3.0 REPORTS
3.L Student Body Representatives: Payton Poe, student body leader at Klamath Union High
School, presented current happenings to the board.
3.2 Audit Report: Mr. Andy Peterson, CPA and partner at Molatore, Scroggin, Peterson and Co.,. LLP, Certified Public Accountants, and Robin Peile presented the 2013-2014 report of audit.
The audit report will be distributed electronically to the board and interested parties. The
Governance Letter and the lnternal Control Letter and have not been completed yet, butthey will be done on time and submitted.Question: Will there be an in-depth summary done for board members later? Yes, for thosewho are interested - Shaw Nee will schedule.
3.3 School Report - Pelican Elementary School: This item wos moved to follow ltem #i.4Overview of Colloborotive Gront Project.
3.4 Overview of Collaborative Grant Project: Klamath Falls City Schools was awarded a 5309,000Collaboration Grant from the Oregon Department of Education (ODE). This grant focuses on
four target areas for teachers: Professional Development, Performance Evaluation, Career
Pathways, and Compensation. Since we are a Chalkboard-sponsored district, we have thegood fortune of receiving technical assistance from a Chalkboard facilitator. Last year, ourfacilitator was Kathy McCollum who helped our 16-member CLASS Design Team (10
teachers, 6 administrators) write the grant. This is an annual grant that can be renewed forup to three years.
3.3 School Report - Pelican Elementary School: The staff at Pelican Elementary School provided
their annual board report to the board.
3.5 Findings from the Energy Audit: Mr. Mahaffey presented the annual energy conservationprogram update. He also included the findings from the recent Oregon Department ofEnergy "Cool Schools" audit. October 2014 completes the eighth year of the energy
conservation program. During that period the district has realized over $1.1M in energy
savings.
The district participated in the state "Cool Schools" program that provided low interest loan
funding for energy saving measures. These measures have been implemented over the last
three years. ln October 2OL4, the Oregon Department of Energy performed an audit of theinstallation of those measures. The auditors were impressed with our ingenuity and ability tocomplete a wide verity of measures with a relatively small budget. As a result, they wouldlike to use the Klamath Falls City Schools as a case study for other districts to observe and
replicate our energy saving measures.
3.6 Monthly Financial Report: A revenue and expenditure summary report/projection thatincluded transactions through November 30, 201.4, was distributed. lnvestment earnings

were not included in this report for November due to the lack of information available by the
deadline for this report.
4.0 NEW BUSINESS:
4.1 School-Based Health Center Decision: The Klamath County Health Department is seekingpermission from the KFCS' Board of Directors to apply for funds for a grant to be used toplan for implementation of a school-based health center at Klamath Union High School forrhe 201.6-L7 school year.
Trino Perez declared o potentiol conflict because she works for the Klamath County Heolth Deportment.
Motion: lt was moved by Mike Moore and second by Lori Theros to approve the request to seek a
school-based health center planning grant.
Vote: Motion carried unanimously.
4.2 Calendar Options: The Calendar Committee (comprised of representatives of the employeegroups) met and developed two 2015-L6 school calendar drafts for review and discussion.
The first draft starts school before Labor Day on August 31't. The second draft has school
staring after Labor Day on September 8th. Starting before Labor Day would require thedistrict to pay paraprofessionals, cafeteria workers, and bus drivers to begin work early
(General Fund Paraprofessionals S5,500 - Title I Fund = 54,300. Total actualtotal cost would
be 514,000 - 515,000.) Smarter Balance should not be affected. The time frame forconstruction work at KU might be a considerat¡on when approving a calendar for next year.
This item will be tabled untilthe January 2015 school board meeting.
4.3 Resolution #1,4-09 Authorizing lssuance, Sale, and Delivery of General Obligation Bonds: This
resolution verifies the validity of the successful bond vote results. lt also approves the sale
of bonds as approved by the voters.
Motion: tt was moved by Mike Moore and seconded by Donnie Boyd to approve Resolution #14-09
to approve the sale ofthe bonds as approved by the voters.
Comment: The public was thanked for allowing the board to place this resolution forapproval.

Promise lnitiative through Resolution #14-10.

our state.

Materialsafety Data Sheet (MSDS)to Safety Data Sheet (SDS).
o Revised Policy - Public Complaints (KL): After a discussion with the district's legal
counsel, Nancy Hungerford, the Public Complaints Policy and its accompanying AR
have suggested changes for the board to consider. Dr. Feusahrens indicated that the

Local performance assessments (includingwork samples) are a standardized measure used to evaluate the application of students'knowledge and skills. Brief BiographyI currently am employed as an independent contractor for the Klamath Falls City
Schools as the Program Director for the 2l-st Century Community Learning Centers
Program. I contributed to the passing of the bond and have a personal interest in thecompletion of this project. My daughter is a KUHS graduate. I have worked and
volunteered in our community for over 20 years and have skills in buildingcommunity relationships. I am committed to assuring that all bond promises are
delivered and providing consistent messages to our community as we moveforward.
Prior Experiences with other committees or organizationsI currently serve on the Klamath County Library Foundation and am underconsideration to serve on the Oregon Cultural Trust Board. Most recently I also
served on the KU bond steering committee. I have also served on the YMCA Board ofDirectors, a loaned Executive for the United Way, the Ross Ragland Board ofDirectors, the Klamath Arts Commission, Discover Klamath Board of Directors,served on the Roosevelt, Ponderosa, and KUHS site councils, KFCS strategic planningcommittee, as well as a volunteer mentor for CFSS.
Statement on why you want to serveHaving worked on the passing of the bond, I have a desire to work on theimplementation of what we passed. I want to remain engaged in the project, ShouldI be selected I will also work towards putting the district in a position to pass a

