1.1 Government Published Specifications, Regulations, Notices and Circulars

1.1.1 The Works shall be executed in accordance with the following latest Government

Specifications, Regulations, Notices and Circulars:

(a) The General Conditions of Contract – May 2007 prepared by the Contracts &

Engineering Business Affairs (CEBA), Public Works Authority.

(b) The Qatar National Construction Specification (QCS2014) the 4th Edition prepared by the Qatar General Organization for Standards and Metrology (QGOSM) issued with Standard No. QS27/2014 dated October 2014 and all subsequent revisions and amendments prior to the date of the announcement inviting Tenderers.

(c) The Code of Practice and Specification for Trench Works/Road Openings in the Highway prepared by the Ministry of Industry and Public Works., January 1992 with May 2013 amendments and revision.

(d) The Guide for Civil Users of Explosives in Qatar prepared by the Ministry of Public Works.

(e) The Qatar Survey Manuals prepared by the Urban Planning and Development Authority (UPDA).

(f) All current Public Works Authority regulations concerning the organization of Tenders and Public Auctions and all subsequent revisions and amendments.

(g) Work Zone Traffic Management Guide (WZTMG) Revision 1.1, July 2014 and all subsequent revisions and amendments including Traffic Diversion Plan (TDP)

(h) The Regulations for the Installation of Electrical Wiring, Electrical Equipment and Air Conditioning Equipment, sixth re-issue dated January 1992 as prepared by the Ministry of Electricity and Water, P O Box 41, Doha.

(i) Any current and relevant regulation, notice or circular issued by the Public Works Authority (including the previous Ministry of Municipal Affairs & Agriculture, Ministry of Public Works and Ministry of Industry & Public Works) the Qatar General Electricity and Water Corporation (KAHRAMAA), Ooredoo (previously known as Qatar Telecom/Q-tel), the Qatar General Organization for Standards and Metrology, the Supreme Council for the Environment and Natural Reserves or the appropriate local Municipality prior to the date of the letter or advertisement inviting Tenderers.

(j) Any and all applicable local Municipality regulations.

(k) State of Qatar Law No. 6 of 1987 and all subsequent amendments concerning Materials and Equipment from Qatar or other CCASG countries, obtainable from Ministry of Justice, Doha, Qatar.

(l) CESMM3, Civil Engineering Standard Method of Measurement, 3rd Edition (1991), published for the Institution of Civil Engineers by Thomas Telford Services Ltd, 1 Heron Quay, London, W14 4JD and all subsequent revisions and amendments.

(m) State of Qatar Law No. 30 of 2002 and all subsequent amendments concerning “The Environment and Natural Resources Protection” – Articles 6, 17, 19 & 35, obtainable from Ministry of Justice, Doha, Qatar.

(n) State of Qatar Law No. 32 of 2002 which amended Article 2 of Law No. (1) for the year 1993 concerning the regulations to issue license to level the agricultural

lands or beach sands and all associated rules and regulations issued by the Supreme Council for the Environment and Natural Resources, obtainable from Ministry of Justice, Doha, Qatar.

(o) State of Qatar Law No. 32 of 2005 and all subsequent amendments concerning Traffic in the State of Qatar obtainable from Ministry of Justice, Doha, Qatar.

(p) The Drainage Affairs (DA), Design Manual (Qatar Sewerage and Drainage).

(q) All current Water Department and Electricity Department of the Qatar General Electricity and Water Corporation (KAHRAMAA) specifications and all sequent revisions and amendments.

(r) Safety Rules issued by the Department of Electricity Networks.

(s) The Jointing Manual prepared by Electricity Networks Department.

(t) The Qatar Traffic Manual (QTM) and Qatar Highway Design Manual (QHDM) prepared by the Ministry of Public Works.

(u) Drafting Standards prepared by Public Works Authority.

(v) Construction Dewatering Guidelines, March 2014 prepared by Public Works

Authority.

(w) Ministry of Labour and Social Affairs ministerial decision of the Minister of Labour and Social Affairs No. 18 to 2014 in Official Gazette number 17 on November 20th, 2014 specifying the requirements and specifications of adequate accommodation for workers

1.1.2 The Contractor shall be deemed to have his own copy of the Government specifications, regulations, notices and circulars given at (a) to (w) above.

1.1.3 These Government specifications, regulations, notices and circulars are amended and

complemented by "Part 2 - Project Specification" as detailed hereafter.

1.1.4 In the case of any ambiguity or discrepancy the provisions of the Project Specification shall prevail over the provisions of the Government published specifications.

1.1.5 The Contractor shall contact the Survey Section of the Ministry of Municipal Affairs and

Agriculture for prior earthwork or other works to determine if the work is likely to disturb survey marks. If Survey Section require a survey mark to be moved the Contractor will be responsible for recreating the survey mark to an approved design and specification, and for resurveying the point using survey companies approved by the Survey Section.

1.1.6 The Contractor shall be responsible for the protection of the Survey marks, within the

boundaries of the site, for the duration of the contract period, and shall be liable for all costs of any remedial work required of the Survey Section.

1.1.7 On the practical completion of the work, the Survey Section will issue a certificate

stating that all survey marks, whether disturbed or otherwise, by the Contractor have been reinstated or protected to the satisfaction of the Survey Section.

1.1.8 In the event of failure to comply with the requirements of the above Clause

ASHGHAL (PWA), without prejudice to any other rights and privileges and method of recovery, may deduct the costs of any remedial work after the practical completion date, carried out by Survey Section from any monies due or which become due to the Contractor.

1.1.9 Where any Standard Publication, Specification, Regulation, Notice, and the like or

any correspondence refers to a Government Ministry, Department, Division, Section, and the like it will be deemed to be the same as any successor Ministry, Department, Division, Section, and the like which has or may subsequently be officially promulgated by the Government of the State of Qatar.

2. Equivalent Materials and Equipment due to embargo

In the event the Contractor is unable to source and acquire materials and equipment from countries stated in the approved manufacturers / suppliers / vendors list due to the embargo, the Contractor shall source and acquire equivalent materials and equipment from other alternative countries accordingly if required without additional costs Incurred for PWA.

1. General

1.1 Background

The State of Qatar is a peninsula located on the northeast coast of the much larger Arabian Peninsula with a total land area of approximately 11,500 square kilometres. The population is approximately 2.6 million inhabitants with almost 83% of the inhabitants residing in Doha and its main suburb Al-Rayyan.

The State of Qatar has experienced rapid economic growth over the last several years. This economic growth has resulted in increased demand for the State to construct and provide first-class infrastructure such as government buildings (hospital, schools, and the like) transportation networks (harbours, airports, highways, roads etc.) and utility services (power, water, sewerage, waste disposal etc.).

This increased demand has consequently placed extraordinary requirements on the relevant government entities and their resources. It has become necessary to enhance the capacity of these government entities in order to deliver the required infrastructure.

The Public Works Authority (PWA), also known as Ashghal, is responsible for the planning, design, procurement, construction, assets management, and delivery of infrastructure and building works in the State of Qatar.

The ASHGHAL (PWA) contributes to the economic and social development of the State of Qatar through implementing public projects in accordance with the approved plans of the State. In coordination with other agencies in the State, the ASHGHAL (PWA) implements and programs the execution of public projects consistent with the approved State objectives and allocated budget.

The ASHGHAL (PWA)’s tasks also include preparation of studies, designs, and technical specifications for the public projects; contracting for implementation of public projects and overseeing the work; implementing major maintenance projects according to the plans, programs and studies developed; as well as implementation, management, operation and maintenance of drainage, groundwater, surface water and water treatment projects.

Through its major departments, the ASHGHAL (PWA) strives to develop the State’s infrastructure and public amenities to the level of international standard achieved by developed countries and communities, and in general, it contributes to the overall sustainable development of the State in economic and social areas of the State.

1.1.1 The PWA consists of administrative units set out below:

A. First: Administrative units under the Ministry of Municipality and Urban Planning: The Internal Audit Unit.

B. Second: Administrative units under the President including Office of the President, Public Relations and Communication Unit, Legal Affairs Department and Corporate Development & Planning Department.

1.1.2 The ASHGHAL (PWA)’s major business unit consists of five major sectors as below:

a. Asset Affairs b. Buildings Affairs c. Infrastructure Affairs d. Technical Support Affairs e. Shared Services Affairs

1.1.2.1 Assets Affairs: This sector handles operation and maintenance of assets through two departments namely, Drainage Operation and Maintenance (O&M) Department and Road Maintenance Department (RMD).

1.1.2.2 Buildings Affairs: This sector is subdivided into Designs and Projects Departments; dedicated to government building projects such as schools, ports, recreational facilities, healthcare facilities and other government buildings.

1.1.2.3 Infrastructure Affairs: This sector is subdivided into Local Roads and Drainage and Expressway departments.

1.1.2.4 Technical Support Affairs: this sector consists of three departments:

A. Contracts Department, which is responsible for procurement, process and procedures in the delivery of ASHGHAL (PWA) Projects.

