TRANSCRIPT
SECTION 1 a.) T-n-T Tuesdays. T-n-T = Tires-n-Tennies. Make a BANG! in your community, environment, health and traffic situation by safely using your own tires and tennies to travel to school on Tuesdays.
Our activity is an educational/encouragement program that encompasses the 5-E’s (education, encouragement, evaluation, enforcement and engineering) of a successful SRTS program to promote walking, riding, busing or carpooling to school one day a week throughout the school year. We are scheduled to run the program at 9 elementary schools.
b.) Public Works recently established a SRTS Task Force. Mission and Vision statements were created and partners were informed of current activities. The Task Force will now begin dividing the results of all collected data (volunteer observations, parent surveys, school staff input and concerns) to be reviewed by the appropriate partner(s). The group is scheduled to meet bi-monthly.
Tracking logs, participation prizes and the consistency of the program being every Tuesday will generate student involvement. Helmets & bike locks will be readily available for any students in need. Students will receive bicycle and pedestrian safety learning experiences through our Safety Assemblies, Bike Rodeos and Strap-n-Snap trainings.
Families will receive “KNOW Parking” maps and information on child health and wellness; safe driving, pedestrian and bicycling skills and crime prevention techniques & tips. Walking School Bus Maps will be timed and routed by Public Works staff to any interested neighborhood groups.
With direction from the District Wellness Coordinator, a Safe Routes to School Liaison will be identified at each participating school. This will establish an informed leader at each school to recruit volunteers, direct school staff responsibilities, concerns and deadlines and to be an advocate to encourage participation and incorporate learning opportunities at each location.
Placement of the speed radar trailer, increased police patrolling of school zones, newspaper articles and bicycle and pedestrian mini-movies on the City’s and School District’s local channels will impact all community members. Citizens will learn that small changes can bring significant results and that safe driving can provide a safe route to school.
c.) By offering numerous opportunities for parents to give feedback, we will acknowledge that we are committed to making our school routes safer. Observation & survey results can be routed to correct partners for evaluation. Families will be encouraged to try out concepts such “walk a block” or walking school buses. We will strongly promote the many benefits of incorporating physical activity into the daily commute to school. Per comments from attendance at PTO meetings and responses from parent surveys, the top 3 issues affecting parent’s decision to allow their child to walk or bike to school at our participating schools are: speed of traffic along route; amount of traffic along route and safety of intersections and crossings. By encouraging student participation through the use of prizes & competitions, we can show families that on Tuesdays, traffic is reduced. The solution to be proactive and not drive will in essence make their walking and biking routes safer because there is less traffic and more pedestrian visibility.

SECTION 2 a) Most of the nine schools are similar in that they have students crossing high traffic streets, without a
reduced speed school flashing zone or crossing guard in some locations. Consequently, parents drive many students living close to the school who could walk/bike if these crossings were considered safer. See Appendix 2A for principal concerns and Appendix 5A for survey/tally results to date.
b) Most of the nine schools contain busy streets to cross within the walk/bike radius. See Appendix 2B for relevant data on speed limits, ADT, and crash history.
c) The complete information for all 9 schools is shown in Appendix 2C. The table below highlights
some unique information for each school. All schools are elementary for grades K-5th and have busing radius 1.5 miles.

Six schools are actively participating in this school year’s T-n-T Tuesdays program. Cottonwood Plains, Laurene Edmonson, and Ponderosa would be added with approval of this application.
Programs: District Crossing Guard Program, Schools on the Move (K-5), Bike Helmet Safety (3rd), Jump Roping Events, Fun & Fitness Day, Walk/Bike to School Day, P.E. – Health Curriculum, Counseling Sessions (K-5), School Wide Announcements, T-n-T Tuesdays (kickoff week, monthly logs w/prizes, walk/bike every Tuesday, safety assembly, bike rodeos) Outside Organizations: City of Loveland (Public Works, Fire & Rescue, Police), Safe Kids of Larimer County, Healthy Kids Club, CanDo Loveland (Coalition for Activity and Nutrition to Defeat Obesity), and PEDAL (Loveland bike club).
