    TheCityofSantaFehasrecognized2010astheyeartocommemorateSantaFe's

    400 years of history, beauty and culture. The Santa Fe 400th Anniversary

    Committee was chosen to guide this commemoration through this very special

    momentintimeforSantaFe. Hundredsofmeetingshavebeenheldtoplanand

    producethe finestanniversarypossible."VivaSantaFe!"openedthefestivities

    this past Labor Day weekend in 2009 a very successful event that involved

    virtuallyeveryorganization in Santa Fe. Unfortunately,ournation and city are

    experiencing budgetary shortfalls during this recession period. However, we

    remainhopefulthatthe400thAnniversaryCommitteewillbeabletocontinueto

    produceeventsthatwillreflecttherich,culturallegacythatisthelifebloodofthis

    citydifferent.

    The fundamentalgoalof theSantaFe400thCommittee is tobring together, indiversewaysand indiverse

    places, thecommunity thatweareand thecommunityweaspire tobe,and tocreateopportunities forour

    communityto

    appreciate

    what

    has

    been

    built

    on

    for

    American Heritage, with the help from our neighboring Pueblos. Our hope is to bring recognition and

    reconciliationwiththesePueblos.

    TheMayorandthecitycouncilhaveassistedtheCommitteeinthepreparationsforthe400th. Theoccasionof

    this400thAnniversarycommemoratesandembracesourenricheddiversity. TheCommittee isunwavering in

    ourcommitmenttomakethisendeavorworthyofSantaFe'spast,presentandfuture.

    TheCityofSantaFeappointedCommittee(Committee)to

    commemoratethe400thAnniversaryofSantaFe.

    TheCommitteewasformedin2006,bytheCityandwascharged

    withtheresponsibilityofcreatingeventsthatcommemoratethe

    400thanniversaryofSantaFe. Thecommitteeconsistsofnine

    An Education Committee was established todevelop history curriculum in Santa Fe Schools.TheHistory Task

    Forcewasgiven the responsibility toprovideadviceandguidance to theEducationCommitteeas theymoved

    forwardincreatingaschoolcurriculum.

    Collaborationswithmostofthe localorganizations inSantaFebegan inearnest,togetherwiththe localmedia,

    local events or with specific tasks such as writing press releases.

    This software system greatly facilitated our coordination of

    volunteers.

    Inothercommunityoutreachefforts,SantaFes400thanniversary

    washighlighted ina travellingexhibit thatwasat theMuseum in

    AlbuquerqueinOctober2008. Jamestown,Quebec,SantaFe: ThreeNorthAmericanBeginningsillustratedthe

    threeNorthAmericancitieshonoring400yearsasestablished

    settlements in North America. This educational exhibit

    broughtattention

    that

    Santa

    Fe

    was

    one

    of

    the

    earliest

    founding settlements,withanestablishedgovernment since

    1610.

    Concurrent with the activities of the Board, the Cathedral

    Basilica, in its 400th year as a seat of the Catholic Faith in

    Santa Fe, commissioned a documentary film to be made.

    During the development of the film, the Board historians

    servedasconsultantstoverifythehistoricalrecord.

    Outreach continued tobeavery importantpartofourefforts to raise communityawarenessof theactivities

    planned for the years 2009 and 2010. In order to make the Boards goals a reality, the staff visited with

    communityorganizations,makingpresentations to groups,artistsandperformers toencourage theirpotential

    involvement.

    Atthistime,too,theEducationCommitteereformedandbeganitstaskofcompilinginformationforcurriculum

    thatfocusesonSantaFeshistory,includingthePreColonial(Indigenous)Period,theSpanishColonialPeriod,the

    MexicanPeriodand,finally,theTerritorialPeriodandStatehood.

    Activefundraisingeffortsbeganbydevelopingrelationshipswithlocalbanksandotherpotentialsponsorsforthe

    eventsandforthetwodayVivaSantaFefestivalplannedfor2009. Withincreasedactivitiescametheneedfor

    morespace,soin2008the400thofficesaddedadditionalspaceat60EastSanFrancisco.

    Committee. One wing of the Roundhouse was filled with

    informational

    displays,

    food,

    and

    a

    computer

    station

    for

    newvolunteerstoregistertheirwillingnesstohelp. Volunteersgreeted

    members of State Government and lobbied lawmakers about the

    importanceofthiseffortandtheneedfortheirsupport.

