INTRODUCTIONThe Deposit Insurance Agency of the Russian Federation (DIA Russia) welcomes participants of the Asia-Pacific Regional Committee (APRC) of the International Association of Deposit Insurers (IADI):

The APRC technical Assistance Workshop, Technical Committee Meetings, 17th Annual General Meeting and International Conference , which are to be held from 25 till 27 June, 2019, in Saint-Petersburg, Russia.

This Information Guide contains general information about the activities, detailed information about administrative procedures for participation in the activities, and logistics. If you have any questions or need more information, please, contact the Organizing Committee.

The Workshop will cover practical appli-cations of IADI core principles, related to man-dates and powers of deposit insurers, as well as to a range of banking products subject to insurance coverage. On 26 June, the 17th Annual General Meeting of the IADI Asia-Pacific Regional Committee will be held. I am also pleased to invite you to participate in the International Conference “Deposit Insurance and Bank Liquidation: Standards, Best Practices and Innovations” on 27 June, 2019

At the conference a number of expert speakers and moderators from around the world will give their perspective of the deposit insurance sys-tems’ development and improvement, as well as global best practices and innovative solutions used in the course of liquidation proceedings will be presented.

In order to explore major attractions of the cultural capital of the Russian Federation (which Saint-Petersburg is reputed as), we offer a cultural program to our participants that I believe should prove interesting and informative.

Hotel Astoria opened in 1912. The complete reconstruction of the building was carried out in 1987 by the best Russian and Finnish specialists in the field of construction. Today it is one of the most famous hotels in St. Petersburg. It combines the refinement of a world-class hotel, and all the luxury of a five-star St. Petersburg hotel, and the national Russian character.

The Astoria Hotel is located in the very center of the city - on Bolshaya Morskaya Street, near Isaakievskaya Square, the Mariinsky Palace, Malaya Morskaya Street, and the embankment of the river Moika and Neva River. The main decoration of St. Isaac’s Square is the famous St. Isaac’s Cathedral, the domes of which are visible from the windows of the Astoria Hotel overlooking the square. Nowadays, at the Astoria

ACCREDITATION AND COMMUNICATION SPECIALISTS

Communications specialistsFor each delegation and participant a Communications Specialist will be assigned, which is a main contact person responsible for administrative and logistics questions at the stage of preparation of the event, as well as during the event. The names and contact details of communications specialists will be displayed in the personal account of the online registration system.

Online registration and accreditation

Online registration for events will open on April 2, 2019. All participants have to be properly registered on the online registration portal (http://reg. aprc2019.ru). The information provided about participants will be available only to a limited number of the Organizing Committee members. An email confirming successful online registration of each participant will be sent to the email address if the online registration process has been completed. If you are planning to bring a partner/spouse with you, please fill in the fields in the registration form for partner/spouse in your personal account. If you encounter any difficulties concerning registration procedure please feel free to contact the Communication Specialist at registration@aprc2019.ru Please keep necessary information at your account to obtain relevant supports from the Organizing Committee, including visa application.

Late online registrationTo register participants in the time agreed in advance by the Customer, you must contact the assigned communications specialist. To attend events, you must pre-register online on the site. All participants must be registered on the online registration portal (to be known later). You must have an accreditation badge with you to access the venue of the event.

ACCESS TO THE EVENT SITEEach participant will receive a badge at the accreditation desk located on the venue of the event at the Astoria Hotel. Additional information about the receipt of badges will be sent by the communications specialist prior to the event.

To collect a badge, the participant has to present an identity

document, passport or diplomatic card.

The participants can access the venue only with an accreditation badge.

INFORMATION FOR ARRIVING PARTICIPANTS

1) Check if you require a visa for entry to Russia

• The following pages provide information, and limitations, for citizens of those jurisdictions for which a visa is not required.

• If you are not a citizen of one of those jurisdictions, or do not satisfy the limitations, it is likely you will require a visa.

2) If a visa is required, check and record the location of your nearest

• Russian Consulate

• The list of Russia’s diplomatic representations can be found on the MFA website: http://www.mid.ru/en/press_service/social_accounts

• Without this information, the Ministry of Foreign Affairs of the Russian Federation will not be able to provide the foreign diplomatic missions of the Russian Federation with the necessary permission for issuing a visa.

