When lives are on the line in a reemergency, keeping reghters well-equipped and well-trained is crucial,but nding the time and money tomeet the risings costs of doing so is nosimple task.
Fire ghting is still one of the mostdangerous occupations out there,William Hutchinson, vice presidentof the Strasburg Fire Company said.We have to manage our risk, and partof managing that risk costs money.
Hutchinson and several othervolunteer reghters were cleaningup at the station after a Boot Drivefundraiser. They spent Saturdaymorning, September 21, on Route741, holding out reghting boots tosolicit donations from drivers passingby.
The mornings panhandling grossedthem about $4000 in donationsasmall fraction of their $207,000operating budget. With only $55,000in contributions from the townshipand the borough, the Strasburg FireCompany has to rely on communitydonations and fundraisers like theboot drive to make up the rest.
Raising that kind of money takesa lot of work. Yet, Hutchinson said,the people that were out there onthe street today, those are the same
people that will be there to renderassistance if there is a call at 3:00amthis morning.
Its a big job, and the job getsbigger each year. As technologyadvances and safety standards become
more rigorous, the cost of equipmentcontinues to rise, Hutchinson said.Today turnout gear alone costs at least$1500, according to Hutchinson, and abig-ticket item like a ladder truck cancost well over $1 million.
The improved equipment andincreased safety standards might bemaking a difference. According toa NFPA report, volunteer reghterdeaths in the line of duty were thelowest ever recorded in 2012, with 30deaths nationwide for the year.
Those higher costs are worthit when it makes the job saferHutchinson said.
Our rst and most importantpriority is making sure that everybodycomes home, Hutchinson said.
Hutchinson said hes not sure howtheir department would manage thejob without the support of the largeAmish community in the area. TheAmish help with everything fromproviding food during a call toputting in the hard work needed for
fundraising events like their springmud-sale to actively volunteering asreghters, Hutchinson said.
In East Lampeter, deputy chiefScott Hershey at Lafayette FireCompany said he wishes they could
be so lucky.We dont have enough volunteers
to handle all of the fundraising,Hershey said. With running 500calls a year, and having increasedtraining requirements, we just donthave the time.
Today, basic training requires 166hours for a new volunteer. To meetInsurance Services Ofce standards,Hershey said it takes 240 hours oftraining.
Hutchinson said that when he beganreghting in 1978, only 40 hours oftraining were required.
The large time commitment ismaking it harder to nd volunteers,especially when people today arebusiermany working two jobs to
stay aoat.For two-income families with
children, its hard to commit the timethats needed, Hershey said.
With the time and effort neededto raise funds, a volunteer shortagehas a big impact on their already
ailing revenue stream from the localcommunity. Lafayette re chief DaveKeens said that community donationshave decreased by about $50,000 ayear since the recession hit in 2008.Keens said its hard to compete with
all of the other charity organizationsthat also ask for money, and manypeople assume they are fully fundedby the township. But in fact EastLampeter and Lancaster Townshipsonly contribute $106,000 in total totheir $320,000 budget.
East Lampeter also helps withvehicle and apparatus purchasing.They contributed 50% of the $900,000needed for a new ladder truck in2007which now would sell forabout $1.2 million, Keens said. Butmaking up the rest takes a lot of funddrives and chicken BBQs.
Revenue from a chicken BBQdoesnt go very far anymore accordingto Keens. I used to be able to havea chicken BBQ and pay for fuel forfour months, now I can have a chicken
BBQ and pay for fuel for one month,if that, Keens said.
The Lafayette Fire Company hasseen a big increase in call volume,Hershey said, which not only requiresmore man hours, it increases their fueland maintenance costs as well.
Responding to emergency calls,training, maintaining the station andequipment, and raising the fundsneeded to keep the departmentrunning is a major undertaking. Yetboth Hershey and Keens also work
full time jobs.Working full time, then going to a
training class Saturday and Sunday,Keens said, our work doesnt stop.
Its a strain sometimes, Hersheysaid. We go out during the night andthen get up and go to our jobs the nextmorning. Maybe we dont even goback to sleep. There have been plentyof days Ive gone into work at 5:00amand Ive been up since 2:00am.
For Hershey, who is a thirdgeneration reghter, reghting hasalways been part of his life.
Its been a way of life since I wasborn, Hershey said, I enjoy doing itand I enjoy helping people.
If nobody volunteers, then residents
and businesses will have to pay alot more for less service Hersheysaid. As long as we can provide thatservice as volunteers, its less burdenon the taxpayers.