    The2009kickoffevent tookplaceonMarch29,2009,nearly400

    years to theday that the Instructionsof theViceroyofSpainweredelivered toPedrodePeraltadetailing the

    provisionsforgoverningthesettlementofSantaFe. ThistookplaceattheLensicTheatre.Thereenactmentwas

    performedbythelocal,bilingualtheatergroup,TeatroParaguas,followedbytheSantaFeSymphonyOrchestras

    performanceofasymphonicsuite.

    After an application process, the Committee contracted Prosody Creative Services, an event planning

    organization,andmettocreateavision,toclarifythemissionoftheorganizationandtoexplorehowtocreate

    invitingexperiences for the localcommunityand for thosewhovisitour city. TheCommitteewholeheartedly

    embracedthe

    educational

    initiative

    (a

    continuation

    of

    what

    began

    in2007)

    involving

    the

    addition

    of

    an

    anthology

    written from the Native American perspective, as well as approving a musical event at the Opera, and a

    multiculturalfamilyfriendlyfestivalforthepublictolearnandexperiencetheessenceofSantaFe.

    VIVA!SantaFeLaborDay2009_______________

    All activities then focused on VIVA! Santa Fe, the twoday,

    multicultural festival which took place at Fort Marcy Park on

    Labor Day weekend. In advance of VIVA!, the 400th held a

    VendorsForum,invitingvendorstohearabout thecommittee

    approvedplan for the twodayevent, tooffer their input,and

    submitRFPsforworkontheVIVA!Weekendevent. Fiftyfour

    potentialvendorsattended the twoday forum. Tenspecialists

    wereselected;eightwerefromSantaFe. AllwereNewMexico

    companies.

    Active fundraising efforts were in full gear and sponsorships for special

    areas of the event were enlisted. Community groups, artists, and

    performers began signing up to

    participate in the event that took

    place over Labor Day weekend,

    September5and6,2009. Prosody

    CreativeServices

    took

    up

    residence

    in Santa Fe to oversee the events

    andtostayconnectedtoCitygovernmentascompliancelogisticsneeded

    tobefleshedout.

    Over 23,000 square feet of tenting covered Fort Marcy Park, 105

    volunteers provided 912 volunteer hours worked, and over 30 event

    partners came forward from this community toprogram their areason the

    field. Alltotal,275talentedparticipantsperformedontheLegacyStageand

    150youngpeopleperformedontheVIVA! KidsStage.

    Approximately 60 artisans participated in the VIVA!, weekend, doing

    workshops,demonstratingandteachingtheirartformandwereprovidedthe

    opportunity to sell their work. The 400th provided a space, interior dcor,

    arrival,setupandteardownassistanceforfree.

    Evening performances on the Ball Field, both Saturday and Sunday, capped

    eachdaysevents. Thoughrainhamperedattendance,theperformanceswere

    enjoyedandconsideredasuccessbythosewhostayedthroughthelessthan

    optimalweatherconditions. Thefinaleveningculminated inanOpeningCeremonywithdignitariesfromSpain,

    Mexico,theAllIndianPuebloCouncil,City leadership,theclergy,andmembersofthe400thCommitteeandthe

    community coming together in placing specific items in the Time Capsule. Fireworks ended the weekend of

    festivalactivities. Allinall,approximately20,00025,000peopleattendedthisfirsttimeVIVA!event.

    Onemonth later,theCrownPrinceandCrownPrincess ofSpaincametoSantaFeaspartofaUStour. Their

    RoyalHighnesses, thePrinceand Princess ofAsturias, Felipede Borbn yGreciaand LetiziaOrtizRocasolano

    visited Santa Fe on October 5 and 6, 2009. Representatives of the 400th were in attendance a ta special

    receptionhostedbyGovernorBillRichardsonandFirst Lady

    Barbara Richardson at the Governors Mansion on the first

    dayoftheirarrivaltoSantaFe.

    Thenextday,ahistoricwelcomingceremonyinthecourtyard

    atthePalaceoftheGovernorstookplace,whereTheirRoyal

    Highnesses were given a tour of the New Mexico History

    Museum, and were extended an official welcome by the

    Mayor of Santa Fe, David Coss, and other City and State

    dignitaries. Their Highnesses were next escorted to the

    CathedralBasilicaofSaintFrancisofAssisitobewelcomedby

    theArchbishopoftheDioceseofSantaFeandtheMonsignor

    JeromeMartinezyAlireinspecialceremonywheretheyofferedflowerstoLaConquistadora.

