This catalogue is the result of an 18-month study carried out between January 2013 and July 2014 for the EU Delegation to Russia. The study, devel-oped within the project “Completing the analysis and developing a catalogue of joint education pro-grammes between Higher Education Institutions of the European Union and the Russian Federation,” investigated Joint Programmes between Russian and European universities.

We performed desk research of 1000 state-accredited Russian university websites and a database resulting from a 2010 study on double degree programmes between Rus-sian and European universities. We followed up this work

by surveying identified Joint Programmes with a thematic questionnaire. We also conducted a number of interviews (face-to-face, by Skype/phone and discussions during a range of workshops and conferences). The project team had the opportunity to talk to a wide range of players in-volved in the development of international collaborative programmes, including course coordinators, senior leaders and representatives of agencies from EU Member States in Russia, who were eager to share their experiences.

This catalogue complements the report produced on the study’s findings by offering a user-friendly source of information for students, as well as higher education

institutions in Russia and in Europe interested in a better understanding of opportunities for cooperation.

The development of international Joint Programmes creates tremendous possibilities for students and for in-stitutions. Students gain new knowledge and skills from their exposure to universities in other parts of the world, either from mobility paths or through other forms of inter-cultural experiences delivered at home. Growing evidence demonstrates that an international education enhances students’ opportunities on the labour market. Students are also the best ambassadors of Joint Programmes. We have included some reviews of their experience in EU-Russia Joint Programmes.

The development of Joint Programmes finds its place in the internationalisation strategies of universities eager to open up and transform their educational processes into modern and innovative approaches, across borders and institutions. There are many initiatives of collaborative programmes with universities in other parts of the world. These are highly dependent on the particular profile of a university, its organisational culture and the regional or national context in which it is located.

Yet the development of Joint Programmes is not without challenges. Collaborative programmes require serious thinking about the concrete motives to initiate develop-ment, a thorough needs’ analysis, careful partner choice, solid design and robust management for long-term fi-nancial and organisational sustainability. Jointness is a step-by-step and gradual approach based on different institutional starting points. This catalogue does not make a distinction between the different types and de-velopmental levels of Joint Programmes.

Cooperation between European and Russian HEIs is mul-tifaceted and diverse. Our study has focused on degree programmes only. It has excluded the student exchange frameworks that are actively developed by many institu-tions and other types of cooperation.

Our catalogue is not an exhaustive database of all EU-Russia Joint Programmes. It is a compilation of the programmes for which the required information was received by the project team, both from the Russian university to which the questionnaire was sent first, and from the European partner universities to which the same questionnaire was sent afterwards. This approach allowed a mapping of cooperation patterns, perceptions,

challenges and benefits for both sides, reflected in the final report. The summarised information for each programme in Russian and English was sent to the programme coordi-nators in partner universities for the final confirmation. We offered the coordinators a “silent confirmation modality”: if the team received the delivery confirmation for the mes-sage containing the programme summary, and no request for any changes was sent back, the provided information was treated as accurate and correct.

All partner universities that are featured in the catalogue gave their consent to include their programmes in our publication. As such, the catalogue has been shaped by universities for both universities and students, based on the information that they decided to make available on their website and submit voluntarily to the project team.

On some minor technical issues: the names of Russian HEIs are changing regularly, along with changes in the higher education system itself. We have provided the of-ficial names for December 2013. We have been relying on the ISCED 2011 UNESCO classification to describe the Discipline/Area of study. For the English-language sum-mary, we have relied primarily on the data provided by the European partner(s). The Russian-language summary is

based mainly on the information submitted by the Rus-sian partner(s). There might be differences between the two summaries, though we have kindly requested both sides to review them thoroughly. Some programmes have been added at the very last stage of the study in May-June 2014. It was possible to add them only when both partners shared the same details and confirmed mutual alterations. In all other cases we had to reject the additions to avoid possible confusion.

In the case of multiple partners for one programme, some details might vary from partner to partner (e.g. the Pro-gramme Name in Russian, the fees, application deadline, Admission Requirements). The catalogue lists the most thorough Admission Requirements, the range of fees and the contact information for each partner university.

Several fee-based programmes provide the budget-sub-sidised placements; the details are available on the programmes’ websites or via the programmes’ coordi-nators.

The information on degrees awarded by each partner university is given in the original language to reflect the status of the document.

Some tips on navigating the catalogue: the programmes are organised according to the level of education they provide. Bachelor programmes are followed by those at Master level, and the Ph.D programmes conclude the list. All programmes are numbered throughout the catalogue. These numbers are used in several indices provided at the end of the catalogue to facilitate the search of programmes in a specific field of studies, geo-graphic area, etc.

Our purpose was also to contribute to getting EU-Russia Joint Programmes off the ground and transform them into highly visible initiatives. This is the reason for including some new programmes that are about to start in the near future.

We hope that this publication will serve as a valuable reference tool that supports new opportunities for coop-eration between European and Russian universities in the exciting field of international collaborative programme development.

Catharina studied abroad and was interested in learning more about life in different countries. She says, “Two degrees were attractive to have. The fellowship came together with the Joint Programme, which was very appealing.”

