CARL VINSON returned t o Alameda Dn 27 Aprf 1 f o r pre-deployment standdown u n t i l 5 June. During the perfod o f 16-8 June, CARL VINSON got underway f o r Carr fer Af r Wf ng FIFTEEN Carr fer Qua'l i f f ca t f ons.

On 15 June, CARL VINSON departed NAS Alameda f o r an extended Western Pac f f f c deployment v i a the Northern Pac i f i c and Bering Sea. S ta f f s embarked on board were Commander, Carrf e r Gropp THREE, RADM Davf d N. Rogers; Commander, Carr fer A i r Wfng FIFTEEN, CAPT James H. Ffnney; and Commander, Destroyer Squadron FIVE, CAPT Wfllfam J. Flanagan, Jr., who was re l ieved by CAPT Robert C. Wfllfamson I 11 on 16 June.

During the perfod o f 20-25 June, CARL VINSON, f o r the t h i r d time, conducted chal lengf ng and successful exercf ses f n the Berf ng Sea. CARL VINSON f s the on1 a1 r c r a f t ca r r f e r t o ever operate f n the Berf ng Sea, one o f the harshes r= environments on earth. Operations f o r an a i r c r a f t c a r r i e r f n these northern waters f s extremely dangerous due t o the unpredf ctable nature o f the weather and the lack o f a d i v e r t f i e l d f n case the weather suddenly descends below land1 ng mfnfmums (a comon occbrrence). Followf ng a six-day v i sf t, CARL VINSON got underway on 14 Ju ly f o r Singapore. P r i o r t o enter ing Singaplore on 18 July, the U.S. Ambassador t o Sf ngapore, the Honorable Daryl Arnold, and twenty dist inguished v i sf t o r s from Singapore and the Uni ted States v i s f ted the Ba t t les ta r .

A f t e r a short three-day v i sf t t q Singapore, CARL VINSON continued west on 21 July, conducting an USNfialaysian PASSEX on 22 July. On 23 July, CARL VINSON began i t s f o r t h Indian Ocean/North Arabfan Sea deploynent.

Enroute t o the North Arabian Se , CARL VINSON crossed the equator and conducted "crossing the l i n e * cere n$ nies on 25 July. CARL VINSON ar r ived on s ta t i on 28 Ju l y and re l ieved the USS( FORRESTAL (CV-59) on schedule. Over the next f i v e weeks, CARL VINSON conducljed numerous exercises and o r ien ta t fon /b r ie f f n v i s i t s by Coloqel Doug Roach, USAF, U.S Central Command A i r Force (USCENTAF 3 , Saudi Arabia; the Honorable G. Crandwell Montgomery, U.S. Ambassador t o Oman; A i r Commodore Ta l fb B in Mfran, Sultan t o Oman A i r Force; Rear Admiral Hugh Balfour, Sulltan t o Oman Navy and the Honorable W. Nathaniel Howell, U.S. Ambassador t a Kuwait.

CARL VINSON got underway on 4 September a f t e r a shor t anchorage o f f o f Masirah (3 September) t o continue operations i n the North Arabfan Sea i n support o f Earnest Wf 11 operat i ons, Tactf ca l Aer i a1 Reconnaissance Pod (TARPS) missions i n the S t r a i t s o f Homuz and Beacon Flash '88.

CARL VINSON developed an fnnovat~ive a f r c r a f t ae r f a l r e fue l i ng plan, whi le operatf ng i n the S t r a i t s o f Homuz, t h a t s f g n i f f c a n t l y i ncreased the s t r a teg i c a v a i l a b i l i t y o f a f r c r a f t i n a p o t e n t i a l l y h o s t i l e environment. U.S. A i r Force aer fa l tankers normally provided add f t i onal f u e l f o r combat af r pat ro ls . I n the event these tankers were unable t o provide t h i s support, a contingency tanking plan was developed using carlrfer-based tanking assets.

