Web 2.0 is not a big deal. It is not a scary freaky place. It is you doing what you’ve always done (or at least should be doing), just through an extra medium. New technologies may assist government/public participation, but most of the old rules still apply. Don’t be afraid. Key learning points: 1. People are using new technologies to communicate in the exact same ways that they always have communicated. 2. People are communicating the same messages that they have always communicated.

They’re just doing it in new ways. And when they do it online, and allow for discussion to take place around it, that’s what’s called “social media”.

At this stage I’d like to say that there are some blogs run by other agencies that don’t work because:

• They’re not timely

• They’re not engaging with their audience via comments

• They’re not personalised.

Social networking:

A social network service focuses on building online communities of people who share interests and/or activities, or who are interested in exploring the interests and activities of others.

Government on Facebook?

• Employees form unofficial groups and live their lives as normal.

• Paid advertisements can be targeted to specific groups as a way of extending your specific campaign.

• No one wants to be friends with the IRD.

A code of conduct issued by the State Services Commissioner under section 57 of the State Sector Act 1988

But really, it doesn’t actually matter. Good sense will always be good sense.

Some last points to take with you

1. Different strokes for different folks: you need multiple channels for communication.

2. Use social media to solve a problem, not because it’s shiny.

3. Trust your employees to behave appropriately. It’s what you hired them to do.