I am the owner of an independent tax and accounting business, and have been in this business, in
Klamath Falls, for 25 years. I hold a license as an Enrolled Agent, and an Oregon Licensed Tax
Consultant.
I have four children, seven grandchildren. I spend my time attending baseball games, dance recitals, or
being towed behind a speeding motor boat! When I am not with my grandchildren I love to hike, my
husband and our two dogs frequent the hiking paths around our area. I also love to read.
I served on the founding board for CASA in Klamath County. I have served for seven years on the
Oregon Board of Tax Practitioners (my service here ends in January). I believe that citizens should be
involved in the community. My husband, myself and all of my children attended Klamath Union so I take
a part¡cular interest in this project. I would very much like to be involved in completion of the updates
to this school, and would look forward to future opportunities for service in our community'

"Personal History Bio: I grew up in Malin Oregon and attended OIT and Walla Walla University. I worked a variety ofconstructionandengineeringjobstoputmyselfthroughcollect. learnedmyBachelorsofScienceinCivil Engineeringin
2000 from WWU. Since 2000 I have worked in the engineering profession on a wide variety of projects ranging from small
to multi-million dollar multi-year projects. I earned my Professional Engineer's license at the end of 2002 in California and
my Washington and Oregon licenses in 2004. I moved back to Klamath Falls three years ago to by an owner in Adkins
Engineering. As a fìrm we have nearly 20 professionals that work for us and we work with clients to deliver successful
engineering and construction projects in Southern Oregon. We have been here for over 30 years and are the area's largest
engineering, surveying, and materials testing firm. We are currently working on the largest projects in the Klamath Basin,
Klamath lrrigation District's C Flume replacement project and Klamath County School District's Henley Elementary Schoolproject. Both projects are multi-million dollar multi-year projects, similar to the upcoming Klamath Union School project.
Committee Experience: I have served on many public and private committees/commissions in the past. I was the chair of
theCityofLaGrandePlanningCommissionforseveral years. lnaddition, lwasthepresidentoftheUnitedWayofEasternOregon chapter for several years. I also am familiar with local government rules and regulations as I am City Engineer in
many of the local rural communities. I regularly give presentations to City Council, Planning Commissions, and County
Board of Directors.
Why do I want to serve on the committee? I feel that I have unique engineering experience for large projects, large budget,
and extended schedule project that I feel it will be useful to the City School District to help navigate the design and
construction of the Klamath Union School District Project. I hope to apply my experience to help the City School District
(hopefully) save time and money in the long run. ln addition, my past project experience will hopefully protect the School
District's interests over the life of the KU School Project related to the engineering and construction aspects oftheproject."

The Klamath Falls City Schools (District) agrees to pay the company, Daniel Stearns, during2Ot5 for the services enumerated in the attached KFCS' Communication Coordinator job
description. This contract will be a one-year contract agreement renewable for an additionalyear pending consent by both parties - installments of SfSg¿ for eleven months, the 12th
month (December 2015) being StSl6, for a total annual payment of $19,000. Payment willbe made each month after the company, Daniel Stearns, submits an invoice for services
rendered. This contract will be from January I,2Ot5 - December 3t,2015.

I am an independent contractor. I do not now employ, nor will I employ during the term of theagreement detailed above any other individual. I am, therefore, not required to carry Worker'sCompensation coverage.

Communication Coordinator Requirements
1. Coordinate district print, electronic, lnternet, video, and media outlets to get positive
information disseminated on the Klamath Falls City School District and all its schools,
programs, and departments.2. Continue KU & YOU monthly video magazine at KUHS - editions January through
December except, July & August.3. Establish monthly video magazines at elementary schools Roosevelt, Pelican, Conger
and Mills - editions January through December, except July & August.
4. Establish monthly video magazine at Ponderosa Middle School - editions January
through December, except July & August.5. Establish contact with the Herald & News with the purpose of arranging an
agreement to produce articles and video inserts on Herald & News web pages.
6. Coordinate and implement improvements to individual school web pages, adding
video contact including monthly video magazines.
7. Produce a measuring system in which to evaluate the position of Communications
Coordinator, including but not limited to:a. Before-and-after hits to web pages;
b. Develop and implement a student, parent, teachers/staff, and community survey
to measure communication effectiveness.8. Seek input from others on the best way to promote our services to the community.9. Strive to attract new students and families to the school district through promoting

A number countbeginning in January 20L5, May 2015, and November2015 will be measured to record thenumber of visits and to track the increase of traffic for viewers.Facebook: The same measuring systems will be conducted and analyzed for each of theindividual Facebook pages for each of the six (6) City schools.

2. Survev - Communitv lnputA survey of parents, students, teachers/staff, and community members will be distributed togain insight and guidance in the effectiveness of communications through the school district.(Survey to be conducted in March and November of 2015.)

The effectiveness of this process will be measured by the twice annual survey results.
4. News Media - Herald and News/Radioo At least one school good-news story will appear in the Herald & News each month.o Negotiations to start a City Schools' video magazine for their web page will begin in January
20L5.o I will produce radio spots - Public Service Announcements - for local radio stations.
5. Recruitment - District StaffI will produce live presentations for out-of-town recruitment functions which will include audioand video systems. I will participate in these functions to set up and be used as a spokespersonin efforts to gain high-level staff for district vacancies. I will be evaluated on the success of thedistrict placement efforts.

Communitv PartnersDevelop opportunities for other groups or organizations working with the school district understate, federal, or local grants to better communicate their efforts and effectiveness for theschool district. ln exchange for this work, explore funding opportunities from such groups tolessen the burden of the school district general fund budget for the CommunicationsCoordinator position.