A f t e r completing a t o t a l o f 82 dlays "on stat ion," CARL VINSON began the twelve-day t r a n s i t on 30 September t o Mombasa, Kenya. A f t e r a f f ve-day p o r t v i s i t i n Mombasa, CARL VINSON got underway on 16 October f o r the North Arabfan Sea. CARL VINSON l e f t the North Aralbian Sea and headed east t o conduct a turnover w i t h USS NIMITZ (CVN-68) on 28-29 October.

CARL VINSON dropped anchor f n tlhe Gul f o f Thai land f o r a f i ve-day vf s i t t o Pattaya Beach, Thailand on 4 November. CARL VINSON got underway on 9 November.

On 13 November, CARL VINSON dropped anchor i n Hong Kong. Fol lowing a f ive-day p o r t v i s i t , CARL VINSON got undeway on 18 November enroute t o Subfc Bay, Republf c o f the Phi 1 i p p i nes.

CARL VINSON got undemay from Subic Bay on 23 November. An Operational Reactor Safeguards Examination (ORSE~) was conducted on board whi le enroute t o Pearl Harbor, Hawaii and was cmp le ed on 5 December. CARL VINSON pu l led i n t o Pearl Harbor on 6 December f o r a t w -day po r t v i s i t .

CARL VINSON got undemay from Hdwaii on 8 December a f t e r embarking 750 male r e l a t i v e s o f cremembers f o r a "Tiger Cruise" t o Alameda, Cal i fo rn ia .

CARL VINSON passed under the Golden Gate Bridge on 16 December a f t e r being delayed f o r one day due t o h igh winds i n and around San Francisco, moored a t P ie r 3, Naval A l r S ta t ion Alameda. Standdown f o r Christmas leave and work on e a r l y s t a r t jobs associated w i th the FY -89 pre-Selected Rest r ic ted Avai l a b i l i t y began imnediately .

IAFi t ? + d pera ona Reactor Safety Examination (ORSE) was conducted from 1-5 March 1988 and resul ted i n a grade o f average w i th no s i gn i f i can t discrepancies i n e i t h e r maintenance o r operations of the nuclear propulsion plant. I n Apr i l , LCDR and MMC

were named by COMNAVAIRPAC as the Engineering O f f i ce r o f the Watch f o r 1987 and the Engineering Watch Supervisor f o r 1987, respectively. On 27 June, The Secretary o f the Navy announced t h a t CARL VINSON had won the Secretar o f the Nav Envirormental Protect ion award f o r 1987. This represen e b t K c u m nat ion of major e n v i r o m e n t a l r o t e c t i o n i n i t i a t i v e + T f onboard CARL VINSON, which had been spearheaded by hngineering Department personnel. A group o f Engineers from various colnarands conducted an evaluation o f the A i r Conditioning p lan t status whi le we t r ans i t t ed from the North Arabian Sea t o Mombasa, Kenya. This study, the on ly one ever conducted on a CVN-68 class c a r r i e r whi le a l l seven un i t s were a t f u l l capacity, revealed t ha t the ship lacked 451 tons o f a i r condi t ioning capacity when compared t o current demands. The study, and thq fo l low ing recomaendations, serve as a reference f o r the determination o f f luture a i r condi t ioning improvements throughout the CVN-68 class. A Beach Detachment was establ ished a t Diego (Garcia t o expedite high p r i o r i t y requis i t ions, and t o coordinate the de l i ve ry o f mater ia l t o the ship. C r i t i c a l mater ia l was del ivered by d a i l y US-3A COD f l i g h t s , and by twice weekly C-141 f l i g h t s v i a the airhea d a t Masirah. During the on-stat ion period i n the Northern Arabian Sea, the A F ~ provided rout ine support about every 10 days, w i th major reloads occurring dn a monthly basis. Throughout the l i n e period, a i r c r a f t readiness was outsqanding w i th the number o f o f f ship NMCS/PMCS requ is i t i ons averaging leds than nineteen. On several occasions there were zero a i r c r a f t down f o r 1 ck o f supply support. This outstanding readiness continued throughout the 1 eployment and resul ted i n the A i m i n g averaging 91% mission capable readi ess and 88% f u l l mission capable readiness. The work o f the Supply d epartment, along wi th AIMD and the A i m i n g maintenance organization ensured t h d t the CVW 15 readiness was higher than any other ca r r ie rs i n recent memory. I n September, the Supply Department put on a very successful f l i g h t deck picnic. I n October, the Disbursing O f f i ce r exchanged do l l a r s f o r Kenyan Sh i l l i qgs dur ing the po r t v i s i t t o Mombasa. Medical Department. The f i r s t h a l f o f 1988 was devoted t o inspections and work ups t o prepare f o r the '88 WESfPAC/IO deployment. We completed the Command Inspection, ORSE, NTPI, ATA and BGE w i th a high degree o f success.