SECTION 3 a.) The 2011/2012 school year will mark the 4th anniversary of the T-n-T Tuesdays elementary school program. The program is currently up and running at 6 schools. All 6 current schools will participate again next school year; we will add 3 additional elementary schools.
Over the last 3 years, we have also worked with 2 elementary schools that have decided to put the program on hold until a school champion is re-identified. We are ready to start a pilot SRTS Club at Bill Reed Middle School the 2011/12 school year. The Club was scheduled to start the 2010/11 school year but with the loss of a champion teacher and a turn-over in school principals, we will aim for next school year. No additional funding for the Club is needed with this application.
T-n-T Tuesdays is a fully developed, organized, school-year long elementary school program. During our 2010 Walk to School Day, we were selected as a highlighted community by the Colorado Safe Routes to School State Network.
Hands-on SRTS student educational activities at the elementary schools include: Safety Assemblies, Bike Rodeos and the 3rd grade Strap and Snap helmet program.
Every Monday, schools make a morning bicycle or pedestrian safety announcement and remind students to use their own tires and tennies to get to school the following day.
At the elementary schools we have created a multi-leveled encouragement program. Encourage
everyone, individual challenge, and community challenge. In October, we hold a festive Walk to School Day and each student receives a keychain and their 1st
toe token (encourage everyone). October through March, students log each Tuesday that they do not arrive to school in a personal
vehicle on a chart located in their classroom. For each month that a student logs 2 “non-personal vehicle Tuesdays”, they earn additional toe tokens to add to their keychain (individual challenge).
At the end of March, logs are tallied and returned. The 2 schools with the best participation receive an inflatable maze rental for their fun & fitness (field) day in May (community challenge).

SECTION 5: a.) Project outcomes will be measured by use of District information; in-class travel tally sheets & parent surveys twice yearly; volunteer site observations throughout the year; attendance at each school’s PTO/PTA & School Staff meetings and student tracking logs completed in all elementary classrooms. All data will be entered and managed by the City of Loveland Public Works Department and results will be shared with all program partners. The SRTS Task Force will review and divide collected data allowing program partners to identify student and parent obstacles as well as infrastructure and enforcement needs. We can work to increase involvement and customize the safety needs around each school. Collections from all these various sources will provide data for:
Total number of students reached Participation - Age/grade levels, females/males Transportation means - bikes, walking, scooters, buses, personal vehicles, carpools Actual vs. perceived obstacles – parent survey results vs. parent observations Parental attitudes Increased safe driver behavior Increased safe pedestrian and/or cycling behaviors
b.) Parent surveys, in-class travel tallies and the classroom tracking logs will measure student participation and parental attitudes. This will be factual data of how many students we are reaching and parent’s issues effecting their decisions to allow their child to walk, bike or carpool to school.
The volunteer observers give us valuable feedback on site conditions and driver & student behaviors during their study. The volunteer observations serve a dual purpose of collecting data at a specific intersection or location and additionally get parents on the ground and viewing a site from the perspective of a pedestrian or cyclist.
All of the results from these sources will allow us to tailor the program to continually increase involvement. The compilation of all of the data sources will be valuable to the continued success of T-n-T Tuesdays by allowing us to direct obstacles to the correct partner for analysis and solutions. c.) Collected data will be presented to the SRTS Task Force for review and distribution to the appropriate partners. Our data will enable our program to evolve to reach every student, identify infrastructure & enforcement needs and increase safe & healthy behaviors. We will be able to identify obstacles that cause parents to feel unsafe allowing their child to walk or ride to school and evaluate solutions to make routes safer. We will be able to assess if safety lessons learned in the fall and over the years are remaining with the students throughout the school year through the site observations. d.) Our information will be shared with staff, parents and principals of participating schools.