For Max, the programme seemed like an attractive complement to his previous experience. Two degrees gave him more oppor-tunities in both partner countries, serving as an additional asset for future employers in the globalised economy. He says, “it was interesting to live in Russia for a year.”

The teachers are ready to meet student needs

Dmitri: “Small groups of students and frequent trips of teachers allowed individualised time-tables, tailored to students’ availability.”

Ksenia: “The mobility period lasted three months due to limited fellowship allowance. The teachers were ready to cooperate, permitted passing the exams sooner, etc.”

Organisation of the studies differ

Roman: “Individual study plans allowed everybody to attend only the courses s/he found interesting and useful. However, it meant an inconvenient timetable too: the classes during the day could be sporadically spread from early morning till late evening. There were no student groups — those profil-ing in a specific area, typical for Russian student life.”

Alina: “Special web-portal provides individualised infor-mation on all the selected courses, time-table, location

Stephan: “All the arrangements were done by the inter-national department, which did all the necessary paper work, so the students did not need to worry about it.”

Catharina: “The local organisers were highly helpful. The host HEI issued an invitation letter, which was given to the visa application centre, and the visas were obtained quickly.”

Alexey: “The international department was highly helpful in all preparatory work for the programme.”

Roman: “The host university assisted in all practical ar-rangements, e.g. getting a placement in a dormitory. There was an introduction into the programme upon ar-rival, dedicated to administrative and everyday issues to make the life of newcomers easier.”

Teaching style differs

Yaroslav: “In Russia, the student is given an assignment, and is expected to do it in a certain way, while in Europe it was important to agree why something should be done first, and only then start looking for a technical solution. It takes more time, but it could result in a better designed product and also in more stress.”

Olga: “In Europe, students are expected to work inde-pendently, and self-studies dominate, guided by the curriculum. Everybody plans one’s own time and effort. In Russia, the interaction with the teachers is more indi-vidualised: the groups are smaller, the feedback is more personalised.”

Julia: “Russian teachers tend to get deeper into the subjects they cover. European teachers tend to highlight some issues, but do not get into details.”

Partner HEIs focus on different skills

Yaroslav: “Small groups and individualised feedback dominate in Russia, while in Europe the group could be more than 200 students. However, it teaches different competences, compared to individualised work pattern in Russia: how to organise the joint work, how to divide it to get the maximal score for the group. The skills for multicultural communication are thus developed too.”

Knowledge application is important in Europe

Vladimir: “Russian HEIs emphasise theoretical base and force the students to master the deep understanding of the material. European teachers focus on practical ap-plication. In Russia, a student often does not know why something is needed. In Europe, the teachers always ex-plain the reasons for mastering particular topics.”

Yaroslav: “About half of teachers in <…> have the ex-perience outside the academic world. They provide a lot of practical advice and invite the professionals to share their experience with the students.”

Its director recommended Stephan to the Moscow office of one of the leading attorney offices, where Stephan is working now.

Studies pay back

European degree might be considered an equivalent to the work experience. In Russia, many senior full-time students start working to gain work experience, expected by the employers. The European degree al-lowed Roman getting an attractive position without any prior work experience. The studies in Europe were treated by the employer as a good argument to offer a job.

Different perspectives matter

Elena: “My CEO appreciates the employees who have more than one higher education, and my knowledge of foreign languages meant a lot as well.”

Learn to be flexible — it will be useful in professional life

The skill of doing several things at once, which Stephan mastered during his Master studies, is highly appre-ciated by his employers and is a must in the modern economy.

Discover the new horizons

There are many stereotypes about Russia in Europe. Davide’s experience was extraordinary — he fell in love with the country and its people, and believes he has become a bit Russian himself. Davide recommends this experience to everybody to see possible differences and change one’s perception of the world.

Keep your eyes open for the new opportunities

During his year at the Russian HEI, Stephan took the mandatory 3-month internship in a European company.

Joint Programme: Some tips from the students

Charis: “The whole programme is provided in English, but nobody speaks English outside the class.” Howev-er, there were no problems with communication during the 6 months Charis spent in Russia. “People are very friendly and extremely helpful. Latin words help the nations to find the common ground, people use the gestures.” Charis felt comfortable and made many friends.

Study for life

Sergey learned to be independent, to defend his views, as in the foreign country most of everyday issues were challenging due to their novelty and difference from the established home routine. The programme taught Sergey not to give up and not to be afraid of difficul-ties: “facing them is a matter of training and readiness.” He now believes that everybody is capable to live their dreams; one has to overcome the initial fear and move forward.

Sergey recommends the international experience to ev-erybody as a school for personal development.

Need to plan your application beforehand

Many students refer to the need to plan the application well beforehand, as many documents are required: lan-guage test, apostilled copies for all the degrees, etc.

Language is important, but is not a barrier

Alexey: “Language is not so challenging in Mathematics — it is much more important to know Math than English to follow the lectures. In Finland, English is not a native lan-guage for the majority, and everybody makes mistakes, both the Russians and the Finns, but it is important that we understand each other.”

Yaroslav: “Language was not an issue in the studies, as IT operates with internationally known system of codes. Both English and Russian were used for studies.”

Davide decided to start learning Russian a few months before his first trip to Russia and now speaks fluently. He noticed that language was important for everyday com-munication, and English was not sufficient to enjoy the stay in Russia to the full extent.