B. Engineering Business Department (EBD), which provides technical support for the Projects in terms of project planning, estimating, tracking and documentation, EBSD provides services and manages engineering information which include the followings;

a. Geo-spatial data capturing & management for roads and drainage infrastructure. b. CAD data c. Geographic , Engineering Information Systems & Services d. Positioning and Survey

C. Quality and Safety Department, which is responsible for the quality control of projects and

safety at work sites and offices.

1.1.2.5 Shared Services Affairs: All other departments that deal with technical support come under this sector including Administration and Finance Department, Human Resources Department, General Services Department and Information Services Department (ISD).

1.1.2.6 In addition to internal departments, ASHGHAL (PWA) has recently appointed a number of Program Management Contracts (PMCs) and Management Contractors (MC) to deliver services on behalf of Infrastructure Affairs, Asset Affairs and Building Affairs respectively.

1.2 Climatic conditions

According to its geographical location and climate, Qatar is classified as a hot subtropical desert.

1. The climate in Qatar in the summer months is hot and humid and a humidity of 100 % at 30°C has been recorded.

2. Violent sand and dust storms of several hours duration occur and even on comparatively still days, fine dust is carried in suspension in the atmosphere.

3. All apparatus and equipment shall, therefore, be so designed and constructed that they operate satisfactorily and without any deleterious effect for prolonged and continuous periods in the conditions stated above and at the following ambient temperature conditions: a) maximum sun radiation temperature in summer 84 °C b) maximum ambient temperature in summer 52 °C c) Average max. ambient temperature in summer 45 °C

1.3 Aims

The Public Works Authority (PWA) is driven by the requirement to “Deliver and manage state-of the art, sustainable world class buildings and infrastructure that fulfils the Qatar National Vision 2030”.

In order to achieve this mission, the ASHGHAL (PWA) has set itself the challenge to transform the way it does business. This has been defined in the strategy statement “In 2016 Ashghal will be a dynamic, responsive and customer centric organization that creates shared value for all stakeholders through outsourcing and partnership with the world’s best”.

The ASHGHAL (PWA) is responsible for the complete management and operation of its road network in Qatar, this translates into a duty towards its customers in providing a reliable and sustainable network that fulfils its requirements effectively and meets the vision of the authority.

The ASHGHAL (PWA) aims to be recognised as having a world class asset management culture which is supported by robust systems that allow data driven decisions to be processed to meet the vision of the organisation.

To support this objective, the ASHGHAL (PWA) is in the process of implementing Street Lighting System with, state-of the art, sustainable LED luminaires with higher efficacy, environment friendliness, maintenance harvesting and long life, leading to less lifetime coast and energy conservation. This also supporting, dynamic and strategic management, operation and maintenance activities of street lighting system. Replacement of High Pressure Sodium Vapour lamps with LED luminaires facilitates remote monitoring, controlling and management of the street lighting system. This also support implementation of SLMS, with a facility to switch on/off and dim street lights on demand, which could be based on local need, traffic density or special events resulting in electrical energy conservation.

This tender is for supply and replacement of an estimated 11,000 sodium vapour luminaires with LED Luminaires (manufacturer and model at the discretion of ASHGHAL (PWA), enabled with individual control and dimming capability suitable for SLMS

1.4 Street Lighting Assets

The majority of street lighting systems are managed and maintained by ASHGHAL (PWA). ASHGHAL (PWA) currently operates and maintains approximately 100,000 HPSV street lighting luminaires which can be potentially replaced by LED luminaires in due course of time.

Street Lighting is among the strategic assets of the State of Qatar; providing safe roads, inviting public places and make the night time environment a safer place. It is a highly valued and visible service with the potential to make a significant contribution to the vision and mission of the ASHGHAL (PWA).

1.5 Physical and Environmental Requirements

Unless otherwise specified the LED luminaires shall be suitably rated to ensure correct operation and continuous trouble free service under the prevailing climatic conditions which as guidance is referenced above. The luminaire shall be designed to withstand the effects of direct sun exposure during the day and dusty weather conditions including the occasional sand storm. The luminaire manufacturer shall guarantee the performance and life time claims of lumen maintenance & luminaire life under the stated climatic conditions.

1.6 Description of the Site

Throughout the State of Qatar as directed by the Engineer. The exact sites location shall be determined by the Road Maintenance Department of Asset Affairs, ASHGHAL during the tenure of the contract according to the works programme.

1.7 Description of the Works

The works consists of Lighting Design, Supply, Installation/ retrofit of LED luminaires in internal Roads, Bridges, and Conventional or Decorative type columns. The LED luminaries

shall be suitable for remote control and monitoring. This shall be compatible with the Street Lighting Management System (SLMS) & Enterprise Asset Management System (EAMS).

Certain quantity may be replacement of cut-out, replacement of pole wiring, renumbering of street lighting poles & SLFP applicable for the project or more as directed by the Engineer. The work will be mainly retrofit of 150W and 250W HPS luminaires by LED luminaires of suitable optics, wattage and Lumen output to achieve lighting levels and uniformity in Carriage ways in accordance with the Lighting standards and approved design.

1.7.1 Survey & Lighting Design Before Retrofit of Luminaires

The roads / area allocated by the engineer through work orders shall be surveyed and existing street lighting assets shall be marked on the drawing including wattage of existing luminaire, height of column, length of bracket and cable network connectivity, width of carriage way, class of road (data if available in our GIS section can also be utilised) etc. Based on these drawings LED luminaires of suitable optics & wattage shall be selected for optimum lighting for the class of road comparable with the original design level. Lighting design shall be submitted for approval of the Engineer. AGi-32 or equivalent software shall be used for lighting design and the lighting design shall have concurrence of the LED Luminaire manufacturer. Any missing / damaged / defective bracket shall also be included in the replacement programme.

1.8 General Responsibilities for Utility Works

The Contractor shall be responsible for arranging, providing and maintaining all road closures and traffic diversions required for the Works with the Traffic Police Department and the Engineer. Traffic Diversion Plans shall be as per Work Zone Traffic Management Guide (WZTMG) & latest QCS with an approval from ASHGHAL TDP team & Traffic Police Department. Truck Mounted Attenuators (TMA) and Vehicle Mounted electronic Signboards (VMS) etc. shall be used as required. The contractor shall satisfy Health, Safety & Environment (HSE) as per latest ASHGHAL requirements including WZTMG, QCS and Qatar Laws.

The Contractor shall include all above requirements in the programme of works and BoQ rates.

1.9 ON-THE-JOB TRAINING AT CONTRACTORS' PREMISES

1.9.1 As part of the development of assigned PWA personnel, and as a separate requirement to the specific needs of the Project, PWA requires the placement of suitably qualified personnel at the Contractor’s premises on an attachment basis within the Contractor’s organisation at different stages of Project execution for the purpose of knowledge and skills development through on-the-job training. The Contractor is expected to provide all necessary support for this work experience by attaching said Engineers/Employees with Contractor’s relevant discipline section. This program may include PWA personnel being assigned to engineering disciplines, such that the placements receive training in all applicable/relevant areas during the Project development.

1.9.2 The potential placements will be PWA Qatari Engineers/Employees and would be fully integrated into the Contractor’s organisation working on the Project.

1.9.3 The Contractor shall identify a training coordinator/coach at senior engineer level and provide office space, computers and relevant Project software. A Training program shall be developed for each placement to include the proposed training by the Contractor and their particular requirements. The Contractor shall fully monitor the placements’ training program and carry out regular assessments with each placement and provide these assessments as part of regular progress reports regarding training progress to the PWA focal point of contact.

1.9.4 PWA Qatari Engineers/Employees will undergo on-the-job training in relevant job roles. Training will focus on awareness, knowledge and skills level as applicable. Technical competence level to be achieved should be set at “supervised practitioner”.

1.9.5 Within one month of the Commencement Date, the Contractor shall provide Training Plan covering details of the most suitable areas of the Project that would provide the most benefit to the placements, provide details of the programs that will be available within their organisation and a matrix showing proposed placement positions and durations to PWA for review and approval. The Contractor shall implement continuous assessment and evaluation for PWA personnel assigned to training and provide detailed final report.

1.9.6 The Contractor’s scope includes training a number of Qatari Engineers/Employees for a duration of 1 - 3 months each on-site, at the Contractor’s premises. Actual number to be agreed mutually upon request.

1.9.7 The Contractor shall provide on-the-job training locally/overseas on the Contractor’s premises in accordance to the relevant clause of General Conditions of Contract.

1.9.8 Where on-the-job is provided overseas, PWA shall bear all staff expenses such as (air ticket, food, transportation & accommodation).

2. Street Lighting Works 2.1 Introduction

All works associated with the street lighting installation shall be carried out in accordance with the latest QCS , CIE, BSEN & IEC specifications and "Regulations for the Lighting of Roads for Motorized Traffic" , Qatar Highway Design Manual and the latest specifications issued by ASHGHAL, Roads Maintenance Department – Street Lighting Section. Contractors are deemed to be in possession of these regulations and the latest specifications.

2.1.1 Foreword

The Material, Installation & Maintenance Specifications are a broad outline of the nature of various installations to be constructed and maintained. They do not provide detailed information on every aspect of the works. Tenderers not already acquainted with the Engineers System may if they wish, request in writing for on-site visit to familiarize themselves with any specific details. No variations will be permitted on the nature of any part of the works, arising out of the Contractor's misunderstanding of it. For installation & maintenance works, Contractor should follow standard procedure recommended by the manufacturer & agreed by the Engineer’s Engineer.