Chaplain Department. CARL VINSON co$ducted f o u r successful pre-deploynent b r i e f s fo r service members and t h e i r dependent wives. These br ie fs , held i n various locat ions near major goverrnnent housing areas around the San Francisco area, provided the service man and h i s w i fe a chance t o gather information re la ted t o the deployment separation. I n addit ion, CARL VINSON hosted onboard a pre-deploynent f a i r , i n a carnival mot i f . That provided the CARL VINSON s a i l o r w i th an ar ray o f information ooths presenting i n f o m a t i o n re la ted t o the deploynent. This h i gh l y success u l f a i r provided legal, disbursing, Red Cross, Navy Rel ief , ESO, vehic le reg f s t ra t i on and storage, medical and dental, and special services i nfomat ion t h a t prevented many c r i s i s from a r i s i ng dur ing the deployment. I n July, 67 men worked on three pro jects whi le i npo r t i n the Republic o f the Phil ippines. The f i r s t and l a s t pro jects involved the digging o f a la t r ine , repa i r ing and pa in t ing a roof, and the construction o f school desks and benches a t a school located i n an Aeta settlement outside o f San Marcelino. The second p ro jec t iovolved the pa in t ing o f three classrooms and the p r i nc ipa l 's o f f i c e a t the Tabacuan Elementary School. I n October, 12 men werk employed i n the i n t e r i o r pa in t ing of a sa lvat ion army orphanage i n Mombasa, Kenya. I n November, 32 men volunteered t o pa in t the face o f a 3 s t o r y elementary school bu i ld ing i n Pattaya Beach, Thailand. A t lunch time the men a lso served a barbecue lunch t o the more than 300 students o f Pattaya Nukuan Elementary School, t h e i r teachers, and the s t a f f o f the school. The CARL VINSO/( Ombudsman team has been an indispensable p a r t o f the shipboard organization, tomposed o f e igh t servicewives. The Ombudsman provide information and asbistance t o the fami l ies o f the crew. They coordinate the monthly Otwbudsman Newsletter t o every family. The 'Letter from Home Program' i s popular wi th the crew as the Qnbudsman sent a packet f u l l o f l e t te rs , pictures, and a map from each s ta te i n the U.S. t h a t was posted on the ship 's messdecks where servicemembers may view. Legal Department. The basic function o f Legal Department dur ing 1988 was t o advise the Commanding Off icer concerning the in te rp re ta t ion and appl icat ion o f the Uniform Code o f M i l i t a r y Justice and other m i l i t a r y laws and regulat ions. The goal o f Legal Department w a d i s qo maintain d i s c i p l i n e and t o ass i s t w i th prompt, f a i r administrat ion of justicie w i t h i n the comand. Consisting o f three d iv i s ions (L-1, Legal O f f ice; 4-2, the Ship's Master-at-Anns Force; and L-3, the Ship's Br ig) , the Legal Dep rtment has 14 f u l l - t i m e en l i s ted personnel, two fu l l - t ime attorneys, 1 nd 28 TAD personnel from sh ip 's company assigned t o L-2 and 12 assigned t o L-3. The Ship's B r i g became p a r t o f Legal Department i n Ju ly i n order t o consolidate a l l shipboard MAA funct ions under the d i r ec t i on o f the Legal Off icer and Chief Master-at-Arms. During deployment, add i t iona l TAD personnel from the a i m i n g were added, and L-2 received 10 addi t iona l personnel br inging the Legal Department t o 66 t o t a l personnel. During 1988, L-1 D i v i sioq processed 60 Special Courts-Mart ia l , 41 S m a r y Courts-Mart ial, 9 A r t i c l e 32 Investigations, 52 administrat ive discharges, and 1,468 repor t ch i t s r s u l t i n g i n 652 actual non jud ic ia l d punishment cases. I n addition, L-1 i v i s i o n handled nwerous claims, provided lega l assistance t o the crew, ran thq L i b e r t y Risk program, acted as a 1 ia ison t o c i v i l i a n law enforcement agencies, and coordinated Customs clearance upon re tu rn from the ship 's WESTPAC deplo ent. The MAA's continue t o maintain shipboard patrols, ensure secur i t y o k board the ship, process as many as 1300 u r i n a l y s i s samples per month, conducq investigations, provide trod control , and t o t a l l y control procurement/distrti but ion o f 1 inens t o Airwing en1 i s t e d personnel. The B r i g provides p r e - t r l a l confinement, p o s t - t r i a l confinement up t o 30 days, and confinement f o r thred days bread and water whenever the ship i s a t sea o r deployed. During i npo r t periods i n Alameda, the B r i g i s normally closed and a l l confinement i s d i rected t o shore establishments. The B r i g i s capable of handling 17 prisoners i n the dormitory and has the capab i l i t y o f handling two prisoners i n lock down o r i n confinement on bread and water.