The SRTS Task Force will be reviewing all data and has members from many departments within the Thompson R2J School District, City of Loveland, Poudre Valley Health System and several advocacy groups. All program measurements and results will be entered, managed, shared and maintained by the City of Loveland Public Works Department. e.) Great job EVERYONE!!!!!!!!!!!!! For each Tuesday from November through the end of April, six schools participated in our contest by logging non‐personal vehicle trips. 92 classrooms and 1947 students participated in this challenge. The possible trips with 100% participation from each school would have been 44,781 total! Together your schools logged 12,713 non‐personal vehicle Tuesdays!!!!! Here are the final results:

Bike Inspection & Helmet Fits
Dear Parents & Caregivers, Today your child learned some basic bicycling skills and safety tips. The instruction we presented is based on bicycle crash research, and to be truly effective, it needs reinforcement from you. Each of us has an important role in teaching our children to be safe on the street. Ensuring that your child is safe is up to you. Children may not have adequate skills to bicycle alone. Be sure your child is ready to bicycle without supervision before you let them bicycle unaccompanied by an adult. A list of the stations your child visited today is attached. Please discuss with your child the lessons learned at the Bike Rodeo, and practice with your child to perfect his/her skills in a controlled environment until you are confident that they know and can follow basic rules of the road. Here are some additional suggestions for when you're walking, biking or driving around the community with your children: • Observe your child's bicycling by riding along behind him or her. Let the child make decisions, but be there to catch any mistakes and correct them. (Be sure that you know proper bicycling behavior before you do this.) • Discuss the behavior of car drivers, pedestrians and bicyclists as you travel with your child. Emphasize the importance of following the rules of the road (the traffic laws), being predictable and letting other people know what you intend to do. • Check your child's bicycle regularly for mechanical problems and their helmet for wear and
for proper fit. • Set a good example for your children to follow. They will do as you do, not as you say. Drive your car and ride your bike the way you want them to do it. • “LOOK Smart!” Stress to your child that he or she needs to stop, look, and decide for him or herself if the road is clear before crossing a street or making a turn. It is not safe to just follow a friend. Please make safe bicycling and driving a lifetime commitment, not just a one-day "crash course". Bike Rodeo Station Education and Instructions
Station 1: Mounting and dismounting Purpose: To demonstrate starting and stopping while maintaining control of bike. Instructions: Put front tire at one end of the lane with bike at a dead stop. Have the rider straddle the bike with both feet on the ground; do not sit on the seat. Raise the right pedal to the ten o’clock position, this provides power to start. Put your right foot on the pedal. Push off with the left foot and at the same time stand on the raised right pedal; do not pedal after pushing off. Coast to a stop while standing on the pedal that has been pushed down. When the cyclists are comfortable with this procedure, have them place their second foot on the other pedal, their backside
on the seat and keep pedaling. Rider must mount their bike and then steer it to the other end without losing balance or swerving out of the lines, and then
dismount at the end of the lane. Station 2: Straight line control and speed control Purpose: To test balance. Rider must maneuver the bike at a slow speed from start to finish. Instructions: Rider starts before lines and then rides between the lines to end in less than 30 seconds without putting foot to ground or
stopping and without crossing the lines. Station 3: Stopping ability Purpose: Test judgment and braking control. Instructions: Rider should ride through the first 20 feet and be able to bring the bike to a complete stop before touching either foot to the
ground within the last 10 feet. Rider starts to brake at first line and tries to stop close to the end line. Station 4: Hand signals Purpose: To have rider demonstrate proper hand signals. Instructions: This is to be done with the rider off the bike. Have rider demonstrate left turn signal and right turn signal. Station 5: Weaving and maneuvering Purpose: To test balance, steering control and the rider’s ability to judge distance. Instructions: The rider shouldn’t hit any obstacles and should weave alternately to the right and left. This tests balance of the rider and also helps them to control their bike when they need to navigate past road obstacles such
as drain grate, trash, or other things found in the road. Station 6: Scanning (looking behind and in front) Purpose: To teach rider to look behind for traffic as well as in front of them. Instructions: Ask kids, “Why do you need to look behind you while riding?” (They need to look for cars, trucks, and other cyclists, or
pedestrians for those who ride on the sidewalk). Explain that this station will help them learn to look behind them without swerving. They also need to be aware of
obstacles in the road in front of them. Ask child for name. Have the rider ride next to the line and you will be walking 10 feet behind them holding the cardboard car sidewise so they
cannot see the front of it. Tell them when they hear their name they are to look behind and tell you whether there is a car coming. You will hold the cardboard car in front of you when there is a car coming and sideways when there is no car. Make sure the kids look over their left shoulder. Watch to see if the child veers when looking behind; if so have him/her practice again straight using the line as a guide. Call their name several times, sometimes showing the car and other times not showing the car to them. Remember to have them look out for the drain grate as they ride forward.
