INTRODUCTION / OVERVIEW The primary purpose of the St. Amant High School Technology Plan is to provide the

framework for improving student performance and enhance the teaching and learning process

through the effective use of technology. Technology is defined as a “tool” utilized by both

students and teachers to improve learning and instruction. “Instructional technology is

generally recognized as a powerful means to boost student achievement” (Critical Issue:

Technology: A Catalyst for Teaching and Learning in the Classroom; Lulik, 2002; Waxman,

Connell, & Gray, 2002). Students today must be empowered through the use of technology

to think more critically, communicate more creatively and solve problems more analytically

with real world solutions. In an article entitled “Real-World Academies” (Scholastic

Administrator, January 2007 by Dawn McMullan), Angela Reiher, Assistant Principal, states

“If we’re not teaching what’s in the world, it doesn’t make sense.” In order to facilitate

school and curricular improvements and provide students with the needed skills and

competencies, a comprehensive information technology infrastructure is essential. “For

technology to work, curriculum and instructional methods need to be expanded to match the

variety and rich learning options that these technologies are making possible” Technology: A

Catalyst for Teaching and Learning in the Classroom; Lulik, 2002; Waxman, Connell, &

Gray, 2002; Gilbert Valdez, Ph.D., Director of North Central Regional Technology in

Education Consortium)

The St. Amant High School Instruction Technology Committee, principals, and

stakeholders believe that the following plan will enable all St. Amant High School students to

access and use technology to improve their productivity and gain the skills necessary to

become contributing members of their community and life-long learners able to solve real-

world problems. This plan will guide the application of funds from various sources (local,

state, federal, IDEA, Title I, EETT, Vocational, Carl Perkins, Ascension Fund, 8g, School to

Work, E-Rate, etc.) through the process of upgrading technology at all levels. The plan

includes:

! Networked workstations (multimedia desktop) and wireless notebook computers supporting projection displays, digital imaging devices, and color printers continue to be installed and replaced according to an obsolescence schedule and school technology plans.

! The local area network (LAN) in place at each school and administrative site has

been expanded to include workstations and wireless mobile computing.

! The wide area network (WAN) linking all schools and administrative sites has been restructured with higher bandwidth fiber optic technology.

! Professional development opportunities for administrators and teachers are based

on the INTECH model and consistent with the St. Amant High School Comprehensive Curriculum, GLE’s, and the recently released Common Core State Standards.

! Internet access is accessible to students, teachers, and administrators through web site, content, and E-Mail filters within the district Internet Authorized Use Policy.

! PreK-12 electronic resources are available via the Internet and funded by the

state; yearly subscriptions to LPB CyberChannel (United Streaming video content, available via the Internet and funded by a grant and/or the parish; and other application software (MS Office, iWork, Gaggle.net, and others) available on networked PC’s and laptops

! The St. Amant High School Public Schools district web site has been enhanced to

enable students, teachers, schools, and departments to build and maintain their own web pages through a web-authoring system and a district portal presence that is constantly being enhanced to meet the needs of all stakeholders.

! Instructional courseware, Plato Learning Software, READ 180, Study Island, FasttMath, ALEKS, NetTrekker, and others are upgraded yearly with district wide incorporation into the curriculum and the GLE’s (Grade Level Expectations).

! Community and parental access to student data, teachers, school administrators, and district information is maintained and supported via the Internet and parish web pages and District Portal.

! Student management information systems have been enhanced to conform to new state and federal reporting requirements and allow better communication with stakeholders.

! ! Technology infrastructure, maintenance, repair, and operation will be improved

through the application of more effective and comprehensive policies, procedures, help desk software, and technology staff development initiatives.

St. Amant High School Technology Plan (The following Mission, Tag Line, Vision and Beliefs have been adopted school-wide: teachers, administrators, students, parents etc. and can also be found in the SACS (Southern Association of Colleges and Schools) Accreditation Self-Study.

MISSION STATEMENT

The mission of the St. Amant High School School System is to provide each student the high-quality education necessary to succeed in an ever-changing world.

