TheoriginalSt.LouisChapterAreaestablishedbyChapterandStateSocietyboardactionin1947included: St.LouisCityandfourMissouricounties(St.Louis,St.Charles,Warren,andJefferson). ThecurrentSt.LouisChapterareaisunchanged.
SubstantialMSPEmembershipexistedintheSt.Louisareaforabout10yearspriortothefoundingdateoftheChapterin1947.St.Louisleadershipintheengineeringprofessionenthusiasticallysupportedregistrationofengineersasmandatedby theStateRegistrationLawenacted in1941by theMissouriGeneralAssembly.
St.LouisChaptermembershavemetjointlyovertheyearswiththeEngineers’ClubofSt.LouisandnumerousmajorengineeringorganizationsinSt.Louis.Jointmeetingsheldannuallywiththesegroupswere a great benefit to the engineering profession and the general public. St. Louis was widelyrecognizedasamajorengineeringcenterintheUnitedStates.
St.LouisengineeringfirmshavedesignednumerousoutstandingengineeringachievementsintheSt.Louisareaandelsewhere in thenation,and, inmany foreigncountries. Manyof thesehavereceivednationalandworldwiderecognition.
TheSt.LouisChapterAuxiliaryisoutstanding.In1986thisladies’groupwashighlyhonoredforitsaccomplishmentsbybeingselectedbyNSPEastheChampionAuxiliaryinthenation. Also,thegroupwasnamedRegionalChampion,anareaconsistingof:theDakotas,Minnesota,Iowa,Nebraska,Kansas,andMissouri.ThebasisforthishighrankingandrecognitionistheAuxiliary’smanyyearsofawardingsubstantialengineeringscholarshipstoworthycollegestudents,and,forthecollectionofallfundsusedforthispurpose.

TREASURER
TheTreasurer shall collect, record,bankandaccount forallduesandmoniesof theChapterandEducation Foundation, and shall make such disbursements as are authorized by the ExecutiveCommittee.Attheendoftheadministrativeyear,theTreasurershallprepareastatementofreceiptsanddisbursements, prepare the IRS income tax return, and submit thebooks and records to theFinanceCommittee; at the expiration of his or her term of office, theTreasurer shall turn over to his or hersuccessorallChaptermonies,recordsanddocuments,takingreceipttherefore.
DUTIES
MakesurethatcorrectaccountingproceduresareusedforthereceiptanddepositofallmoniesremittedtotheChapterandfortherecordingofsuchdepositsinthebooksofaccount.Keepanitemizedaccountofallreceiptsanddisbursements.
Makesurea commercialaccount(s) ismaintained inestablishedbankingorother facilitiesasapprovedbythechapterofficersforthedepositofallfunds.
MakesurealldisbursementsoffundsaremadebybankcheckshonoredwiththesignatureoftheTreasurerand/oroneotherofficer.
Beresponsibleforbudgetexecution.Regularlyreviewthestatusofeachelementofexpenseandthe total operating budget to assure that the goals establishedby the ChapterOfficers in theoperatingbudgetwillbeattained.
Presentadetailedfinancialreportateachchaptermeeting.Maintainacompleteandadequateaccountingrecordwhichcanindicateanup‐to‐datefinancialpositionofthechapteratvirtuallyanytime.Eachexpenditure,disbursement,orpaymentmadeshallberecordedasan"elementofexpense,""expenseclassification,""expenselineitem,"orsimilarlisting,whichcorrespondstoalistingontheapprovedoperatingbudget.
Preparetheannualoperationsbudget.Requestsforfundingforeachoftheelementsofexpenseanticipatedshouldbesolicitedfromthepersonsresponsiblefortheactivity,wellinadvanceofthe timeofbudgetpreparation. Analysisof incomeandexpendituresand their impact in thefinancial condition of the Chapter shall be performed and the conclusions transmitted to theChaptermembershipduringitsdeliberationstoadoptanoperatingbudget.