Over-the-Air-Rekey (OTAR ) tes ts were scheduled on three occasions (June, Vovember and December) and CARL VINSON successful l y completed each tes t . This t e s t employs the e l ec t r on i c t rans fe r of COMSEC mate r ia l v i a the KW-46 B C S ~ channel. The keymat i s usua l l y f o r a VINSON o r PARKHILL covered voice c i r p u i t , however, any keymat f o r KG-84, KT-58, KY-75 o r KW-46 Crypto equipmebts can be t ransfer red through t h i s process. Exercise bearing impervious which simulates loss o f a1 1 UHF SATCOM and employs an Anti-Jam (AJ) SHF DAMA Upl ink data stream was conducted twice whi le re tu rn ing from deployment. Both exercises were successfu l ly completed and provided exce l lent t r a i n i n g t o a l l radiomen. On 26 October, CARL VINSON experienced a t o t a l loss o f a l l SATCDM c i r c u i t s except f o r CUDIXS. Tech ass i s t from Motu SEVEN and THIRTEEN determined a bad hybr id element i n both OE-82/WSC-1 antennas. Add i t iona l ly , a 6-way s p l i t t e r f a i l e d and numerous c i r c u i t cards w i t h i n the transceiverb were f au l t y . Make-shift repa i rs restored most c i r c u i t s t o a reduced c a p a b i l i t y by 8 November. Approximately 1164 manhours were expended t o replalce f a u l t y pa r ts and groom SATCOM Suite. CARL VINSON was restored t o f u l l SAXOM c a p a b i l i t y on 22 November. CARL VINSON maintained f u l l period back ulp terminat ion w i t h a t o t a l o f 5 d i f f e r e n t NAVCAMS/NAVCOMMSTAS dur ing the past 12 months. During the Indian Ocean phase o f 1988 deployment, CARL VINSON and NAVCOWSTA Diego Garcia were terminated from l a t e Ju l y u n t i l l a t e October. During the e n t i r e per iod CARL VINSON received a t o t a l o f 21,633 messages and sent a t o t a l o f 5,829 messages; averaging 254 messages received and 70 messages send per day. HF terminat ion employed ISB operations u t i l i z i n g TDM terminat ion (BR-6028) i n upper sideband and BFCT terminat ion i n lower sideba~nd. Three receive and one t ransmi t channels were ava i lab le a t a l l timesl. One hundred percent o f Category I V t r a f f i c was processed between ship/slhore/ship.