2.1.2 Scope of Work

Works described in this specification shall include Design, Supply, installation/ replace, testing & commissioning of LED street lighting system, putting into satisfactory operation any or all of the following system as required by the project. The works are to be carried out anywhere in the state of Qatar as directed by the Engineer.

2.1.2.1 Survey, Design, Supply, Installation, testing & commissioning of LED street lighting system

2.1.2.1.1 Survey:

The roads / area allocated by the Engineer through work orders shall be surveyed and existing street lighting assets shall be marked on the drawing including wattage of existing luminaire, height of column, location coordinates of column, length of bracket and cable network connectivity, width of carriage way, class of road etc. shall be submitted to the Engineer.

2.1.2.1.2 Design:

Based on the above survey drawings and details of existing columns and brackets, LED luminaires of suitable optics and wattage shall be selected for optimum lighting for the class of road, comparable with the original design level of the road. The LED luminaires’ photometric files suitable for AGi 32 lighting design software shall be submitted in the file format is described in the LM-63-2002 document (the latest version) to the Engineer, AGi-32 or equivalent software shall be used for lighting design and the lighting design shall have concurrence of the LED Luminaire manufacturer. LED lighting design shall be prepared and submitted for approval of the Engineer. The selected luminaires shall be from the prequalified list and material approval shall be taken for the selected luminaires, once the lighting design is approved.

*Maintenance factor, Maximum Threshold Increment and Surround Ratio shall be as per QHDM for the class of

road

2.1.2.1.3 LED Luminaires:

The LED luminaries shall be prequalified and having seven pin NEMA socket (as per specification) suitable for remote control and monitoring. This shall be compatible with the Street Lighting Management System (SLMS) & Enterprise Asset Management System (EAMS). Installation date of the luminaire shall be encrypted on/ in the luminaire as directed by the Engineer. The LED luminaire shall be as per Ashghal LED Luminaire specification. Specific approval of the LED luminaires shall be obtained through material submission process after the lighting design approval.

2.1.2.1.4 Installation:

The approved LED luminaire shall be installed on the existing column/ bracket complying to the manufactures directives. Also ensure all related connections and proper earthing of the system. The process shall include the approval of Design, TDP & HSE. Qualified & experienced electricians with sufficient training from the Luminaire manufacturer shall only be used for installation of LED luminaires.

2.1.2.1.5 Testing & Commissioning:

Lighting levels at sample typical portions of the road shall be measured in coordination with the LED Luminaire manufacturer to confirm the design values at site and shall be submitted to the Engineer. The same shall be repeated once in every year during the contract period including maintenance period of 400 days. This also includes coordination with control-communication provider to install communication node on the luminaire or inside column as required to ensure communication between controller and luminaire.

2.1.2.1.6 Equipment data:

The details of Luminaire Make, type, Optics, serial number, date of commissioning, location coordinates etc. shall be submitted along with As built drawings.

2.1.2.1.7 EAMS - Maximo data processing & updating:

The contractor shall update the data related to his project in EAMS system as directed by the Engineer.

2.1.2.1.8 SLMS:

The contractor shall coordinate with Street Lighting Management System provider to ensure proper control and communication from LED Luminaire.

2.1.2.1.9 Transfer of Warranty:

The LED Luminaire warranty shall be transferred to Ashghal on completion of the project.

2.1.2.2 Retrofit of existing street lighting system

The detailed information of various works involved is as illustrated in the Section G - Bill of Quantities. The equipment supplied shall include all necessary items for a complete installation, which will give satisfactory operation not withstanding errors and omission. The equipment listed in the documents is, therefore, indicative and not limitative.

2.1.2.3 Supply and installation of AGi32 software in Street lighting Section The contractor shall purchase and install latest version AGi32 software compatible for windows version 7, 8 and10. in 5 PCs in Street Lighting Section Salwa Road office and handover 5 licenses.

2.1.2.4 Five days training for AGi32 software for Street Lighting Engineers

A training course on Street lighting design using AGi 32 software shall be arranged at Salwa Road office for Street Lighting Engineers for 5 days The certified trainer shall have sufficient experience in training. Training streams/modules shall be supported by appropriate classroom training and computer based tutorials. Copies of the training manual shall be provided in English. The supply and training of the AGi 32 software shall be completed before submission of first lighting design drawing during the project mobilization period.

2.1.3 Technical Requirements All works carried out shall be in accordance with the requirements of these specifications so that their true meaning and intent are fulfilled. No change shall be made without written approval of the Roads Operation and Maintenance Department - Street Lighting Section. Regulations and Standards: All electrical works shall comply with the Qatar wiring regulation, KAHRAMAA regulations & standards, Qatar Construction Specification, relevant standards and specification issued by the appropriate authorities in the State of Qatar and the requirements of Roads Maintenance Department - Street Lighting Section. All equipment and materials supplied for the project shall be manufactured in compliance with the latest standard of BSEN, IEC or equivalent and here in after referred to as “Standards”. Acceptance tests shall conform to the above-mentioned “Regulations and Standards”.

2.1.4 Approved Contractors

All Street Lighting works shall be carried out by a Contractor or Sub-Contractor approved by ASHGHAL, Roads Maintenance Department, Street Lighting Section, Proof of such approval shall be required in writing prior to the works commencing on site and the name of any Sub- Contractor to be used shall be entered in Appendix D of Section D Tender Technical Deliverables when the Tender is submitted.

2.2 PLANT AND STAFF 2.2.1 Project Management Staff

Tenderers must, at the time of Tender present details of Senior Project Management and Site Supervisory Staff so that their competence can be assessed. It is accepted that the staff actually employed may not be those originally proposed but the actual staff must have the same level of competency. All the staff mentioned in the tender will be physically examined. Tenders will be rejected where the quality and / or quantity of

Supervisory Staff do not meet the requirements of the Engineer. All Engineers should have MMUP approval. The minimum requirements are as follows.

2.2.2 Technical Staff

All Technical staff shall be adequately skilled and experienced in the specific trades for which they will be employed in the contract. All such staff that would be required to receive Safety Documentation from the Engineer must have adequate knowledge of spoken and written English. The minimum requirements are as follows.

2.2.3 Approval of Staff

2.2.3.1 Approval of Project Management

a. All Project Managers and Site Supervisor Staff directly associated with construction activities will have to be present for interview with the Engineer after the award of Contract but before any activities commence. The Engineer reserves the right to insist upon replacement of any staff not considered competent.

b. The approval of the Engineer to the Contractors staff does not release the contractor from its responsibilities in accordance with the contract.

2.2.3.2 Approval of Street Lighting Technicians

a. All Street Lighting Technicians to be used on the contract will be checked physically before the award of the contract and required to undertake and pass a trade test conducted by ASHGHAL (PWA)/Ashghal at no cost to the Engineer.

2.2.4 Availability of Plant and Staff

Tenderers must complete the attached Schedule of plant in Appendix B of Section D Tender Technical Deliverables indicating the plant which will be made available for the Contract. 2.2.4.1 The tenderers must display the ownership and / or access to the minimum plant

2.2.4.3 The tenderers must display the ownership / access to Health & Safety Equipment Vehicles (but not limited to)

2.2.4.5 Tenderers will realize that other items of plant, equipment, transport and supervisors will obviously be required and full listing should be made in the appropriate appendices. In addition to the above, contractor should have sufficient number of vehicles for transportation of labourers, survey inspection etc. Details of the same should be provided by contractor. The quantity mentioned above is the minimum requirement, which may have to be increased in the event of requirement, as per the recommendation of Engineer.

2.2.5 Supply of Materials

2.2.5.1 The Contractor shall be responsible for the safe keeping of all materials acquired by

him. The Engineer will not consider any claim for the time in the event of non-availability of any item of material. All materials supplied by the Contractor must be in strict accordance with the Specification of the Engineer. Materials can only be disposed as scrap on the written authority of the Engineer.

A list of the Specifications for all items is included with the Contract. It is the responsibility of the Contractor to ensure that the list of Specifications is sufficiently complete for the materials required for the works. The absence of a Specification for a particular item of material may not permit the Contractor to purchase such materials, unless this has been agreed with the Engineer. The Contractor may not place orders for materials until the items concerned, and the quantities have been agreed with the Engineer.

2.2.5.1.1 The Contractor is also required to supply:

a) All tools, dies, instruments and equipment for his own use. b) All consumable materials i.e. bonded rag, PVC tape etc.

2.2.5.2 Material Suppliers

Certain materials may be purchased only from manufacturers who have pre-qualified by the Engineer for the supply of such materials, having been tried for reliability in the system.

Certain manufacturers may be excluded from providing materials for use in Qatar either to the Engineer, or in respect of any Contractor employed by the Engineer, or any other organization installing equipment which may be inherited by the Engineer, or connected to the Employees system, during the tenure of the contract. The issue of Pre-qualification is on-going. At any time new pre-qualifications may be issued for materials not previously subject, or manufacturers added to, or deleted from existing lists. The current lists of pre-qualified items and the lists of pre-qualified manufacturers are included with this Contract.