VISION To increase student achievement, St. Amant High School School will partner with students and their families, business and industry, and the community to provide an exemplary education with rigorous standards. It is our vision that:

BELIEFS • All stakeholders—the school system, students and their families, business

Technology Status

The St. Amant High School System, in alignment with business and community, envisions a

life-long learning environment in which the tools of technology support teaching and learning

in all areas for all St. Amant High School students and serve as a catalyst for instructional

reform. In order to accomplish this vision, we will strive to maintain and enhance the

following technology infrastructure:

School/Campus LAN: A single campus-wide Local Area Network (LAN) at the school with gateways to and from the district Wide Area Network (WAN), the Internet, and other external networks, to provide file transfer services, electronic mail (e-mail) services and the Internet, and security to support instructional, student management, and administrative applications.

Classroom Instructional Systems: As of December 2012, all instructional classrooms include:

• At least one networked computer with CD and/or DVD drive, printer, ceiling mounted projector, Elmo or Smart document camera, Smart board or some interactive whiteboard, network laser printer, furniture, and software for instructional management, Internet access, e-mail, electronic grading, and curriculum support

• Access to graphing calculators, probes, scanners, Document scanners, digital still and movie cameras, and other appropriate educational technologies

• All networked classroom and lab computers, as well as wireless laptops, have access to Microsoft Office applications, Publisher, Plato Learning Software, and other software applications (Inspiration, Kidspiration, Graph Club, Timeliner, Accelerated Reader/Math, ACT Prep software, etc.) correlated to the GLE’s (Grade Level Expectations)

• PreK-12 educational resources such as NetTrekker, World Book, LPB CyberChannel (United Streaming) video correlated to standards and GLE

Labs: Wireless (Mobile) and Stationary: As of December 2012. Approximately one third of our students will have a one-to-one laptop computer. Also, St. Amant High School will have access to approximately 10 mobile labs for the entire school’s use. Additional equipment includes printers, instructional management and curriculum support software, projection system, furniture, scanner, and digital cameras that are available for student instruction, training, and/or lab activities. Some of the schools have as many as 5 – 7 acquired through local, special education, and grant funding. Wireless access is available at all schools and is being expanded to the entire campus at each site.

Student/Teacher Access: At least one presentation system is housed in every instructional classroom. i.e., networked, instructional computer systems, which supports core curriculum subjects in approximately 1500 classrooms in the district. It is the vision of the school to provide eventually one computing device for every student with permanent wireless access.

Administrative Support Systems: Administrators, faculty, guidance counselors, ISSP, Special Education, secretaries, cafeteria workers, etc. presently have access to networked computers, printers, and software for financial accounting, student management, work order entry, student data, purchasing, etc. The HORIZON system provides formative and summative assessment for students, teachers, and administrators to use to help student achievement. The district is beginning to create a data-warehouse of student assessment and demographic data to help teachers identify student strengths and weaknesses.

St. Amant High School has an Instructional Technology Committee that meets annually

(or as needed) to discuss technology issues/needs, make recommendations to the school,

evaluate instructional software, etc. The committee is comprised of administrators, teachers,

business representatives, and students. The members of the Instruction Technology

Committee fully support the Tag Line and Beliefs and envision technology as a means of

facilitating and maintaining this mission. Therefore, the St. Amant High School System, in

alignment with business and community representatives, is committed to the task of

providing equitable access for all students to appropriate educational technologies. The

following outcomes are expected with the maintenance of this Technology Plan:

• Students will utilize technology on a daily basis to expand, reinforce, or extend basic skills, as well as engage in more problem solving, critical thinking, and active learning

• Students will acquire the knowledge and skills necessary for lifelong learning; • Students will be able to access information, retrieve data, analyze problems, and

evaluate outcomes • Students will be able to search, select, and utilize a variety of resources - via the

Internet; • Teachers will be able to plan and deliver lessons on the computer; • Teachers will be given the opportunity to grow professionally through staff

development initiatives (including on-line learning opportunities) • The school system will continue to work cooperatively in partnership with parents,

business, and community leaders to provide quality educational experiences

OVERARCHING GOAL:

In alignment with business and community, all St. Amant High School educators and learners will benefit from technology-rich environments that support student achievement and produce life long learners able to succeed in an information society.