Assist the President, as requested, in the preparation of the agenda for eachmeeting of theChapter.
Makesureanotice ispreparedandmailedforeachmeetingespeciallytoallpersonswhoareexpectedtoparticipateinthemeeting(guestspeakers,VIP'setc.).
Arrangetohavetheagendaforthecurrentmeetingavailableashandout.
Oversee the recording, in the form of meeting minutes, all actions taken at meetings of theChapter andat suchothermeetings as theSecretaryattends inhis/herpositionas recordingofficer.Copiesofallminutesshouldbesent,assoonaspossibleafterthemeetingtomemberspresentandwellinadvanceofthenextscheduledmeetingofthebodyconcerned.
See that an open file of communications ismaintained and submitted at themeetings of theChapterforreviewand/oraction.Thechapterboard'sdecisionswilloftenrequirefurtheractioninansweringindividuallettersorincommunicatingthewishesoftheChaptermanagementtocommitteechairsorothersentrustedwithresponsibilityforactivitiesinvolved.
WiththeMembershipcommitteeandMembershipDataBaseManager,maintainanup‐to‐dateroster of the chapter membership including names, addresses, phone numbers, e‐mails, andprofessionaltitles.

Beresponsibleforallactivitiesrelatingtoelections.Assurethatnominationsareproperlymadewithin the period allowed by the Articles of Acceptance and Bylaws, that proper notices ofelections,ballotsandlistsofcandidatesaresubmittedtothemembershipinaccordancewiththeArticlesofAcceptanceandBylawsoftheSociety. Assurethatallcandidatesforelectiveoffice,and all appointees, are members in good standing before candidates' names are offered forelectionorappointeesareannounced.Directtheactivitiesoftheteller'scommitteewhichmaybe appointed to tabulate and record the results of an election and certify the results of anyelection.

Asmanyofyouknow,DenisFessler,P.E.,andfellowmemberforMSPEfor40years,hadanaccidentin 1993 that left him completely paralyzed from the shoulders down. Having an extremely positiveapproachtolife,heandhiswife,Terri,continuetoliveintheirhomeofmanyyearsinBallwin,MO.Theirson,Michael,isaCaptainandB‐1pilotintheUSAF,anddaughter,Jennifer,willsooncompleteherPh.D.atUMCinAnimalParasitology.
Denisvalueshisengineeringbackgroundbecause through ithehasdesignedmodifications tohiselectricwheelchairandhomethatallowhimtobebothindependentandproductive. His electricwheelchair, controlledby a joystickheoperateswith his chin and a specially equipped van allowhim to bemobile, andactivelyparticipateinanumberofvolunteerorganizationslikeMSPE,theBoyScouts,andchurchgroups. Hedesigneda table thatattaches tohiswheelchairwhichholdsanarrayofremotecontrols,atelephony,anda16”long“stick”heholdsinhismouthtooperatetheremotes,pagethroughastack of papers or pages in a book, or type on his computer. A specialcomputer program allows him to dictate text through amicrophone forwritingassignmentsande‐mail. Withouthisengineeringbackground toperceive what might be possible and acquire the means to do it, hedefinitelywouldnotbeaswelloff.
Of course, family and friendsare invaluable– theyarehis armsandlegs.Agroupofmenfromhischurchalternateperformingdrivingdutiesandladiesfromhischurchbringandfeedhimlunchwhenhiswifeisawayatwork.Atattendantgethimoutofbedintothewheelchaireachmorningandreturnshimtobedatnight.
Having served as St. Louis Chapter President from 1990‐1991 andchairednumerouscommitteesattheChapter,State,andNationallevels,DeniscontinuestobeactivewiththeMSPEPEIAwardsProgramandhelpswithcommunicatingSt.LouisupcomingChapteractivitiestothemembership.Andheisproudoftheinitialsafterhisname:P.E.