    The public was invited to attend a ceremony on the Plaza where Their Royal

    Highnesseswereagainwelcomedby localdignitariesandthen theCrownPrince

    had the opportunity to address the public. He placed official gifts from the

    GovernmentofSpainandtheRoyalFamily inthe400thAnniversarytimecapsule.

    Teatro Paraguas performed a shortened version of the Instructions to Peralta,

    markingthe

    year

    1609,

    as

    the

    establishment

    of

    Santa

    Fe

    as

    avilla.

    TheSantaFe400thtooktheleadincoordinatinghousingfortheRoyaltyandtheir

    staff, as well as organizing a luncheon in honor of their visit to Santa Fe.

    Collaborationwith theDepartmentofCulturalAffairsand theCathedralBasilica

    allowed the400thAnniversaryCommittee toprogramkeyelementsof thatvisit,

    suchastheirhousing,theofficialluncheonandtheeventonthePlaza.

    Theendof2009markedachange instructureforthe400th. Duetofinancialconstraints,staffingwasreduced

    andBoard involvementgreatly increased. Thenewcommittees formedtomeetthesechallenges included: A

    The 400th Board is moving forward into 2010 by developing strategic partnerships and collaborations with

    organizations that have not had previous partnering relationships with the 400th. We continue to reach out,

    initiatenewandexpandedconversations,andtobuilduponeachothersstrengths.

    and active organizations together committed tomaking this final yearof commemoratingeventsa year to

    rememberwithsharedpridebefittingthiscitysrichlyintertwinedculturalheritage.

    THANNIVERSARY OF THE FOUNDING OF THE CITY OF SANTA FE

    The Princess and I are especially pleased to join you all at this Inaugural Ceremony marking the400th Anniversary of the City of Santa Fe's foundation by the Spanish Crown. This occasion offers usthe opportunity to remember the past, celebrate the present and strengthen the future of the friendshipbetween Spain and the United States of America.

    First, allow me to convey congratulations and warm greetings from Their Majesties the King and

    Queen and from the people of Spain. Of course, we join them in this, while we also give our heartfeltthanks to the Mayor of Santa Fe for inviting us, and for his kind words. We feel especially grateful to allthe authorities and the people of this wonderful and big-hearted city for their very friendly welcome.

    It gives me great pleasure to express how much we share the pride felt by the citizens of Santa Feon this historic anniversary. We are so happy to be here with you to celebrate it, and to take this lovelyopportunity to visit again the beloved State of New Mexico and the United States, a close friend and allyof Spain.

    I believe this celebration is already a great success, thanks to the support of local authorities, themagnificent efforts of the Organizing Committee, and the ensuing wave of public involvement and

    enthusiasm. And for us it is a real privilege to be able to participate in such an important commemorationof the History of this great Nation, and of Spain's heritage in North America.

    Today, we want to recall all the Spaniards who, in different moments of History, contributed to theforging of this noble and hospitable land of New Mexico: don Juan de Oate, Pedro de Peralta, Diego de

    Vargas, and so many others ... of whom we still see today their names inherited and used by NewMexicans and Spaniards alike. They all deserve our respect as we look back with historical perspectiveand learn from the achievements and misgivings they were part of. But we would also like to acknowledgehere all those who have contributed to forge modern New Mexico, the one you all live in, enjoy andcontinue to dedicate your hopes and daily hard work.

    The rich History of the United States already spans across centuries. Of course we are often

    reminded of this whenever we commemorate historic events related to Spain's American legacy -theEuropean country with the longest-standing presence here. Several months ago, the King andQueen of Spain celebrated in Florida the 450th Anniversary of the founding of Pensacola -whichproudly calls itself, the "First Place City". Within a few years, we will also celebrate the 450thAnniversary of the City of Saint Augustine (2015) and the 500th of Ponce de Leon's arrival to the coastof Florida (2013).

    Many more celebrations will surely follow, because the Histories of our two countries are so deeplyintertwined. From the 16th Century, Spanish settlers, civil servants, soldiers and clergy arrived in thisterritory, then inhabited solely by indigenous peoples. I still have fond memories of my participation in a

    very moving and enjoyable gathering, in the year 2000, with their descendants, representatives of thenative Pueblo Indians.

    The Hispanic roots of the U.S. are becoming increasingly known, and better acknowledged; so weSpaniards are happy and also proud to recall, once again, that they are an important part of the veryorigins of your great nation.

    When the city was founded, it was originally christened Santa Fe de los Espaoles y deSan Francisco de Asis-"Santa-Fe of the Spaniards and of Saint Francis of Assisi". A strong reminderof the Hispanic heritage and also of the importance the Spanish language has today as a revalued partof it.