Station 7: Driveway ride-out Purpose: To teach children to stop at the end of their driveway and safely check for cars before turning onto the street or
sidewalk. Instructions: Explain to the rider that this is their driveway. Ask what they should do at the end before entering sidewalk or streets (stop and look both ways). Ask them what to look for; cars, trucks, other bicycles, dogs, cats, and pedestrians. They are to ride to the end of the driveway, stop, look both ways, and then give a hand signal (if they are able to do this) for
a right hand turn. Watch for these errors:
o Child looks only one way. o Child gives turn signal while riding out of the driveway, riding with one hand only. o Child looks to left, then right until clear, then rides out without final check for traffic.
Ask rider which side of the road they are supposed to ride on. Ask if they ride with or against traffic. Remind them that it is illegal and dangerous to ride against traffic because cars are not expecting them there. Make sure they stay to the right as they proceed into the street. Station 8: Crazy Crossroads Purpose: To teach rider to stop at stop signs and watch for vehicles. Instructions: Tell the rider this is a street intersection. Have them get in line and approach the stop sign, where they stop, look both ways, then proceed, making hand signals as
appropriate for left and right turns. Have two volunteers hold the car/truck (car/truck facing means traffic coming; car turned away, traffic is clear). Make sure kids stop at sign then move far enough to see traffic and again look both ways before proceeding. Watch for these errors:
o Child does not stop, or looks only one way before proceeding. o Child sees a car and waits, but does not check again before proceeding. o Child making left turn places self too far to the right while waiting.
Ask what else they should stop for (red lights, yield signs, uncontrolled intersections). Ask what yield means, and explain that stopping means putting both feet on the ground.
Helmet check Purpose: To make sure the rider has a properly fitted helmet. Please review the 3-point, eyes, ears, mouth helmet check sheet. Helmets should be replaced every 2-3 years; the foam breaks down. Replace helmet after any impact. Helmets only do their job once! Bike Inspection Purpose: To make sure that the bike is in decent mechanical order and the rider has a properly fitted bike. Collect participant’s bicycle registration information. Please keep your child’s bike registration information. In the event that their bicycle is stolen & recovered, this
information will assist the Police Department in returning the bicycle to you.

PLEASE OBSERVE TRAFFIC & PEDESTRIAN RULES: • FOCUS ON YOUR DRIVING! AVOID DISTRACTIONS LIKE CELL PHONES, TEXTING, EATING OR
LOOKING AT OTHER PASSENGERS WHILE YOU’RE OPERATING A VEHICLE
• PEDESTRIAN & BIKE TRAFFIC SHOULD ONLY USE DESIGNATED CROSSWALKS OR INTERSECTIONS FOR ALL DRIVEWAY, PARKING LOT AND STREET CROSSINGS
• YIELD TO PEDESTRIANS! THEY HAVE THE RIGHT OF WAY IN MARKED CROSSWALKS.