The Engineer reserves the right to amend the lists, or include new lists up to the time of award of Contract. The Engineer reserves the right to exclude any particular manufacturer or to refuse to accept materials from any manufacturer throughout the period of the Contract, provided that there is a clear case of mal-practice by the said manufacturer.

2.2.5.3 Approval to Purchase Materials

No materials shall be purchased without the written agreement of the Engineer. The Contractor shall refer to the Engineer the manufacturer’s technical submission and the schedule of delivery. This shall apply, in the first instance in respect of the manufacturer whose submission is preferred by the Contractor. In the event that the Engineer refuses to approve this submission, further submissions may be made. The Engineer reserves the right to refuse approval if not satisfied with the technical submission. The Engineer may also refuse approval if, in his opinion the manufacturers delivery schedule is such that it may appreciably delay the Contract.

2.2.5.3.1 Approval Procedure

The Contractor shall not order any equipment before the approval of the Engineer in writing. Approval procedure shall be as follows: -

a) Contractor submits his proposal to the Engineer in duplicate with one soft copy

and shall be submitted at Ashghal head office, at Dafna. This submission shall be comprehensive and shall include compliance statement to the relevant specifications and QCS. Specifically stating any deviations from the specification. Manufacturer’s literature with the submission shall be original and not photocopies.

b) The Contractor shall obtain the approval on satisfactory submission from the

Engineer before proceeding with procurement of the material.

All submissions shall give clear, detailed characteristics of the equipment proposed, together with calculations where necessary including catalogue identification reference. Documents shall be in English and properly indexed & highlighted. Public Works Authority approving authority reserve the right to direct the contractor to provide equipment of a make and type which is essential to achieve the design criteria. The Contractor shall at his own expense, present the samples to the Roads Operation and Maintenance Department of Asset Management Affairs each type of equipment to be used, complete with its auxiliaries which shall exactly conform to the specification. Column bracket with auxiliaries will get inspected on the project sites. The samples should only be submitted after approval of their technical characteristics. Approval of samples by ASHGHAL (PWA)/Ashghal, does not in any way relieve the Contractor of his contractual obligation in respect of the suitability of the equipment or its final performance once installed, and the co-ordination of the elements into a fully

operational installation. After receiving the equipment, the Contractor shall arrange to get examined and approved all the equipment by ASHGHAL (PWA)/Ashghal before installation.

2.2.5.4 Inspection of Materials

The Contractor is responsible for collecting imported material and delivering it to his Stores. This responsibility shall include proper storing of material as per manufacturer’s recommendation. The received material shall be jointly inspected by the Contractor and the Engineer before being released from the Contractors Stores, and handed over to the Engineer. The Engineer shall direct the Contractor to make delivery of the approved materials either to the Govt. Stores or to the site as required in each instance. The Contractor shall render all reasonable assistance to the Engineer concerning the inspection of the materials. The Engineer reserves the right to refuse approval of the materials in the event that it deviates from the approved material submission like the following.

a) It originates from a manufacturer not approved. b) It originates from a country not previously approved c) It does not comply with the Engineers Specification. d) It is defective.

Approval by the Engineer following inspection does not relieve the Contractor of his obligations in this Contract to ensure that all materials are satisfactory, are in compliance with the Engineers Specification, and are free from defects.

2.2.5.5 Storage of Materials

All materials acquired by the Contractor for the works shall be kept in suitable Stores belonging to him. These shall be defined as:

i. All materials, such as 3C / 5C Flexible cable, Luminaires, control gear components,

Cable Glands and street lighting Cut-outs shall be stored in building with suitable storage facilities comprising racks, shelves and bins, where the materials can be protected from direct sunlight, wind-blown debris and rain. The building shall be secure, with restricted personnel access. Sensitive materials sensitive materials shall be stored at a humidity and temperature not higher than that recommended by the manufacturer and not such that it may significantly affect the life of the material.

ii. The Contractor shall employ a Storekeeper who will, at all times maintain an up to

date inventory of all materials belongs to the Engineer and the Contractor, and record

details of usage.

iii. The Engineer shall have access to the Stores at all times within normal working hours

and reserves the right to reject materials which have been stores in manner likely to result in damage or deterioration of the materials. The Contractor shall be wholly liable for replacement of damaged or deteriorated material and no claims in respect of loss of time due to non-availability of such materials will be considered.

2.2.5.6 Disposal of Surplus Materials

All surplus materials shall be cleared from site and disposed of, by and at the expense of the Contractor. All formal procedures lay down by the Municipality, Roads Operation and Maintenance Department, Engineer and such other parties as may be involved shall be complied with in full.

2.2.6 Programme of Works

The Tenderer shall submit his proposed program of works based on the total quantities mentioned in the tender .The programme of work should be done through existing project planner like PRIMAVERA or equivalent showing successor and predecessor the cost of such provision should be inclusive and part of street lighting works as described in Section E Part 3 Programme Requirements. After the successful award of the contract the contractor has to submit programme of work for each Work Order issued specifying clearly start and finish date within three working days. The contractor should complete the works as specified in the programme approved by the Engineer. For each Work Order, a penalty will be imposed according to contract clause 47(1) as per the amount displayed on Appendix A of Form of Tender, if the contractor fails to complete the works on time.

2.2.7 As-Built Drawings

2.2.7.1 The Contractor shall provide fully detailed "as-built" Drawings for the entire project w i t h i n thirty days from the date of completion of the whole works. The Drawings shall:-

a) The column number, wattage, make, and optic of the luminaire the length of

bracket, height and location coordinates of the column on which it is installed shall be included in the As-Built drawing.

b) The Designed lighting level, Measured initial lighting levels at the typical section of roads & junctions shall be submitted in As- built.

c) A key plan indicating work location shall be a part of the as built drawing. d) Show the schematic circuit arrangements for the Street Lighting. e) Show full details, ratings and duty of each item of equipment. f) Include any other relevant information. g) The data sheet shall contain Wattage, Serial number, specific optic, date of

commissioning the LED luminaire and pole number with location coordinates. h) The As built drawing shall be certified by an approved third party survey

company.

2.2.7.2 The Contractor shall submit, within the time stated above, two copies of the Record Drawings for the approval of the Engineer. Upon and after receipt of such approval the Contractor shall provide two sets of prints on paper & index sheet along with two soft copies in both pdf and CAD formats to get the formal approval from Central Archive section & one hard and soft copy of As-built to the Street Lighting section for retention. After formal approval of As-Built by Archive section, contractor shall submit and update in GIS suitable for the EAMS system.

2.2.7.3 In order to achieve accurate Record Drawings all relevant information relating

to the works shall be entered on to Drawings kept for the purpose immediately the work has been carried out. The marked prints shall be available for inspection at the Contractor's site office at any reasonable time during the progress of the Works.

2.2.7.4 The Contractor shall submit an Asset list showing list of assets added into

the system (including removal and replacement) in standard format agreed upon and approved by the Engineer and ASHGHAL (PWA)/Ashghal.

2.2.8 Testing and Commissioning On Site

2.2.8.1 In addition to the requirements of the Conditions of Contract all testing and commissioning shall be carried out according to the requirements of the relevant BS.,

CP., IEE., IEC,CIE Regulations, or other standards and regulations as may be stated or implied in this Specification.

2.2.8.2 The contractor shall arrange for Standard lighting measurements by the Luminaire manufacturer on sample stretches of roads & junctions as directed by the Engineer for ensuring adherence to the designed value of lighting levels on completion of each work order, witnessed and approved by the Project Engineer. The same shall be repeated after every 365 days of initial measurement on the same stretch of road during the contract period and 400 days of maintenance period.

2.2.8.3 The contractor shall ensure performance testing by the manufacturer for the Luminaires of the system by conducting the testing annually as directed by the engineer.

2.2.8.4 Each completed system with the installation shall be tested as a whole under operating conditions to ensure that each component functions correctly in conjunction with the rest of the installation including dimming and control, and data accusation through SLMS.

2.2.8.5 The contractor shall coordinate for the successful implementation of SLMS for Ashghal during the tenure.

2.2.8.6 The Contractor shall afford access at all times to the Ashghal and Electricity Networks Department to enable them to inspect work during and after erection and to be present at all tests. Lighting measurements shall be carried out at site as per CIE standards and regulations to conforming to the lighting level requirement for Expressways, Main roads, service roads etc. as specified herein of this specification.

2.2.9 Penalty to the contractor failing to complete the works on time

A penalty will be imposed according to contract clause 47(1) as per the amount displayed on Appendix A of Form of Tender, if the contractor fails to complete the works on time.

2.3 SPECIFICATION FOR THE INSTALLATION OF STREET LIGHTING LUMINAIRES 2.3.1 General

The scope of this specification covers the code of practices for the installation of street lighting columns, brackets, luminaires, lamps, wiring, cut-outs and terminations. Tenderers must have experience in Erection of High Masts, Street Lighting Columns and Installation of Street Lighting Cables and shall have been Pre-qualified by the Engineer.

2.3.1.1 The contractor shall submit drawings including Street Lighting layout, Load Schedule, Voltage drop calculations, Feeder Pillar schematic and Standard details of with lighting calculations as per CIE standards & regulations for approval of the Engineer.