In the nearly ten years as directorof the Lancaster County Public Safety
Training Center, Craig Elmer has seenbig changes in how reghters do theirjob.
Building construction has changedsignicantly and so has the training onhow we ght res, said Elmer.
Elmer said the widespread useof synthetic materials and the light-weight particle board material calledOSB, or oriented strand board,commonly used in newer housing andbuilding construction, means that rstresponders have to be on their toesmore than ever.
Fireghters can enter a burninghouse and before they know it, theyare going through the oor and landingin the basement, he said.
Elmer said the intensity of abuilding re fueled by syntheticconstruction materials means a housecan be engulfed in ames in a matterof minutes.
A (newer) house on re cancollapse in 5 to 7 minutes due tobuilding materials used today, he said.
Learning how to navigate structureres, how to ght the res and howto stay alive in a burning building is
just one part of the safety centerspurposes.
The safety center opened for use inApril 2004 and is located on 24-acresof land along Champ Boulevard inEast Hempeld Township.
Getting the $20 million facility andits many training buildings off theground was not an easy sell.
Elmer credits the hard workof Randy Gockley, emergencymanagement coordinator for LancasterCounty, for seeing the training centercome to fruition.
Come hell or high water, Randywas going to work to get the centeropened, said Elmer.
Talk of opening a public safetytraining center for rst responders inLancaster County rst began in the1970s.
But time passed decades, in fact and funding and the need for such afacility became a tough sell to countyofcials and taxpayers.
In 1996, when the county narroweda list of suitable sites down to anabandoned former foundry site alongthe north side of Route 283 in EastHempeld Township, area residentsraised alarm at the proposal.
There was a lot of resistance fromresidents on Harrisburg Pike, on theother side of Route 283 and the traintracks, said Paul Thibault, one ofthree county commissioners at thetime who oversaw construction of theEast Hempeld training center.
There were concerns about noisefrom the property a half mileaway, he said. We know now thoseconcerns never became an issue forthe site.
But the site itself posed its ownchallenges.
For whatever reason, the ownersdidnt want to sell the property to us,said Thibault.
That led the county to take the siteby eminent domain, which Thibaultsaid seemed to please the land owners.
It was a friendly eminent domainprocess.
Thibault said everyone on thecounty commissioners board wasbehind the project.
We all knew that it wasnt fairto tell our volunteer rst respondersthank you for your service but makethem nd places to train, often infacilities in other states, he said.
Thibault said there was nothingwrong with the time it took eight
years in all to get the training centeropen.
Because it was a governmentproject, Thibault said taxpayersdeserved the time to scrutinize andquestion the project.
It doesnt hurt that governmenttakes its time with projects like this.Im just sorry that our volunteers (rstresponders) had to wait for the centerto open, he said.
Our county commissioners, TerryKauffman, Paul Thibault and Ron Fordthrew their full support behind thecenter, said Elmer.
The importance of the trainingcenter became clear to many people in2001.
The September 11 terrorist attacks
led to one of the darkest days inhistory for rst responders.
Of the nearly 3,000 victims thatdied due to the attacks, more than 400were rst responders, including 343reghters.
We broke ground on the facilityone month after 9/11, said Elmer.
He said that while 9/11 didnthave a direct impact in getting thefacility constructed, the scale of thedevastation and the loss of life meantthat the roles of the three tiers of rstresponders reghters, police andEMS would no longer be the samein the weeks, months and years afterthe terrorist attacks.
Elmer said the heroism of rstresponders and their roles in the
community changed because of 9/11.When the center nally opened
in 2004, the countys aim was totrain rst responders from LancasterCounty.
Elmer recalls a day when localreghters, police and EMS allattending their own individual classesin the main buildings classrooms,stayed within their own groups duringbreak periods in the coffee room.
Today, those same groupsintermingle and socialize, said Elmer.
That camaraderie is one of thesuccesses of the training facility,which now regularly trains rstresponders from ve states and half ofthe counties in Pennsylvania.
In the past ve years, we have
hosted more than 50,000 people,said Elmer.
On an annual basis, Elmer said thesafety center trains as many as 20,000people, including many return visitsfrom local rst responders.
This is SERTs (special emergencyresponse team) second home, jokedElmer. They train here twice amonth.
When it comes to re training, thepublic safety centers re trainingbuilding is classied as a Class Bfacility and Elmer stresses that is veryimportant factor for those that train atthe facility.
Safety of our students is of theutmost importance, he said, which iswhy beginners need the amenities of a
Class B facility.At the East Hempeld facility, re
training in the specially designed rebuilding involves the use of natural gasto produce ames and a water-basedsolution to produce theatrical smoke.
With real smoke, you sneeze andcough, but not with the water-basedsmoke, Elmer said.