• ALLOW AT LEAST ONE CAR’S LENGTH CLEARANCE AT CROSSWALK LOCATIONS
• OBSERVE 20 MPH SCHOOL ZONES
• OBSERVE NO PARKING ZONES
• COME TO A COMPLETE STOP AT TRAFFIC SIGNALS AND STOP SIGNS
• STAY IN THE TRAVEL LANE; DON’T CUT CORNERS OR BIKE LANES WHEN MAKING TURNS
• DO NOT BLOCK NEIGHBORING RESIDENT’S DRIVEWAYS

Safe Routes to School Task Force Minutes August 2, 2010 2:30-3:30 pm
In Attendance: Justin Stone, Scott Pringle, Derek Schuler, Kathy Schlepp, Shelley Aschenbrenner, Susan Singley Agenda Items: 1) Welcome & overview of program 2) -Vision: The Loveland Safe Routes to School Task Force is committed to supporting a community environment where families can safely walk or bike to school. -Mission: Increase the number and safety of families walking or bicycling to school through use of the five E’s (Education, Encouragement, Evaluation, Enforcement and Engineering) of a successful Safe Route to School (SRTS) program. 3) CanDo/LiveWell funding: -Susan and Derek to verify remaining budget for the 2010/11 school year as well as previous expenditures and granted amounts. -$700 of the $1,500 Task Force seed funds will be used to purchase 7-$100.00 incentive gift cards for each designated school point of contact. 3/4) Elementary (K-5) Program:

APPENDIX 2a B.F. Kitchen Elementary: Safety (whether real or perceived) is the number one obstacle that parents report for not allowing their children to either walk or bike to school. Students south of 14th Street SW and west of Taft Avenue must cross Taft Avenue on their route to school. Students north of 14th Street SW and west of Taft Avenue must cross both of those major streets on their route to school. Centennial Elementary: The obstacle that we hear the most about for the walking and bicycling to school is from north of 43rd Street. The families feel the distance can be too far, especially during the colder months. On “bad weather” days there are still too many people in a hurry and not abiding the traffic signage (no U-turn, no left turn, and hug and go). In addition, there is speeding on 37th Street in front of the school which has put crossing guards in danger. At Centennial, the City of Loveland has helped with the Tires and Tennies program, where students are encouraged to walk, bike, scooter, and even car pool to school on Tuesdays. We had an assembly that included safety in walking and biking; along with that the students discuss bike safety in PE class and have morning announcements. The 3rd and 4th graders have an opportunity in the spring to participate in a Bike Rodeo. We encourage walking/exercising by participating in the Schools on the Move in February, which is sponsored by the Healthy Kids Club. Cottonwood Plains Elementary: Cottonwood Plains is located within a neighborhood with much open space. The area is within Larimer County, and sidewalks are minimal. There are no sidewalks on the streets immediately surrounding our school, both in front and in the back of our building. Pedestrians share the road with cars, and while the posted speed is clear, cars do regularly exceed the speed limit, especially on Turman Drive. We have a great relationship with the Larimer County Sheriff’s office. They help enforce traffic safety and safe speeds through their presence. Our parking lot is small and congested. Cars line the student pick up route and spill out into the road (Turman Drive) at dismissal because there is only one entrance in front of the school. This entrance is shared with our six school buses and numerous daycare vans. The second parking lot is reserved for our buses. Behind the school, we have a cul-de-sac that is also considered a drop off/pick up zone. There are no sidewalks, and we use cones to separate cars and the student walking area. Because there are no sidewalks, snow is not removed during the winter months and prevents easy walking or bike riding. Many parents do park on an adjacent street (Bruns) and walk their children across Turman Drive to the school.
