SUBJECT: Satellite High Performing Arts Theater Orchestra Lift Repairs - Single-Source Request

The Satellite High Performing Arts Theater was built in 1993 at the same time that the Eau Gallie High and Memtt Island High theaters were completed. Satellite High's theater proximity to the coastal area and high ground water environment makes this theater proned to flooding. During the years this facility has experience several floods. The most recent problem occurred during last August Storm Fay. During this event water migrated into the theater from the north and south doors to the seating area and then to the orchestra pit. In addition to this situation ground water found crevices in the theater foundation to flood the orchestra pit. At this point the motor was under water and the lift mechanism was damaged. Maintenance has replaced the motor but the lift mechanism and controls (Spiralift) can only be serviced by Gala Systems technician. Currently the orchestra pit is "red tagged and cannot be used by the school.

Part of Single-Source Request is to answer several questions, here are my answers. a. To my knowledge Gala Systems is the only vendor that can repair the SpiraliR components. b. To my knowledge Gala Systems is the only vendor that has qualified technicians to work on the SpiraliR System. c. The orchestra pit is an integral function of any performances and productions associated with this facility. The

District Program Coordinator deemed necessary that this facility required and orchestra pit. Thousand of dollars were spent building this feature into this facility.

d. As mentioned in answer a & b, this system can only be servicedlrepaired by Gala Systems. e. The current situation of not having a serviceable liR is a "safety" issue. The District will be compromising the safety

of students and staff if this lift is not repaired. f. I believe I have attached all the required data to demonstrate the orchestra liR needs to be repaired by Gala Systems.

We wish to remind you that GALA is uncomfortable to simply replace the Spiralifts without additional changes. As mentioned in previous conversations, the equipment installed to raise your platform is now approximately 14 years old. During the after flood visit, we noticed the extent of the water damage to your lift system. We, as the lift's manufacturer, cannot certify that the equipment we recommended you to replace (drive shafts, motor, gearboxes ...) can safely be re-used. Malfunction of these components could have serious consequences. Regarding a potential delivery date, please note the following preliminary schedule:

It should be noted that this proposed preliminary schedule is valid at the time of issuance of this document and is subject to be revised depending on our actual book order at the time of confirmed order.

1. L i n g Mechanism: Gala's Spiralifts will be supplied as the lifting mechanism. The Spiralifts are designed to stop should they become wedged or obstructed in their path. This is accomplished with load sensors mounted on top of each Spiralift unit. The lift requires no re-levelling due to the unique nature of the mechanism.

2. Protection of the Spiralifts: All rotating vertical band magazines of the Spiralifts will be encased with a smooth surfaced cover with a top wiper system to prevent the intrusion of extraneous materials into the magazine.

3. Encoder: Gala will replace the existing potentiometer by one (1) incremental encoder per lift system to allow the setting of levels between the ultimate levels.

4. Safety Equipment for the lifts: The following safety equipment is supplied as described in this proposal:

> The low load detection switches at the top plate location on every Spiralift.

5. Control System: Gala will make the changes required in the PLC programming for the integration of the new encoder.

6. Terminal boxes: The multiconductor travel cables as well as the pit terminal boxes will be supplied by Gala. The terminal box will be mounted to the structure for the safety low voltage wiring.

7. Belts Detection Switches: Gala will replace the drive belt detection switches in the pit.

8. Acceptance Test Procedure: Acceptance test procedure will be performed in our shop as per Gala's usual standards.

9. Handling: Equipment will be prepared and packed for shipment to the site.

10. Shipping to the Job Site: Gala will ship all equipment listed in this document FOB job site in Satellite Beach, FL, USA. Components will be crated as per our usual standards.

11. Installation: The mechanical installation of all the above systems will be provided by Gala. This installation is based on the full availability of the site in the locations where the lift systems are being installed during the scheduled installation. Work on-site has been based on normal working day shifts 8 hourslshift, 5 dayslweek.

12. Shoring: Existing lift structure to be shored for removal of old equipment and installation of new components.

13. Removal of replaced components: The removal of the old system is by GALA.

14. Warranty: Gala will provide a twelve (12) months warranty on all mechanical systems provided starting at the end of the installation, however, ending no later than eighteen (18) months following shipping ex-factory.