2.3.1.2 Street lighting cutouts shall be installed within the base termination compartment of each column and shall be of TPN&E type. Cut out shall have facilities for looping in and out cables and shall accept 4 core cable up to 35 sq.mm. and capacity of 40 Amps (according to specification). The cut out shall be of 2 way or 3 way as per the cable network requirements.

2.3.1.3 Cable connection from the luminaire to the control unit / cut-out shall be carried out in a cycle by dividing the load equally on RY&B to achieve the balanced load on the underground street lighting cable.

2.3.1.4 All lighting columns shall be earthed through armouring of underground cables terminated at each column. Hence no separate earthing cable running parallel to the street lighting cable is required. In addition to the earthing through cable armouring, the lighting column at the end of each individual underground cable circuit shall be earthed through separate earth electrode. The size of the earth rod shall be 16mm by 2.5m in length. The connection between earth electrode and earth pit bar in the earth pit shall be16 mm2 bare copper conductor or extended electrode. The connection from earth pit bar to column earth terminal shall be by 16 mm2 Cu insulated earthing cable.

2.3.1.5 Each high mast column shall have separate earthing. The size of the earth rod shall be 16mm by 2.5m in length. The connection between earth electrode and earth pit bar in the earth pit shall be70 mm2 bare copper conductor or extended electrode. The connection from earth pit bar to column earth terminal shall be by 70mm2 insulated Cu earthing cable. The incoming and outgoing cable termination shall be in an approved brass cable gland that clamps the armour of the cable. The cable gland is held in position with suitable lock-nut. The earth tags of the gland fixed together by screw to which a 6 sq.mm. PVC insulated wire shall also be fixed leading from the earthing screw provided in the column.

2.3.2 The columns shall be numbered indicating Zone Number, SLFP No., Circuit No. and sequential No. of the column in the circuit by black paint or as approved by the Engineer on two opposite sides (one facing road) as per direction of the Engineer. Sufficient care shall be taken so that same SLFP No. is repeated in the same Zone.

2.3.3 While installing the LED Luminaire date, month and year of installation shall be marked on

the luminaire with Paint / permanent ink as directed by ASHGHAL Street Lighting Section.

2.3.4 The Contractor is required to supply: a) All consumable materials. b) All tools, equipment, vehicles etc. for the Contractor's use

c) Provision of a secure place near to the site for storage of street lighting materials.

2.3.5 Disposal of Surplus Materials.

All surplus materials shall be cleared from site and disposed off at approved sites. All formal procedures laid down by the Municipality, Civil Engineering Department, Employer and such other parties who may be involved shall be complied with in full. All removed material shall be credited to Ashghal Stores.

2.3.6 Other Services and Utilities

The Contractor shall be responsible for preserving any existing assets on the street lighting columns like security Cameras, signboards, decorative flower pots & plants etc. in coordination with the concerned Utility / municipality. Any damage to these shall be made good by the contractor to the satisfaction of the concerned agency.

2.3.7 Comply with ASHGHAL Work Zone Traffic Management Guide

The Contractor shall comply with all requirement of Traffic Police Department for working on roads. It is the responsibility of the Contractor to ascertain the requirement of the Traffic Police Department and to comply with the requirements. No additional payment will be authorized under any circumstances. Contractor shall comply with the ASHGHAL Work Zone Traffic Management Guide. (WZTMG) including Traffic Diversion Plan (TDP) preparation and getting it approved.

2.3.8 Connection and commissioning

When street lighting columns have been retrofitted with LED luminaires and individually checked, t h e Contractor may proceed to connect the street lighting cables which shall also be checked for continuity and insulation section by section and the Luminaires shall be energized and commissioned on daily basis. The circuit cables shall be identified by numbering ferrules. A laminated lay out drawing and single line diagram of the SLFP circuits shall be placed inside the SLFP door pocket.

2.3.9 Inspection Procedure

The Contractor will be required to obtain the Street Lighting Engineer’s acceptance of each element of his work prior to proceeding to the next stage. These elements are:

i) Inspection of individual LED luminaire and installation on the column.

ii) Completion of electrical wiring and connection to controller / cut out installation and continuity test

iii) Commissioning test including ensuring of communication with controller for SLMS.

iv) Lighting measurement after completion of each work order with the Luminaire manufacturer’s representative and the Roads Lighting Engineer.

v) The performance evaluation shall be endorsed and shall be proven throughout the

warranty period of the luminaire.

3.1.1 General

The State of Qatar is in a transitional phase of highway assets and management

improvement. Ashghal aims to embrace new technology, focusing on sustainability, and apply

this to the highway infrastructure of Primary, Secondary and Tertiary roads under the control of

Ashghal, Public Works Authority for The State of Qatar and other areas as required, such as;

sikas/foot/cycle paths and landscape/recreational areas. It is the intention of Ashghal to specify energy efficient, green and economically sustainable initiatives

incorporating low carbon technology and thus embracing the deployment of LED luminaires in The

State of Qatar. This specification aims to initiate the investigation, evaluation and application of Light Emitting

Diode (LED) technology to all exterior lighting works. The o u t c o m e of t h i s specification and

associated evaluations and trials will be the production of an approved suite of exterior LED luminaires

for implementing on the Primary, Secondary and Tertiary roads under the control of Ashghal, Public

Works Authority and other areas as required. This specification stipulates the requirements for any Light Emitting Diode (LED) luminaire that is

intended for use as an exterior light in highway areas under control of Ashghal, Public Works Authority

and other areas as required. No luminaire shal l be utilised or installed without prior approval and

written authority of Ashghal. Luminaire shall be defined so as to include all associated components

to enable its operation. The luminaire shall comply with all applicable standards and requirements specified herein. The

luminaire shall be purpose designed for LED light sources only. The luminaire shall be suitable for

lighting specified areas within the rights of way, to a predefined lighting standard. Luminaires originally

designed to be used with non-LED sources and proposed subsequently with LED light engines shall

not be considered. Luminaires shall be commercially available and shall be delivered in a protective covering completely

assembled and operationally ready, all associated component parts shall be new and unused.

Luminaires shall be “future proofed” by allowing the LED modules to be upgraded easily in situ,

as LED efficiency improves. Upgrading of luminaires or replacement of faulty components, with

manufacturer approved components shall not have any detrimental impact whatsoever on the

luminaires warranty. Prototypes shall not be accepted. A sample of each luminaire type, or model, shall be provided for evaluation and approval by Ashghal

prior to authorisation or installation together with the necessary test and photometric data in a suitable

format stipulated by Ashghal. The manufacturer shall provide all samples and requested da t a at

their own cost. The manufacturer shall also facilitate authorised Ashghal representatives, and/or

their appointed representative, to examine the test and manufacturing facilities and witness

manufacturing processes and sample testing related to the luminaire and associated components

submitted for evaluation, at no cost to Ashghal or their appointed representative. Equivalent or more onerous standards can be proposed, by the manufacturer, as an alternative

to the detailed standards, with the exception of Qatar documents. Evidence shall be submitted

detailing the equivalent or more onerous sections that deviates from the intended standard.

This specification shall be incorporated into the Qatar Construction Standards, currently QCS 2014, section 6, part 12 Road Lighting. This QCS shall be referenced in all street lighting specifications. Manufacturers are expected to and shall notify Ashghal of any errors or omissions within this document.

3.1.2 Physical and Environmental Requirements Application

The luminaires are intended for exterior use in rights of way areas, incorporating the Primary, Secondary

and Tertiary network under the control of Ashghal, Public Works Authority in The State of Qatar and

other areas as required.

3.1.3 Environment

Unless otherwise specified the LED luminaires shall be designed and suitably rated to ensure

correct operation and continuous trouble free service under the prevailing climatic conditions which

as a guidance is referenced below. The luminaire shall be designed to withstand the effects of direct

sun exposure during the day and dusty weather conditions including t h e o c c a s i o n a l s a n d s t o r m .

The l um ina i r e m a n u f a c t u r e r shall g ua ran t ee t h e performance and life time claims of; lumen

maintenance and luminaire life of the luminaire under the stated climatic conditions.

3.1.4 Climatic Condit ions

The State of Qatar is a peninsula surrounded on three sides by the waters of the Persian Gulf and

connected by land to Saudi Arabia. According to its geographical location and climate, Qatar is

classified as a hot subtropical desert. The Qatar Construction Specifications 2010, Section 21, Part 1.

General Provisions for Electrical Installation, clause 1.1.14 states;

1. The climate in Qatar in the summer months is hot and humid and a humidity of 100 % at 30°C has been recorded.

(a) violent sand and dust storms of several hours duration occur and even on

comparatively still days, fine dust is carried in suspension in the atmosphere. (b) All apparatus and equipment shall, therefore, be so designed and constructed that they

operate satisfactorily and without any deleterious effect for prolonged and continuous periods in the conditions stated above and at the following ambient temperature conditions: (i) Maximum sun radiation temperature in summer - 84 °C (ii) Maximum ambient temperature in summer - 52 °C

(iii) Average max. Ambient temperature in summer - 45 °C

(iv) Minimum ambient temperature in winter - 0 °C

(v) The altitude of Qatar may be taken as sea level.