Edmondson Elementary: A concern I had when I first arrived at Edmondson was our traffic flow, and the dangers this posed to our students. Since my arrival, we have repainted our front area to clearly outline our bus and parent drop off areas. We have also improved our signage. Despite these improvements, I still have concerns. Many children lack awareness on how to safely cross the street, we still have drivers coming through our school zone too fast, and we have parents who do not always pull out of our school drop off area in a safe manner. Namaqua Elementary: Namaqua Elementary School is one of the largest elementary schools in the Thompson School District with many students walking or biking from surrounding neighborhoods. While many of our students are able to walk from their neighborhood directly to the back of the school, safety is still a concern. There are no “school zone” lights or signs in the neighborhoods to slow down the driving traffic for students. Additionally, neither Namaqua Road or 1st Street have flashing lights to promote safer driving for any students who might be on these roads, nor are there any sidewalks for the students to be on. Because of this many of our parents do not feel it is safe to let their children walk or ride to school, which hinders our ability to promote a more sustainable and active community. Ponderosa Elementary: The school is situated in the northwest corner of Loveland where we draw students from as far south as Highway 34. Two of these subdivisions are located in areas where no sidewalks exist and are situated next to a busy road. We have a large walking/biking/scooter/skateboard population that must coexist with heavy motor vehicle traffic (bus and automobile). Parents are beginning to exhibit unsafe drop-off/pickup behaviors (dropping off in the parking lot instead of using the drop-off lane, parking in a no-parking designated area). In addition, some students must cross a busy road where many motorists ignore the posted 20 mph speed limit. Sarah Milner Elementary: We are a Title One school that does not offer bus services to the school. We are a neighborhood school in close proximity to student’s homes. There is a perceived risk of safety for students who walk unsupervised through the neighborhood. Proximity to middle and high schools and the interaction with older students is a concern. There is a lack of crosswalks and signals within the walking area. High traffic near the school before and after school makes it difficult to safely cross streets during high traffic times. The recent addition of a flashing school zone on Dotsero Avenue has lowered these risks. (Special note from applicant: A previous SRTS grant helped the city catch up with school zone improvements citywide and was able to fund this new flashing zone earlier than expected). We are now an official participant school in the T-n-T Tuesdays program. At the end of September a few of our teachers taught a bike maintenance class to interested students. We had a safety assembly at the beginning of the year in which Officer Dave Sloat and Firefighter Scott
Pringle came to talk to the students about walking and biking safely to and from school. Representatives from the Safe Routes to School Program (Justin Stone, Derek Schuler) also presented to our PTO as well as to our staff. At various grade levels, several different community organizations (police, fire, Healthy Kids Club) have come in to talk with the students about safety. Truscott Elementary: Due to the fact that there are sidewalks lacking in both directions on 7th Street, and because the crosswalk (signalized on Garfield Ave.) is in the middle of the block, students arriving at school from the north end of town, and especially from the northeast, face safety issues. They attempt to cross at the corner (Garfield/7th St.) where there is no crosswalk. Cars speed through the crosswalk in the middle of the block, frequently running the red light, because a light in the middle of the block is not typical, nor is expected. According to our crossing guard, 10-15 cars a day run the red light, which is only red when there are students crossing. Winona Elementary: Due to the significant amount of drive-in traffic and insufficient traffic flow at peak drop-off and pick-up times, we have averaged 1-2 “fender benders” in our school parking lot over the last several years. Families are frustrated with the vehicular congestion at drop off/pickup locations. Parents beginning to exhibit unsafe drop-off/pickup behaviors (dropping off and crossing midblock, using bus only drop off areas and cutting and or parking in the faculty parking lot and therefore unsafely crossing designated drop-off area). We have school staff assigned to cross students safely across Boise Avenue. These individuals have regretfully encountered some very near misses with vehicles not complying. It’s become a major safety concern. In addition, there is frequent speeding on 4th Street SW in front of the school. There is a high need for more security around the school in general.

HCC coordinates the Bicycle and Pedestrian Education Coalition (BPEC) to help increase knowledge about bicycle and pedestrian safety throughout our county. The City of Loveland and the Thompson School District are both participating BPEC members and partners in this effort. Their membership allows them to enhance the Loveland Safe Routes to School Program with shared information, ideas and resources. Safe Route to School During the months of March, April and May the Loveland Police Department conducted traffic enforcement around schools as part of the Safe Routes to School program. There were two Officers who worked a 6 hour shift on March 25th, April 13th and a 7 hour shift on May 20th. There were 17 tickets for speed in a school zone written, 1 seatbelt violation, 4 child seat violations and 2 arrested for Driving under the influence of alcohol. There was a total of 19 hours worked which resulted in $960.99 being charged to the Safe Routes to School grant.
