall be utilised offshore to observe, advise and assist in the development of a positive safety culture

Personal Responsibility

Stena Drilling accept that its personnel are their main asset and recognise the impact that the individual can make upon the QHSE issues within the Company. The individual’s behaviour influences everybody’s safety and working environment, both onshore and offshore as well as during time off.

In recognition of this Stena Drilling expect all employees to make the following commitment.

In 2007 I will take responsibility for my own safety by:

- Doing the job right the first time and every time- React to and report incidents, unsafe behaviour and dangerous conditions- Follow rules and procedures- Adhere to the Safe Behaviour Programme- Use the Stena Drilling Pre Job Plan for routine activities- If involved in Lifting Activities utilise the Stena Drilling Lifting Plan to manage the task- Actively use the Stena Drilling Safety Training Observation Programme (STOP)

Success Through Communication

Stena Drilling recognises that effective communication is essential to the attainment of success

Our success is demonstrated by the absence of injurious incidents and occupational illness and achievement of the KPIs

All activities undertaken in 2007 will involve and promote effective communication