As a minimum, manufacturers shall consider 50 ˚C as the night time ambient temperature with 100 %

humidity.

3.1.5 Ingress protection (IP)

The degree of protection provided by the luminaire, including the facility for a switching device,

against ingress shall be rated at least IP66 in accordance with EN60529 (IEC529)

Specification for degrees of protection provided by enclosures (IP code): This shall be certified by an

independent IP testing and examination laboratory accredited by UKAS or equivalent accreditation

body.

3.1.6 Impact protection (IK code)

The degree of protection provided by the luminaire against external mechanical impact shall be rated at

least IK10 (metals and plastics) and IK08 (glass) in accordance with EN62262:2002 (IEC62262:2002)

Degrees of protection provided by enclosures for electrical equipment against external mechanical impacts

(IK code). This shall be certified by an independent IK testing and examination laboratory accredited by

UKAS or equivalent accreditation body.

The luminaire assembly shall be tested and approved by an independent ENEC (European Norms

Electrical Certification) national Certification Body and awarded the ENEC mark or equivalent

international standards.

3.1.8 Other standards

The luminaire shall be fully compliant with all relevant EN (European Norms) standards and EC Directives

as required by the CE (Conformité Européenne) Community Marking Directive or equivalent international

standards.

3.1.9 Construction Housing

The luminaire housing shall be constructed from corrosion resistant marine grade aluminium alloy conforming to BS EN 1676, 1559-1, 1559-4 and 1706 and powder coated by an Akzo Nobel approved applicator, or equivalent, conforming to EN12206-1:2004 Paints and varnishes. Coating of aluminium and aluminium alloys for architectural purposes. Coatings prepared from coating powder.

The manufacturer shall supply a RAL colour chart depicting the range of powder coat colours available for the external finish of the luminaire. Luminaire colour shall be specified at the time of ordering.

The optical assembly and control gear components shall be integral to the luminaire body. For maintenance the luminaire shall allow tool-less access and incorporate quick disconnect features and universal fittings. All component parts shall be easily accessible and securely mounted to prevent accidental falling and manufactured from corrosion resistant materials or treated to prevent corrosion. The luminaire cover shall include an optional security feature to enable locking by means of a tool. The cover shall also incorporate a safety switch to disconnect power on opening and any upward rising hinged canopy shall be secured in an open position by means of a brace to prevent accidental closing.

3.1.10 Mounting

The luminaire series shall be suitable for mounting directly on top of a vertical post with a spigot of up

to 76mm in diameter and for mounting from the side on a bracket arm of up to60mm in diameter. The

angle of tilt of the installed luminaire shall be 0° and adjustable by at least 5° to 10° above the horizontal.

The luminaire shall be securely fixed to the mounting post or bracket by means of a clamping system that

will prevent movement in high winds. All component parts shall be manufactured from non-corrosive

materials.

3.1.11 Light source

The luminaire light source shall consist of an LED system suitable for lighting the rights of way

incorporating the Primary, Secondary and Tertiary network and other areas as required to a predefined

lighting class standard. The LED’s shall be produced by a prominent manufacturer of solid state

lighting (SSL) components and comply with the related standards and guidelines set by the Illuminating

Engineering Society of North Americas (IESNA) and the JEDEC Solid State Technology Association.

The rated system efficacy of the LED luminaire shall be equal to or greater than 100 lm/w (lumens per

watt) operating within the climate conditions previously stated.

The light source is required to control light output with the aim of optimising luminaire performance

and efficiency in relation to the specific lighting application. The luminaire, or luminaire series, shall

provide the facility for varying luminous flux output ranging from 5klm up to at least 40klm using an

appropriate number of LED’s and a suitable control method for each different lumen package. The luminaire LED module shall comply with International Electrical Commission Publicly Available

Specification IEC/PAS62717 LED modules for general lighting – Performance requirements. The LED array’s shall be capable of operating within the climate conditions previously described

and shall have documentation and certification supporting the claimed minimum life expectancy of

50,000 hours at L70 in the stated conditions as within this specification.

3.1.12 Optical system

Technical details shall be provided of the light source optical system and range of optics or optical

settings available for each model of luminaire including performance characteristics. The optical system

is required to control light output with the aim of optimising luminaire performance and efficiency in

relation to the specific lighting application. The system should meet the lighting requirements of most

rights of way types and configurations and maximise the ‘light output ratio’ (LOR) of the luminaire. The inadvertent failure of any LED’s during the life of the luminaire shall not bring about any reduction in

uniformity of light output. Therefore, the multi-layer method of light distribution shall take precedence

over multiple spot methods. Diffuser systems may be required for some lighting applications to eliminate the effect of multiple-

source shadows.

3.1.13 Electrical supply

The luminaire shall be suitable for connection to the low voltage single phase supply of the main network

grid in The State of Qatar.

3.1.13.1 The Qatar General Electricity & Water Corporation “KAHRAMAA” Regulations for the Installation of Electrical Wiring, Electrical Equipment and Air Conditioning Equipment states:The declared voltage for The State of Qatar is:

Rated Voltage: 240/415V ±6%, 3Phase 4 Wire.

Neutral: Solidly Earthed. Fault Level: 31 MVA at 415V

The nominal mains frequency is 50Hz. Under normal operating conditions there may be a

variation of ±0.1Hz. Industrial conditions in the state may occasionally result in a short term

variation of ±0.15Hz for duration of only a few seconds. 3.1.14 Wiring of Luminaire

All internal and external wiring of the luminaire shall comply with EN60598-1:2008 Luminaires, General requirements and tests and shall be flexible and suitably rated and insulated to withstand the voltages and temperatures encountered in service. Any luminaire wiring passing through metal shall have suitable grommets or otherwise be

protected to avoid abrasion of the insulation.

All luminaire terminals and supply connections shall comply with EN60598-1:2008. The

conducting material of any terminal block shall be made of brass and shall have screw down

plates bearing on the wires. Terminals where screws bear down directly on wires will not be

acceptable.

Luminaires shall be earthed in accordance with EN60598-1:2008. An earth terminal forming

part of the luminaire body shall be provided. All parts of an earth terminal shall be made of

brass. 3.1.15 Control Gear

The luminaire control gear (driver) shall be produced by a prominent manufacturer of

semiconductor components and comply with IEC 62384 DC or AC supplied electronic control

gear for LED modules - Performance requirements. The manufacturer shall confirm that the

packaged driver assembly is fabricated from high quality integrated circuit components

including long-life electrolytic capacitors and provide data relating to the reliability of the

device, in the climatic conditions stated in this specification.

The drivers shall be encapsulated / potted and Class II double insulated (IEC61140) and

have a minimum energy efficiency of 85% and power factor ≥0.9 (full load). The control gear

shall feature Surge Protection Device (SPD) for lightning strikes (IEC62305), short-circuit

protection and transient overvoltage protection (IEC61643-1 / IEC61000-4-5).

The LED drivers shall be housed on a removable gear tray accessible with the luminaire

cover open and be compatible with the Qatar power supply. The supply cable shall pass

through the mounting post, or bracket, directly into the luminaire through an M20 cable gland

located at the base of the luminaire mounting socket.

For protection in the event of temperatures reaching predefined critical levels, both LED’s

and drivers shall have thermal protection, which will initially dim down and eventually switch

off the light. Manufacturers shall state the predefined critical temperature level at which the

dim down and switch off protection events occur and relate to junction temperature and

ambient temperature. The luminaire shall be constructed in such a way that this protection

method shall not occur during climate conditions stated within this specification.

The driver system shall be compatible with Lighting Control Systems / Lighting Management Systems (LMS), using both analogue (1-10V) and Digital Addressable Lighting Interface (DALI) protocols including WiMAC. The driver system shall also be capable of being configured for single, and multi-stage, stand-alone dimming configurations when not connected to a CMS. The drivers shall be programmable and permanently configured to operate under the principle of

‘constant flux’ output or maintenance factor harvesting or similar. During this process light

output is initially dimmed to an equivalent end of life level value and then the operating

current is gradually increased throughout service life to compensate for lumen depreciation and

maintain a constant lighting level. The advantage of this system is to give energy savings

and improve LED life and reliability. The manufacturer shall provide details of how this facility

is maintained following replacement of a faulty driver or LED array. The driver shall be capable of operating within the climate conditions previously described

and shall have documentation and certification supporting the claimed minimum life expectancy

of 50,000 hours in the stated conditions within this specification. The luminaire shall conform to CE marking directives including the European Electromagnetic

Compatibility (EMC) Directive EN 61000-3-2:2009 (IEC 61000-3-2:2009) Electromagnetic

compatibility (EMC) - Part 3-2: Limits - Limits for harmonic current emissions (equipment input

current ≤ 16 A per phase).

3.1.16 Switching

The upper luminaire cover shall have the facility for installation and wiring of one of the

following devices: an integral miniature photocell, NEMA socket (detachable photocell), telemetry

device. This facility shall be included within the IP testing.