Action Steps 1: Strengthen Leadership Leaders at all levels will support systemic change through transformational leadership while monitoring effective use of instructional technology that supports standards-based school improvement efforts. Current Status:

1. All administrators and teachers are given the opportunity to participate in professional development at the state, regional, or district level (La. Educators Leaders Network, LEADTech, Educational Leadership Induction Program, etc.).

2. Every administrator and teacher in the school has access to the latest

technology including wireless laptops and desktop computers. 3. Aspiring educators, who possess the desire to become administrators,

apply for and may be selected to participate in the Ascension Parish Administrative Internship Program.

4. The entire freshmen academy is currently a 1:1 program and the honors

10th graders are also 1:1.

5. There are 11 mobile labs and 2 computer classrooms available to increase the technology available in the non 1:1 classrooms.

Strategies: Action Step 1: Strengthen Leadership

1. Provide funding and technology support for teachers and administrators to enable participation in ongoing professional development activities such as, but not limited to, district Professional Development Days (2), LEADTech, Educational Leadership Induction Program, LA LEADS, LACUE, etc. as evidenced by district records of attendance at training sessions on the state, regional, or district levels.

2. Provide each administrator and teacher with up-to-date technology (wireless

laptops, hand held devices, paperless environments) and remote access to databases and software to ensure its effective use.

3. Conduct a technology needs assessment each school year and establish a plan for

technology professional development for administrators and teachers. 4. Encourage all administrators to have a basic understanding of accessible

technology and universal design principles and their impact on instructional practice.

5. Continue to provide for a plan to systematically update equipment to keep pace

with the changing world of technology. 6. Continue to include an indicator that monitors and evaluates not only the use of

classroom technology but curriculum integration with technology on required observations, evaluations, or walkthrough district forms.

7. Continue to improve the use of teacher web-based pages that include homework,

weekly content focus of instruction, parent resources to help support curriculum, student products, and other appropriate information through Blackboard and/or alternative resources.

8. Continue the utilization of technology-based applications for maintaining and

reporting student grades, attendance records, scheduling, and other necessary record keeping.

9. Continue to address the integration of technology as a component in the school

improvement plan (or include the information as an addendum to the plan) which supports both the district and state technology plan.

10. Continue to seek all possible alternative sources of funding through strategic

partnering of all stakeholders and projects at the district/school level.

Action Step 2: Improve Teacher Training Teachers will participate in effective professional development to ensure that technology and other educational resources available in schools are being used to enhance student learning.

Current Status: • St. Amant High School Teacher Coaches, one at each school site in the

district, provide curriculum and technology support for teachers to improve student achievement.

• Teachers have an opportunity to attend local INTECH (Integrating

Technology Into the Curriculum) training and receive “Tech Points” to attend after school and/or on Saturday. Stipends for instructors are paid from grant funds and General Funds (EETT – Enhancing Ed. Through Technology)

• The Louisiana Educational Leaders Network builds the administrative and

instructional skills of teacher leaders, new principals, mentors and veteran administrators through a series of coordinated programs.

• Information is disseminated throughout the district concerning INTECH

and online learning opportunities at the local, state, regional, and district levels.

• The APSB partners with LACUE to provide a teacher-centered conference

on student-centered technology use. • Teachers attend two mandated professional development days sponsored

by the district that address the implementation of the St. Amant High School Comprehensive Curriculum throughout grades PreK-12.

• All teachers in St. Amant High School currently have access to

instructional /administrative software / applications that enable them to integrate technology into the Comprehensive Curriculum and perform administrative tasks efficiently, i.e., INTECH applications (Inspiration, Kidspiration, Timeliner, Graph Club), PLATO software correlated to the GLE’s, electronic gradebook, lesson plan template, e-mail, Office applications, etc.

• All teachers in St. Amant High School have access to K-12 online

resources, including but not limited to World Book, Edline, ASPIRE, Gaggle.net, LPB CyberChannel, Making Connections, etc.

Strategies: Action Step 2: Improve Teacher Training

1. Provide technical troubleshooting training for teachers, i.e., system operators

and technology specialists in order to keep abreast of the latest network functions and instructional practices.

