“Empanelment of agencies for supply & installation of Energy Efficient Pump Sets

(EEPS) for Energy Efficiency (EE)/ Energy Conservation (EC) Projects related to

Agriculture functions/Muncipal functions/Public Buildings”

The empanelled agencies shall be considered for EC/EE projects involving supply & installation of any/all

types of Energy Efficient Pump Sets (EEPS) along with all necessary accessories viz electrical panel,

electrical cable, UPVC pipe etc either on upfront payment basis contract or energy saving sharing mode of

contract for a period of two year, extendable for further period of one year based on performance.

Qualifying requirement (QR) for Empanelment:

i. Pump manufacturer & its authorized dealer or

ii. Pump manufacturer and ESCO or

iii. Pump manufacturer, its authorized dealer &

ESCO

(In case of consortium, the partners in the consortium

shall not separately participate as independent

respondent or as members of any other consortium in

this empanelment process. All bids in contravention of

this shall be rejected)

Power of Attorney of signatories authorized to

sign the MoU to be submitted.

Certificate is to be submitted.

2. The respondent should clearly specify the Lead

Member in case of participation as a Consortium.

In case of Consortium, Consortium Agreement on

non-judicial stamp paper of requisite value

identifying lead partner member for

communication with EESL is to be submitted.

3. In case of Individual respondent being pump

manufacturer or authorised dealer or ESCO; it should

be a company registered under Companies Act 1956

Copy of Company Incorporation Certificate is to

be submitted.

(Company should be Ltd/Pvt. Ltd. Co.)

In case of consortium, at least one consortium member

should be a company registered under Companies Act

1956. (Company should be Ltd/Pvt. Ltd. Co.)

The lead partner has to be Company registered under

Companies Act 1956. (Company should be Ltd/Pvt.

Ltd. Co.)

Respondent should have average annual turnover of at

least INR 3 Crores for immediately preceding last three

financial years. The net worth of the respondent as on

the last day of the preceding financial year shall not be

less than 25% of the paid up shared capital and shall be

subject to minimum 50lakhs.

If respondent is participating as a consortium, then the

financial requirement shall be considered of lead

partner in the consortium.

Duly Authorised copy of audited annual report is

to be submitted by respondent.

In case of consortium, the duly authorized copy of

audited annual reports of lead member in the

consortium is to be submitted.

5. The respondent or lead member incase of consortium

should be profitable in at least 2 of the last 3 financial

years.

Duly Authorised copy of audited annual report is

to be submitted by respondent.

In case of consortium, the duly authorized copy of

audited annual reports of lead member in the

consortium is to be submitted.

6. The respondent/one consortium member in case of

consortium of two/two consortium members in case of

consortium of three should have BEE approved Star

rated models of pumps as on date or else should have

ISI mark pumps for pump capacity ranging above

15HP / Below 2HP.

(If respondent is individual ESCO, Clause No.6 of QR

is not applicable)

Copy of BEE approval or ISI approved models

proof to be submitted.

7. The respondent / one consortium member in case of

consortium of two / two consortium members in case

of consortium of three must have BEE Star rated pump

production of 100nos pumpsets upto 15HP or else

should have ISI mark pumpsets production of 500nos

for pump capacity ranging above 15HP or below 2HP

combined in last 3years.

Production details with CA Certified copy should

be submitted.

(If respondent is individual ESCO, Clause No.7 of QR

is not applicable)

8 In case of individual respondent being ESCO, it must

have completed one DSM project under

(Agriculture/Municipal/Buildings) OR should have an

ongoing project in (Agriculture/Municipal/Buildings)

from last one year

Documentary proof (Copy of LoA/work-order/

agreement) substantiating the award of the work.

Technical Specifications for Water Pumps: Supplied along with Electrical Panel and Cable

(Agriculture / Municipal /Buildings)

2 In case BEE star rated pumps are not available ISI marked or International Standards pumps may be

considered.

In case of ISI marked Pumps, Overall pump efficiency must be 15% higher or above than the efficiency

specified in IS.

3 Pump must operate on wide-voltage (should be operating at low voltage, 340 volts, higher voltage – 440

volts) and Power factor > 0.85

4 Low-friction foot valves for monoblock pumps conforming to relevant ISI standard & specification is

required

5 Electrical panel must have protections against single phasing, over voltage/under voltage and over

current/dry run protection or any additional protection may also be provided if required. Digital or

Analog volt meter & ammeter shall be used. All the components (relay/MCB) shall be either

L&T/BCH/Havells/Seimens/Millborn make.

6 Electrical Cable must be 03 core, copper cable, ISI mark confirming to IS-694 (for cable working

voltage up to and including 1100v ) including- IS 5831 for PVC specifications, IS- 8130 for copper

conductor, IS-10810 for cable testing method. Including all amendments till dates.

Copper conductor used should be of full gauge as specified in the IS, and weight of copper should be

matching.

Copper conductor should be pure ECC grade plain annealed high conductivity cable ampere carrying

capacity should be guaranteed as per IS specifications, no deviation.

PVC used should be virgin having high tensile and high elongation (%) capacity.

Declaration by Respondent:

1 The respondent/consortium has capabilities to execute the Energy Efficiency (EE)/ Energy

Conservation (EC) projects involving supply & installation of any/all types of Energy Efficient

Pump Sets (EEPS) along with all necessary accessories viz electrical panel, electrical cable,

UPVC pipe etc related to Agriculture functions/Muncipal functions/Public Buildings” either on

ESCO mode or on upfront payment basis.