He said if a training class ghtinga simulated re cant get properlycoordinated or has a problem, onepush of a button on a control panelby an instructor can instantaneously
shut off the gas re and ventilatorsimmediately begin clearing the room
of the smoke and heat.We never burn anything
combustible materials that can producetoxic smoke, said Elmer.
That differs dramatically froma Class A re training center suchas those in use at Harrisburg AreaCommunity College in Harrisburg,Pequea Lane in Lampeter or the BerksCounty training center in Reading.
Elmer said those facilities use realcombustibles such as furniture andwood pallets to simulate re scenariosclose to the real thing.
Temperatures in those trainingrooms can reach over 1,200 degrees,he said.
At the East Hempeld trainingcenter, special temperature gauges
located in burn rooms detect when asimulated re gets too hot, which isusually 900 degrees at the point of there and about 500 degrees nearest anentry/exit area.
The system shuts the whole thingdown if it gets too hot,said Elmer.
Elmer said the re training buildingcan simulate several environments,such as a living room or a hotel room.
In those rooms, he points out,steel sofas and beds closely resemblesomething that look more like a largescale community chicken barbecuegrill.
The re simulator building alsoserves multiple purposes.
On some days, as soon as thetheatrical smoke clears and water is
squeegeed from the oors, police andprison ofcials might be seen usingthe building for simulated tacticalsituations.
One room in the re trainingbuilding resembles a typical jail cell.
This other room, with a singledoor, a enclosed one-way in, one-way out, represents one of the mostdifcult situations police ofcers canface, said Elmer.
Elmer says they try to keep thetraining experience from becoming toofamiliar or static.
Another nearby building he calledthe maze room contains a seriesof walls that can be moved aroundproviding trainees with over 150 roomconguration scenarios.
In addition, EMS also train in thebuilding on properly removing victimsfrom a scene.
We never use live people as victimsin the re training, said Elmer.Always mannequins.
Another taller building at thetraining center, one that resembles anofce building with a water tower, isused for repelling and other non-reuses.
A basement in that building alsooffers rst responders the experienceof navigating typical ofce buildingbasements with overhead pipes andconduits.
Elsewhere on the site, rstresponders practice on smashed carssimulating auto accidents.
Elmer pointed to an odd-looking carin another open area of the trainingcenter.
That car has been here for tenyears, he said.
It is a specially designed steel-framed car that has natural gasand water pipes tted underneathto simulate car res. A nearby500-gallon round tank nearbysimulates a propane tank re.
Pointing at the propane tanksimulator, he said that even the
small 20-gallon propane tanksthat homeowners use for their
grills can result in catastrophicexplosions.
Keeping the training centerproperly maintained andoperating doesnt comecheap.
Elmer said the trainingcenter costs around$800,000 a year tooperate.
Not all costsassociated withrunning the facilitynecessarily go upin smoke, so tospeak.
To the casualobserver, thelocation ofhundredsof orangepylons in alarge openasphaltareamightappearto berandomlyplaced.
Not so,said Elmer.
We offer defensivedriving classes for rstresponders, he said.
He quoted a statisticwhere on-duty policeofcers are more likely to diein trafc accidents responding
to a scene of a crime thanbeing shot in the line of duty.
In another location, awallboard lined with deadboltlocks represents another area oftraining.
We have training classeson how to properly breach doorlocks, said Elmer.
He gures that reghters withtheir Halligan bar pry tools orpolice with their battering ramseasily go through more than 700lock sets a year.
Even at discountedprices, that adds up, hesaid.
We offset most ofthose costs by generating
revenue from our training programsand with grants, said Elmer.
In 2012, Elmer said the trainingfacility recouped about 45 percentof its operating budget through itstraining programs.
That was a very pleasant surprise,much more than we expected, he said.
Elmer added that training programsat the East Hempeld center do notcompete with programs at othertraining facilities.
We actually benet one another,said Elmer. We could not existwithout the relationships andpartnerships we have formed withother training centers, schools andorganizations.
One of those partnerships hasbeen 8 years long, with the LancasterCounty Career and Technical Center,who sends students from its protectiveservices programs to the trainingcenter.
Elmer said the costs of the trainingcenter are worth every penny and thatvolunteer reghters deserve the besttraining they can receive and that theLancaster County training center doesit best to train everyone from rookiesto experts. The value of relationshipsformed during exercises cannot bemeasured in dollars.
A few years ago, members of SERTteams from Lancaster and York mightnot have known each other. Now theymight train together and when there isan incident and the teams need to worktogether, those team members nowknow one another, he said.
Elmer said that same bondingexperience extends to reghters,other police and EMS.
Thibault echoed the samesentiments as Elmer.
We (the county commissioners)saw that the benets to the communityoutweighed any of the costs, he said.