2. Provide an enhanced and work-flow based trouble ticketing system to ease the

reporting and solution of issues. 3. Coordinate and communicate all available resources in alignment with school

technology plans (both current and future). 4. Include a technology training component in the new teacher orientation and

training sessions, i.e., Horizon, PowerTeacher, Blackboard, process-folios, online resources, network procedures and practices, etc.

5. Continue to allocate and generate sufficient funds and resources for

professional development and technology support personnel. 6. Provide opportunities for all teachers to enhance their educational technology

knowledge and skills by developing and providing access to professional development programs such as, but not limited to INTECH, funding stipends and substitutes with available EETT grant allocations, and providing travel assistance to and from conferences.

7. Require all teachers to complete appropriate technology integration training(s)

to become technology proficient by 2014. 8. Continue to include components of effective technology integration in the

development of lesson plans.

9. Continue to utilize a technology strand for teacher/administrator evaluations in line with Louisiana Components of Effective Teaching so that technology becomes a seamless part of daily classroom teaching and learning.

10. Continue daily / weekly grade-level planning sessions to include activities that

address the integration of technology into the curriculum. 11. Continue to share regular email messages about sound educational websites,

technology lesson plans and resources, and instructional tools.

12. Encourage teachers to create technology connected lesson plans and submit them to the state Making Connections website, regional home page, and district web page.

13. Provide access to various levels of technology lesson plans and instructional resources (beginner to advanced) within the school.

14. Continue to include a Technology Liaison to serve as a member of the school improvement committee.

15. Continue to encourage teachers to develop web pages on the parish adopted

Blackboard resource in order to establish and maintain better lines of communication between school and home.

16. Recommend and support school level participation in professional

organizations (i.e., LACUE, NECC, ISTE, CoSN (Chief Officers of School Networks) by providing financial assistance to staff, such as through grants, school budgets, etc.

Action Step 3: Support E-Learning and Virtual Schools In the past five years there has been significant growth in organized online instruction (E-learning) and “virtual” schools, making it possible for students at all levels to receive high quality supplemental courses or full courses of instruction personalized to their needs. Traditional schools are turning to these services to expand opportunities and choices for students and professional development for teachers. Current Status:

• The Louisiana Virtual School (LVS) provides access to high quality teachers and courses for students across the state. St. Amant High School encourages students in grades 9-12 to consider the Louisiana Virtual School courses as an option for enrolling in courses not provided by the school’s master schedule.

• St. Amant High School students can now access courses not offered

within a school’s curriculum but required for the Louisiana TOPS Opportunity Scholarship core curriculum through the Louisiana Virtual High School (LVS) and through District Video Conferencing of the course from a school that does offer it.

• St. Amant High School’s technology coordinator and school administrators

attend informational meetings at the Division of Leadership and technology concerning LVS.

• St. Amant High School students can now access Louisiana’s E-Portal, a

state-of-the-art online career, college and work planning guide. E-Portal is a one-stop shop for complete education and career exploration information.

• Online professional development courses are offered through St. Amant

High School’s faculty and support personnel.

• Additional online learning courses are offered by DLT (Division of Leadership and Technology), and include Proficiency Express, GLEEM (Grade Level Expectations Educational Model), Effective Instructional Technology (EIT), and Bridging the Gap – Universal Designs for Learning.

Strategies: Action Step 3: Support E-Learning and Virtual School

• Inform school administrators, teachers, and students of e-learning opportunities provided for them by the district and state.

• Allocate federal, state and local funds and resources for e-learning.

• Disseminate LVS information and promote the enrollment of students in

the Louisiana Virtual School. • Offer low-income students the opportunity to have AP exam fees

reimbursed through the Advanced Placement Test Fee Reimbursement Program.

• Create e-learning opportunities that support goals and benchmarks

provided by the state, district, and local levels. • Allocate sufficient funds and resources for high quality professional

development and technology support personnel for training personnel in using and creating e-learning opportunities and resources.

• Encourage teachers and principals to participate in state initiatives that

provide e-learning experiences. • Provide after-hour access to technology resources.

• Offer incentives to teachers and administrators to complete e-learning

classes or workshops.