3) During registration request a special invitation (required for a Russian visa)

• A special invitation is the starting point for obtaining a Russia visa, and may be requested during online registration for the event as it requires the involvement of Russian residents to create invitation vouchers.

• The special invitation request will require completion of the «Country of the Russian Embassy or Consulate, where you apply for visa» and

• The appropriate type of visa must be issued in order to enter the Russian Federation for business purposes.

• Common business visa (code 003) is issued on the basis of a business invitation, which in turn is formalized through two state structures: the Federal Migration Service (FMS) via which invitations are issued on an FMS form, as well as through the Ministry of Foreign Affairs of the Russian Federation (MFA) based on visa instructions (telexes) sent to the Russian consular offices abroad via internal communication channels.

• The time required to issue a business invitation varies from 1 to 30 days.

• Thus, please timely complete online registration on the website as indicated in this Information Guide

4) Visa application to the Participant’s local consulate office of the Russian Federation

• Upon completion of the process for requesting a Russian visa, each delegate will receive a confirmation email sent from the Organizing Committee with the permission number for the visa – a telex assigned individually to each participant by the Ministry of Foreign Affairs of the Russian Federation.

• After receiving this number, participants will be able to apply to the local consulate office of the Russian Federation in their country indicated in the previously specified Visa City box along with submitting all the necessary documents: the aforementioned confirmation email, the visa number telex, passport, application/ questionnaire to obtain a visa, and a photo.

5) Important notes and additional information

• Please keep in mind that the process of requesting a Russian visa shall begin only after online registration has been completed

• Additional information may be obtained at the local consular offices of the Russian Federation in the participant’s country. The contact information of diplomatic missions is indicated on the MFA website: http://www.mid.ru/adresa-i-internet-adresa-zagranpredstavitelstv- mid-rossii.

• In order to receive visa support, the event participants need to complete online registration no later than May 25, 2019

• Event organizers cannot guarantee that a participant will receive a visa, even if the above procedures have been followed.

Kazakhstan No more than 90 days from the time of the border crossing.

Kyrgyzstan No more than 90 days from the time of the border crossing.

Macedonia No more than 30 days for tourists and no more than 90 days for business purposes. Originalinvitation certifed by the competent authority required for entry.

Moldova Visa-free entry to Russia for a period of no more than 90 days.

Montenegro Visa-free entry to Russia for a period of no more than 90 days. Entry based on original invitation.

Nicaragua Visa-free entry to Russia for a period of no more than 90 days. Total period of visa-free stayover 180 days must not exceed 90 days in each period. Original invitation required.

Peru Visa-free entry to Russia for a period of no more than 90 days. Total period of visa-free stayover 180 days must not exceed 90 days in each period. Original invitation required.

Republic ofKorea

Entry to the Russian Federation for a period not exceeding 60 days. Total stay in the RussianFederation over 180 days must not exceed 90 days.

Serbia Visa-free entry to Russia for no more than 30 days for owners of biometric passports issuedafter 8 April 2008.

Tajikistan Visa-free entry to Russia for a period of no more than 90 days.

Thailand Visa-free entry to Russia for a period of no more than 30 days. Original invitation required.

Turkey Visa-free entry to Russia for a period of no more than 30 days. Visa must be issued for stayin the Russian Federation exceeding 30 days.

Uruguay Total period of stay over 180 days must not exceed 90 days (180-day period is countedfrom the time of entry into the Russian Federation).

Uzbekistan Visa-free entry to Russia for a period of no more than 90 days..

Luggage and items prohibited for transportationAirlines operating in the Russian Federation strictly regulate restrictions on the size and weight of baggage. Participants are advised to familiarize themselves with the rules of air transportation on the airline’s website in order to avoid additional costs. In the check-in area, passengers can use the baggage packing service.

In addition to this, for safety reasons, some items and substances are prohibited for transportation on board for the safety of passengers. The amount of liquid in hand luggage may also be limited.