A. Existing equipment: The following existing equipment is to be reused without modifications:

P Control panels - MCP, SMP, H-H (physical components)

P Limit switches and all safeties

B. Site Wiring: All conduit, wire and junction boxes from pit, interlocked safety devices or limit switches to the control hardware terminal strips are by others. Electrical power to move scenic equipment to be ready and installed prior beginning of installation.

C. Condition for Proper Lift Installation: Lift areas and pits to be cleared and free of other trades prior to installation, otherwise it could have an impact onto schedule and budget plan for the installation. The protection of the perimeters of installation is to be supplied by others.

D. Rework on the Old Equipment: Gala could not evaluate the amount of work that would be made necessary because of the old equipment to be reused. Any time and material spent on site on fitting, debugging, adjusting, replacing the old equipment that would have been normally replaced in a complete after floodlrefurbishing job will be charged at a cost plus administrative fee.

E. Disposal of old system: The off-site disposal of the old components as well as environmental concerns is by others.

F. Construction I Trade Permits: General construction and trade permits to suit the installation are by others.

G. On-Site Load Tests: Any on-site load tests are by others.

H. Storage of Equipment on the Job Site: (In the event that lift systems cannot be installed according to the agreed upon schedule). Sufficient storage area should be available on-site. Gala can store technical equipment outside of the premises if required at client's charge according to the schedule.

SECTION 11064 - MOTORIZED ORCHESTRA PIT LlFT

1.1 INTENT

A. General: It is the intent of this specification to provide a lift of maximum durability with minimum service requirements, serving as an orchestra platform, an extension of the auditorium floor and as a thrust stage. All labor, materials, equipment and services required for the work indicated on the drawings and specified in this section.

1.2 CONTRACTOR RESPONSIBII-ITY

' A. The Contractor shall be responsible for making the necessary inquiries and arrangements to meet the requirements of the following:

1. Bonds and insurance certificates. 2. Construction schedule. 3. Time of completion and liquidated damages. 4. Change order procedures. 5. Applications for payment.

1.3 RELATED WORK:

A. 'The following related items (by others) are specified in other sections of the specifications:

1. Construction of the pit, properly framed with all dimensions held to within %" of that shown on the drawings, enclosed and adequately ventilated, with locking access doors where shown on the drawings.

2. Pit cast and waterproofed with structural support sufficient for the loads imposed at the lift module locations indicated on the drawings.

3. Cast in Unistrut P-3254 Channels spaced 2'4" on center (or as required by the lift manufacturer) to provide anchor slots at each end of lift, or drilled in anchor bolts for guide rail support attachment, shall be furnished and coordinated with lift manufacturerlcontractors shop drawings.

4. Subfloor attached by tec screws, and finish floor on the lift, all not to exceed 2" thickness.

5. Floor edge trim, which will be to an agreed detail to pemiit attachment of shear point guards, and must be in place at time of installation.

6. Power (480 volt, three phase, 60 Hz) to fixed disconnect at control panel location. Power is required at time of installation.

7. Installation of all safety interlocks and warning lights not located directly on the lift. 8. Junction boxes at control panel and in the pit under the lift. 9. Control and power conduit and wiring.

a. Number (including 10%-minimum, 2 spares), size, color and marking of wires. b. Position and size of junction boxes.

1.4 QUALITY ASSURANCE

A. Only the manufacturerlcontractor listed below shall be considered.

B. Sole Responsibility: AII equipment provided under this section shall be the coordinated product of a single manufacturerlcontractor with complete responsibility for the design and fabrication.

1. This manufacturerlcontractor shall provide the warranty for the entire system and its operation and possess in inventory or within its ability to manufacture all service components that may be required.

2. Installation of- the lift may be subcontracted but this shall in no way relieve the manufacturerlcontrador from full responsibility for the completed installation.

C. Acceptable Manufacturerlcontractors: Only the following manufacturerlcontractor has been pre-qualified:

1.5 STANDARDS AND CODES:

A. Standards: All work shall conform to the applicable building codes, ANSI A17.1, and the national electrical code.

B. Permits: The Contractor shall obtain at his expense all permits required by regulatory agencies for this work.

C. Inspections: The contractor shall arrange and pay for all required inspections and the Owner shall be provided with all resulting certificates.

