7. EDUCATION COMMITTEE REPORT - DOUGLAS PARK COMMUNITY SCHOOL CALENDAR 21 - 22

Recommendation:

That the Education Committee recommends that the Board of Education approves the Districtundertake a community consultation on an alternate calendar for Douglas Park CommunitySchool and report back to the Board of Education at the Regular Meeting on March 7, 2017.

9. QUESTION PERIOD

Question Period is provided at Board meetings for the public to ask questions of clarification.  TheBoard welcomes questions from the public and wants to ensure that those wishing to askquestions can do so.

The following will help the public develop questions for Question Period at a Board meeting thatis keeping with the goal of a respectful and focussed meeting.

Questions..1. Need to be directed to the Chair and not to staff;2. Need to be related directly to the topic on the agenda;3. Need to be succinct, focussed and not be a statement;4. May not be asked that are related to personnel or directed at an individual trustee; and,5. May not be asked that are related to contract negotiations.

All of the above are directions provided for in Board Policy No. 1204 - Bylaws of the Board.  TheChair may answer, may defer to staff or indicate a question may not be in keeping with the aboveguidelines.

The Board appreciates the public's interest and wants to ensure a professional meeting isconducted, with Question Period focussed on providing guests with the clarification they seek.

Trustees also welcome questions from members of the public apart from Question Period.  Theircontact information is available on the school district website.

BACKGROUND:

A draft of the Amended Annual Budget Bylaw 2016/2017 is attached.

Boards of Education are required to submit an Amended Annual Budget Bylaw in accordance with sub-

section 113 (2) of the School Act if the Minister amends the operating grant to a district as per sub-section

106.3 (6) of the School Act. The annual re-calculation of a district’s operating grant in December

constitutes an amendment by the Minister and districts are given 60 days per the School Act to file a

The Board of Education of School District No. 35 (Langley)

certified amended bylaw. In the Amended Annual Budget Instructions provided by the Ministry, the filing

deadline is specified to be February 28 of the following calendar year, even though this date is normally

beyond the 60 day period described in the School Act.

In order for the Board to give the Amended Annual Budget Bylaw 2016/2017 third and final reading at the

same meeting as the first two readings, unanimous approval of the Board is required as per sub-section

68 (4) of the School Act, referring to the passage of bylaws.

When the Annual Budget was approved, a motion was made to appropriate $850,000 of the District’s

unrestricted surplus to balance the budget. In the development of the Amended Annual Budget, District

staff propose to appropriate a further $1,247,942 of restricted surplus amounts in order to balance the

Amended Budget. A breakdown of these appropriations is as follows:

Infrastructure Replacement $ 500,000

Initiatives to Support Schools $ 450,000

School Surpluses $ 297,942

$1,297,942

Combined with the previously approved $850,000, these further appropriations will offset the $2,097,942

deficit in the Amended Annual Budget.

AMENDED ANNUAL BUDGET BYLAW 2016/2017

A Bylaw of THE BOARD OF EDUCATION OF SCHOOL DISTRICT NO.35 (Langley) (called the "Board") to adopt the Amended Annual Budget of the Board for the fiscal year 2016/2017 pursuant to section 113 of the School Act, R.S.B.C., 1996, c. 412 as amended from time to time (called the "Act").

1. The Board has complied with the provisions of the Act respecting the Amended Annual Budget adopted by this bylaw. 2. This bylaw may be cited as School District No.35 (Langley) Amended Annual Budget Bylaw

2016/2017. 3. The attached “Statement 2” showing the estimated revenues and expense for the 2016/2017 fiscal

year and the total budget bylaw amount of $212,638,877 for the 2016/2017 fiscal year was prepared in accordance with the Act.

4. Statement 2, Statement 4 and Schedules 1 to 4 are adopted as the Amended Annual Budget of the

Board for the fiscal year 2016/2017. READ A FIRST TIME THE 21ST DAY OF FEBRUARY, 2017; READ A SECOND TIME THE 21ST DAY OF FEBRUARY, 2017; READ A THIRD TIME, PASSED AND ADOPTED THE 21ST DAY OF FEBRUARY, 2017.

SUBJECT: International Student Program Tuition Change

RECOMMENDED MOTION:

That the Board of Education receives the report on the International Student Program Tuition Change for

information as presented.

BACKGROUND:

Board Policy No. 7002 – Admission of International Students requires the Superintendent of Schools to

inform the Board of the International Student Program fee structure once yearly. The Policy also requires

that International Student Program students must have comprehensive health and medical insurance for

the duration of their stay in Canada. Students registered in the program are required to submit a

premium to cover the cost of the medical insurance. Up until the start of 2017, that coverage was

provided in two forms: a policy (Guardme) that covered the student during the waiting period to enrol in

Medical Services Plan (MSP) and the Medical Services Plan coverage.

Effective January 1, 2017, the province no longer required minors and dependent minors be charged MSP

premiums after the initial waiting period. This change also related to International students. The District

decided at this point to provide an enhanced program of medical coverage, using Guardme, which

provided additional coverages beyond what had previously been provided during the waiting period to

enrol in MSP. The District has accepted this enhanced coverage as an additional cost of operation.

When this change occurred, neighbouring districts who had been charging $12,500 for tuition and

requiring a $1,000 deposit to pay for medical insurance, increased their tuition to $13,500 which now

includes medical insurance. Langley has adopted the same approach.

EDUCATION COMMITTEE REPORT

SUBJECT: Douglas Park Community School Calendar

RECOMMENDED MOTION:

That the Education Committee recommends the Board of Education approves the District undertake a

community consultation on an alternate calendar for Douglas Park Community School and report back to

the Board of Education at the Regular Meeting on March 7, 2017.

BACKGROUND:

At the Education Committee meeting on Wednesday, February 15, 2017, the Committee received a

request from Assistant Superintendent Woody Bradford and the Principal of Douglas Park Community

School to begin a community consultation regarding aligning the school’s calendar with the rest of the

elementary schools in the District, commencing September 2017.

Douglas Park Community School’s calendar currently extends in the summer for a two-week period

through the inclusion of two one-week intercession breaks in the months of November and May where

students at-risk and English Language Learners are provided an opportunity for extra instruction; this

calendar structure has been in place since 2003. While many of the school’s population takes advantage

of the two-week extension into the summer, others do not as they choose to begin summer holidays

and/or end early due to their older siblings attending other District schools whose calendar does not

extend into the summer months.

The District is proposing to host a community consultation regarding an alternate calendar proposal as

follows:

A 10-month calendar that aligns with the District calendar and is accessible by all Douglas Park

Community School students;

Full day spring sessions over one week of the annual two-week spring break with emphasis on

remedial literacy for mainstreams students and language learning for linguistic learners (i.e.,

English Language Learners). Up to 55 students may participate.

The Board of Education of School District No. 35 (Langley)

On-site, three-week July summer school sessions, that operate half days with an emphasis on

physical wellness and project-based learning opportunities. All Douglas Park Community School

students would have equal access to summer school sessions. The summer session will align with

the District’s other summer programming.