TRANSPORTATION SUPPORTInformation desks will be organized for participants in Pulkovo International airport. • State Hermitage

The largest museum in Russia, which, along with the Spanish Prado, Paris Louvre and the Vatican museums is included in the list of the most outstanding and valuable collections of works of art in the world. Hermitage expositions occupy 6 buildings, about 3 million exhibits are stored here. The real pride of the museum is the building of the Winter Palace, where the residence of the royal family was located. This magnificent complex was built by Bartolomeo Rastrelli in the style of “Elizabethan Baroque”.

Palace Square

The main square of St. Petersburg, is located in front of the Winter Palace. Its size is almost twice the capital Red Square. An architectural ensemble with ideal geometric proportions was built in the XVIII-XIX centuries. In the middle of the square there is the monumental Alexandrian column, which is dedicated to the victory of the Russian Empire over Napoleon’s army. The column was erected by decree of Nicholas I.

• Main Admiralty Building

is a construction on the banks of the Neva River, which is located on the site of the first shipyard on the Baltic Sea. The building was built in the architectural style of the Russian Empire. The figure of the ship, crowning the spire of the Admiralty is one of the symbols of the Northern capital. Under Peter I, there was a real fortress here that defended the shipyard during the Northern War. Since 2012, the headquarters of the command of the Russian Navy has been located in the Admiralty.

• Kunstkamera

The museum, created by the decree of Peter I, where for more than 300 years samples of mutations, deformities, gene disorders, pathologies and man- made “ugliness” of nature and the human body were collected. In the early years of the museum, real dwarfs, giants and other people with “abnormalities” lived here. All three centuries of existence, interest in the collection has always been very high. To date, more than one million samples have been collected.

• Peter and Paul’s Fortress

Is the defensive structure and the historical center of St. Petersburg at the beginning of the 18th century, from which the construction of the city began. The fortress was never used for its intended purpose (it served as a prison). The architectural ensemble consists of fortress walls, bastions, main gates and administrative buildings. Peter and Paul’s Cathedral on the territory of the fort for a long time was the main temple of the capital. It is built in the style of the classic “Russian Baroque”.

• Saint Isaac’s Cathedral

The majestic cathedral, the decoration of the city and the largest Orthodox church in St. Petersburg. The construction was carried out under the personal supervision of Nicholas I by the project of O. Montferrand. The building of the cathedral is a model of the late classics with harmonious patches of neo-renaissance and Byzantine style. The temple was named in honor of the patron saint of Peter the Great, St. Isaac of Dalmatia.

• Kazan Cathedral

The main Orthodox church of St. Petersburg, where the icon of Our Lady of Kazan is kept. The cathedral was designed by the architect A. Voronikhin in the Empire style. The laying of the first stone took place in the presence of Alexander I. The interiors are decorated with monumental colonnades and look more like a palace than a church. Icons for the temple were written by famous masters O. Kiprensky, A. Ivanov and others.

• Church of the Savior on Blood

The temple, erected by Alexander III at the site of the murder of the king-reformer Alexander II. The height of the structure is 81 meters, which corresponds to the date of the tragic event - 1881. The cathedral was ready by 1907. Regular worship services were not held here, only services were held in memory of Alexander II. During the years of Soviet power, the temple was used as a morgue and warehouse. After renovation in 1997, a museum was opened in the building.

• Bronze Horseman

The monument dedicated to the founder of the city Peter the Great, located on the Senate Square. The Bronze Horseman appeared at the request of Empress Catherine II. She conceived to perpetuate the image of Peter in a majestic figure with a scepter dressed in the clothes of the Roman emperor, but the sculptor Falcone thought otherwise. He represented Peter as a creator, benefactor of Russia. The result was a monument where Peter patronizingly “stretches the right hand” over the country.

• Nevsky Avenue

The most famous and picturesque street of the Northern capital, the front facade of the city. It stretches for 4.5 km to the Alexander Nevsky Monastery. The avenue was designed as the main entrance to the city from Moscow. Here many architectural monuments are situated. Nevsky Prospect is a popular place with a special atmosphere, which is perfect for walking, meetings, shopping. Here the “spirit of St. Petersburg” itself dwells.