D. Substitutions: No substitution requests shall be entertained.

1.6 SUBMITTALS:

A. Shop Drawings: Submit 5 prints of shop drawings for review. An interfacelcoordination drawing showing the work which must be done by others shall be submitted within 45 days of contract and a full set of contract documents; full construction and assembly drawings shall be submitted within 45 additional days.

B. Record Drawings: Provide one set of original "as-built" drawings upon completion of the installation.

C. Patents: The manufacturer/contractor shall be responsible for payment of and obtaining all patent permissions pertinent to the work.

D. Warranty: The pit lift manufacturer/contractor shall guarantee the quality of the materials and workmanship of the equipment installed under these specifications. He shall make good any defects, not due to improper use, damage due to neglect or normal wear and tear that may develop within one year from acceptance.

E. Site Conditions: The pit lift manufacturer/contractor shall immediately notify the General Contractor, Architect. And/or Consultant of any site conditions or variations which affect installation or completion of the work and, where appropriate, indicate suggested remedies by shop drawings and/or description. Correction of these conditions shall be under other sections of the contract.

F. Load Tests and Inspections: Load tests shall be conducted by the lift manufacturer/contractor and be witnessed by the Architect and Consultant to ensure compliance with the characteristics described under the general characteristics. Under no conditions shall the contractor be relieved of the load test responsibility. The contractor shall conduct all load tests on the jobsite after the installation of the lift is complete. The contractor shall advise the Architect and Theatre Consultant two weeks before conducting such tests so that their representatives may witness the tests.

G. Manuals: Provide four copies of instruction and maintenance manuals. The manuals shall include:

1. System description. 2. . Catalogue data. 3. Operation instructions. 4. Maintenance instructions. 5. Recommended spare parts list. 6. System assembly drawings required to perform maintenance.

H. Final Approval: Final approval shall be granted upon completion of final test and inspection, submittal of warranties, submittal of record drawings and instruction of the staff.

PART 2 - PRODUCTS

2.1 GENERAL CHARAC'TERISTICS

A. The following general characteristics shall apply:

5. Maximum deflection at platform edge under symmetrical uniform lifted load: X' 6. Gaps between lift and fixed flooring not to exceed 318" 7. No caissons or penetration of the pit floor shall be permitted. 8. Lift system shall be capable of continuous operation under full lifted load for a

minimum of one hour. 9. Hydraulic lifts are not acceptable, as no releveling will be permitted.

2.2 EQUIPMENT

A. The lift shall be mechanically driven at sufficient locations to permit the structural deflection to be less than %" under lifted uniform symmetrical live load. A wide base of the lifting elements shall assure that there is no tilt or rock as the lift moves through its travel. There shall be no penetration of the existing pit slab for the installation of the lift.

B. Materials: All materials shall be new, of first quality and of recent manufacture. No obsolete components shall be used in the assembly of this equipment

C. Platform Structure:

1. The primary supporting structure shall be sufficiently deep to provide less than X' deflection of the platform under full lifted live load.

2. Steel floor joist shall be incorporated for the direct attachment of wood sub-floor by self drillingltapping screws by the flooring contractor.

3. A depth of 2" will be allowed between top of steel and finished floor level for floor construction.

D. Lift system:

1. The lift modules shall consist of tubular thrust screws which require no caissons or penetration of the pit floor.

2. All lift elements shall be vertical compression members. No hinged or flexure elements shall be permitted.

3. The primary actuator shall be a three phase electric motor. The rotation of the electric motor shall be converted to linear motion by the formation of a large diameter tubular support screw.

4. Each drive motor shall be equipped with a fail-safe brake capable of at least twice the torque of the motor.

5. The entire lift system shall be capable of continuous operation under full lifted load for a minimum of one hour.

E. Guiding system:

1. Each lift shall be provided with guides that require no lubrication to control lateral movement. Guide rails and shoes to be of a design to provide lateral and rotational stability to the platform at any point in its travel.

