In this newsletter you will see info regarding Peninsula Bay. I was fortunate to attend a Federation meeting where

candidates for County Commissioner position spoke. It was enlightening to see the difference with business as usual

coming from the incumbents and hope and change from those who want to serve. It would be nice to see those in office

put residents ahead of developers. A quick get well to Sharon Otis who had some health

issues recently. Please let me know if anyone needs a cheery Get Well and I will happily

Manatee County Federation - Sandy Marshall - 941 792-5039 Since our last newsletter, The Federation (FMCCA = Federation of Manatee County Community

Associations) has been involved with significant activities occurring in Manatee County relating to our

quality of life.

The Federation has also been busy sending letters to the editor of the Bradenton Herald and to the

Board of County Commission (BOCC) regarding the revisions currently to our county land development

code. I appeared on behalf of FMCCA and San Remo Shores Association at the public hearing at the

BOCC regarding Peninsula Bay (development proposed immediately west of San Remo). While

Peninsula Bay was conceptually approved, there is a serious traffic mitigation issue on Cortez Road that affects all of us,

that must be resolved before this development is built. We need to stay diligent to help suggest solutions to the BOCC on

how to safely resolve this issue.

My one-year staggered term, as a member of our BOCC appointed Healthcare Advisory Board (HAB), expired in

September. I was reappointed to the board for a new 3-year term. During the past year the HAB has been meeting

monthly to come up with recommendations to the Manatee County Commissioners to resolve the county health care

problem for indigent, uninsured and underinsured county residents.

In August, HAB and the County Commission received a proposed county health care action plan from its hired Michigan

consultant. The plan is being reviewed for use by HAB, to develop our recommendations.

The county just hired a new experienced County Healthcare Manager to coordinate care and funding and plans to help

develop our actions and recommendations to the BOCC. This person will be our November speaker.

In September the Federation successfully hosted a candidates’ night for the four people up for election to our county

school board. In October, the Federation hosted a candidates’ night for the five people up for election to the BOCC.

and myself.

ribbons on every mailbox, typically on the Friday or Saturday after Thanksgiving. I get a few people

together to hang lights on the entry sign walls and put Santa hats on the eight nautical light posts.

Grow If You Want To: The Manatee County ban on applying fertilizer,

designed to prevent nitrogen and phosphorus from getting into our waterways,

extends from June 1 through September 30.

“San Who?”: I was wondering who this guy “San Remo” was that our neighborhood is named after.

So of course, I asked Google. San Remo is a city on the Italian Rivera, near the French border,

named for Saint Romulus of Genoa whose remains were interred there in 876. The Ligurian (an

ancient romance language spoken in NW Italy) spelling of Romulus is Rœmu, thus the current

spelling “Remo.”

COAST GUARD Notifies Us: San Remo Shore Channel Daybeacon Discrepancies: …In June the US Coast Guard notified this association that a report had been filed that Private Aids to Navigation

(PATON) Markers 14, 15 and 16 are missing and need to be replaced. Longtime residents report that back in the 70s the Association approved in writing to maintain the markers that guide boaters safely into San Remo Shores. On paper charts they are noted as “Priv aids” (private) or on e-Charts our markers are named San Remo Shore Channel Daybeacon 1, 2 etc. Most of the officers were away so board member Lt/C Cheryl Matheson, Exec Officer of the Anna Maria Island Sail & Power Squadron, did some investigating. Folks who have been here for + - 35 years NEVER remember seeing markers 14, 15 or 16. In fact, 16 is not even ON the paper chart! Cheryl enlisted the help of neighbor and charter captain Gary Huffman (Tuna Breath). Gary and Cheryl went out on Palma Sola Bay to confirm what markers exist. They determined that 14, 15, and 16 do not exist. Cheryl took lots of pictures and a video of the boat navigating

safely using SRS Markers 1 – 13 and then following the seawall to canals. Dr. Sharon Otis took our findings and was in contact with the Coast Guard; they sent coordinates of the ‘missing’ markers and wanted us to do an inventory of the aids to make sure under the surface no remnants remain to pose a hazard to navigation. So Gary and Cheryl went back out on the bay with Coast Guard coordinates and GPS. USCG is saying the markers should be placed east of the last canal. We have pictures of his GPS showing one of the coordinates in depth of only 2.8 feet at almost high tide; very illogical location of markers. We cannot put markers into dangerous areas. If the Coast Guard were to see those coordinates on an electronic navigation program, they too can see that they are way off course. They have more pictures and a video. The Board has the documents for an appeal to “discontinue” the use of 14, 15, and 16 releasing our ownership. As of this writing the status is board action and Coast Guard review.

Peninsula Bay Development:

As of October 6, 2016 Manatee County approved this for Peninsula Bay:

Peninsula Bay will be built on 359 acres. The project calls for 1,950 residential

units, 90,000 square feet of non-residential uses, a dry storage Marina for 200

boats and a boat ramp. As of this writing I am unsure of the height of the

residential building. I do think this is still under review.

At a town hall meeting I attended through the Federation I was told there is to

be a traffic study costing close to 1 million dollars. They are also reviewing ideas

for changes to the bridge, and some type of vehicles, buses etc. to move people

more efficiently.

I asked about the County Sewer and Sanitation system's ability to handle such influx. I was told by current county

commissioners each phase will be tested and will be addressed accordingly.

I quote "sometimes change is good, and I think this is one of the times," Commission Chairwoman Vanessa Baugh.