• Neva River

The main waterway of St. Petersburg, one of the largest rivers in North-West Russia. According to one of the curious versions, the name comes from the Finnish word, which means “deep swamp”. The city embankments of the Neva are an independent landmark of St. Petersburg. From here you can watch the drawbridge opening or just walk around and enjoy the panorama of the city.

• Palace Bridge

Drawbridge over the Neva River, the symbol of St. Petersburg. The construction connects Vasilyevsky Island with the central part of the city. The bridge began to work in 1916, but its famous curly grates appeared only twenty years later. The bridge was reconstructed in 1967, 1977 and 1997. Until 1998, the tram line ran here. The weight of the cast-iron construction is 700 tons. Some elements of the drawbridge mechanism are over a hundred years old.

• Cruiser “Aurora”

Warship of 1900, who took part in the Battle of Tsushima in the waters of the Pacific Ocean. After returning to the Baltic Sea, it was used as a training ship. In October 1917, a cannon shot from a cruiser was the signal for the assault of the Winter Palace and the beginning of the Bolshevik (October revolution of 1917). Until 1940, the ship was used for its intended purpose, and from 1948 it departed to the “eternal parking”, inside the museum exhibition was placed.

• Summer garden

It is the oldest city park of the XVIII century, founded by Peter the Great. The first sculptures appeared here in 1707. In the years of the emperor’s life it was used as his summer residence. With each next ruler, the garden grew and eventually turned into a picturesque example of park art. During the reign of Elizabeth the territory was open to the public (during the absence of the empress).

• Lions of St. Petersburg

• Konstantinovsky Palace

The Konstantinovsky Palace is the architectural dominant of the State Complex “Palace of Congresses” - the revived monument of history and architecture of the 18th century - the former residence of the Grand Dukes of the Romanovs. The palace was founded by Peter I himself three centuries ago and was supposed to become, according to the ideas of the emperor, the ceremonial maritime residence, so called the “Russian Versailles”. History decreed that the plans of Peter was destined to come true only in our days. On the eve of the 300th anniversary of St. Petersburg, the Konstantinovsky Palace was transferred to the balance of the Administration of the President of the Russian Federation and since that moment it has started a new lease of life.

• Grand Catherine Palace

The palace complex is located in the outskirts of St. Petersburg in the town of Pushkin. Until the beginning of the 20th century, it was called the Great Tsarskoye Selo Palace. The first royal house appeared here in the first half of the XVIII century. Expansion began in the 1750s during the reign of Elizabeth under the guidance of architect Rastrelli. The palace was built in the style of classical baroque, in the lush interiors dominated by elements of the rococo.

• Peterhof

Former imperial country residence, which was founded by Peter the Great at the beginning of the XVIII century. This grand palace and park ensemble is called the “Russian Versailles”. For three centuries of existence, the appearance of Peterhof has changed quite a lot, and after the War of 1941-1945 it was restored literally from the wreckage. On the territory of the ensemble there are dozens of fountains, flower gardens, walking alleys and pavilions, which remind of the imperial era of Russian history.

• Kronstadt

The city is located on an island in the Gulf of Finland. For 300 years of its existence, 17 sea forts were built here, which surrounded the island from all sides and served to protect the port. Nowadays Kronstadt is used as a trading port and a base for repairing ships. The historic center is included in the UNESCO heritage list. During a boat trip on the Gulf of Finland you can see the remains of numerous fortresses.

• Lakhta Center

Having built in Lakhta, in the historical part of the Primorsky district of St. Petersburg, it is a public and business complex with the key facility being the headquarters of the state concern Gazprom. The complex includes a skyscraper and a multifunctional building, divided by an atrium into the South and North blocks. The skyscraper is the most northern in the world and the tallest in Russia and Europe, it is by 88 meters higher than the Federation Tower in Moscow. If we take the absolute height, the Lakhta Center ranks second among the tallest buildings in Russia and Europe, after the 540-meter Ostankino television tower. The height of the building with 87 floors is almost 463 meters, 117.75 meters of which are metal structures spire. The observation deck will be located from the 83rd to the 86th floor at an altitude of 357 meters.