2. Guide rails which shall be attached to dovetail anchor slot inserts embedded in the concrete furnished under other sections of the work. All anchorage shall be supplied and installed by others.

3. ~olerance between guide rail and shoe should not allow horizontal motion of the lift platform to exceed 118 at any of the stop positions.

F. Control system:

1. The lift may be used at any position under full-specified load. 2. Control shall be by hand held 20' long pendant with one receptacle on the lift in a

floor pocket and a second receptacle on stqge at the location indicated on the drawings.

3. Dead man control buttons will cause the lift to travel up or down as indicated so long as they are held in a depressed position.

4. Activation of the safety andlor interlock system shall immediately stop the lift. After clearing the safety system, the lift may be reactivated by key switch on the hand held control.

G. Logiclalarm controls:

1. Safety and control circuitry shall be low voltage. 2. Control panel access shall be by key only. 3. Normal lift operation shall be by hand held standard control station. Emergency lift

operation shall be from lift control panel or hand held standard control station.

H. Leveling and equalization:

1. The lift shall maintain level within -c 118" through out its travel. 2. The predetermined stop positions shall be repeatable within -1 118". 3. A synchronization system shall be incorporated which maintains the lift level at all

lift points. This system shall incorporate a back up safety system to stop lift operation should a mechanical failure occur.

I. Mechanical position locking system:

1.- A mechanical locking device shall be incorporated which is capable of positively locking the platform at any elevation under the -maximum static load.

2. Upon loss of electrical power or actuation of one of the safeties the mechanical locking system shall stop and lock the lift until normal conditions are restored and the reset is activated.

J. Electrical wiring:

1. The lift shall be completely factory-wired with terminal strips provided for the connection of the external wiling. he control panel, the hand held standard control stations, all modules and the synchronization system shall be fully tested as an operating unit at the factory.

2. Control panel shall be completely factory-wired internally with terminal strips provided for the connection of the external wiring. Panel shall be tested at the factory.

3. Junction boxes with wiring to terminal strips will be supplied by others prior to lift installation.

4. Wire and conduit between junction boxes will be supplied by others prior to lift installation.

5. Connections from the junction boxes to panel and lift shall be performed by the lift contractor.

K. Safety and interlocks:

1. The interlocked safeties described in paragraphs (2, 3, and 4) shall have the following common principles of operation.

2. All interlocks shall be in their respective "safe" position before any motion can be initiated.

3. All interlocks shall remain in their respective "safen position for motion to continue. 4. Temporary or permanent tripping of any "unsafen condition while the lift is in motion

shall stop the lift and require manual resetting before motion can be resumed. 5. Shear point guards - elevator door type astragal shall be incorporated as shear

protection where indicated on drawings, with electrical interlock. 6. Door locks - electrically operated door locks shall prevent access to the pit when

the lift is not at that elevation. 7. All safety interlocks not located directly on the lift will be supplied under this section

but installed by and wired to the control panel junction box by others.

2.3 ORCHESTRA PIT LIFT:

A. Provide, deliver and install a lift approx. 322 square feet in area, with a lifting capacity of 50 Ibs. per square foot, and a sustaining capacity of 125 Ibs. per square foot. Lift shall travel approximately 11'-I", at a speed of 4.5 feet per minute. Lift shall be driven by a electric motor (480V, 3-phase, 60 HZ) and 4- SpiraI'i (9" modules). Lift shall also include: Deck structure and supporting structure, with floor joists for the direct application of sub-floor. Structure shall be painted black primerlfinish. Floor shall be provided by others,

1. Guides and guide rails to meet stability requirements. 2. Electrical control package with remote pendant control. Package shall include two

control stations with emergency stop capabilities, one located in a in a recessed floor box in the lift, and one at the stage manager's control station.

3. Mechanical module synchronization, to keep lift level while traveling or at rest. 4.. Astragal shear protections at all shear hazards. 5. Provision of one single door electrical programmable lock, to be installed by others. 6. Access trap framing for one floor trap, 7. Stage limit and lift limit fiber optic edge lighting for safety. /

3.1 GENERAL

A. Full responsibility for the design, manufacture, installation and warranty shall rest with a single contracting entity.