3.1.17Luminaire

The luminaire shall be produced by a prominent luminaire manufacturer that publishes product

specifications measured in compliance with the IEC/PAS performance requirements or

equivalent. The luminaire shall be capable of withstanding severe climate conditions, as stated previously,

and be vandal resistant. The ingress of insects through any system vent or aperture shall be

prevented by means of a filter. The luminaire shall be designed to provide satisfactory heat dissipation for any powered

component parts and maintain safe operating temperatures at all times under the stated

climatic conditions. Heat dissipation shall be by passive thermal management, active or

mechanical cooling is not acceptable. All materials used in the luminaire shall be resistant to high temperature UV (ultra violet) exposure and be 100% UV-stable. The complete luminaire shall be at least 98% recyclable. The luminaire shall be compliant with the Waste Electrical and Electronic Equipment (WEEE)

Directive (2002/96/EC) and the Restriction of the use of certain Hazardous Substances in

electrical and electronic equipment (RoHS) Directive (2002/95/EC). The luminaire shall be compliant with EN60598-1:2008 Luminaires. General requirements and

tests, and EN60598-2-3:2003 Luminaires. Particular requirements. Luminaires for road and

street lighting.

The luminaire shall restrict glare and control obtrusive light in accordance with the ‘full cut-off’ and ‘semi cut-off’ concepts and associated luminous intensity classes defined in EN13201- 2:2003 Road lighting (Part 2): Performance requirements or an equivalent standard. Individual project design specifications shall detail the luminous intensity class requirement.

The luminaire shall control light output to limit light pollution and minimise sky glow in accordance

with Commission Internationale de l'Éclairage (CIE) 126-1997 Guidelines for minimizing sky

glow and meet the requirements therein for maximum permissible upward light output ratio

(ULOR) expressed as the percentage of luminous flux acceptable in each of four different

Environmental Zones. The efficacy of the luminaire is given by the total lumen output divided by the power into the

system and shall be equal to or greater than 100 lm/w (lumens per watt) operating within the

climate conditions previously stated. The luminaire manufacturer shall submit a statement

declaring that quoted performance figures correspond to the stated ambient air temperature

and ensure that the specifics of operating in the Qatar environment are written into any

applicable section of the warranty agreement.

3.1.18 Luminaire specification data sheet arrangement

For each model of luminaire the manufacturer shall produce a data sheet providing a detailed

and comprehensive description of the luminaires characteristics and component parts. The

data sheet will contain adequate information for the reader to select and specify a particular

model from the luminaire range. This will include;

Luminaire diagram external dimensions, weight and windage

LED configuration (numbers and lumen output for each package, CCT, CRI)

Optical arrangement (lens and reflectors types and settings) Driver type (drive current, system power consumption)

Luminaire output (lm)

Luminaire efficiency (lm/W)

Glare rating

Control and switching options (photocell, programmed stand alone, CMS, etc.)

3.1.19 Apparatus identification

Each luminaire shall have a barcode securely attached internally within the gear compartment

identifying the luminaires reference/catalogue number, total wattage and LED current setting

and other attributes as required by Ashghal and as required of the Enterprise Asset

Management System (EAMS). The barcode type shall be compatible with the hand held

device chosen and utilized by Ashghal.

3.1.20 THERMAL MANAGEMENT LED’s

The luminaire shall incorporate a passive thermal management system, active cooling such

as fan assisted systems will not be accepted. The manufacturer shall demonstrate that the

luminaire is suitable for continuous operation in the Qatar environment. Within the stated

climate conditions the LED junction temperatures shall be shown to remain within the range

required to limit the risk of accelerated degradation of the LED’s based on the stated life

expectancy of the luminaire. Junction temperature cannot be measured directly and must be derived using calculation

formulae and temperature measurements read from a thermocouple device attached to a

series of defined reference points (thermal pads) on the outer casing (package) of the LED.

Thermal verification testing is carried out as a laboratory based operation with ambient conditions

simulated.

The luminaire manufacturer shall submit a statement declaring that quoted LED performance

figures correspond to the stated ambient air temperature and ensure that the specifics of

operating in the Qatar environment are written into any applicable section of the warranty

agreement.

3.1.21 Drivers

The driver manufacturers device data sheet will typically provide specification details and the

maximum permissible ambient temperature range in which the driver can operate (free air

convection) at the defined driver current. The luminaire manufacturer shall demonstrate that

the LED driver is suitable for continuous operation in the Qatar environment. Within the stated

climate

Conditions the driver compartment enclosure shall be shown to remain within the range

required to limit the risk of driver failure during operation based on the stated life expectancy

of the luminaire.

The luminaire manufacturer shall submit a statement declaring that quoted driver performance

figures correspond to the stated ambient air temperature and ensure that the specifics of

operating in the Qatar environment are written into any applicable section of the warranty

agreement.

3.1.22 Luminaire

The maximum allowable ambient temperature for the LED lighting shall be stated, in which

the LED lighting can operate without adversely affecting any components life, luminaire light

output or colour stability. This shall take into consideration the maximum case temperature of

the driver and the design LED junction temperature. Manufacturers shall state the predefined critical temperature level at which the dim down and

switch off protection events occur and relate to junction temperature and ambient temperature.

The luminaire shall be constructed in such a way that this protection method shall not occur

during climate conditions stated within this specification.

3.1.23 TECHNICAL REQUIREMENTS 3.1.23.1 Chromaticity

Chromaticity tolerance and associated colour consistency of luminaire LED modules shall be

measured in terms of the CIE 1931 chromaticity diagram and the CCT quadrangles defined

by the American National Standards Institute (ANSI) C78.377-2008 Specifications for the

Chromaticity of Solid State Lighting Products for Electric Lamps. The ANSI quadrangle is

made up by smaller quadrangles, commonly referred to as bins. The x y chromaticity components

of each LED module shall be enclosed by one bin and the bin size shall not exceed a 4-

step MacAdam ellipse. The binning process shall be in compliance with National Electrical

Manufacturers Association (NEMA) SSL 3:2010 High-Power White LED Binning for General

Illumination.

The chromaticity shift shall be measured and reported in accordance with IES_LM-80-08 Approved Method: Measuring Lumen Maintenance of LED Light Sources.

For highway lighting the Correlated Colour Temperature (CCT) of the light emitted from the

luminaire shall be in the range ≥4000K with a Colour Rendering Index (CRI) of ≥70. The

manufacturer shall state the CCT ranges available with a ±275K warrantied window. The CCT

and CRI shall include the effects of colour shift over the life of the luminaire. Other CCT ranges

may be applicable to individual projects and manufacturers shall be notified as required.

3.1.23.2 Photometry

Luminaire lighting performance shall be measured using an independent photometric testing

laboratory accredited by UKAS or equivalent accreditation body. The test procedure and

measurements shall be carried out in accordance and compliance with IES_LM-79-08

Approved Method: Photometric Measurements of Solid State Lighting Products. The photometric

test report shall list all significant data for each SSL product tested together with performance

data and also pertinent data concerning conditions of testing, type of equipment, and reference

standards.

The photometric test procedure shall also be used to calculate correction factors in allowance of

the stated climate conditions.

Photometric data for each luminaire optical setting shall be available in electronic file format

in accordance and compliance with IES_LM-63-02 Standard File Format for Electronic Transfer

Measurement and file format. The photometry files shall be compatible for use with industry

recognised road lighting design software packages or as requested by Ashghal and include

applied correction factors specific to the declared ambient conditions. Lighting performance of the LED luminaire in terms of design spacing’s relative to a specified

road lighting class should be comparable to a modern HID lamp based luminaire with similar

lumen output.

The luminaire manufacturer shall submit a statement declaring that quoted photometric

performance figures correspond to the stated ambient air temperature (not LED junction

temperature) and ensure that the specifics of operating in the Qatar environment are written

into any applicable section of the warranty agreement.

The luminaire shall be tested in accordance and compliance with EN62471:2008

(IEC62471:2006) Photo-biological safety of lamps and lamp systems or an equivalent standard.

Any assumptions made during testing shall be clearly stated.

3.1.23.3 Lumen maintenance

The luminaire LED light source shall be tested in accordance and compliance with IES_LM-80-08 Approved Method: Measuring Lumen Maintenance of LED Light Sources. The LM-80-08 test report produced for the LED light source shall meet the eligibility criteria necessary for submission to the U.S Department of Energy (DOE) Energy Star Program Requirements for Solid State Lighting Luminaires.

3.1.23.4 In Situ Temperature Measurement Test (ISTMT)

In order to relate the LM-80 test to the luminaire and stated climatic conditions, testing shall

be completed that simulate this application. This shall be achieved by In Situ Temperature

Measurement Test (ISTMT) which follows ANSI/UL 1598-2004 Luminaires.

3.1.23.5 Rated life and failure fraction

Lumen maintenance (L) is the luminous flux emitted by the light source at any specified time

during its operational life and is expressed as a percentage of the luminous flux emitted at

the start of life (L%). The rated lumen maintenance life of the LED light source shall not

exceed L70, or 30% lumen depreciation. The luminaire manufacturer shall define the estimated service life of the light source in terms

of operating hours and rated lumen maintenance. The minimum standard expected shall be

50,000 operating hours at L70. The method of deriving rated lumen maintenance life beyond the limits of lumen maintenance

determined from actual measurements shall be demonstrated. The method for projecting the

lumen maintenance of LED light sources from the data obtained by the procedures found in IES

document LM-80-08 shall be in accordance and compliance with IES_TM-21-11 Projecting

Long Term Lumen Maintenance of LED Light Sources. In combination with rated life predications the reliability of the LED modules shall also be

expressed in terms of the percentage (fraction) of failures in accordance with IEC/PAS

62722-2-1:2011 Luminaire performance - Part 2-1: Particular requirements for LED luminaires.