• Provide every 9-12 student the opportunity to enroll in online courses. • Give students the opportunity to expand learning opportunities by offering

e-learning courses that help prepare them for high stakes testing (i.e., LEAP and GEE) and college placement testing (i.e. ACT).

Action Step 4: Encourage Improved Access and Technology Usage Most public schools, colleges and universities now have access to high-speed, high-capacity hardware, software, and broadband communications. However, improved access, usage and integrated, interoperable data systems that are current and well-maintained could empower educators to transform teaching. Current Status:

• St. Amant High School has a student to networked computer ratio of 4:1.

• 100% of St. Amant High School classrooms have Internet access, a presentation system which includes a networked PC (or several Internet connected workstations), projection system, and printer.

• 100% of St. Amant High School classrooms have access to stationery

labs (25 to 30 workstations, in addition to multiple 30-station wireless mobile labs.

• All students, regular and special education, have access to age

appropriate software correlated to the GLE’s, Internet applications to support the district and schools technology plan and School Improvement Plan activities, such as, conducting research, solving real-world problems, analyzing data, etc.

• All teachers and students have access to K-12 online resources that

include but are not limited to World Book, EBSCO, LPB CyberChannel (United Streaming Videos).

• Teachers and administrators in St. Amant High School are informed about

professional development training opportunities such as INTECH and LEADTECH with stipends (provided by the Enhancing Education Through Technology Grant) offered to teachers who complete the requirements of the course.

• The St. Amant High School library is fully automated and have at least 25

Internet connected workstations for accessing online resources, research data, etc.

• St. Amant High has a Teacher Coach (for curriculum support), a system

operator (SysOp) for technology troubleshooting, and a district assigned technician to maintain PC operations and the network.

• A committee is in the process of exploring integrated data systems that

will provide educators with access to (1) school performance data and analysis tools, (2) different types of student-level data, and (3) resources to assist in the analysis and use of data.

• Bond issues were passed recently to provide monies for technology improvements. Strategic planning each year ensures adequate funding for technology.

• St. Amant High School has a Technology Acceptable Use Policy in place

that addresses online safety, fair use, intellectual property, and privacy issues.

Strategies: Action Step 4: Encourage Improved Access and Technology Usage • Seek funding for Technology Specialists for each school to assist with

technology components for the comprehensive curriculum, serve as School System Operator and software application specialist.

• Encourage expansion of Blackboard as a means of communication between

the teacher and parents • Continue to support school system budgeted line items for technology

bandwidth and infrastructure. • Seek federal, state and corporate grant funding for technology where

available.

Appendix A NEEDS ASSESSMENT SUMMARY

STRENGTHS WEAKNESSES

• SmartBoards (PC, projector, printer) with Internet access, electronic gradebook, e-mail, instructional and assessment software in all classrooms.

• Equipment upgrades (classrooms and labs) is progressing as quickly as possible, i.e., new Dell PC’s, at least 6 or more wireless, Dell projectors. Coordination of local and special education funding have provided access to numerous wireless mobile labs.

• Ongoing support from the district.

• A Technology Committee comprised of members of the school board, a Strategic Planning Committee, and an Instruction Technology Committee meets annually to assess the needs of the parish.

• The need for additional technicians to ensure proper maintenance of equipment and resolution of problems (troubleshooting)

• Recurring funding for

maintaining appropriate bandwidth to keep up with the demand

home and school has resulted from the implementation of Blackboard. Parents can access classroom information and student grades via the APSB website with links to all schools.

• Provide the opportunity for teachers to be able to access Plato courseware from home in order to adequately plan lessons and learning paths.

• A data management system is

needed to provide teachers with a summary of student progress in order to meet accountability requirements and plan adequately for student learning, preparation for achievement tests, and state mandates.

• All users (students and teachers) have a wealth of web resources available to them including World Book and LPB CyberChannel (United Streaming) video resources provided by the district (EETT and local funding). These resources are correlated to the GLE’s.

• Correlation of library resources (books, journals, printed material, etc.) with the GLE’s and the APCC is an ongoing effort. A committee of librarians and teachers across the parish are addressing this need.