It is important to have a home re escape plan that prepares your family to
think fast and get out quickly when the smoke alarm sounds. What if your
rst escape route is blocked by smoke or ames? Thats why having two
ways out is such a key part of your plan.
Make a map of your home. Mark a door and a window that can be used
to get out of every room.
Choose a meeting place outside in front of your home. This is where
everyone can meet once theyve escaped. Draw a picture of your outside
meeting place on your escape plan.
Write the emergency telephone number for the re department on your
escape plan.
Sound the smoke alarm and practice your escape plan with everyoneliving in your home.
Keep your escape plan on the refrigerator. Remember to practice the
plan twice a year or whenever anyone in your home celebrates a birthday.

What Is Creosote?Creosote is the condensation of unburned, ammable particulates
present in the exhausting ue gas (smoke). The cause of creosote isthe temperature of the ue in the chimney. If the surface temperature
of the ue is cool, the carbon particles in the smoke will condenseand solidify, collecting on the ue. Because wet or green woodburns at a lower temperature or smolders, it can cause the ue tohave a cooler surface temperature, thus leading to more creosote.Seasoned woods, or those that have been left to dry for several
months or a year, will burn hotter and thus increase the temperature
of the ue. A hotter ue means less creosote buildup.

Small res may besmothered with anextinguisher. If the rehas spread or is alreadylarge in size, its likely onlya trained reghter canhandle the blaze. Only usea re extinguisher in thesecircumstances:
1. The re is small andcontained.
2. You have already calledthe re department.
3. There is little chance ofbeing consumed by toxicsmoke.
4. You can escape safely ifnecessary.
5. The re is not betweenyou and the escape route.
6. You are physicallyable to carry its weightand exert the necessary
pressure to operate it.
Fire extinguishers shouldbe routinely inspected andmaintained to ensure theywill be effective.

1. Explain the purpose of 9-1-1. It is a method ofcontacting the police, re department or ambulancewhen there is an emergency only. An emergency iswhen Mom, Dad or someone else in the house ishurt and cant get up; there is a re; or the policeare needed, like if there is a burglar or a bad ght.
2. Indicate that the adults in the house will
dial the phone whenever possible if there is anemergency. The child is learning only in case Mom orDad cant get to the phone.
3. Discuss the buttons on the phone. Show thechild how to push them in the right order.
4. Now may be the time to also teach the childhis or her full name and address. This is somethingmany kindergartners are urged to know.
5. Roll-play with the child. Go over instances thatare emergencies and non-emergencies so he or shewill understand the differences between both andwhen 9-1-1 may be needed.
Again, stress the importance that 9-1-1 shouldnot be dialed just for fun. Mommy is not sick ifshe simply has a headache! With time, children cangrasp the concept of 9-1-1 and be a lifesaver at atime when an adult cannot reach the phone.

One of the biggest risk factors with space
heaters is their tendency to get hot on the
surface. When a hot space heater comes
in contact with surrounding combustible
materials, such as draperies or bed linens,
the risk for a serious re will only increase.
Adhere to instructions for proper use
and placement, keeping away from walls
and other combustibles. In crowded living
situations or homes with small children
and pets, it is easy for space heaters to be
inadvertently moved or knocked over.
Consider an electric model that doesnt
require fuel, such as kerosene.
Choose a radiator type that doesnt
feature any external heating coils.
Look for models with a tip-over
safety shut off. There are others that will
automatically shut off if the unit senses too
much heat from a close-by object.
Select sturdy models that arent prone
to tip over, meaning look for short, stout
heaters, rather than tall, skinny ones.
The best type of space heaters have
the heating element deep inside of the
machine and only emit hot air.
If your old-fashioned heater features
heating coils directly behind a mesh screen,
discard of this unsafe appliance promptly.
A space heater should be the only
major appliance on one circuit to avoid an
electrical overload and re.
Do not use extension cords, as the cord
tends to overheat quickly.
Turn off the space heater when a room
is unattended. Heaters must be used under
supervision. Leaving them unmonitored in
a room is a recipe for trouble.
Use space heaters as a last resort. Heavy
blankets and clothing can chase away chills.

Few things seem as cozy as a mug of cocoa,a good book and a winter re. But roastingchestnuts can sometimes lead to charred livingrooms.
Here are some re-prevention tips for a safer,warmer winter:
If your pipes are frozen, do not thaw themwith an open ame. Using a blowtorch to thawa pipe might seem like a bright ideaat leastuntil the pipe conducts heat into the wall andstarts a re. Use hot water or a hand-held dryerto thaw frozen pipes.
Avoid candles. Electric candles create thesame ambiance but are much safer than openames. If you insist on real candles, keep thewicks trimmed to a quarter of an inch, andplace the candles out of the reach of pets andchildren. Never use re near evergreen needles.Extinguish candles when you leave the room.
If you decorate with holiday lights, makesure that they are in safe, working order. Inspect
the lights for frayed wire and cracked sockets.Do not link more than three strands together, oryou will risk overloading your electrical outlets.Turn off the lights when you leave your home.
Get your heating system inspected. Whetheryou use a kerosene heater, a wood-burningstove or a furnace, a home inspector can makesure that its in optimal working condition.