The failure fraction (Fy) corresponds to the percentage of LED’s that fail before end of rated

life. This failure fraction expresses the combined effect of all components of a module

including mechanical, as far as the light output is concerned. The effect of the LED could

either be less light than claimed or no light at all.

The failure fraction shall also be expressed in terms of its component parts, gradual failure

fraction (By) and abrupt failure fraction (Cy). The reliability curve relative to operating hours is

calculated using statistical formulae and data gathered under test conditions during luminaire

monitoring periods.

3.1.23.6 Maintenance factors

Luminaire maintenance factors (LMF) to follow model used in BS5489-1:2003+A2:2008

Annex D Table D1 with figures extrapolated to extend cleaning cycle interval up to 6 years

and also adjusted to take account of specific environmental conditions. Lamp flux maintenance factor (LFMF) shall be calculated by the manufacturer in accordance

with calculated lumen depreciation relative to a predefined cleaning cycle interval. Currently

the perceived cleaning interval is biannually due to the intense dust laden atmosphere.

3.1.23.7 Lighting Standards

LED highway luminaires shall be suitable to achieve the lighting class standards as detailed in

EN 13201 with reference to CIE 115 and with particular reference to lighting classes; ME(M)1-

4, CE(C)0-3 and S(P)1-3 inclusive and as applicable to Primary, Secondary and Tertiary roads

in The State of Qatar, under the control of Ashghal and other areas as required, taking into

consideration the allowable reduction of lighting levels due to ‘white light’ and Scotopic/ Photopic

ratio application.

The lighting class stated may change, as the Qatar Highway Design Manual (QHDM) will detail

the lighting class and subsequent standards that are required to be attained. Please note the

QHDM is currently under revision.

It shall be noted that the optimum luminaire mounting heights and spacing arrangement shall

be calculated and selected, by the designer, for individual projects so that it is designed for the

maximum possible overall luminous and energy efficiency and in compliance with the specified

lighting class.

3.1.24 QUALITY CRITERIA

To ensure consistency in quality criteria the manufacturers shall submit data in accordance with

IEC/PAS 62717 Performance requirements – LED modules for general lighting and IEC/PAS

62722 Performance requirements – LED luminaires for general lighting. These documents were

developed together to provide; the definition of a set of quality criteria related to the initial

specifications of a product and a standardised description on how to measure

these quality criteria. The following list of quality criteria, as detailed in the Lighting Industry

Liaison Group – A Guide to the Specification of LED Lighting Products 2012, will be considered

during the evaluation process.

3.1.24.1 Rated input power. The rated input power shows the amount of energy consumed by

a luminaire, including its power supply. It is expressed in watts. 3.1.24.2 Rated luminous flux. This is the light emitted by the luminaire which is expressed in

lumens. For LED luminaires Absolute photometric values shall be used. 3.1.24.3 LED luminaire efficacy. The measured initial luminous flux divided by the measured

initial input power of the same individual LED luminaire. It is expressed in lumens per watt. 3.1.24.4. Luminous intensity distribution. The spatial distribution of the luminous flux

graphically depicted in a luminous intensity distribution curve, which is usually expressed in a polar diagram representing the light intensity as a function of angle about a light source. It is expressed in cd.

3.1.24.5 Photometric code. A six digit photometric code that displays the important ‘quality of light’ parameters; CRI, CCT, chromaticity co-ordinates and luminous flux.

In order to classify the different types of white light, the concept of colour temperature is applied

which is described as the colour impression of a perfect black-body radiator at certain

temperatures. The initial CCT value classification for the photometric code can be obtained by

taking the initial CCT value divided by 100.

b. Rated Colour Rendering Index (CRI).

Although light sources may have the same colour appearance, this doesn’t necessarily mean

that colour surfaces will look the same under them. The initial CRI value classification for the

photometric code can be obtained by using the following intervals:

MacAdam ellipses are scaled up to a larger size of 3x, 5x or 7x the original. This is indicated

ordinates are measured for the maintained value at 25% of rated life up to a maximum of 6000

hours. The classification for the photometric code can be obtained by using the following

3.1.24.6 Rated life (in h) of the LED module and the associated rated lumen maintenance (Lx). The length of time expressed in hours, during which a population of LED modules provides more than the claimed percentage (x) of the initial luminous flux always published in combination with the failure fraction. The series of values for (x) is 70, 80 and 90.

3.1.24.7 Failure fraction (Fy), corresponding to the rated life of the LED module in the luminaire. The percentage (y) of a number of LED modules of the same type at their rated life that have

failed. This failure fraction expresses the combined effect of all components of a module including mechanical, as far as the light output is concerned. The series of values for (y) is 10 and 50.

3.1.24.8 Ambient temperature (ta) for a luminaire. The ambient temperature around the luminaire related to the specified performance. For a given

performance claim the ambient temperature (ta) is a fixed value. It is expressed in degrees Celsius.

3.1.24.9 Power Factor. The power factor shall be clearly stated in all cases.

3.1.24.10 Intensity Distribution.

Absolute Photometry shall be used. Relative Photometry shall not be accepted. Absolute

photometry of LED luminaires shall be conducted according to IES LM-79-08 Photometric

Measurements of Solid-State Lighting Products.

3.1.24.11 Drive Current. The power supply and electronics must provide a well-controlled DC drive current. Drive current is expressed in mA.

3.1.24.12 Optical Risk.

Optical risk identifies the risk group related to the exposure to hazardous sources of artificial

optical radiation. When light sources are placed in a luminaire, the Risk Group classification

can change due to the optics used in the luminaire. Risk Group 0 Exempt

Risk Group 1 Low

Risk Group 2 Moderate

Risk Group 3 High

3.1.25 Luminaire manufacturers data

To enable each LED luminaire performance to be evaluated on a comparable base, the

manufacturer shall provide a standardised set of quality criteria, measured in compliance with

the appropriate standard. The performance claims shall be matched against traceable data.

Further data shall be provided to evidence compliance with all aspects of this specification.

Additional data shall be provided as and when requested by Ashghal.

3.1.26 WARRANTY The luminaire manufacturer shall provide a written undertaking to the satisfaction of Ashghal

to warranty the materials and performance as follows:

3.1.26.1 LED Luminaire shall have a written warranty for a minimum of 50,000 burning

hours and shall be replaced on a one for one basis upon failure. A Luminaire will be deemed

to have failed when;

a) Equal to or greater than 10% of the individual LED chips in an array has failed or

b) An array does not provide the required lumen maintenance (L70).

3.1.26.2 Drivers shall have a written warranty for a minimum 10 years and shall be replaced

on a one for one basis.

3.1.26.3 Luminaire housing and all external components such as; lenses, gaskets & fastenings

and the fixture finish shall have a written warranty for a minimum ten (10) years against the deterioration of, but not limited to, mechanical failure, UV degradation, corrosion, yellowing, blistering, chalking, cracking, peeling or fading.

3.1.26.4 The Warranty shall be transferable without limitations and in its entirety to Ashghal,

Public Works Authority, Qatar.

3.1.27 STANDARDS The current version of the following standards, guidelines and codes of practice, or equivalent

international standards, guidelines and codes of practice, shall apply to this luminaire

specification. Equivalent international standards, guidelines and codes of practice, shall be the same as or

be more onerous than the following documents. Evidence shall be submitted detailing the

equivalent or more onerous sections that vary from the intended document.

follow the prequalification process including submission of test report for raw material and finished product from an ISO certified independent test laboratory according to the above standard specifications or equivalent. For the product which are already pre-qualified by the ASHGHAL (PWA)/Ashghal (Roads Operations And Maintenance Department) contractor should submit routine test report for each batch of material arrival on site including test report for raw material or otherwise the material will not be accepted. Street Lighting Cut-outs shall be manufactured in an ISO 9002 and ISO 14001 certified facility. Manufacturer shall provide written warranty against defects in workmanship, including replacement for Street Lighting Cut-out.

3.3 Specification for 2.5/4/6 sq.mm X 3 Core PVC Insulated PVC Sheathed Circular High Temperature (85oc) Flexible Cable of Stranded Copper Conductor, 300/500 V, A.C.

3.3.1 Cable shall be manufactured in an ISO 9002 and ISO 14001 certified facility. Manufacturer shall provide written warranty against defects in workmanship, including replacement for cable. Cable should be of conductors of high conductivity copper stranded wires, 2.5/4/6 sq. mm., silicon insulated or equivalent to withstand high temperature of 85 degree centigrade and above. Three cores, red, black, yellow green, twisted together, filled and sheathed with high temperature PVC compound, 300/500V. A.C. according to BS6004:2000, BS6007:2000, BS6500:2000, BS7919: 2001 or equivalent.

3.3.2 Packing:

Sealed cable coils each with name plate stating Manufacturer’s name, country of origin Cable type and size.