B. Coordination: Coordinate as required with other trades to assure adequate provision in the work of those trades for interface with the work of this section.

3.2 FABRICATION:

A. All fabrication shal'l be performed at the factory. Job site work shall be 'limited to reassembly of equipment, adjustment and testing.

. B. Finishing: Machine finish all operating parts to standard trade tolerances, fits and finishes, unless otherwise specified.

C. Paint preparation: Thoroughly clean all fabricated steel work, including equipment, supports and framing prior to painting.

D. Painting: Two coats of flat black rust inhibiting primer shall be factory applied to appropriate steel surfaces.

E. Inspection: Final inspection shall be made within two weeks of notification from the manufacturerlcontractor of- completion of the work. Upon satisfactory completion of final inspection indicating compliance with specifications and drawings, starting, stopping, leveling and safety device operation a notice of completion shall be issued.

3.3 INSTALLATION:

A. Install the work of this section in strict accordance with the original design, the reviewed shop drawings as approved by the architect/consultant and the pertinent requirements of government agencies having jurisdiction.

B. Cutting and patching: No cutting or 'patching is permitted by .this contractor. If interference exists, the procedure indicated under site conditions shall be followed.

C. Touch up: Matching job site touch up shall be applied to any areas damaged in transportation and installation.

D. Cleanup: Keep work areas orderly and free from debris during installation. Leave pit broom clean. Leave operating controls, panels, and signals clean.

E. Protection: During the period of installation of the lift provide suitable protective baniers, coverings and signs or other procedures to protect the work from damage and personnel from injury. When work is completed leave the Ii locked in a non-hazardous position until approved and responsibility is transferred to a trained staff.

F. Temporary use: If temporary use of the lift is required before the lift is placed in service, the contractor shall make such lift available after the lift contractor's temporary acceptance form has been signed by a duly authorized party. Temporary enclosures, guards or other protection of hoistway openings, lift operators and such other items as are necessary to permit safe temporary operation of the lift shall be provided by others. The user shall provide maintenance during the period of temporary operation of the lift and return the lift to the contractor at the conclusion of this period in the same condition of repair and maintenance as existed when temporary acceptance was given. Temporary acceptance form of the lift contractor shall be signed before the lift is placed in temporary service.

G. Adjustment: Adjust all controls, switches, guides, safety astragals and interlocks installed under this section to achieve specified performance.

3.4 STAFF INSTRUC-TION:

A. At the time of examination for final approval, the manufacturerlcontractor supervisor shall instruct the designated staff personnel in safe operation, servicing, care and maintenance of all of the equipment. Completion/training. After installation is complete, Owner's on-site representative shall be contacted by installation crew lead for final inspection. Installation crew lead shall provide training to persons of the Owner's choice, which shall include:

1. Review of all instructional and maintenance documentation. 2. Complete run-through of lift deployment through full range of positions. ,3. Demonstration of all lift controls, including emergency stop, from both control

locations. 4. Completion of any deficient work as requested.

3.5 SERVICE AND MAINTENANCE:

A. Maintenance Contract: A maintenance contract covering the work of this section for a period of one year from the date of final acceptance shall be offered indicating the current annual cost. . .

1. The contract shall indicate the required frequency of examination, adjustment and lubrication.

2. Only genuine standard parts as originally installed may be used for repair or replacement.

3. Maintenance work, as required, shall be during regular working hours and regular working days except that emergency callback service shall be available from the manufacturerlcontractor at all times during the maintenance period.

3.6 OPERATIONS AND MAINTENANCE MANUALS

A. At the time of testing, furnish four sets of Operation and Maintenance Manuals, which will include instructions for safe handling and deployment, warranty statement, replacement parts, regular maintenance requirements, and contact information for future service and information.

1. All maintenance and operation information shall be bound into an 8-112" x 11" booklet with cover stock front and back covers.

2. Furnish three sets of Operations and Maintenance manuals to the owner. 3. Furnish one set of Operations and Maintenance manuals to the theatre consultant.

B. Four (4) signed copies of the warranty shall be included with operations manuals as required condition for final approval of the work.