    Spanish is now the second most important language of international communication with nearly500 million speakers in more than 20 countries- and the second most-spoken one in North America, aswell as the third most-used on the internet. New Mexico is an excellent example of the enduring presenceof the Spanish language in the U.S., where its teaching and promotion enjoy the effective support ofseveral centers of our Cervantes Institute.

    But I am also pleased to mention many significant elements that arrived directly fromSpain and later became very distinctive of the United States: Indeed, to a great extent the origin of theranching culture of the American West, traditional institutions such as the missions, ranches, forts, andits first towns, as well as models of city planning and architecture, land ownership rights and distribution,were also contributions of the long presence of Spaniards in this part of the North American continent.

    This extraordinary, indeed exemplary, New Mexico History Museum is tangible evidenceof the rich History shared by indigenous peoples of the area and settlers from Europe and other parts ofthe world, who brought with them different creeds and cultures enriching the precious diversity you nowtreasure. Allow me to congratulate all those who have made this magnificent exhibition space possible,located in what was once the Palace of the Governors.

    Likewise, I would like to convey a very special recognition to the National Hispanic Cultural Center,in Albuquerque, which we visited yesterday -a true example of excellence and respect in the effort to keepour common heritage in US territory. Congratulations to all those responsible for the wonderfulinstallations, where, thanks to the generosity of its administrators, our lnstituto Cervantes has placed, nowits headquarters for the State of NM.

    Our presence here in Santa Fe and in New Mexico leads me, inevitably, to mention the CaminoReal de Tierra Adentro, (the National Historic Trail). This route provided a direct connection, along 1600miles, between Mexico City and Santa Fe. Not only people traveled this route, but also the ideas andcultures, the plans and dreams of progress and civilization that were carried along with them.

    The old ties between New Mexico and Spain did not die out after the epic era of conquest andcolonization (Pacification and settlement); they were even present well into the 19th century. In thisrespect, I would like to remember the figure of Pedro Bautista Pino, sent by Santa Fe as itsrepresentative to the Spanish Parliament which met in the city of Cadiz to draft and adopt our country'sfirst ever Constitution in 1812, soon after our own war of Independence against the Napoleonic troops. ThisConstitution was written by representatives elected from all the territories that were then part of theSpanish Crown.

    In Cadiz, Deputy Bautista Pino, who was both New Mexican and Spanish, presented anumber of requests on behalf of New Mexico concerning higher education. Centuries later, this is a fieldwhere Spain has wished to show its special regard for this State, with the creation nine years ago of the

    Prince of Asturias Endowed, Chair at the University of New Mexico.

    Let me use this opportunity to congratulate and recognize, most sincerely, all those whohave contributed, in so many ways, to make possible this Endowed Chair in Information Science andTechnology, with the highest standard of excellence.

    Ladies and Gentlemen,

    This 400th Anniversary of Santa Fe is also a very good occasion to highlight and remindourselves that the United States of America and the Kingdom of Spain are today allies, partners and veryclose friends. Based on our democratic values and working together in multilateral frameworks we sharegrowing responsibilities, and together must face the huge challenges and problems confronting thiscomplex, globalized world in which we live, like the economic and financial crisis, climate change, or threatsto stability and security in different parts of the World.

    The United States and Spain have enormous opportunities in the field of economic bilateralcooperation, with companies exploring new projects that will result in economic growth and new jobs.Spain has a dynamic business sector whose profile is steadily rising in the U.S., with presence andinvestments in cutting-edge industries of this vast market. For example, world-leading Spanish corporationsare now generating renewable energy in New Mexico, and in other States such as SouthDakota, Colorado and Pennsylvania; granting loans in Texas, Florida and New Jersey; and offeringstate-of-the-art transportation technology in Illinois, Indiana and Washington.

    Ladies and Gentlemen,

    We have come here today to celebrate the ties that first linked New Mexico and Spain, fourcenturies ago. It is important for us to be here, not just because of the great historical and culturalsignificance of this event, but also because of its immense value for our present and future interest tostrengthen -even more- the friendship between the United States and Spain. A friendship that Spainholds in the highest regard and to which, as Heir to the Throne, I devote grate effort and affection.

    Once again, on behalf of the Princess and myself, I extend you all our most heartfeltcongratulations, for these first four hundred years. And now, it is indeed a great honor for me to declaresolemnly and officially open the commemorative events of the 400th Anniversary of Santa Fe.
